Although WSB is a full service design and consulting firm, our core service area is city/ municipal engineering. WSB is committed to our partnership with the City of Shorewood. Our staff has met with the Mayor and City staff to discuss improved communication plans and project solutions to maintain our partnership. WATER RESOURCES Produced more than 50 water and wetland management plans throughout the metropolitan area, including several within the Minnehaha Creek Watershed District and is staffed with over 20 professional engineers and support staff. TRANSPORTATION AND TRAFFIC WSB has 40 transportation and traffic engineers and certified professionals on staff. WITH SHOREWOOD 1 With 20 years of engineering experience in the municipal industry, Alyson Fauske has built her career providing municipal engineering services throughout the Twin Cities. Her portfolio of work includes street and utility reconstruction, technical analysis and field observations, direct project planning and management, and comprehensive and capital planning services. Alyson's reputation is built on her excellent collaborative and organizational skills. Her robust ability to develop strategic plans, plan and budget for capital improvements, establish schedules and initiate and maintain effective communication with project teams assist her ability to provide exceptional services as an experienced professional engineer. CITY ENGINEER CLIENT: CITY OF SHOREWOOD, MN PROJECT DURATION: SEPT 2017 - PRESENT As City Engineer for Shorewood, Alyson works closely with the Public Works Director to identify current and long -term infrastructure projects and construct street and utility improvement projects, focusing on communication with residents affected by the project. Alyson also oversees the implementation of the city's Right of Way ordinance and the associated permitting; reviews and comments on planning applications; and coordinates the review of building permits. During her tenure at the City of Shorewood Alyson has focused on providing a high level of customer service to the residents, responding to emails and phone calls promptly and taking time to meet with residents. MANN, RIVIERA, & SHOREWOOD LANE STREET RECONSTRUCTION CLIENT: CITY OF SHOREWOOD, MN PROJECT DURATION: JUN 2018 - NOV 2018 This improvement project included the reconstruction of approximately 0.45 miles of streets in three areas of the city, installation of curb and gutter, storm sewer improvements and the installation of watermain within Riviera Lane (open cut method) and a portion of Yellowstone Trail (trenchless technology). Other aspects of the project included easement acquisition and working with the residents of Riviera Lane with their petition to have watermain installed. Project updates were presented to the city council in addition to those provided to the city's communications coordinator. CITY ENGINEER CLIENT: CITY OF MINNETRISTA, MN PROJECT DURATION: SEPT 2018 - PRESENT Alyson's role as City Engineer for Minnetrista includes assisting staff with engineering - related items pertaining to the city, compiling infrastructure condition data and presenting it to the council with a recommendation for capital improvements and coordination of the review of and construction observation for development work within the city. A Proposal for Civil Engineering and City Engineering Services Proposed City Engineer 17 SUPPORTING TEAM The following capsules provide background about the WSB team that will most closely support Alyson in her work with the City of Shorewood. As highlighted on our organization chart, the city will have access to a wide variety of professional disciplines through WSB's in -depth staff. LEE GUSTAFSON, PE CLIENT LIAISON /PRINCIPAL Lee's role as Client Liaison will be to support Alyson by providing a second point of contact for staff. He will meet with key city leadership (Council and /or Administrator) on an annual basis to complete a Client Satisfaction Interview (CSI). Lee will gather feedback for our team and allow us to adjust service levels or modify our approach to make certain that we are exceeding expectations. Lee's role is a value -added service and is provided at no additional cost to the city. KATIE KOSCIELAK, EIT ASSISTANT CITY ENGINEER 1 6 YRS. WITH SHOREWOOD Katie has been working with our clients in construction observation, engineering design, and developing feasibility reports. She will support Alyson as the Assistant City Engineer, a role she has ben serving for several years. Katie currently manages all right of way permitting for the city and serves as the lead designer for Shorewood Capital Improvement projects. MATT HAVLIK CONSTRUCTION INSPECTOR 1 4 YRS. WITH SHOREWOOD Matt will serve as the lead inspector for the City of Shorewood. He supervises and inspects grading and base, concrete placement of curb and gutter, storm sewers, water mains, sanitary sewers, bituminous pavement, sidewalk placement, and erosion control. Prior to joining WSB, Matt worked for the Minnesota Department of Transportation construction management where he was the construction inspector on various highway construction projects. JASON AMBERG, PLA LANDSCAPE ARCHITECTURE 1 17 YRS. WITH SHOREWOOD Jason is a landscape architect