Onefor $25,000fromHennepinCountyand onefor $150,000fromtheDNR. SheexplainedthatbothofthesegrantsarefortherevenuesideandFund 402andarereflectedinthetotalpriceforBadgerParkat $550,000. ShesaidthattherehabatBadgerPark wasnotjusttheplayground butalsoincludedapicnicshelter, aheatedrestroombuilding, andtrails. SheaskedwhatthenextstepisandwhethertheCitywillorwillnotmove forwardonthosestreetimprovements. CityEngineer FauskestatedthattheCityhasmovedforwardwiththecommunicationprocessandsent an on-linesurveytoeachoftheneighborhoods andhavecompiledinformation fromtheresponses. Shestated thatthenextstepwillbetoholdanOpenHousetodiscusstheprojectandanswerquestionsfortheresidents. Shestatedthatoncetheyhavegarneredcommentsandfeedback fromthemeetings, staffwillbringitback totheCouncilfordiscussiononwhatprojectsshouldmoveforward. MayorZerbyreviewedthepercentageofpeoplethatareinfavorofmovingforwardandthoseopposing theproject. Councilmember Siakelstatedthatshefeelstheresponsenumbers of25outof65homeswere quitelowforaneighborhoodthathasbeensovocalinthepast. PublicWorksDirectorBrownnotedthattherehasbeensignificantfeedbackfromresidentsthattheywould liketohavethetrailsplowedfasterandalsotogettherinksdoneatthesametime. Hestatedthattypically afteraneight- hourshiftofplowing, hehassenthisdrivershome, buttheyhavebeentryingtostretchthat abitinordertogetthetrailsdone. HestatedthattheyhaveaskedforaToolcatintheCIPwhichwillhelp withthetrails. MayorZerbynotedthatthelineitemfortelevisingandcleaningthewatermainlinesisblankandaskedif therewasadifferentwaytheCitywouldbedoingthisservice. PublicWorksDirectorBrownstatedthatit willhappenaspartofthesanitaryseweroperationbudgetandisnotaCIPitem. CouncilmemberSiakelaskediftheCitywaschargingenoughforstormwatermanagement sincealotof theissueswithintheCityarerelatedtowater. CityAdministratorLerudnotedthattheCityhasbeenfollowingtheschedulethatEhlersandAssociates developed andisinthelastyearoftherecommendedmajorincreaseandtheplanwastothenjustkeepup withinflation. Hestatedthatlookingatthesenumbers itlooksliketheCityisgoingtoneedtore-examine thatplanandperhapsmovetolargerincreases. CouncilmemberSiakelstatedthatshealsofeelstheCitymaywanttore-examinethebillingpracticesand perhapsmovetomonthlybillingratherthanquarterly, becauseitiseasiertopayasmallermonthlybillthat alargequarterlybill. CouncilmemberJohnsonstatedthathewasnotopposedtotakingalookatincreasing therates andconsideringmonthlybilling. CouncilmemberLabadiestatedthatsheisnotopposedto consideringthesethingsbutwouldalsoliketolookatthenumbersofothercitiesandwhattheircitizens arepayingforstormwatermanagement. PublicWorksDirectorBrownstated thatheisgathering informationandthereshouldbemoreinformation forthenextCouncilmeeting, butthisnumberisthebestestimatethatthestaffcanprovide. CouncilmemberSiakelaskedifthereareanyothercitiesthathavegonethroughthissameprocesswithany oftheirpondsinordertogetamoreaccurateideaofwhatthetotalcostwillbe. PublicWorksDirector Brownstatedthatstaffwillcheckaroundwithothercitiesandseeifthereisanythingsimilarbeingdone. Councilmember Johnson askediftherehadbeenanyadditionalconversationsaboutassessingtheschool districttohelpcoverthecostofasidewalkalongStrawberryLane. CityAdministratorLerudstatedthattheCityhasnothadthatdiscussionwiththeschooldistrict. Hestated thattheirdiscussionfocusedonthefactthatupuntil2023thereisaveryaggressivetimelineforroadsand theamountneededafterthatshoulddecreaseandnotedthattheyhadwantedtoknowwhatsomeofthose numbersweregoingtobe. PublicWorksDirectorBrownstatedthatStrawberryLaneisscheduledfor2023, howevertheCityhas chosentostarttheprocessnowbecausetheright-of-wayacquisition willbeverycomplicated. Mayor Zerbyrecommendedofficiallymovingtothenextagendaitemsincethediscussionhasturnedawayfrom generalCIPdiscussion tostreetCIPprojects. 3. STREETCIPDISCUSSION CityEngineerFauskenotedthatthestaffhadputtogether asummaryofthefive-yearstreetimprovement plan. Shenotedthatbased onconversations withPublic Worksstaff, shewouldliketohaveaconversation aboutCardinalDriveandLakeLindenRoad. ShestatedthatshewouldliketoknowiftheCouncilwould liketopursueasmallerprojectinthisareatodealwithpotholesandprovideabetterridequalitythrough thisareauntilthelargerreconstruction projectcanhappen. PublicWorksDirectorBrownstated thatitwouldbasicallybeasmallmillandoverlayprojectinthearea. HestatedthatLakeLindenRoadwasratedasafive. MayorZerbyaskedifthecoringhadbeendonefor theseroadways. CityEngineerFauskestated thatshedidnotbelievetheCityhaddonecoringforeitherof theseroads. ShestatedthatshewouldjustlikefeedbackfromtheCouncilonwhetherthisissomething thattheywouldlikestafftoexplore. MayorZerbystated