Services to the City of Shorewood. As you already know, our firm has the experience and expertise
necessary to meet the City's needs regarding any engineering, environmental, or construction
challenge. Although WSB is a full service design and consulting firm, our core service area is city/
municipal engineering.
WSB is committed to our partnership with the City of Shorewood. Our staff has met with the Mayor and
City staff to discuss improved communication plans and project solutions to maintain our partnership.

OUR EXPERIENCE SERVING THE CITY OF SHOREWOOD IS UNMATCHED
WSB provided interim city engineer services in 2006 and 2012, as well as city engineer retainer services
since 2013. Prior to that, WSB staff have served served the city in this same capacity with another
consulting firm. WSB's familiarity with the Council, City staff and the community's expectations, will
ensure the level of service and project deliverables will meet the expectations of today and tomorrow.

OUR SKILLED STAFF INCLUDES:
MUNICIPAL
More than 60 professional engineers, certified professionals,
and eight support staff currently serve over 50 communities
in varying capacities to provide engineering and design
solutions related to streets, storm and sanitary sewers, and
water system services.
WATER RESOURCES
Produced more than 50 water and wetland management plans
throughout the metropolitan area, including several within the
Minnehaha Creek Watershed District and is staffed with over
20 professional engineers and support staff.
TRANSPORTATION AND TRAFFIC
WSB has 40 transportation and traffic engineers and certified
professionals on staff. Our Traffic Engineering Group provides
solutions by understanding needs, cultivating and engaging
strong public and private partnerships, assessing feasible
alternatives, and developing practical solutions that optimize
the transportation environment.

LANDSCAPE ARCHITECTURE
Seven professional landscape architects supported
by several design staff. Working collaboratively with
engineers and planners, our landscape design team
identifies creative ways to solve problems, resulting in
inspiring designs that achieve goals.
ENVIRONMENTAL
Our staff has produced over 75 different environmental review
documents and was the first in Minnesota to submit and
receive approval on the MPCNs required non - degradation
plan. Our staff includes professional geologists, certified
wetland delineators, professional wetland scientists, and other
certified professional staff.

With a complete staff of real estate specialists and surveyors
specializing in right of way issues, you can rest assure that the

With 20 years of engineering experience in the municipal industry, Alyson Fauske has
built her career providing municipal engineering services throughout the Twin Cities.
Her portfolio of work includes street and utility reconstruction, technical analysis and
field observations, direct project planning and management, and comprehensive and
capital planning services.
Alyson's reputation is built on her excellent collaborative and organizational skills. Her
robust ability to develop strategic plans, plan and budget for capital improvements,
establish schedules and initiate and maintain effective communication with project teams
assist her ability to provide exceptional services as an experienced professional engineer.
CITY ENGINEER
CLIENT: CITY OF SHOREWOOD, MN
PROJECT DURATION: SEPT 2017 - PRESENT
As City Engineer for Shorewood, Alyson works closely with the Public Works Director to identify current
and long -term infrastructure projects and construct street and utility improvement projects, focusing
on communication with residents affected by the project. Alyson also oversees the implementation of
the city's Right of Way ordinance and the associated permitting; reviews and comments on planning
applications; and coordinates the review of building permits. During her tenure at the City of Shorewood
Alyson has focused on providing a high level of customer service to the residents, responding to emails
and phone calls promptly and taking time to meet with residents.
MANN, RIVIERA, & SHOREWOOD LANE STREET RECONSTRUCTION
CLIENT: CITY OF SHOREWOOD, MN
PROJECT DURATION: JUN 2018 - NOV 2018
This improvement project included the reconstruction of approximately 0.45 miles of streets in three areas
of the city, installation of curb and gutter, storm sewer improvements and the installation of watermain
within Riviera Lane (open cut method) and a portion of Yellowstone Trail (trenchless technology). Other
aspects of the project included easement acquisition and working with the residents of Riviera Lane with
their petition to have watermain installed. Project updates were presented to the city council in addition
to those provided to the city's communications coordinator.
CITY ENGINEER
CLIENT: CITY OF MINNETRISTA, MN
PROJECT DURATION: SEPT 2018 - PRESENT
Alyson's role as City Engineer for Minnetrista includes assisting staff with engineering - related items
pertaining to the city, compiling infrastructure condition data and presenting it to the council with
a recommendation for capital improvements and coordination of the review of and construction
observation for development work within the city.

SUPPORTING TEAM
The following capsules provide background about the WSB team that will most closely support Alyson in her work
with the City of Shorewood. As highlighted on our organization chart, the city will have access to a wide variety of
professional disciplines through WSB's in -depth staff.
LEE GUSTAFSON, PE
CLIENT LIAISON /PRINCIPAL
Lee's role as Client Liaison will be to support Alyson by providing a second point of contact for staff. He
will meet with key city leadership (Council and /or Administrator) on an annual basis to complete a Client
Satisfaction Interview (CSI). Lee will gather feedback for our team and allow us to adjust service levels or
modify our approach to make certain that we are exceeding expectations. Lee's role is a value -added service
and is provided at no additional cost to the city.
KATIE KOSCIELAK, EIT
ASSISTANT CITY ENGINEER 1 6 YRS. WITH SHOREWOOD
Katie has been working with our clients in construction observation, engineering design, and developing
feasibility reports. She will support Alyson as the Assistant City Engineer, a role she has ben serving for several
years. Katie currently manages all right of way permitting for the city and serves as the lead designer for
Shorewood Capital Improvement projects.
MATT HAVLIK
CONSTRUCTION INSPECTOR 1 4 YRS. WITH SHOREWOOD
Matt will serve as the lead inspector for the City of Shorewood. He supervises and inspects grading and base,
concrete placement of curb and gutter, storm sewers, water mains, sanitary sewers, bituminous pavement,
sidewalk placement, and erosion control. Prior to joining WSB, Matt worked for the Minnesota Department
of Transportation construction management where he was the construction inspector on various highway
construction projects.
JASON AMBERG, PLA
LANDSCAPE ARCHITECTURE 1 17 YRS. WITH SHOREWOOD
Jason is a landscape architect with more than 23 years of experience and is an expert in the field of public
space planning and design. Through his experience working with municipal staffs, park boards, and a variety
of public groups and governing agencies, he has developed an ability to arrive at creative design solutions that
meet project goals while respecting the diverse input of stakeholders. Jason is particularly astute at managing
projects from the initial design phase through construction and observation. His projects range from small -scale
neighborhood park improvements to comprehensive park and trail system plans and urban desig n/streetsca ping
projects. Jason has gained a reputation for preparing graphics and drawings that clearly articulate design intent,
character, and technical requirements.