with more than 23 years of experience and is an expert in the field of public space planning and design. Through his experience working with municipal staffs, park boards, and a variety of public groups and governing agencies, he has developed an ability to arrive at creative design solutions that meet project goals while respecting the diverse input of stakeholders. Jason is particularly astute at managing projects from the initial design phase through construction and observation. His projects range from small -scale neighborhood park improvements to comprehensive park and trail system plans and urban desig n/streetsca ping projects. Jason has gained a reputation for preparing graphics and drawings that clearly articulate design intent, character, and technical requirements. A Proposal for Civil Engineering and City Engineering Services Proposed City Engineer 18 SEAN DELMORE , PE , PTOE TRANSPORTATION Sean is the Traffic Engineering Manager for WSB's Transportation Group. He has more than 24 years of experience in transportation, including multiple projects dealing with roadway, sidewalk, and roundabout upgrades. Prior to joining WSB, he served 17 years with MnDOT, where he worked mainly in traffic engineering or both Central Office and the Metro District. JAKE NEWHALL, PE WATER RESOURCES Jake has been with WSB's Water Resources Group for 13 years. He has managed and designed water resources projects that have included modeling, planning, design, maintenance programs, and construction. Jake has worked with numerous Minnesota municipalities, counties and state agencies. Jake's well- rounded water resources skills and experience allow him to collaborate and be innovative while solving challenging water quality and water quantity problems. ALISON HARWOOD ENVIRONMENTAL SCIENTIST Alison Harwood is a Certified Wetland Delineator with over 10 years of experience completing wetland reviews and permitting projects that involve wetland impacts, many of which have been municipal projects related to city roadway and utility projects. In addition to completing wetland delineations and permits on a project level, Alison also currently serves as the Local Government Unit contact or Wetland Conservation Act Technical Evaluation Panel member for various municipalities. In this role, Alison reviews wetland delineations, wetland impact permit applications, and wetland mitigation proposals for compliance with the Wetland Conservation Act. Alison also reviews development plans for compliance with city ordinances, such as wetland buffers, and provides recommendations to city engineers based on these reviews. CARL OSBERG, PE STRUCTURAL Carl has more than 19 years of structural design and project management experience, and is the Structural Group Manager at WSB. He is experienced in planning, inspecting, designing, detailing and managing various types of structural projects, including bridges, culverts, tunnels, buildings /facilities, walls and storm sewers from concept development through construction. Carl is also an accomplished technical writer with numerous publications and has composed new state and federal design and construction specifications. PENNY ROLF SENIOR RIGHT OF WAY SPECIALIST Penny has more than 28 years of real estate experience. She has been the project manager for multiple projects acquiring right of way and providing relocation assistance for MnDOT, WisDOT and utility companies, counties and cities in Minnesota and North Dakota. Penny's knowledge and experience enable her to earn the trust of the property owners from the time of her first contact and throughout the negotiation process. This foundation of trust, along with her strong communication skills and ability to understand and resolve project - related issues or concerns, has resulted in a high percentage of settlements that are fair to all parties. A Proposal for Civil Engineering and City Engineering Services Proposed City Engineer 19 CRAIG ALBERG, PE CONSTRUCTION SERVICES Craig has more than 13 years of experience in construction services and bridge construction management. This includes inspection experience as well as contract administration and quality management. Craig is a MnDOT certified bridge inspection team leader. He has managed various construction project delivery methods for private, municipal, county, and state entities. Craig has led teams of construction staff which has included integrating staff from various consultants and owners into one cohesive group. His experience includes inspection and materials testing which has provided Craig with an understanding of how to proactively mitigate challenges that arise during project delivery. JUSTIN HANSEN SOLUTIONS ARCHITECT - GIS 1 10 YRS. WITH SHOREWOOD Justin is a Senior Associate at WSB and manages WSB's GIS and Asset Management solutions within the Information Systems (IS) group. Justin has a Master's of Geographic Information Science degree from the University of Minnesota and is an active member of Minnesota's GIS /LIS Consortium through his participation in leading workshops over the last 8 years. Justin has a combined 14 years of GIS experience and acts as WSB's Senior GIS Solutions Architect, GIS Consultant and Project Manager on application /data services projects. Justin was integral to the development of WSB's Storm Water Asset Management Program (SWAMP) and Datafi; both of which are used extensively by local governments to assist with managing assets and storm water compliance. GREG JOHNSON WATER /WASTEWATER Greg has 25 years of water and wastewater engineering experience. He is responsible for employee supervision, water and wastewater treatment process engineering, and has experience related to project planning, design, and construction administration of water treatment facilities, groundwater and surface water supplies, water storage structures, water distribution systems, and wastewater treatment facilities. JIM GROMBERG ECONOMIC DEVELOPMENT SPECIALIST GRANT AND FUNDING SPECIALIST Jim has over 25 years of experience in economic development, including both redevelopment and greenfield development projects. Prior tojoining WSB Jim was the State of Minnesota's Business Development Representative for the Twin Cities metro area, responsible for attracting new businesses to the State and assisting businesses in expanding their current locations. He successfully completed development projects that resulted in over $500 million in capital expenditures. In addition, he managed the State's Shovel Ready Certification Program which prepares a community for projects that are interested in locating or expanding in their community. Jim completed the Princeton Industrial Park Plan and the Hastings Economic Development Plan which focus on future development plans and strategies for those communities. He was also instrumental in developing the "Libraries Communities Demonstration Grant" for the Cedar Point South Redevelopment project, located in the City of Richfield. Jim also leads WSB's grant and funding program. A Proposal for Civil Engineering and City Engineering Services Proposed City Engineer 110 In addition to the 32 -hours per week of on -site office hours that WSB will provide as a part of its city engineering services, WSB is also proposing quarterly client check -ins with our Vice President of Municipal Services, Lee Gustafson. Lee, in his former role as the Director of Engineering for the City of Minnetonka, understands the importance of frequent and on -going communication regarding long -range planning and service delivery. Lee will meet quarterly with key city staff to review WSB's performance and the progress being made to reach the long -terms goals of the city. Lee will also meet with the city council semi - annually as a quality assurance measure for service delivery. He will seek feedback from the council regarding WSB's performance and will also support Alyson in any long - range planning or policy driven discussions with the council. Additionally, Lee and Alyson will provide annual presentations the city staff and the council regarding new technologies and /or engineering practices provide recommendations for implementation within the City of Shorewood. A Proposal for Civil Engineering and City Engineering Services Approach to Communication and Coordination 111 Project Controls We understand that staff and Council rely on their engineer to provide not only prompt responses to inquiries, but also accurate and reliable information for developing project budgets. At WSB, we use RT Vision and OneOff ice software solutions to track project information. This software allows the analysis of bid information on all of our construction projects. Using this information, we are able to develop accurate estimates, especially regarding complex projects. I A Proposal for Civil Engineering and City Engineering Services Approach to Communication and Coordination 112 Straightforward Communication Communication to Residents WSB's approach to a successful team is based on communication and collaboration. Communication is the key to success at all stages of a project and by every participant, from the project managers to field staff. We begin projects with a clearly defined understanding of the scope of work, knowing everything necessary to complete the project successfully. We actively manage issues that impact project completion and exceed expectations in an environment of doing more for less. High - energy implementation with strong technical capabilities, based in a spirit of partnering, is what sets WSB apart from our competition. We pride ourselves on providing presentations and preparing staff reports that include solid technical background information and thoughtful recommendations in an easy -to- understand and "boiled down" fashion. Shorewood will have their own dedicated client page customized to the city with photos, links, featured documents, and many other plug- ins. MyLink allows WSB employees and clients to work collaboratively on documents, eliminating the frustration and confusion of multiple versions of the same files. The most current version will always be available on MyLink via any internet connection. It also eliminates the need to email large files which can be difficult to transmit. Your documents will be easily searchable using SharePoint technology through your personal MyLink account, making finding the right information as easy as possible. Based on our experience with city engineering