RE: Quotes Received for Howard's Point Road Watermain Work
The City of Shorewood had previously let a contract for roadway reclamation on September 17, 2017, known
as the 2017 Pavement Reclamation Project (Howard's Point Road, Kathleen Court, Oakridge Circle and
Summit Avenue), City Project 17 -23. After that award it was suggested that staff pursue a contract to replace
all of the watermain bolts that tend to be an issue, due to hot soil conditions. Staff solicited quotes from
Minger Construction and C.S. McCrossan Construction. It is noted that McCrossan had been awarded the bid
for the reclamation project.
Quotes were received and reviewed, McCrossan's quote was substantially less than the quote received by
Minger Construction. However, in follow up conversations with representatives of Mccrossan it was found
that while they were able to perform the work, as quoted, they were not willing to do so in a timely manner
and claimed that this would also prolong their startup of the original project 17 -23. Due t the political
pressures to get these roadways constructed in a timely manner and keep the project on time, the quote was
awarded to Minger Construction.
