ORDINANCE NO. 15
AN ORDINANCE TO AMEND
ORDINANCE NO. 8 RELATING
TO THE PROMOTION OF
HEALTH, SAFETY, ORDER,
CONVENIENCE AND GENERAL
WELFARE, BY REGULATING
THE USE OF LAND, THE
LOCATION AND USE OF
BUILDINGS AND STRUCTURES
ON LOTS IN THE VILLAGE
OF SHOREWOOD, MINNESOTA
The Village Council of the Vil-
lage of Shorewood ordains:
Section 1. That Subsection (b) (1)
of Section 2. ESTABLISHMENTS
OF DISTRICTS, of Ordinance No.
8 of the Village of Shorewood be
amended to read as follows:
In Section 25: Lot 15, Vine Hill;
Lots 23 and 24, Auditor's Subdi-
vision No. 141, Hennepin County,
Minnesota; and
Lots 31, 32 and 33 Auditor's
Subdivision No. 141, Hennepin
County, Minnesota, which shall be
included in this section subject
to the following restrictions and
limitations:
(a) The property shall be used
for the construction of what
is commonly known as a
"shopping center" and Shall
include only such structures
and facilities as are directly
related to such business ac-
tivity.
(b) The general architecture and
design of the shopping cen-
ter shall be in all respects
of quality in character, simi-
lar to architectural drawing
exhibited at the public hear-
ing held on September 26,
1957, a copy of which is on
file with the village clerk.
(c) The shopping center shall be
erected at a cost of not less
than $1,000,000.00 andl shall
represent a minimum of 100,-
000 square feet of rentable
floor space.
(d) A strip of land to be referred
to as a "buffer strip ", 100
feet in width circumventing
the entire property, shall not
be used for building purposes,
;parking of cars, p i c n i c
grounds, or for any use which
may be considered as a nuis-
ance of any kind. Trees and
shrubbery ma,y be planted in
said buffer strip, except that
the portion of the buffer strip
which lies along State High-
way No. 7 may be part of the
access and parking facilities.
(e) That in the event the con-
ditions enumerated above have
not been complied with or in
the event physical construc-
tion has not been completed
within five (5) years from
date of rezoning the described
property to commercial, the
property above described shall
revert to residential property
from commercial property as
defined in Ordinance No. 8
of the Village of Shorewood.
Section 2. The Village Clerk is
hereby instructed to file a certi-
fied copy of this ordinance in
the office of the Register of
Deeds, Hennepin County, Minne-
sota, as notice of the provisions
herein.
Section S. This ordinance shall
take effect from and after its
passage and publication.
Adopted this 22nd day of Oc-
tober, 1957.

ORDINANCE NO. 14
AN ORDINANCE PROVIDING FOR
THE LICENSING OF AUTO
LIVERY AND REGULATING
THEIR OPERATION IN THE
VILLAGE OF SHOREWOOD
The Village Council of the Village
of Shorewood do ordain:
Section 1. License Required. No
person shall operate an automobile
for hire by the general public with-
in the village limits without first
having obtained a license therefor
under the provisions of this ordi-
nance, and the word "person" as
used herein shall mean and include
one or more persons of either sex,
natural persons, corporations, part-
nerships and associations.
Each applicant for such a license
shall apply to the Village Clerk
therefor, and must comply w it h
the following provisions to the sat-
isfaction of the village council.
a. Be of the age of twenty -one
(21) years or over if a natural per-
son, and in the case of any co-
partnership, firm or corporation,
must be authorized to operate such
vehicles and carry on business in
accordance with the laws of the
State of Minnesota;
b. Must give to said clerk a
statement covering such vehicle to
be so licensed, giving the name and
address of the owner; the class and
passenger - carrying capacity of each
vehicle; the length of time the ve-
hicle has been in use; the make of
the car; the engine and serial num-
bers; the holder of the legal title
to such vehicle, if other than the
applicant, or whether such vehicle
is leased, licensed, or under any
form of contract permitted to be
used and operated by some other
person than the owner, and, if so,
the name of such person; that the
operator of said vehicle shall at
all times be clean and courteous,
and that no operator of said licensed
vehicle shall carry any other than
the passenger first employing the
same without the consent of such
passenger.