and project based (engineering pool) relationships, we are familiar with most compensation models including: fixed fee /lump sum, hourly, hourly not -to- exceed, and percent of construction cost fee basis. We are comfortable with any billing option that the city would prefer, however based on our past experiences working with the city Shorewood and the details contained within the RFP, we are proposing a lump sum retainer. The city engineer will only complete services as directed by the city council and administrator. WSB will work with city staff to identify specific and regular general engineering and planning tasks annually and provide a bi- annual summary of hours for each proposed task. WSB will also work with staff to prepare a list of specific tasks that fit the city's needs and negotiate a monthly fee that fits the city's budget. We are proposing Alyson Fauske will provide 20- onsite hours per week as the city engineer, and that Katie Koscielak will provide 12 -hours of on -site service per week as the assistant city engineer. We understand that the city maintains 14 wastewater lift stations and approximately 63 miles of sanitary sewer that ultimately discharge to the Metropolitan Council collection system. The city provides municipal water through six wells, one treatment facility, and two water towers. In addition, the City of Shorewood is a municipal state aid city that maintains nine miles of MSA roadways. The city has a robust Capital Improvement Plan that calls for approximately $20 million of infrastructure repairs in the next seven years. We prepare the agenda for all preconstruction meetings, lead meeting discussions, and produce meeting minutes. If the size, complexity, and /or length of the project warrants, Bolton & Menk may also schedule regular construction progress meetings to monitor progress and discuss key project milestones. Construction Related Activities- Bolton & Menk has a large staff of MnDOT certified construction observers. Qualified staff are assigned to perform construction observation, monitor construction staking, and coordinate quality control testing. The construction observer also keeps a daily log of project activity and documents quantities of construction contract pay items. Bolton & Menk also has many survey crews. We perform construction staking for all public improvement projects. The construction staking is performed in a coordinated fashion with the observation. With several registered land surveyors, we will locate and stake elements such as property corners, property lines, and easement boundaries as necessary. Review and Recommend Final Acceptance- In conjunction with city staff, Bolton & Menk reviews the completed work, prepares a punch list of miscellaneous items that must be completed before acceptance, and distributes the punch list to the contractor. We monitor the contractor's performance of the punch list items and, upon completion, make recommendations regarding acceptance of the work. Bolton & Menk also coordinates with the contractor to verify final construction quantities and final construction contract amount. We monitor the completion of any special project requirements such as prevailing wages and verify that required documentation per the Minnesota Department of Revenue is completed. When necessary, we assist the city with obtaining and reviewing lien waivers. Seth began engineering in 1995 and now serves as the Metro environmental work group leader. If someone has a water or wastewater problem, he is willing to do what it takes to figure it out. Ed is a survey manager who began his surveying career in 1999. He has experience in surveying, engineering, and construction- related services. Typically, general engineering services do not require the preparation of detailed plans and specifications and are usually funded by the general fund. We also understand city staff can sometimes be hesitant about requesting information or asking questions of their consultant city engineer for concern of receiving significant unexpected bills for these day -to -day services. We understand the need to minimize these costs while maximizing the benefit to the client. Therefore, for these types of services, Bolton & Menk proposes a monthly retainer of $13,500 per month. Prior to finalizing a contract for services, we would like to discuss the retainer agreement and staffing plan for office hours to ensure it meets the needs and expectations of the city. The monthly retainer includes up to 32 hours of city hall staff time. City engineer, Andrew Budde, will provide up to 8 hours per week and assistant city engineer, Matt Bauman, will provide up to 24 hours a week of city hall staff time. Depending on the expertise necessary to meet the city's day -to -day needs, other staff may be assigned to cover city hall staff time, with approval of the city. For this reason, Bolton & Menk commits to setting up these services at NO CHARGE to the City of Shorewood. Project- Specific Engineering Services For project- specific engineering services, we propose an hourly basis be developed to define the scope of services and the associated fees for project- specific work. A specific fee estimate will be determined for each project and the