Policy Consideration: Does the City Council want to start the process of organizing solid waste
collection?
Background: At the Council -Staff retreat, the council directed staff to begin the process of organizing
solid waste collection in the City. Numerous cities have moved to organized collection recognizing the
benefits of less impact to the environment, streets, and residents, and standardizing service and cost for
the residents.
Options: The first step in the process is to provide a public notice that the city is entering a 60 -day
negotiating process with the present haulers. If the decision is made to negotiate with the present
haulers, the council must decide if an organized collection options committee will be established. A
committee is not required at this stage of the process. A committee is only required if the City is not
able to reach an agreement with the haulers. Staff, however, believes there is value in a committee that
can assist the council in evaluating the hauler's proposal. If a committee is formed, it should have
representation on all sides of the issue. A suggested committee make up would be:
A council member, city staff, a member of the public who favors organized collection and one who is
satisfied with the present collection system, a representative from one of the solid waste haulers, and a
member of either the parks or planning commission. The City Council, however, is free to determine the
composition of the committee.
Recommendation / Action Requested: The goal for this work session is to determine the council
priorities and required services that would be included in organized collection and to provide staff
direction on the next steps. Staff also requests direction regarding the establishment of an organized
collection options committee and the composition of that committee. Attached to the memo is a draft
framework to provide a starting point for the discussion.
Next Steps and Timeline: Staff will incorporate the input from tonight's meeting and prepare
documents for council consideration at a near future council meeting.
Connection to Vision / Mission: An efficient and cost - effective solid waste and recycling collection
system that benefits the residents, protects the city's infrastructure, and minimizes impact to the
environment.

healthy environment, a variety of attractive amenities, a sustainable tax base, and sound financial

MN Statute 115.94, Subd. 4d states:
Prior to establishing a committee under subdivision 4a to consider organizing residential solid
waste collection, a city or town with more than one licensed collector must notify the public and all
licensed collectors in the community. The city or town must provide a 60 -day period in which meetings
and negotiations shall occur exclusively between licensed collectors and the city or town to develop a
proposal in which interested licensed collectors, as members of an organization of collectors, collect
solid waste from designated sections of the city or town. The proposal shall include identified city or
town priorities, including issues related to zone creation, traffic, safety, environmental performance,
service provided, and price, and shall reflect existing haulers maintaining their respective market share
of business as determined by each hauler's average customer count during the six months prior to the
commencement of the 60 -day negotiation period. If an existing hauler opts to be excluded from the
proposal, the city may allocate their customers proportionally based on market share to the
participating collectors who choose to negotiate. The initial organized collection agreement executed
under this subdivision must be for a period of three to seven years. Upon execution of an agreement
between the participating licensed collectors and city or town, the city or town shall establish organized
collection through appropriate local controls and is not required to fulfill the requirements of
subdivisions 4a, 4b, and 4c, except that the governing body must provide the public notification and
hearing required under subdivision 4c.
Below is a non - exhaustive list of potential priorities for the City Council to consider as the basis of any
solid waste collection system. The Council will consider if these priorities are met better through the
present solid waste collection system or can the goals be better achieved through an organized
collection system:
• Ensure all residents have adequate trash and recycling services
• Price shall result in an average cost reduction from present system and shall compare favorably
with similar cities.
• Improve recycling and waste reduction
• Improve safety
• Minimize truck traffic on city streets
• Improve standardization of service options
• Lessen environmental impacts
• Minimize disruption to residents
• Minimize impacts on licensed solid waste collectors
• Public Education and awareness
Whatever system is adopted it must address the priorities and services:
1. Standardized pickup from all residential properties up to four - plexes and HOA common
properties.
2. No overlap of routes.
3. Same day pick up throughout the city.
4. Organics pick up.
5. Standardized pricing
6. Three cart sizes available.
7. Optional service for yard waste disposal
a. Cart for April thru November, weekly pickup; and /or
b. Pay per pick up; and /or
c. Christmas trees?
8. Commercial properties will be able to select their collector, but pickup days will be same as
residential properties.
Questions to consider:
1. Does the city do the billing, or do the collectors do it? And if the city does, is quarterly billing
acceptable?
2. Appliance, furniture, or bulky items pick up?
3. Does the city want to investigate an every- other -week garbage collection option?