SEAN DELMORE , PE , PTOE
TRANSPORTATION
Sean is the Traffic Engineering Manager for WSB's Transportation Group. He has more than 24 years of experience
in transportation, including multiple projects dealing with roadway, sidewalk, and roundabout upgrades. Prior to
joining WSB, he served 17 years with MnDOT, where he worked mainly in traffic engineering or both Central
Office and the Metro District.
JAKE NEWHALL, PE
WATER RESOURCES
Jake has been with WSB's Water Resources Group for 13 years. He has managed and designed water resources
projects that have included modeling, planning, design, maintenance programs, and construction. Jake has
worked with numerous Minnesota municipalities, counties and state agencies. Jake's well- rounded water
resources skills and experience allow him to collaborate and be innovative while solving challenging water
quality and water quantity problems.
ALISON HARWOOD
ENVIRONMENTAL SCIENTIST
Alison Harwood is a Certified Wetland Delineator with over 10 years of experience completing wetland reviews
and permitting projects that involve wetland impacts, many of which have been municipal projects related
to city roadway and utility projects. In addition to completing wetland delineations and permits on a project
level, Alison also currently serves as the Local Government Unit contact or Wetland Conservation Act Technical
Evaluation Panel member for various municipalities. In this role, Alison reviews wetland delineations, wetland
impact permit applications, and wetland mitigation proposals for compliance with the Wetland Conservation
Act. Alison also reviews development plans for compliance with city ordinances, such as wetland buffers, and
provides recommendations to city engineers based on these reviews.
CARL OSBERG, PE
STRUCTURAL
Carl has more than 19 years of structural design and project management experience, and is the Structural
Group Manager at WSB. He is experienced in planning, inspecting, designing, detailing and managing various
types of structural projects, including bridges, culverts, tunnels, buildings /facilities, walls and storm sewers
from concept development through construction. Carl is also an accomplished technical writer with numerous
publications and has composed new state and federal design and construction specifications.
PENNY ROLF
SENIOR RIGHT OF WAY SPECIALIST
Penny has more than 28 years of real estate experience. She has been the project manager for multiple
projects acquiring right of way and providing relocation assistance for MnDOT, WisDOT and utility companies,
counties and cities in Minnesota and North Dakota. Penny's knowledge and experience enable her to earn the
trust of the property owners from the time of her first contact and throughout the negotiation process. This
foundation of trust, along with her strong communication skills and ability to understand and resolve project -
related issues or concerns, has resulted in a high percentage of settlements that are fair to all parties.

CRAIG ALBERG, PE
CONSTRUCTION SERVICES
Craig has more than 13 years of experience in construction services and bridge construction management.
This includes inspection experience as well as contract administration and quality management. Craig is
a MnDOT certified bridge inspection team leader. He has managed various construction project delivery
methods for private, municipal, county, and state entities. Craig has led teams of construction staff which
has included integrating staff from various consultants and owners into one cohesive group. His experience
includes inspection and materials testing which has provided Craig with an understanding of how to
proactively mitigate challenges that arise during project delivery.
JUSTIN HANSEN
SOLUTIONS ARCHITECT - GIS 1 10 YRS. WITH SHOREWOOD
Justin is a Senior Associate at WSB and manages WSB's GIS and Asset Management solutions within the
Information Systems (IS) group. Justin has a Master's of Geographic Information Science degree from the
University of Minnesota and is an active member of Minnesota's GIS /LIS Consortium through his participation
in leading workshops over the last 8 years. Justin has a combined 14 years of GIS experience and acts as WSB's
Senior GIS Solutions Architect, GIS Consultant and Project Manager on application /data services projects.
Justin was integral to the development of WSB's Storm Water Asset Management Program (SWAMP) and Datafi;
both of which are used extensively by local governments to assist with managing assets and storm water
compliance.
GREG JOHNSON
WATER /WASTEWATER
Greg has 25 years of water and wastewater engineering experience. He is responsible for employee supervision,
water and wastewater treatment process engineering, and has experience related to project planning, design,
and construction administration of water treatment facilities, groundwater and surface water supplies, water
storage structures, water distribution systems, and wastewater treatment facilities.
JIM GROMBERG
ECONOMIC DEVELOPMENT SPECIALIST
GRANT AND FUNDING SPECIALIST
Jim has over 25 years of experience in economic development, including both redevelopment and greenfield
development projects. Prior tojoining WSB Jim was the State of Minnesota's Business Development Representative
for the Twin Cities metro area, responsible for attracting new businesses to the State and assisting businesses in
expanding their current locations. He successfully completed development projects that resulted in over $500
million in capital expenditures. In addition, he managed the State's Shovel Ready Certification Program which
prepares a community for projects that are interested in locating or expanding in their community.
Jim completed the Princeton Industrial Park Plan and the Hastings Economic Development Plan which focus
on future development plans and strategies for those communities. He was also instrumental in developing the
"Libraries Communities Demonstration Grant" for the Cedar Point South Redevelopment project, located in the
City of Richfield. Jim also leads WSB's grant and funding program.

In addition to the 32 -hours per week of on -site office
hours that WSB will provide as a part of its city
engineering services, WSB is also proposing quarterly
client check -ins with our Vice President of Municipal
Services, Lee Gustafson. Lee, in his former role as the
Director of Engineering for the City of Minnetonka,
understands the importance of frequent and on -going
communication regarding long -range planning and
service delivery. Lee will meet quarterly with key city
staff to review WSB's performance and the progress
being made to reach the long -terms goals of the city.
Lee will also meet with the city council semi - annually
as a quality assurance measure for service delivery. He
will seek feedback from the council regarding WSB's
performance and will also support Alyson in any long -
range planning or policy driven discussions with the
council. Additionally, Lee and Alyson will provide annual
presentations the city staff and the council regarding
new technologies and /or engineering practices provide
recommendations for implementation within the City of
Shorewood.

Project Controls
We understand that staff and Council rely on their engineer to provide not only prompt responses to inquiries, but also
accurate and reliable information for developing project budgets. At WSB, we use RT Vision and OneOff ice software
solutions to track project information. This software allows the analysis of bid information on all of our construction
projects. Using this information, we are able to develop accurate estimates, especially regarding complex projects. We
have tracked the detailed performance of more than 30 municipal projects in various communities:

Straightforward Communication
Communication to Residents
WSB's approach to a successful team is based on communication and collaboration. Communication is the key to
success at all stages of a project and by every participant, from the project managers to field staff. We begin projects
with a clearly defined understanding of the scope of work, knowing everything necessary to complete the project
successfully.
We actively manage issues that impact project
completion and exceed expectations in an
environment of doing more for less. High -
energy implementation with strong technical
capabilities, based in a spirit of partnering, is
what sets WSB apart from our competition.
We pride ourselves on providing presentations
and preparing staff reports that include
solid technical background information and
thoughtful recommendations in an easy -to-
understand and "boiled down" fashion.
Communication to Staff
MYLINK
MyLink is the WSB client portal that we designed for the
benefit of our clients. Shorewood will have their own dedicated
client page customized to the city with photos, links, featured
documents, and many other plug- ins. MyLink allows WSB
employees and clients to work collaboratively on documents,
eliminating the frustration and confusion of multiple versions of
the same files. The most current version will always be available
on MyLink via any internet connection. It also eliminates the
need to email large files which can be difficult to transmit.
Your documents will be easily searchable using SharePoint
technology through your personal MyLink account, making
finding the right information as easy as possible.
The MyLink client portal is provided at no cost to the City.