city will be billed on an hourly basis. Invoices will be based on the actual number of hours worked within the designated budget. The city will not be charged for unused hours within the budget. If during the course of work conditions arise to cause the scope of services to increase, any proposed increase to the engineering budget would be reviewed with the city, and authorization would be obtained before proceeding with additional work. Other Fee Basis: If the City of Shorewood and Bolton & Menk mutually agree for a specific project that a method of compensation other than hourly is more appropriate (i.e. lump sum, percent of construction, estimated total), then a different compensation method may be employed for that specific project. The compensation method and amount would need to be identified and authorized by the city before work would proceed. Professional Engineering Services I City of Shorewood, Minnesota OService and Fee Structure 21 Private Development Engineering Services For engineering services associated with development - funded projects, where a development agreement exists, we propose each project be reviewed with city staff and/or council so a thorough and accurate scope of services can be developed and the appropriate level of services to be provided is defined. We would anticipate all such costs associated with development -driven projects will be the responsibility of the developer either as identified in the development agreement or by established city fees. All private development projects will be accounted and invoiced separately for ease of pass - through billing by the city to the developer. Under this scenario, our services will still be provided under the contract between the city and our firm. Bolton & Menk will work only for the City of Shorewood, or on behalf of the city, unless specifically directed by the city to provide private development engineering services to the developer. Schedule of Fees Our fee schedule is based upon competent, responsible professional services and is the minimum, below which adequate professional standards cannot be maintained. It is, therefore, to the advantage of both the professional and the client that fees be commensurate with the service rendered. Charges are based on hours spent at hourly rates in effect for the individuals performing the work. The hourly rates for principals and members of the staff vary according to skill and experience. The current specific billing rate for any individual can be provided upon request. The fee schedule shall apply for the period through December 31, 2020, including Andrew's hourly rate of $160 per hour and Matt's hourly rate of $134 per hour. These rates may be adjusted annually thereafter to account for changed labor costs, inflation, or changed overhead conditions. Infrastructure Needs Our research and communication with City staff has revealed that most of Shorewood's roadways were constructed in the 1970s, which means they are now in need of repair. To address the deterioration of the city streets, the City has adopted a $20 million Capital Improvement Program (CIP) to reconstruct the aging roadways. It is our understanding that reconstruction of the City's streets and various drainage issues are the biggest infrastructure issues facing the City. The roads on the City's CIP have a rural street section and are generally narrow with trees and shrubs up to the pavement which limits visibility around corners and presents a narrow corridor to install infrastructure and reconstruct roads. Stantec has successfully led projects with these type of constraints. We strive to utilize innovative techniques and methods to reduce costs and minimize impacts to the residents without sacrificing design goals. City of Shorewood Engineering Services The sanitary sewer system is complete throughout the city, resulting in the sanitary sewer system being in a repair and maintain status, which includes monitoring, correcting 1/1 issues and performing isolated repairs of manholes and pipes. The City's CIP includes funds to reduce 1 /1. Stantec holds the patent on the leading technology for 1/1 reduction methods. Our micromonitoring process can monitor very low flows in your sewer pipes which enables us to install flow monitors anywhere in your system and very accurately pinpoint sources of inflow and infiltration. The water system supplies municipal water to about half the city's properties. Extension of watermain has been accomplished periodically over the years. The City is also experiencing drainage issues in the west and has a Professional Engineering Services Agreement with Barr Engineering (Barr) to conduct a study of this area. GIS Needs Shorewood's GIS mapping data can be easily imported into Infraseek, Stantec's GIS mapping application, providing a seamless transition. During this transition we can discuss with City staff if additional data fields are desired or if they should be revised providing a more useful GIS tool that the City can utilize. We have been in your shoes As a former City employee, Dave Ahrens understands the needs of your City and can anticipate issues before they disrupt your processes. Our experience as city engineers tells us that Shorewood's goals for the reconstruction of roadways in developed areas will present unique design and construction challenges. To address these challenges, we consider the following questions when undertaking new reconstruction projects within the city: • Should the road be a rural or urban street section? • Should watermain be installed? Should sidewalks or trails be constructed? • Can Public Works adequately maintain the road (concrete vs. asphalt pavement, pervious vs. non - pervious pavement, e.g.)