Draft survey questions
Background:
Following the January 11 work session meeting with Peter Leatherman,
Mr. Leatherman said he would provide a draft list of questions for the council to consider
as the final survey is put together. That list is included with this memo. The original
proposal called for 20 question units. Mr. Leatherman’s suggestion for determining
what questions to ask was to have the council come up with the hierarchy of what
information you want to learn from the survey and then select the questions. The
council can select more than 20 questions, and according to the proposal, each
additional question unit is an additional $135. Mr. Leatherman will be present at the
work session.
Next Steps and Timeline:
Assuming all of the questions are selected at the work
session, Mr. Leatherman will prepare the final questionnaire for council review and
approval at the February 25 council meeting.
Mission Statement: The City of Shorewood is committed to providing residents quality public
services, a healthy environment, a variety of attractive amenities, a sustainable tax base, and
sound financial management through effective, efficient, and visionary leadership. Page 1

3128 Dean Court GARBAGE/RECYCLING STUDY
Minneapolis, Minnesota 55416 PRELIMINARY FEBRUARY 2019
Hello, I'm __________ of the Morris Leatherman Company, a polling
firm located in Minneapolis. We've been retained by the City of
Shorewood to speak with a random sample of residents about the
garbage and recycling services. The survey is being taken because
your city representatives and staff are interested in your
opinions. I want to assure you that all individual responses are
held strictly confidential; only summaries of the entire sample
will be reported. (DO NOT PAUSE)

Most communities have one of two systems for garbage collection.
In an open collection system, like the City of Shorewood,
residents choose their hauler from four companies licensed by the
city. Other cities use an organized collection system, where the
City contracts with one hauler for the entire or segments of the
city.
I would like to read a list about garbage collection. For each
one, please tell me if you think it is better under an open
collection system or an organized collection system. (WAIT FOR
RESPONSE) Do you feel strongly that way? If you have no opinion,
just say so.... (ROTATE)