Community Involvement
WSB believes strongly in making a difference and is committed to giving back to the communities we serve, including
longstanding and ongoing financial and volunteerism support for local South Lake Minnetonka community activities,
business organizations, and local charitable organizations.
Local Charitable Partnership
Many Hands Many Meals is a local food packing charity providing life- saving meals that ease world hunger. Each year
since 2017, WSB has donated more than $3,500, helping to pack and ship over 15,000 meals, enough to feed 35
families for over a month (source: mh- mm.org).
"Many Hands Many Meals is extremely grateful to be partners with the wonderful employees at WSB. Their
generous efforts this year filled in the fundraising gap for several of our school packing partners who weren't

Basis for Compensation
We recognize that compensation for engineering services is an important component to a successful consulting
relationship. Based on our experience with city engineering and project based (engineering pool) relationships, we are
familiar with most compensation models including: fixed fee /lump sum, hourly, hourly not -to- exceed, and percent of
construction cost fee basis.
We are comfortable with any billing option that the city would prefer, however based on our past experiences working
with the city Shorewood and the details contained within the RFP, we are proposing a lump sum retainer. The city
engineer will only complete services as directed by the city council and administrator.
WSB will work with city staff to identify specific
and regular general engineering and planning
tasks annually and provide a bi- annual summary
of hours for each proposed task. WSB will also
work with staff to prepare a list of specific tasks
that fit the city's needs and negotiate a monthly
fee that fits the city's budget.
We are proposing Alyson Fauske will provide 20- onsite
hours per week as the city engineer, and that Katie
Koscielak will provide 12 -hours of on -site service per
week as the assistant city engineer.
WE ENVISION THE FOLLOWING LIST OF TASKS TO BE
INCLUDED IN A GENERAL ENGINEERING RETAINER:
• Annual Municipal State Aid update
• Staff meetings and periodic office hours as
required

Staff and resident engineering inquiries
• Assist with policy and procedure development

Identifying and Resolving
Conflicts
WSB does not foresee any conflict of interests related
to providing eity engineering services for the City of
Shorewood. From time to time, WSB works for other
entities in the area; we will always inform the city when
we are working in the area for other agencies.
We will advocate for the city always and look
for win -win solutions to project challenges.
For example, the only access for a proposed Shorewood
reclamation project is on streets that were reclaimed by
Minnetrista in 2018. To maintain neutrality as the City
engineer for both communities, Alyson connected the
city administrators and public works directors for both
communities with Pavement Specialist, Tom Wood, who
provided a recommendation.

Alyson and the WSB team have strong experience and expertise regarding all of the scope of
services items as outlined in the RFP. We have the in -house expertise to successfully accomplish
all of these tasks, therefore there is no need to hire outside consultants. The following pages
highlight specialty services that we believe would add value to Shorewood.
Google 360 Camera
Capture panoramic video and photos in real -time. WSB thinks
beyond streets and trails. We capture footage of streams, rivers,
lakes, and other waterbodies in order to identify and document
erosion, vegetation issues, flooding and any other issues.
Prior to initiating the design phase services and as part of our data
collection effort, WSB will use Google 360- degree photography
equipment to accurately document the existing conditions of the
project area. This process enhances the public involvement, project
design and resident communication during the construction phase.
GIS Planning and Design
Geographic Information Systems drastically improve the way
your organization functions. Our experience implementing basic
and complex systems helps us quickly understand complex
technical requirements, allowing you to realize your goals.
As a longstanding Esri partner, we leverage the full ArcGIS

Visualizations

Visualizations provide significant value by efficiently communicating project specifics. A picture can depict in 30 seconds
what could take someone minutes to orally communicate or multiple pages of text to describe.
The ability for stakeholders to see what a project will look like upon completion serves two critical purposes: first, to
enlighten decision - makers and elected officials on the options, allowing them to more easily make a decision; and
second, to convey design elements and features that are not easily explainable. The latter objective makes project
communications efforts much easier and can resolve conflict and fear quickly and easily for stakeholder groups.
WSB's visualization team utilizes the latest software to quickly develop static project renderings, active fly - throughs,
and real time flights with virtual reality headsets dependent on level of project sophistication required.
Pavement Management
We believe that informed decisions drive predictable results. To help you make informed decisions and protect your
investment in roads, parking lots, trails, and sidewalks, WSB provides cutting -edge support in pavement management
and forensics.
Our materials testing lab is located near our headquarters, which means we can efficiently perform the forensic
tests necessary to guide your project plan. Paired with our systematic method of mapping, inspecting, and rating

WSB's landscape architecture group creates a unique environment that compliments project goals is achieved through

DRONE SERVICES
WSB can provide drone services on a case -by -case basis using our drone and certified drone pilot. Drone flights have
multiple uses such as project communications and documenting project conditions.
The WSB team has found that using drone video in project communications, especially on social media, is a valuable
tool for updating stakeholders on project progress utilizing newer technology. The drone can also provide a variety of
other valuable project information, and its uses can be further discussed if there is a desire to explore the possibilities.

City Familiarity
The City of Shorewood shares its borders with the cities
of Minnetonka, Deep Haven, Greenwood, Excelsior,
Tonka Bay, Minnetrista, Victoria, and Chanhassen.
Bolton & Menk has working relationships with these
communities and we have worked with the school
districts that serve the city Minnetonka Public Schools,
and Westonka Public Schools.
We understand that the city maintains 14 wastewater
lift stations and approximately 63 miles of sanitary
sewer that ultimately discharge to the Metropolitan
Council collection system. The city provides municipal
water through six wells, one treatment facility, and
two water towers. In addition, the City of Shorewood
is a municipal state aid city that maintains nine miles
of MSA roadways. The city has a
robust Capital Improvement Plan that
calls for approximately $20 million of
infrastructure repairs in the next seven
years.

Policies and Procedures - Bolton & Menk supports the
continuing education of professional staff and involvement
in professional and public works organizations. This

trends, policies, and procedures. We also participate in
organizations that keep up -to -date on legislative activities
and pending legislation that may impact cities and public

Formulate Short- and Long -Range Plans - We will assist the
city with short- and long -range plans for the design
and construction of public works improvements. Long -
range planning may include preparing comprehensive
plans, developing CIPs to achieve the goals identified in
comprehensive planning, preparing funding applications
for systems or projects, and working with staff to include
recommended projects in budgets as they are developed
and approved. Short-range planning may include
developing project schedules to ensure regulatory review,
approvals, and permits are accounted for; preparing cost
estimates to ensure identified funding is adequate; and
preparing preliminary engineering feasibility reports.
Water Resources Engineering /Stormwater Management -
Our staff has knowledge of stormwater management
practices and requirements. We assist communities in
administering stormwater management and permitting
needs. Bolton & Menk actively maintains a professional
relationship with local, state, and federal agencies.

