1. CONVENE MEETING
President Zerby called the meeting to order at 8:41 P.M.
Due to the Centers for Disease Control’s recommendation limiting the number of people present
at a meeting, and pursuant to MN Statute 13D.02, the Shorewood Economic Development
Authority meeting was held via electronic means.

2. APPROVAL OF MINUTES

Johnson moved, Siakel seconded, Approving the Minutes of the May 28, 2019 EDA Meeting
as presented.

3. NEW BUSINESS
A. Appoint 2020 officers
City Administrator Lerud stated that at the first meeting the EDA holds each year they are required
to appoint officers for that year. He stated that this is the first meeting in 2020 and noted that staff
is recommending the Board adopt the current slate of officers to serve out the remainder of 2020.

B. Approve Final Plans and Specifications and Authorize Bidding for Drainage and
Concrete Project at the Shorewood Public Safety Building
Executive Director Lerud explained that over the last few years there have been discussions
between the EFD Board and the SLMPD Coordinating Committee regarding concrete
improvements where the existing concrete is posing a safety hazard. He stated that Bolton and
Menk have taken a look and are also recommending providing stormwater drainage from some
areas around the building.
City Engineer Budde gave an overview of the proposed work on the site. He noted that the
building had a number of downspouts but did not have anything to help drain the water away. He
explained that they are proposing adding some drain tile and piping to help convey the water
away which should address much of the heaving that was taking place with the concrete which
will help it become ADA accessible again. He stated that the total cost is estimated to be around
two-hundred sixty-two thousand dollars. He stated that staff is asking for EDA approval of the
final specification and authorize advertising for bids.
Sundberg moved, Siakel seconded, Adopting RESOLUTION NO. 20-1, “A Resolution
Approving Final Plans and Specifications and Authorizing Bidding for Drainage and
Concrete Project at Shorewood Public Safety Building.”

Title / Subject: Concrete and Stormwater Improvements for Shorewood Public Safety Building

Background: At the October 27 EDA meeting, the Board authorized bids to be received for the concrete
and storm water work at the South Lake Minnetonka Public Safety building in Shorewood. Twelve bids
were received and opened on December 8. The low bid of $198,416.50 from G.F. Jedlicki compares
favorably to the engineers estimate of $218,220.00. On December 16, the South Lake Minnetonka
Police Department Coordinating Committee and the Excelsior Fire District Board met separately and
both governing bodies approved Resolutions recommending the Shorewood EDA award the low bid to
G.F. Jedlicki.
The SLMPD and the EFD will be responsible for the costs to make the improvements. Both Resolutions
certify that they have funds available to complete the work.
Recommendation / Action Requested: Staff recommends accepting the low bid from G.F Jedlicki in the
amount of $198,416.50 by approving the attached Resolution by simple majority vote.
Next Steps: The engineer will prepare project contracts and return bid bonds from all bidders except
G.F Jedlicki and Bituminous Roadways until such time as contract documents and submittals are
delivered and signed.

Evaluation of the bids indicates the bidding process was competitive.The low bid submitted was
9% below 218,220.00 and 42% below the high bid of
$341,698.00.
G. F. Jedlicki has successfully completed projects of this type in the past and thereby have shown
themselves to be a responsible contractor. Based on the items above, we recommend the City

RESOLUTION # 20-006
A RESOLUTION RECOMMENDING ACCEPTANCE OF THE BID TO THE
SHOREWOOD ECONOMIC DEVELOPMENT AUTHORITY FOR A PUBLIC
SAFETY BUILDING IMPROVEMENT PROJECT
WHEREAS, pursuant to an advertisement for bids for local improvements, undertaken
by the Shorewood Economic Development Authority (“EDA”), designated as the South
Lake Minnetonka Public Safety Facility Improvement Project, bids were received,
opened on December 8, 2020, and tabulated according to law, and such tabulation is
attached hereto and made a part hereofas Exhibit A; and
WHEREAS, the Excelsior Fire District Fire Board has reviewed the bids and
determined that G.F. Jedlicki is the lowest responsible bidder in compliance with the
specifications.
NOW, THEREFORE, BE IT RESOLVED, that the Excelsior Fire Board of the
Excelsior Fire District recommends and certifies as follows:
1. That the EDA accept the bid and award a contract for the South Lake Minnetonka
Public Safety Facility Improvement Project to the firm of G.F. Jedlicki according
to the project plans and specifications on file in the office of the Shorewood
Economic Development Authority.
2. The Excelsior Fire Board hereby represent that the Excelsior Fire District has
sufficient funds on hand to pay for their proportional share of the project costs.
3. That the Administrator for the EDA is hereby authorized and directed to return
forthwith to all bidders the deposits made with their bids, except for the deposits
of the successful bidder and the next lowest bidder, which shall be retained until a
contract has been signed.

RESOLUTION NO. 20-02
RESOLUTION ACCEPTING BID AND AWARDING CONTRACT FOR STORMWATER AND CONCRETE
IMPROVEMENTS AT THE SHOREWOOD PUBLIC SAFETY BUILDING
WHEREAS, pursuant to an advertisement for bids for local improvements designated as the Shorewood
Public Safety Building concrete and stormwater improvements, bids were received and opened on
December 8, 2020 and tabulated; and,
WHEREAS, the South Lake Minnetonka Police Coordinating Committee and the Excelsior Fire District
Board have reviewed the bids and recommend accepting the G.F. Jedlicki as the lowest responsible
bidder in compliance with the specifications.
NOW THEREFORE BE IT RESOLVED by the Shorewood Economic Development Authority as follows:
1. The President of the EDA and Executive Director are hereby authorized and directed to enter
into a contract with G.F. Jedlicki, in the name of the Shorewood EDA, according to the plans and
specifications approved by the Shorewood EDA Board of Directors.
2. The engineer is hereby authorized and directed to return forthwith to all bidders the deposits
made with their bids, except for the deposits of the successful bidder and the net lowest bidder,
which shall be retained until the contract as signed.
