HeinvitedtheCounciland Citystafftoparticipateinatouroftheirfacilityandseehowtherobotpicksthecompostablebags offoftheline. MayorZerbyaskedhoworganicscollectionwouldworkintheCity, andifitwouldonlybeavailable toclientsofRandy’sSanitation. Mr. Stoltmanstatedthatthisorganicscollectionserviceis availabletoanyhaulingcompanywhowantstouseit. CouncilmemberJohnsonstatedthatduringhisexplanation, hementionedreducingtrucktraffic morethanonceandaskedhimtoexplainmoreaboutthatcomment. Shestatedthattherehasbeenincreasedincidentsofpeoplecomingoutanddriving alongtheroadandfishingfromtheshore. Shestatedthatthishasmeantincreasederosionand alotofgarbagebeingleftbehind. Shestatedthattheyhavetakenpicturesofuptotencarsbeing parkedthereandpeopleandchildrenrunningacrosstheroad, aswellasmanynearaccidents. Shestatedthattherehasevenbeenoneincidentwheresomeoneparkedinthecul-de-sac, walkedacrossprivatepropertyandproceedingtofishonaprivatedock. Sheexplainedthatwhen thispersonwasconfronted, theyrepliedtheythoughttheywereinMoundandcouldfishfromany ofthedocks. ShestatedthattheyareaskingforadditionalNoParkingsignsontheislandroads. Heexplainedthatby impaired” hemeansalcohol, marijuana, opiates, amphetaminesandheroine. Hestatedthatthe averageDUIarrestsintheCityuptothelasttwoyearshavebeenfiftytosixtyarrestsperyear. Heexplainedthatin2017therewereeighty-eightandin2018therewereeighty. Hestatedthat muchofhistimeisspentlitigatingthesecases. Hestatedthatmanytimestheattorneysforthese individualstrytogetthecasethrownoutontechnicalities, butthepolicedepartmentisdoinga greatjob, sonotmanyarethrownout. Mr. PottsremindedtheCouncilthatthe “handsfree” cell phonelawwillgointoeffectlaterthissummer. Henotedthatdomesticassaultcasesareway downintheCity. SheexplainedthattheMinnehahaCreekWatershedDistrict takeswaterlevelmeasurementseverydayonthelake. He explainedthattheParksCommissionhadinvitedtheareasportsassociationstocometothe meetingandstatedthathefeltitwasafantasticconversation. Hestatedthattheallofthe associationsexpressedtheirappreciationforhoweasytheCitywastoworkwithandall expressedinterestinworkingwiththeCityonvariousprojects, suchasseedingoradding bleachers. HestatedthattheParksCommissionalsospenttimediscussingtherinkattendant payscaleandwouldliketheCounciltoconsiderraisingitforthenextseason. CouncilmemberLabadiestatedthatthereweresomeassociationsthatwerewillingtocontribute financiallytosomeparkimprovementsandsuggestedthattheCityaggressivelypursuethese opportunitiesnowduringthepeaktimeofuse. Shestatedthattheirhomeislocatedrightnexttothe MinnetonkaPortableDredgingCompany, whichisbasicallyajunkyardononesideandtheother sideistheregionaltrail. Shestatedthattheyhaveprivacyfencingandexplainedthatshefeels theirstoragedoesnotimpactanybodyanddoesn’tunderstandwhytheycannotparktheirown boatontheirpaveddriveway. Shestatedthatratherthanchargeafeeforthisissue, sheasked thattheCityconsidercommunityservice. Shestatedthattheyareaoneincomefamilybecause oftheirspecialneedssonanddoesnotthinkafineisappropriateforthisissue. Sheexplained thattheyhavebeenlivingthereforeighteenyearswithoutanincident andarepillarsinthe community.