We meet with agencies on behalf of the city as required
and also attend annual informational meetings held by
the MPCA, MDH, DNR, Minnesota Board of Water and
Soil Resources, Minnehaha Creek Watershed District, and

current on issues that may affect the city. Bolton & Menk
has the expertise to administer the city's compliance with
the Wetland Conservation Act.
Engineering Services /Project Management for Construction -
Bolton & Menk provides qualified staff to perform
engineering services and project management during
construction of municipal public works projects. Using
a team approach allows us to provide individuals best
suited to the scope of work. For example, the project
manager for a transportation project may be different than
the project manager on a wastewater project.
Andrew has experience overseeing, mentoring, and
assigning appropriate staff, and a broad knowledge of
engineering, construction, and maintenance activities
at the local level. He will coordinate and oversee the
activities of all project managers and team members
used in service to Shorewood to maintain consistency of
delivery and quality of work.
Review Land Use Application and Construction Plans - Bolton &
Menk will review land use applications and construction
plans for private development to ensure consistency with
city codes and engineering standards and specifications.
Our development review services generally include
communication and coordination with developers and
engineers as they prepare documents; review concept
plans, preliminary plans, and preliminary plats; and
review final plats and final construction plans. We
prepare necessary correspondence throughout the review
process memos, letters, comment reports, etc.
As part of the review process, when appropriate, Bolton
& Menk makes recommendations on required financial
securities such as letters of credit and /or cash escrows to
be supplied by the developer. Andrew and his team have

letters of engineering recommendation for residential and

Parks, Trails, and Recreational Amenities Planning and Design -
Our team includes several landscape architects with

Design and Construction Services
There are two categories of project-specific engineering
services: public and private projects. Construction
services for public projects are initiated by the city and
generally completed under a public construction contract.
The scope of services depends on a number of factors
such as project size, type of improvements, number of
people affected by the improvement, and authorization
provided by the city council and staff. Bolton & Menk
understands these are not our projects; they are the
city's projects, and our services will be tailored to
best meet the city's needs and project goals. Private
projects refer to those instances where Bolton & Menk is
representing the city through performance of construction
services related to a private development. These services
are tracked separately to allow the city to collect
reimbursement from developers initiating the work.
Preparation of Plans and Specifications - Bolton & Menk
prepares plans and specifications for use in soliciting
quotes or for bidding. We regularly meet with staff to
review progress and solicit input. We also review the
plans and specifications with city staff to make sure goals
are met. Upon completion, the plans and specifications are
presented to the city council for consideration of approval
and further direction.

Preconstruction Conference and Progress Meetings- Bolton
& Menk facilitates a preconstruction conference on
all improvement projects to discuss concerns and
construction issues with city staff, the contractor or
developer, utility representatives, and other pertinent
parties. We prepare the agenda for all preconstruction
meetings, lead meeting discussions, and produce meeting
minutes.
If the size, complexity, and /or length of the project
warrants, Bolton & Menk may also schedule regular
construction progress meetings to monitor progress and
discuss key project milestones. These meetings prove
effective in proactively identifying and resolving potential
conflicts that may arise during the course of construction.
These meetings are an exceptional way to keep all
parties associated with the project informed, coordinated,
and working in a collaborative fashion. In addition to
meetings with the city and contractor, progress meetings
can also be held with affected residents and business
owners of critical projects to inform them of upcoming
project activities, get their feedback, and help make sure
the needs of all stakeholders are accommodated to the
extent practical.
Construction Related Activities- Bolton & Menk has a large
staff of MnDOT certified construction observers. Qualified
staff are assigned to perform construction observation,
monitor construction staking, and coordinate quality
control testing. The construction observer also keeps a
daily log of project activity and documents quantities of
construction contract pay items. Bolton & Menk also has
many survey crews. We perform construction staking for
all public improvement projects. The construction staking
is performed in a coordinated fashion with the observation.
With several registered land surveyors, we will locate and
stake elements such as property corners, property lines,
and easement boundaries as necessary.
Andrew has well - rounded design, construction, and
operations experience, which will support construction -
related activities. In addition, assistant city engineer,
Matt Bauman will provide his construction expertise to
oversee the activities of the construction observers and
survey crews and will provide overall supervision of the
construction- related activities, visiting the project site as
necessary. With the assistance of Andrew and Matt, the
construction observation staff works to address concerns

from property owners and /or other project stakeholders
during construction.
We review all project pay estimates and submits them to
the city with a recommendation for action. In the event
a change order to the contract is needed for a project, we
prepare the change order documentation and presents it to
the city with an explanation of the proposed change and a
recommendation for action.
Communication- Effective communication is the key
to a successful public improvement project. Bolton
& Menk employs tools such as preconstruction
conferences, progress meetings, and on -site observations
to effectively keep the lines of communication open
with all project stakeholders. Andrew has developed
effective communication styles and skills, not necessarily
associated with a technical engineer, which he uses to
maintain efficient and transparent communication with
council, staff, residents, and stakeholders.

tools as needed, depending on the project:
• Newsletter- A project- specific newsletter can be
an excellent way to keep residents, businesses, or
property owners informed of a project's status and
schedule. They are particularly important for projects
with long timelines.

include such items as digital versions of the project
newsletter, project schedules, detour information,
construction updates, city ordinances, and project

Social Media - For some projects, social media,
such as Twitter or Facebook, serves as an efficient
way to keep residents informed on project status and
schedule.
Documentation- Bolton & Menk prepares and maintains all
necessary documentation for project construction. Our
standard procedures include written daily logs of project
activity, photos both prior to and during construction,
testing records, inspection records, and project punch lists.
Depending on the complexity or specific requirements we
will complete other necessary forms of documentation.
Our staff maintains detailed and accurate documentation
as required by the city and /or jurisdictional agencies.
Bidding- During the bidding process, we are there every
step of the way —from initiation to contract execution.
Upon approval of plans and specifications by the
city council, Bolton & Menk prepares and submits
the required bids for advertisement publication. We
take care of making bidding documents available to
interested bidders and plan holders in both electronic and
printed copy, address questions from bidders during the
advertising period, and, if required, issue addenda.
Construction Meetings- Bolton & Menk holds regular
construction meetings on major projects to discuss public
concerns and construction issues with the contractor. We
have found these meetings are an exceptional way to keep
all parties associated with the project informed. Affected
residents and business owners may also be invited to
attend these meetings if they have questions or simply for
informational purposes.
Review and Recommend Final Acceptance- In conjunction
with city staff, Bolton & Menk reviews the completed
work, prepares a punch list of miscellaneous items that
must be completed before acceptance, and distributes the
punch list to the contractor. We monitor the contractor's
performance of the punch list items and, upon completion,
make recommendations regarding acceptance of the work.
Bolton & Menk also coordinates with the contractor to
verify final construction quantities and final construction
contract amount. We monitor the completion of any
special project requirements such as prevailing wages
and verify that required documentation per the Minnesota
Department of Revenue is completed. When necessary,
we assist the city with obtaining and reviewing lien
waivers. In the event of dispute regarding the final project
amount or documentation, we assist the city in dispute
resolution with the contractor.
As- BuiltDrawings- Bolton & Menk prepares record
drawings (as- builts) for completed projects on which we
prepared the construction documents. We transfer the
record information to city infrastructure base maps and
include the as -built drawings on the city's web -based GIS
system.
Prepare Engineering Reports and
Technical Correspondence
Feasibility Reports- Bolton & Menk prepares reports for
projects where the scope of work warrants or requires.
Our feasibility reports identify project need, describe
existing conditions and proposed improvements, and
provide detailed cost estimates, financing /funding
alternatives, and schedule. We include figures with the
reports as appropriate. When applicable, we make sure
the contents of feasibility reports meet the requirement of
M.S.429 for special assessments.
Prepare Preliminary and Final Assessment Rolls - There are a
lot of rules and regulations associated with assessments.
Bolton & Menk understands these regulations and
ensures the city is in compliance. We coordinate with city
staff for notices on public hearings for publication and
distribution consistent with statutory requirements. We
prepare and present assessment rolls based on the city's
policy and present findings to the city council and public.
Andrew attends and presents at both the public
improvement hearing and assessment hearing to present
the preliminary and final assessment rolls and answer
questions pertaining to them.
PlatReViewS- Bolton & Menk helps review concept plans
and the preliminary and final plats of local developers
to make sure they conform to the city's zoning and
subdivision ordinances and development standards.
We summarize the reviews in written reports for the
city. Bolton & Menk performs and is responsible for
reviewing, permitting, and administering development
services functions for many projects.

