The proposed scope includes storm sewer improvements to address drainage concerns identified by staff. A drainage M analysis will be completed and used to develop design alternatives. To complete this task, the City has requested a proposal to assist in reviewing the condition of both the street and utility systems. We anticipate the following scope items for the preliminary design and Feasibility Report preparation to include the following items. SCOPE OF ENGINEERING SERVICES Task 1 — Feasibility Report / Preliminary Design Feasibility Report: ■ Review the existing conditions of the street pavements, underlying soil conditions, utilities, and drainage characteristics. • Utilize previous data collection in the area to the extents possible from the following documents: • City of Shorewood Surface Water Management Plan (September 2018 by WSB) • Amlee Road, Glen Road, and Manitou Lane Road Reconstruction and Watermain Improvements (May 2007 by WSB) • Analysis of Drainage Problem Areas within the City of Shorewood (January 2006 by WSB) • Draft Feasibility Report: Stormwater Improvements and Appurtenant Work, Glen Road and County Road 19 (May 1997 by OSM) • Feasibility Report and Estimate of Cost: Stormwater Improvements and Appurtenant Work, Glen Road and County 19 (August 1990 by OSM) • Other documents as provided by staff • Review opportunities to improve area drainage. ■ Prepare a detailed preliminary opinion of potential construction and indirect project costs with contingencies but excluding costs of acquisition of land due to the variability in land costs. ■ Identify potential for funding sources. ■ Identify owners of parcels along the proposed improvement corridor that may be impacted by construction. ■ Identify potential need for the acquisition of permanent and temporary easements. ■ Identify the necessary permitting agencies and requirements. ■ Prepare preliminary project schedule. ■ Prepare a Feasibility Report depicting the improvement corridor existing conditions, proposed improvements, funding requirements and resources, figures depicting the improvements, and feasibility statements regarding the improvements. ■ Review the determination of the necessity, feasibility, and cost - effectiveness of the project. Preliminary Design: Complete a topographic survey to identify surficial information /landmarks, existing grades, property corners /lines, public /private utility locations. This information will not constitute an official boundary survey. • Provide a preliminary horizontal and vertical alignment for the street reconstruction including preliminary earthwork calculations. • Provide preliminary horizontal and vertical alignments for proposed watermain, and storm sewer improvements as needed. This coordination will include performing a utility design locate request to provide a quality level D location for existing utilities. • Prepare preliminary layout and design based upon public comments, City staff review and engineering judgment for discussion with the Council. Preliminary layout will be a representation of horizontal and vertical alignments with potential construction limits shown and potential construction conflicts. Make minor revisions based upon Council direction. • Update wetland delineations and documentation within the project area. o Note: the previously recorded wetland delineations established in 2007 are no longer valid. The time frame noted in the notice of decision was for a period of 5 years which is determined by state statute. • Conduct a feasibility level drainage design. Public Involvement and Project Management ® Project management and coordination /meetings with City staff and the City Council. • Attendance of two public information meetings with residents to discuss the project and receive comments regarding the design approach and proposed design. The goal is to have an informational meeting before beginning preliminary design and one meeting prior to Feasibility Report presentation to the Council. • Attend one Public Hearing and provide a brief presentation on the Feasibility Report. This task consists of completing a detailed hydrologic model analysis for the stormwater management system within the project area and a hydraulic model for the design of the storm sewer improvements. The following are the subtasks that will be included as part of the evaluation: 1.1 Collect background information including as- builts, storm sewer sizes and elevations, and other relevant information. 1.2 Collect additional survey outside of the rights of way where overland drainage and storm sewer exists and /or is proposed. 1.3 Develop HydroCAD model for existing and proposed conditions. TOTAL ESTIMATED FEE — TASK 1: $70,304 Task 2 — Permit Coordination This task consists of coordinating and obtaining the required permits for the proposed improvement activities. It is anticipated that an MCWD Erosion Control Permit and an NPDES Construction General Permit will be necessary for this project. 2.1 Erosion Control (MCWD) 2.2 NPDES Construction General Permit 2.3 Department of Health Watermain Extension TOTAL ESTIMATED FEE — TASK 2:$2,596 Task 3 — Plans, Specifications, and Bid Administration This task consists of completing construction plans, specifications, and bidding documents for the Glen Road, Manitou Lane, and Amlee Road Street and Utility Improvement Project. Plans are anticipated to include: cover sheet, details, grading plan, utility plan, restoration, and site access /traffic control. In addition, an updated cost estimate will be developed based on the proposed final design. This task also includes attending the bid opening, tabulating bids, and recommending a bid for award. 3.1 Prepare 60% draft construction plans, specification, and updated cost estimate. 3.2 Finalize construction plans, specification, and bidding documents based on feedback from City staff. 3.3 Attendance at Bid Opening and all bid tabulation. Deliverables: Draft Plans, Final Plans, Specifications, and Bid Documents TOTAL ESTIMATED FEE— TASK 3:$86,855 Task 4 (Additional) — Preparation of Easement Documents Easement document preparation is not included in the scope of services. Necessary easements will be identified as part of the preliminary phase. Task 5 (Additional) — Construction Services Construction services are not included in this scope. An additional scope will be provided once final design is complete to cover requirements for construction services. October 2020 Total Estimated Engineering Fee The cost to provide the scope of services outlined in this proposal will be billed hourly, based on our current hourly rates. We are proposing to complete Glen Road / Manitou Lane / Amlee Road Street and Utility Improvement project at an hourly rate, estimated to be $159,755 for Tasks 1 -3. It is our understanding that the property owners will donate easements based on the direct benefit the proposed improvements provide to the properties. Land acquisition is not included in the scope of services. Title work will be a reimbursable expense billed separately, estimated to be $500 per parcel. WSB is requesting that Task 1, as described above at the hourly /not to exceed amount of $70,304, be authorized at this time. Tasks 2 and 3 would be brought forth for consideration upon approval of the Feasibility Report.