? • What is the best method to treat stormwater runoff? • Can anything be done to limit the impact to the residents during construction? Stantec Micromonitoring results for a Stantec client Our experience has also shown us that it is important to listen to resident concerns and comments and provide timely feedback. Residents often have local knowledge of drainage, traffic, and other issues that are not always readily known to City staff. Stantec works to reveal these issues by holding neighborhood meetings and /or meetings at the property to see the issue first -hand. Additionally, a key component to success is to communicate a project's progress through additional meetings /on -site meetings, surveys, publishing communication fliers, and utilizing the city's website, as well as various forms of social media. The design process should be a holistic approach considering information gathered from residents, related studies (i.e. Barr's study), and considering innovative alternative design solutions. For example, a pervious road section may cost more but there may be savings due to less traditional storm sewer improvements but also other issues to consider as well, such as noise due to a rough surface and maintenance. A smooth construction process is critical to a projects' success. Construction in a neighborhood disrupts normal day -to -day routines for the residents, many times significantly. At Stantec, we take great care in setting up the project design, specifications and phasing to minimize the impact of the construction to residents, while meeting the City's budget, standards and goals. Meet your City Engineer Dave Ahrens will serve as your city engineer for which he will be responsible for the city engineering services outlined in your request for proposal and will serve as your primary point of contact. Dave's 33 -year experience includes working as a city staff engineer for Shoreview and Lino Lakes and his experience working for developers and architects has provided him a unique background to be Shorewood's City Engineer. Dave Understands the Importance of Communication As Assistant City Engineer, Dave worked on the reconstruction of Reiland Lane in Shoreview, MN. Reiland Lane is a one -mile long dead -end street located along the western side of Snail Lake. The residents were very much opposed to the project and the project was not ultimately implemented but was placed on the City's Cl P for future reconstruction. Once the project was re- proposed, Dave enhanced the City's communication techniques by engaging with the residents, gaining their trust and moving the project forward. During construction, weekly flyers were placed at each home to keep residents informed of the progress of the project. Additionally, Dave made himself personally available to address residents' concerns throughout construction. Dave Utilizes Innovative Thinking to Solve Problems Dave utilized innovative design techniques at Lino Lakes to work alongside residents and help them arrive at an equitable assessment policy. The reconstruction of Blackduck Drive presented challenges with high groundwater from the nearby lake. To control the amount of groundwater below the road, a layer of rock and drain tile was placed to limit the effects of freeze -thaw cycles on the subgrade. It was a goal of the City to extend sanitary sewer approximately 1.2 miles to serve future developable land, and a school and businesses along Lake Drive and Main Street. The City's Charter limited the City's ability to levy special assessments if the majority of the property owners opposed the project, which they did in this case. Dave suggested to Council that the Sanitary Sewer Fund pay for the construction with special assessments deferred until such time a property owner decided to connect to the sewer main. The City was able to take on the burden of the initial construction cost and achieve its goal of providing sewer service to a portion of the City. The project includes 4 multi -use synthetic turf athletic fields, supporting football, soccer and lacrosse as well as support facilities including concessions and storage buildings and a playground and parking area and is Maple Grove's premier outdoor athletic facility managed by the Parks and Recreation Department. Downtown Streetscape and Urban Design Update, St. Cloud, MN Todd was the project landscape architect for a streetscape and urban design update for the West St. Germain and 5th Avenue corridors through downtown St. Cloud. The project included studying existing street and sidewalk conditions, and on- street parking then working through a steering committee and a community engagement process recommending new approaches that consider a Complete Streets approach to the downtown street