Utility Studies- Bolton & Menk prepares and supports rate
studies for municipal water, wastewater, and storm sewer
systems. We assist in evaluating consumption rates,
system O &M costs, debt service costs, and other factors.
We work with city finance staff in accordance with
fiduciary rules and accounting expertise to recommend
rates to reach and maintain city and lender fund balance
policies.
Traffic Studies /Signalization/Signage /Forecasting - The staff
of Bolton & Menk includes specialists in traffic and
transportation issues. We are available for consultation on
particular traffic and safety issues. Our staff maintains a
current understanding of traffic and safety issues through
attending continuing education opportunities sponsored
by MnDOT, the local chapter of the Institute for
Traffic Engineering, and the American Society of Civil
Engineers. Our expertise includes traffic calming, traffic
modeling, signalization, and forecasting.
State Aid /Federal Aid Reports- Bolton & Menk has extensive
experience in completing complex projects with multiple
jurisdictional agencies. We understand the standards,
procedures, design requirements, and plan review
associated with federal aid and municipal state aid
improvements. Our experience adds value to efforts in
garnering state or federal funding on future projects.
Surface Water System Analysis and Design, and Wetland
Delineation and Mitigation- Bolton & Menk has experience
in water resources engineering including comprehensive
stormwater management planning, stormwater modeling,
NPDES permitting for construction, and NPDES
permitting for MS4 communities. We will perform all
surface water system analysis and design for Shorewood,
including wetland services as necessary. Our staff has
expeience working with both the Minnehaha Creek and
Riley Purgatory Creek Watershed Districts.
Bolton & Menk has wetland specialists who are certified
wetland delineators. When necessary, these specialists
perform research and field review, prepare wetland

Dave will serve as client service manager and be responsible for assuring the quality of our service. Hewitt
commit the time necessary to remain apprised of the projects being completed and contribute directly to
projects, staff meetings, and public meetings, as required. Dave began his engineering career in 1994
and since that time he has worked on the design and construction administration of a variety of
projects including residential and industrial subdivisions, park improvements, and utility upgrades. He
appreciates the company's core values and the importance of maintaining personal relationships with our clients. He
believes the services and those personal relationships are key to our clients' success.

Andrew started with Bolton & Menk
right out of college in 2004 and is now a principal of the

a project manager and city engineer, Andrew manages
projects from concept through construction ranging from MnDOT, county, and local roadways, roundabouts, city

hours per week. Mattis a project engineer, joining Bolton & Menk in 2010. He leads design and
construction oversight of many municipal and private projects. He specializes in water modeling
software, detailed design, and construction management. Matt has extensive experience with
rehabilitation methods to assist the city in difficult construction situations. He is a member of Bolton
& Menk's construction administration team and is relied upon for his construction expertise.

Municipal Planner
= Jane will be available to provide any needed planning services, including ordinance reviews and updates. She
will also assist with any zoning administration issues. Jane enjoys managing and coordinating multiple
components of a project to see it all come together. She began her planning career in 1984 and
has worked in city and county planning, city administration, and public transit. As a senior urban
planner, Jane identifies and gathers pieces from multiple disciplines and puts them together into a
final product. She provides day -to -day planning services for our clients and works with them to create and update their
comprehensive plans. Her experience includes coordinating and developing comprehensive plans, zoning ordinances,

Seth will provide any water or wastewater engineering services for Shorewood projects. Having started as an
intern at Bolton & Menk, Seth now leads one of the largest environmental groups in the Upper
Midwest. Seth began engineering in 1995 and now serves as the Metro environmental work group
leader. If someone has a water or wastewater problem, he is willing to do what it takes to figure it
out. His background includes planning and design of lift stations and water and wastewater treatment
facilities, securing permits, working with regulatory agencies, and construction management.
Rick Lohmann
Water /Wastewater Specialist
M \ Rick will provide assistance and operations support for water or wastewater projects. Rick began his career
in 1977. He assists clients with water and wastewater operations and advises on operations
issues. He enjoys treatment facility troubleshooting and the day -to -day challenge of making
facilities operate correctly. He served as a water /wastewater operator and the public works director
for Zumbrota for 22 years and as wastewater superintendent for 15 years. He holds a MPCA Class
A Wastewater Operators License, a Type 40 Waste Disposal Facility Operator License, and a MDH Class D Water
Operators License. He also served on the Minnesota Wastewater Operators Association Board of Directors as state
president.
Bob Bean, P.E.
Water Resources Engineer
Water resources requests requiring specialized expertise will be referred to Bob. Bob has provided
engineering and construction services to public, private, residential, commercial, and industrial
clients since 1995. He is passionate about gaining new experience in all phases and types of
- ngineenng. He has been involved with many engineering projects including street construction;
installation of sanitary sewer, forcemain, watermam, storm sewer, and lift stations; construction
of retention /detention ponds, infiltration basins, bioretention basins, and underground stormwater systems; and
residential, commercial, and industrial developments. One of his favorite things about working at Bolton & Menk
is the support that is provided when encountering new endeavors. Bob primarily focuses on providing hydraulic
engineering support to our municipal clients. He has experience working with both the Minnehaha Creek and Riley
Purgatory Creek Watershed Districts.
Ross Tillman, P.E.

