Annual drinking water report
The Consumer Confidence Report, better known
as the drinking water report, is published each
year by the city. The current report covers testing
that took place on the city water system in 2018.

The information provided in the water report is
for residents connected to city water. Residents with
wells are encouraged to have their water tested by
a licensed facility. More information on well water
testing is available on the city web site.

Utility Mats increase appro -'ed
At the March 25 City Council meeting the council
discussed utility rate charges (water, sanitary
sewer, storm water). This discussion followed a
presentation at the annual retreat in February about
the financial condition of these funds and ensuring
revenues are sufficient to cover future operating
and capital expenses of the systems.
These three utility funds, as well as the recycling
fund, are considered enterprise funds. This means
that they function and operate as businesses, and
the rates that each of the funds charge are expected
to cover the expenses. It is important to note that
property taxes are not used to support the activities
of the enterprise funds. Those activities include
operations, capital expenditures, and debt service
(if any).

The water and sewer rates have not kept up with operating costs over the past several years, and the cash
position of each fund has declined. Increased expenses such as the Met Council charges to the city for sewage
treatment have not been adequately reflected in the rates the city charges its sewer customers. The rate analysis
has planned annual increases for each of the next ten years.
As a result of a 2014 storm sewer rate study, storm water rates have been significantly increased over the
past five years. The fund is in much better condition as a result, and more modest increases are planned for the
storm water charges.