design. We prepared the City's Surface Water Management Plan, including design standards, and we assist in its ongoing implementation. This includes reviewing development plans for conformance with the SWMP, coordinating with MnDOT and Carver County as they construct or rebuild highways within the City, commenting on watershed rules and plans as they affect City interests, preparing MS4 reports for submittal to the MPCA, and designing stormwater facilities for City public improvement projects. We work hand -in -hand with the City Engineer to ensure that Chaska's water resources are cost - effectively managed and protected. In Minneapolis, we designed a variety of innovative stormwater features on the Edison High School campus. Runoff from this area previously discharged to the Mississippi River with no treatment. Partnering with the City, school district, Mississippi Watershed, and Holland Neighborhood Association, we designed a tree trench, rain garden, and permeable pavers on the school parking lot. These facilities collect and infiltrate the majority of stormwater from the parking lot. We also designed an underground storage facility to collect runoff from the school gym's roof to irrigate the adjacent ballfield. We've given presentations to high school science classes on the project, and educational signage has been installed to inform the public about stormwater management on the site. In Centerville, we designed a stormwater collection and reuse system to meet Rice Creek Watershed requirements. The system collects stormwater and irrigates nearby baseball and soccer fields, helping to meet the watershed's volume control regulations. To save money, we used an existing regional pond for the collection system, and we were able to reuse controls and a well casing that the City's public works department had on hand. In New Hope, we designed a stormwater system to protect Northwood Lake, located in Northwood Park and considered "the crown jewel" of the City's park system. We used a multi - pronged approach of non - traditional practices. This included filtration features in boulevards at storm sewer inlets, installed in conjunction with the City's street reconstruction program to save on restoration costs. It also included an underground storage vault to collect stormwater and use it for irrigation of nearby ballfields in the park. Overflow from the storage vault is routed to a series of aesthetic rain gardens in the park. Signage is provided for park users to understand the City's stewardship of its water resources. i 1 24 Stantec Communication — early and often — is key. Our team has experience presenting technical information in an easy to understand manner to keep the community informed. Stantec will work at the direction of City staff. We strive to accurately translate City goals into tangible, cost - effective municipal systems and structures. Our practice is to communicate regularly on the status of existing projects or assignments and keep our clients informed of new issues or opportunities. Stantec will work closely with all the stakeholders including City staff and the community as directed to provide municipal engineering services. All Stantec invoicing and fees begin with this concept. Our Stantec standards require written approval of our budgets prior to any project being opened in our accounting system. Stated another way, if we do not have a written agreement (even a simple email will work) of our budget, our employees have no way to generate costs towards our clients. For Shorewood, we understand the City's desire to have a person available at City Hall for 32 hours per week. We are fully prepared to meet these requirements. Currently, we understand the City relies on a retainer fee for these services and would like to continue a similar arrangement. Stantec is comfortable working on retainer type arrangement. From our experience, it is very important that the City and Consulting firm both have a clear understanding on what is included. Communication is critical for a successful retainer arrangement. It is anticipated, that while we are providing 32 hours of available time to the City, some of this time may be spent on project work with budgets for those. It would be unfair to both the City and Stantec for us to make assumptions on what the division of general desk time versus project time will be done having not worked for the City yet. We will work with you to develop a clear fee structure for the City Hall time. Stantec's approach is to meet your current budget and communicate what we are doing. We will maintain a retainer amount similar to your current amount. We will also provide 32 hours of staff time in City Hall. During our 32 hours of staff time, our work can be placed into three categories, General Time, Project Time, and Non - Shorewood time. 26 Stantec Categories can be thought of as defined: • General Time: Time where we are at the City Hall counter answering general resident questions, reviewing general home plans, etc. • Project Time: Time spent working on projects with their own budgets (which have been approved) • Non - Shorewood Time: Time spent in City Hall that we happen to not be working on any project or general items for the City.