Ross will assist with any transportation or traffic needs in Shorewood. As a transportation engineer,
Ross leads conceptual studies and preliminary design efforts for a diverse set of projects for cities, counties, and MnDOT. He began his career in 2010. His experience includes planning,

funding applications, signal coordination and timing, intelligent transportation systems, and advanced

Landscape Architect
Joel will provide support for any landscape architecture needs in the city. Joel has been in the landscape
architecture industry since 1996, joining Bolton & Menk in 2013. He enjoys working in
multidisciplinary atmospheres, focusing on serving the needs of clients while creating responsible,
sustainable, and successful spaces. His experience includes streetscape enhancements, park
planning and trail design, mobility studies, highway landscape design, monumentation, commercial
and mixed -use development, transit- oriented development, and public memorials. Joel's skills include client relations,

John Shain, GISP
GIS Project Manager
All GIS activities conducted at the request of or in support of Shorewood will be overseen byJohn. John began
his career with the firm in 1999 after graduating with a degree in professional geography. His
passion for local government and computer science morphed into an interest and expertise in
mapping and displaying data. Bolton & Menk was willing to take a chance with John and embraced
his ideas for GIS that were not yet widely practiced. Now Bolton & Menk is a premier GIS provider
for municipalities in the Upper Midwest. As the leader of the GIS work group, John has managed a variety of GIS

Construction Project Representative
Art will provide construction project representative services for the City of Shorewood. Art is a senior
engineering technician and resident project representative who began working in the engineering
field in 1984. His background includes site development, land planning, drainage design,
eatertreatment /distribution system design, wastewater collection /treatment design, construction
inspection, permitting, and client relations. He is passionate about ensuring our work meets the needs of
our clients in a cost - effective manner. Art has years of experience working with communities in the Lake Minnetonka
Area and has working relationships with many of the stakeholders that are needed to successfully complete projects.
Jamie Connor
Protective Coatings and Welding Specialist
Jamie will provide any needed protective coatings or welding services for the city. Jamie began his protective
coatings and welding career in 1988. He is responsible for shop and field observations, testing,
inspections, performing facility audits, administering training and performance qualifications, and
examinations of both protective coatings and various metal products. Jamie's duties also include
shop and field fabrication /erection /coating observations and testing of structural steel components of
buildings, fracturecritical bridges, high mast transmission poles, overhead sign structure, and light poles.
Jamie is a member of the American Welding Society, NACE International, and The Society for Protective Coatings.

Survey Manager
Ed will oversee all survey work performed for Shorewood. Ed is a survey manager who began his surveying
career in 1999. He has experience in surveying, engineering, and construction- related services.
Ed's experience provides him the ability to address complex technical issues with clients, project
managers, and discipline leads, a task he thoroughly enjoys. He routinely prepares easement
descriptions and exhibits, right -of -way and subdivision plats, ALTA/NSPS, boundary, and topographic
surveys using AutoCAD Civil 3D software. His previous experience includes projects involving commercial land
acquisition and development, midstream oil and gas systems, right -of -way procurement and platting, geodetic control
networks, utilities inventory, and transportation design applications for governing bodies at municipal, state, and

Communication Specialist
Nicole will assist the city with any project communication needs. Nicole is a project communication
specialist for Bolton & Menk who began her career in 2017. She has excellent writing skills
and effectively conveys complex engineering messages to the public. Nicole provides graphics
development, website creation, social media management, and strategic communication plan
expertise. With her media background, she can deliver messages tailored to each community's unique
needs. Her skills are present from the early stages of a project through construction. She has helped clients of all sizes
and has served residents and businesses, from cities and counties to transit services and airports.

Funding Specialist
Nancy will provide funding updates to Andrew and the City of Shorewood. Nancy loves the opportunity to
work with a variety of communities, and strongly feels it is important to have great communities
for raising children and growing a strong support system. Her role as funding work group leader is
vital in keeping communities strong, as she is responsible for the overall tracking of multiple state and
federal funding programs as well as monitoring funding availability for our clients.
Nancy provides funding updates to project managers and their clients. She also assists with the application and funding
process for several programs including State Revolving Loan and Rural Development funding. Nancy began her career
at Bolton & Menk in 1989.

Through this project communication approach, you can
expect to have critical information communicated in
a timely and proactive manner, including information
related to progress status, schedule, technical findings,
stakeholder contacts, and costs. Periodic progress meetings
are recommended, commensurate with the complexity
and schedule of the project. It is critical that the public
understands the need for the improvements, how the user
costs are developed and equitably distributed, and the
project schedule.

General Engineering Services
General engineering services are the professional service
needs that arise within a community on a day -to -day
basis and typically not associated with a specific project.
Typically, general engineering services do not require the
preparation of detailed plans and specifications and are
usually funded by the general fund. We also understand
city staff can sometimes be hesitant about requesting
information or asking questions of their consultant city
engineer for concern of receiving significant unexpected
bills for these day -to -day services. We understand the
need to minimize these costs while maximizing the
benefit to the client. Therefore, for these types of services,
Bolton & Menk proposes a monthly retainer of $13,500
per month. Prior to finalizing a contract for services, we
would like to discuss the retainer agreement and staffing
plan for office hours to ensure it meets the needs and
expectations of the city.
The monthly retainer includes up to 32 hours of city hall
staff time. City engineer, Andrew Budde, will provide
up to 8 hours per week and assistant city engineer, Matt
Bauman, will provide up to 24 hours a week of city hall
staff time. Depending on the expertise necessary to meet
the city's day -to -day needs, other staff may be assigned
to cover city hall staff time, with approval of the city. In
addition to city hall office hours, the retainer will cover
the following services:
• Prepare council packet information
• Attend city council meetings and work sessions
• Attend regularly scheduled city staff meetings
• Act as the city's liaison with other agencies
• Respond/meet with property owners
• Administration of municipal state aid system
certification
• Review /evaluate suggested revisions to existing fee
schedules, assessment policies, and utility rates
• Advise city of current trends and policy formulation
• Update and maintain engineering standards
• Right -of -way management
Transition Costs: All work associated with transitioning
from the city's current engineering firm will be provided
at NO CHARGE.
Bolton & Menk also recognizes that access to GIS data
for engineering and infrastructure planning is critical to
the success of a city. For this reason, Bolton & Menk
commits to setting up these services at NO CHARGE to
the City of Shorewood.
Project- Specific Engineering Services
For project- specific engineering services, we propose an
hourly basis be developed to define the scope of services
and the associated fees for project- specific work. A
specific fee estimate will be determined for each project
and the city will be billed on an hourly basis. Invoices
will be based on the actual number of hours worked
within the designated budget. The city will not be charged
for unused hours within the budget. If during the course
of work conditions arise to cause the scope of services to
increase, any proposed increase to the engineering budget
would be reviewed with the city, and authorization would
be obtained before proceeding with additional work.
Other Fee Basis: If the City of Shorewood and Bolton
& Menk mutually agree for a specific project that a
method of compensation other than hourly is more
appropriate (i.e. lump sum, percent of construction,
estimated total), then a different compensation method
may be employed for that specific project. The
compensation method and amount would need to be
identified and authorized by the city before work would
proceed.