thathedoesnotwanttoputanicetopcoatonaroadwithbadsubstrateandwouldlike toknowifthisissimplyaBand-aidorifitwilllastforabitandwouldliketoseecoringdone. PublicWorksDirectorBrownstatedthatstaffhasreallytriedtotakeamoremethodicalapproachtothe CIPthisyear, soitbecomesamorestabledocument. Heexplainedthatthewayithashappenedinthepast, withtheCitygeneratingaCIPandtheverynextyearitwouldbewipedcleanandanewCIPwould beput initsplaceandresidentscould notplanahead. HestatedthatpartofhishopeisthattheCitycangettwo orthreeyearsaheadintheircoringprogramaswellasotheraspectsoftheCIP. CouncilmemberLabadieaskedabouttheconcerns overLakeLindenifthatwasbasedonresident complaints, observations fromstaffdrivingontheroad, orengineering. Shestatedthattheirhopeisthatsomethingcanbedonetoimprovetherideabilityoftheroadway, butalsoreducesomeofthetimespentbyPublicWorksinmaintainingitandfillingthepotholes. PublicWorksDirectorBrownstated thathisdepartment hasbeenouttheremorefrequentlyandLake LindenRoadhasenoughtrafficvolumethatitisamajoroperationto either shutdowntheroadordo flaggingoperationsinordertocompletethework. Henotedthatthereareafewareasthatarenotorious forpotholesandtheproblemistheyarerightoncurves, soitbecomesdangerousforpeopletotrytoavoid thepotholesbecausetheyendupinoncomingtraffic. Councilmember Siakelaskedifthelong-termplanwastoreconstructroadseverytwentyyearsand questionedwhether theCityshouldstarttheassessmentprocessin2019inordertostartfundingthese projectsbecauseshedoesnotbelievetheCitycancontinuetopickuponehundredpercentofthetabfor theseprojects. Sheaskedifeveryupcomingroadwillcostoneandahalfmilliondollarstoreconstruct. PublicWorks DirectorBrownstatedthatthegaugeusedtobeonemilliondollarspermileandbelievesthat hasincreasedoverthelastfewyears. HestatedthattheCityissortoftakingonthe “worstfirst” approach. MayorZerbystatedthathedoesnotknowhowExcelsiorBoulevardcanwaituntil2021. PublicWorks DirectorBrownstatedthathecompletelyagreedwithMayorZerby, howeveritranintothechecksand balancessystemandviolatedthenewcommunicationplan. MayorZerbystatedthatthecommunicationplanisalreadybeingviolatedbecausetheCouncilis consideringLakeLindenRoad. PublicWorksDirectorBrownnotedthatamillandoverlayisarelative minorresurfacing. MayorZerby statedthathefeelsthatExcelsiorBoulevard couldbenefitfromamilland overlay. CouncilmemberLabadiestatedthatthentheCitywouldbeputtingaBand-aidonabadsubsurface. CouncilmemberSiakelstatedthattheCityisgoingtohavetoputsomeBand-aidsonbecausethereisnot enoughmoney tocompletelargerprojects. ShestatedthatshereallylikesthePacersystembecausethatiseasilyunderstood andsheprefersmoreconcretepathwaysratherthandiscretion. Disposal ofsolid wastes from die site shall in accordance with Minnesota Pollution Control Agency requirements. A separate container shall be placed for disposal of haurdous waste. Hazardous wastes shall be disposed of in accordance with MPCArequlrements. Concrete track washout shall be in the plastic lined ditch and dispose of washings as solid waste. Sediment control devices shall be regularly inspected and after major rainfall events and shall be cleaned and repaired as necessary to provide downstream protection. Streets and other public ways shall be inspected daily and iflitter or soils has been deposited it shall promptly be removed. If necessary, veldcles, that have mud on their wheels, shall be cleaned before exiting the site In the rock entrance C.S. ar Moisture shall be applied to disturbed areas to control dust as needed. Portable toilet facilities shall be placed on site for use by workers and shall be properly maintained. If it becomes necessary to pump file escavation during construction, pump discharge shall be into die stockpile areas so th at the double silt fence around these areas can filter die water before it leaves the site. Temporary erosion control shall be installed no later than 14 days oiler die site is twat disturbed and shall consist of broadcast seeding with Minnesota Department of TranspormGon Seed Mixturo 22 -111 at 100lb /acre followed by covering with spiny mulch. Erosion control measures showm on the erosion control plan are the absolute minimum. The contractor shall install temporary earth dikes, sediment trips or basins and additional silt fencing as deemed necessary to control erosion. SITE WORK COMPLETION: When final grading has been completed but before placement of seed or sod an "as built" survey shall be done per City of Shorewood requirements to insure that grading was properlydone. When my remedial grading has been completed, sod or seeding shall be completed including any erosion control blankets for steep areas.
