Title / Subject: Review of the First Full Draft of the Comprehensive Plan

The complete City’s comprehensive plan draft is not attached to the packet in paper form due to its
extensive size. It will be available on the city’s website and by thumb drive. The consultants have
incorporated the previous comments into the draft for your review, including the implementation plan
from the surface water management plan (attached).
The traffic consultant (Chuck Rickart, WSB) was not able to be present at the August 13, 2018
worksession to present the draft transportation chapter. Staff asked that he provide a memo
addressing the questions that were left unanswered at the last meeting. His response to your questions
is attached.
Next steps:
After your review of the draft, staff would incorporate any comments and give the plan a final edit to
clean up any typos, conflicts (if any) between chapters, and reformat the document so that it has a
consistent, polished appearance. This includes (but not limited to) adding consistent page numbering,
adding headers, and renumbering appendices. Once the editing is finished, staff would place the draft
plan on the city’s website and schedule the public hearing at the Planning Commission and at a final City
Council meeting.
After those meetings, the plan would be updated with any comments received and distributed to all
affected jurisdictions for a six-month review period. When the review period has expired, staff would
incorporate any comments into the plan received and send the plan to the Metropolitan Council for
their review. Once the Metropolitan Council completes their review, the comprehensive plan would be
adopted.