Private Development Engineering Services
For engineering services associated with development - funded projects, where a development agreement exists, we
propose each project be reviewed with city staff and/or council so a thorough and accurate scope of services can
be developed and the appropriate level of services to be provided is defined. We would anticipate all such costs
associated with development -driven projects will be the responsibility of the developer either as identified in the
development agreement or by established city fees.
All private development projects will be accounted and invoiced separately for ease of pass - through billing by the city
to the developer. Under this scenario, our services will still be provided under the contract between the city and our
firm. Bolton & Menk will work only for the City of Shorewood, or on behalf of the city, unless specifically directed by
the city to provide private development engineering services to the developer.
Schedule of Fees
Our fee schedule is based upon competent,
responsible professional services and is the
minimum, below which adequate professional
standards cannot be maintained. It is, therefore,
to the advantage of both the professional and
the client that fees be commensurate with the
service rendered. Charges are based on hours
spent at hourly rates in effect for the individuals
performing the work. The hourly rates for
principals and members of the staff vary according
to skill and experience. The current specific
billing rate for any individual can be provided
upon request.
The fee schedule shall apply for the period
through December 31, 2020, including Andrew's
hourly rate of $160 per hour and Matt's hourly
rate of $134 per hour. These rates may be adjusted
annually thereafter to account for changed labor
costs, inflation, or changed overhead conditions.
These rates include labor, general business, and
other normal and customary expenses associated
with operating a professional business. Unless
otherwise agreed, the above rates include vehicle
and personal expenses, mileage, telephone, survey
stakes, and routine expendable supplies; no
separate charges will be made for these activities
and materials. Expenses beyond the agreed
scope of services and non - routine expenses,
such as large quantities of prints, extra report
copies, outsourced graphics and photographic
reproductions, document recording fees, outside
professional and technical assistance, and other
items of this general nature will be invoiced
separately. Rates and charges do not include sales
tax, if applicable.

Communication is Key
We understand that communication and public interaction is a vital
component to the City's success. We work with you to engage and
inform citizens to help build public support for decisions as your
community's infrastructure investments are planned, designed, and
constructed. Additionally, Stantec strives to accurately translate
the City's goals into tangible, cost - effective municipal systems and
structures. Our practice is to communicate regularly on the status of
existing projects or assignments and keep our clients informed of new
issues or opportunities.
Infrastructure Needs
Our research and communication with City staff has revealed that
most of Shorewood's roadways were constructed in the 1970s, which
means they are now in need of repair. To address the deterioration
of the city streets, the City has adopted a $20 million Capital
Improvement Program (CIP) to reconstruct the aging roadways. It is
our understanding that reconstruction of the City's streets and various
drainage issues are the biggest infrastructure issues facing the City.
The roads on the City's CIP have a rural street section and are generally
narrow with trees and shrubs up to the pavement which limits visibility
around corners and presents a narrow corridor to install infrastructure
and reconstruct roads. Stantec has successfully led projects with
these type of constraints. We strive to utilize innovative techniques
and methods to reduce costs and minimize impacts to the residents
without sacrificing design goals.

City of Shorewood Engineering Services
The sanitary sewer system is complete throughout the city,
resulting in the sanitary sewer system being in a repair and
maintain status, which includes monitoring, correcting
1/1 issues and performing isolated repairs of manholes and
pipes. The City's CIP includes funds to reduce 1 /1. Stantec
holds the patent on the leading technology for 1/1 reduction
methods. Our micromonitoring process can monitor very
low flows in your sewer pipes which enables us to install
flow monitors anywhere in your system and very accurately
pinpoint sources of inflow and infiltration. The water system
supplies municipal water to about half the city's properties.
Extension of watermain has been accomplished periodically
over the years.
The City is also experiencing drainage issues in the west and
has a Professional Engineering Services Agreement with
Barr Engineering (Barr) to conduct a study of this area.

GIS Needs
Shorewood's GIS mapping data can be easily imported into
Infraseek, Stantec's GIS mapping application, providing a
seamless transition. During this transition we can discuss
with City staff if additional data fields are desired or if they
should be revised providing a more useful GIS tool that the
City can utilize.

goals for the reconstruction of roadways in developed areas
will present unique design and construction challenges.
To address these challenges, we consider the following
questions when undertaking new reconstruction projects
within the city:
• Should the road be a rural or urban street section?
• Should watermain be installed? Should sidewalks or
trails be constructed?
• Can Public Works adequately maintain the road
(concrete vs. asphalt pavement, pervious vs. non -
pervious pavement, e.g.)?
• What is the best method to treat stormwater runoff?
• Can anything be done to limit the impact to the residents
during construction?

Micromonitoring results for a Stantec client
Our experience has also shown us that it is important to
listen to resident concerns and comments and provide
timely feedback. Residents often have local knowledge
of drainage, traffic, and other issues that are not always
readily known to City staff. Stantec works to reveal these
issues by holding neighborhood meetings and /or meetings
at the property to see the issue first -hand. Additionally, a
key component to success is to communicate a project's
progress through additional meetings /on -site meetings,
surveys, publishing communication fliers, and utilizing the
city's website, as well as various forms of social media.
The design process should be a holistic approach
considering information gathered from residents, related
studies (i.e. Barr's study), and considering innovative
alternative design solutions. For example, a pervious road
section may cost more but there may be savings due to less
traditional storm sewer improvements but also other issues
to consider as well, such as noise due to a rough surface
and maintenance.
A smooth construction process is critical to a projects'
success. Construction in a neighborhood disrupts
normal day -to -day routines for the residents, many times
significantly. At Stantec, we take great care in setting up the
project design, specifications and phasing to minimize the
impact of the construction to residents, while meeting the
City's budget, standards and goals.
Meet your City Engineer
Dave Ahrens will serve as your city engineer for which he
will be responsible for the city engineering services outlined
in your request for proposal and will serve as your primary
point of contact.
Dave's 33 -year experience includes working as a city staff
engineer for Shoreview and Lino Lakes and his experience
working for developers and architects has provided him a
unique background to be Shorewood's City Engineer.
Dave Understands the Importance of Communication
As Assistant City Engineer, Dave worked on the
reconstruction of Reiland Lane in Shoreview, MN. Reiland
Lane is a one -mile long dead -end street located along the
western side of Snail Lake. The residents were very much
opposed to the project and the project was not ultimately
implemented but was placed on the City's Cl P for future
reconstruction. Once the project was re- proposed, Dave
enhanced the City's communication techniques by engaging
with the residents, gaining their trust and moving the project
forward. During construction, weekly flyers were placed at
each home to keep residents informed of the progress of the
project. Additionally, Dave made himself personally available
to address residents' concerns throughout construction.
Dave Utilizes Innovative Thinking to Solve Problems
Dave utilized innovative design techniques at Lino Lakes
to work alongside residents and help them arrive at
an equitable assessment policy. The reconstruction
of Blackduck Drive presented challenges with high
groundwater from the nearby lake. To control the amount
of groundwater below the road, a layer of rock and drain tile
was placed to limit the effects of freeze -thaw cycles on the
subgrade.
It was a goal of the City to extend sanitary sewer
approximately 1.2 miles to serve future developable land,
and a school and businesses along Lake Drive and Main
Street. The City's Charter limited the City's ability to levy
special assessments if the majority of the property owners
opposed the project, which they did in this case. Dave
suggested to Council that the Sanitary Sewer Fund pay for
the construction with special assessments deferred until
such time a property owner decided to connect to the sewer
main. The City was able to take on the burden of the initial
construction cost and achieve its goal of providing sewer
service to a portion of the City.
Dave Builds a Strong Partnership Between Departments
and Residents
Dave has experience as the in -house City Engineer working
with city staff of the various in -house departments such
as the Finance Department, Planning Department, Public
Works, Parks, and Administration. While serving as this role,
he routinely responded to phone calls and office drop -in
visits from the residents. Additionally, Dave has performed
all the necessary city engineer duties in his previous projects
such as preparing engineering CIP, MSA road certification
and needs updates, managing private development escrow
accounts and performing private development plan reviews.
This experience enables Dave to be a successful city
engineer for the City of Shorewood.
Drawing from his past experiences, Dave fully understands
the need to explain the process and procedures to
residents. An informed resident discussion is always a more
productive discussion.