Section 2. License fee. The ap-
plicant applying for such a license
shall, before being issued said 11
tense, pay into the village treasury,
the sum of Ten and no /100 ($10.00)
Dollars for each and every vehicle
to be so licensed; .provided, that if
the said license is denied for any
reason, the aforesaid fee or fees
shall forthwith be returned to the
applicant. All licenses hereunder
shall expire on the 1st day of June
in each year.
Section 3. Examination of ve-
hicIes. The Village Clerk, or some
other authorized person in his be-
half, shall thoroughly and carefully
examine each automobile before a
license is granted to operate the
same, and no such vehicle shall be
licensed unless it is in a thoroughly
safe condition for the transportation
of passengers and said vehicle is
kept clean and of good appearance.
Additional examinations of any li-
censed vehicle shall be made from
time to time, to the end that all
such vehicles are kept in fitness
for public service.
Section 4. Granting License. If
the Village Council is satisfied that
the public convenience and good
order will be served thereby, it may
grant a license to any such appli-
cant. Each license granted shall be
given a number and shall give the
number and an adequate description
of the vehicle licensed thereunder.
The operator of every such vehicle
so licensed for hire, shall cause to be
printed in plain, legible letters dis-
played inside such vehicle, a card
giving the number of the license,
the maximum rates of fare to be
charged, the name of the owner
and the name of the operator of
such vehicle.
,Section 5. Stands. Licensed ve-
hicles shall be parked at stands lo-
cated in the commercial areas of
the village which have been desig-
nated for use by taxi cabs from
time to time by the Village Council.
Only licensed vehicles shall be per-
mitted to park at any such stand.
Section 6. Chauffeur's License.
No ,person, either the operator or
employee of such operator, shall
drive an automobile for hire in this
village without first having been
licensed as a chauffeur under the
Laws of the State of Minnesota,
and every driver shall display such
license badge conspicuously upon
his coat or cap as therein provided.
Section 7. Insurance Policies.
Before any such operator is granted
a license, he shall deposit with the
Village Clerk a policy or policies
of any insurance company or com-
panies duly licensed to transact such
business in this state, insuring the
operator of any such vehicle to be
licensed against loss from the liabil-
ity imposed by law for damages
resulting from the ownership, main-
tenance or use of any such vehicle
to be owned or operated under such
license, and agreeing to pay to any
judgment creditor or to the extent
of the amounts specified in such
policy, any final judgment rendered
against the assured of such liability.
The limit in any such insurance pol-
icy of such liability of the insurer
on account of the ownership, main-
tenance and use of such vehicle
shall not be less than $100,000.00
for bodily injuries to or death of
one person and $300,000.00 on ac-
count of any one accident result-
ing in injuries and /or death of more
than one person, and a total of
$10,000.00 liability for damage to
Property of others, arising out of
any one accident.
Section 8. Separability. Every
section, provision or part of this
ordinance is declared separable
from every other section, provision
or part; and if any section, pro-
vision or part of any ordinance shall
be held invalid, it shall not affect
any other section, provision or part
thereof.
Section 9. Penalty. Any person
violating the provisions of this or-
dinance, shall be guilty of a mis-
demeanor and shall upon convic-
tion thereof be punished by a fine
of not more than $100.00 or im-
prisonment for not more than 90
days, or 'by both, for each offense.
Section 10. Effect. The ordinance
shall take effect from and after
its passage and publication and up-
on adoption of a resolution or reso-
lutions designating certain stands
and fixing a schedule of rates to be
charged hereunder.

ORDINANCE NO. 13
AN ORDINANCE PROVIDING
FOR THE PERMANENT
REGISTRATION OF QUALIFIED
VOTERS IN THE VILLAGE
OF SHOREWOOD
The Village Council of the Vil-
lage of Shorewood Do ordo.in:
Section 1. Registration Sytem
Adopted. The system for the per-
manent registration of voters pro-
vided for by Minnesota Statutes,
Chapter 201, is hereby adopted for
the Village of Shorewood.
Section 2. Voters Must Be Reg-
istered. No person shall be per -
mitted to vote at any election held
in the Village of Shorewood un-
less he shall have registered as
provided in said 'act.
