Policy Consideration: Should the City of Shorewood enter into a contract with Minger
Construction Company, Inc. to perform watermain improvements?
Background / Previous Action: Most recently, staff has made the recommendation that
anytime major roadway construction is occurring where watermain exists, that cathodic
protection be added to the watermain, in addition to replacement of valve bolts and hydrant
bolts with a specific type of stainless steel bolt that has now become common place in the
metro, due to corrosion issues. This is proposed to hopefully avoid reconstructing a roadway,
and having to re- excavate a new roadway, due to a failure of bolts. In addition, staff also
requested that the quote also include the addition of the extension of four water services for
properties that have watermain in front of their property, but no services extended to the right
of way line. Staff recommends these services be installed now, to avoid excavating the
roadway in the future.
Unfortunately, staff made this recommendation late this spring immediately ahead of the start
of the contractor mobilizing to reclaim Howard's Point Road. When staff solicited a quote from
C.S. McCrossan, the contractor indicated that this would add nine plus days of work and
additional lead time to the contract. Staff was not willing to add that much time to this
contract.
Staff also solicited a quote from Minger Construction Company, Inc. Representatives from
Minger indicated that they could mobilize within a day of approval and perform the work in an
estimate four to five days. Staff took the liberty of moving ahead with the quote from Minger
Construction, based upon timing and the preliminary numbers indicated by both contractors.
The formal quote by Minger is attached as Attachment 1 to this memorandum for an amount of
$49,090.40. While the sum is significant, recall that this work includes installation of four water
services, four excavations for valve retrofits, six excavation for hydrant valve retrofits, and the
addition of cathodic protection.
Staff Recommendation: Staff is recommending approval of Resolution that awards the quote to
Minger Construction Company, Inc.