Phil joined Stantec in 1987 as a Civil Engineer and currently is a
Principal in the firm. Phil leads an engineering team specializing
in municipal engineering in existing urban areas. A Registered
Professional Engineer for 30 years, he has a long history of
working on municipal reconstruction projects, both as a field
engineer and as a design engineer. Phil's designs focus on
constructability and long -term reliability for the owner.

The Flagstaff Avenue utility and street improvements were

110 -acre site on the westerly edge of Farmington. The project
involved significant land acquisition, preparation of an EAW and
coordination with the Metropolitan Council in providing a truck
sanitary sewer interceptor between Farmington and Lakeville.
The project included 12,000 feet of sanitary sewer, 16,000 feet of
watermain, and 19,700 feet of roadway construction. The
sanitary sewer excavations reached depths of 50 feet within a
limited right -of -way requiring major trench subcut and material
stockpiles.

It's all in the planning and preparation and, of course, having
the right people and the right tools for thejob. Stantec
has established systems for maintaining tight control on
budgets. As work is initiated, we will capture actual costs
with Stantec's state -of- the -art accounting system; a labor
distribution report will be expedited on a weekly basis to the
project manager, allowing for both review and tracking of
costs. On a monthly basis, total costs incurred by task order,
including accruals, will be generated and forwarded for

maintain it is a common issue to address for municipalities.
Stantec has the experience and staff to evaluate and provide
information to guide decision making for road maintenance
and rehabilitation. Using proven industry evaluation
techniques, Stantec can inventory all local roads to prepare
a condition assessment. Using the condition assessment,
priorities are set for projects and maintenance treatments
saving the community time and money.
Recently, Minnetonka Beach authorized Stantec to prepare
a Pavement Management Program to determine the current
condition of the existing city street system and develop a
street maintenance and rehabilitation program. Stantec
staff evaluated each of the City's streets based on visual
surface observation, age and street section, design plans,
and input from the City Engineer on existing street condition.
This data was studied and professional judgement from
both an engineering and maintenance perspective was
applied to develop the City's Pavement Management Plan.
This data can be incorporated into Infraseek, a GIS program
developed by Stantec that tracks infrastructure data, such
as street or utility age, condition, as -built map, work orders,
and maintenance schedules to provide a valuable living GIS
database for future decision - making.

Our Expertise in Action
In Chaska, we act as the City's consulting water resources
manager, representing the City's interests with agencies
and developers. We prepared the City's Surface Water
Management Plan, including design standards, and
we assist in its ongoing implementation. This includes
reviewing development plans for conformance with the
SWMP, coordinating with MnDOT and Carver County as they
construct or rebuild highways within the City, commenting
on watershed rules and plans as they affect City interests,
preparing MS4 reports for submittal to the MPCA, and
designing stormwater facilities for City public improvement
projects. We work hand -in -hand with the City Engineer to
ensure that Chaska's water resources are cost - effectively
managed and protected.
In Minneapolis, we designed a variety of innovative
stormwater features on the Edison High School campus.
Runoff from this area previously discharged to the Mississippi
River with no treatment. Partnering with the City, school
district, Mississippi Watershed, and Holland Neighborhood
Association, we designed a tree trench, rain garden, and
permeable pavers on the school parking lot. These facilities
collect and infiltrate the majority of stormwater from the
parking lot. We also designed an underground storage facility
to collect runoff from the school gym's roof to irrigate the
adjacent ballfield. We've given presentations to high school
science classes on the project, and educational signage
has been installed to inform the public about stormwater
management on the site.
In Centerville, we designed a stormwater collection and
reuse system to meet Rice Creek Watershed requirements.
The system collects stormwater and irrigates nearby
baseball and soccer fields, helping to meet the watershed's
volume control regulations. To save money, we used an
existing regional pond for the collection system, and we
were able to reuse controls and a well casing that the City's
public works department had on hand.
In New Hope, we designed a stormwater system to protect
Northwood Lake, located in Northwood Park and considered
"the crown jewel" of the City's park system. We used a multi -
pronged approach of non - traditional practices. This included
filtration features in boulevards at storm sewer inlets,
installed in conjunction with the City's street reconstruction
program to save on restoration costs. It also included an
underground storage vault to collect stormwater and use
it for irrigation of nearby ballfields in the park. Overflow
from the storage vault is routed to a series of aesthetic rain
gardens in the park. Signage is provided for park users to
understand the City's stewardship of its water resources.

Stantec will work at the direction of City staff. We strive to
accurately translate City goals into tangible, cost - effective
municipal systems and structures. Our practice is to

City staff and the community as directed to provide

At the core of our fee structures is open and honest
communication. All Stantec invoicing and fees begin with
this concept. Our Stantec standards require written approval
of our budgets prior to any project being opened in our
accounting system. Stated another way, if we do not have
a written agreement (even a simple email will work) of
our budget, our employees have no way to generate costs
towards our clients.
For Shorewood, we understand the City's desire to have a
person available at City Hall for 32 hours per week. We are
fully prepared to meet these requirements. Currently, we
understand the City relies on a retainer fee for these services
and would like to continue a similar arrangement. Stantec
is comfortable working on retainer type arrangement.
From our experience, it is very important that the City and
Consulting firm both have a clear understanding on what is
included. Communication is critical for a successful retainer
arrangement.
It is anticipated, that while we are providing 32 hours of
available time to the City, some of this time may be spent
on project work with budgets for those. It would be unfair to
both the City and Stantec for us to make assumptions on
what the division of general desk time versus project time
will be done having not worked for the City yet. We will work
with you to develop a clear fee structure for the City Hall
time.
Stantec's approach is to meet your current budget and
communicate what we are doing. We will maintain a retainer
amount similar to your current amount. We will also provide
32 hours of staff time in City Hall. During our 32 hours of
staff time, our work can be placed into three categories,
General Time, Project Time, and Non - Shorewood time.

items for the City. This is time the City should not be
charged for. It is an opportunity for us to identify if the

Preferred Method of Calculating Fees
Stantec is a publically traded firm with accounting standards requiring written authorization of
budgets for all work prior to
doing work. This means Shorewood will never receive an unexpected invoice.
Stantec is open to various types of fee structures, which can be negotiated on a project -by- project basis as best meets
Shorewood's needs.
Typical fee options include:
• Hourly, hourly not to exceed, lump sum, or percent of construction
• Studies and reports: Lump sum, hourly
