ORDINANCE NO 38
AN ORDINANCE REGULATING
THE USE OF VEHICLES AND
OF HIGHWAYS WITHIN THE
VILLAGE OF SHOREWOOD IN-
CORPORATING PROVISIONS
OF THE STATE HIGHWAY
TRAFFIC REGULATION ACT
BY REFERENCE AND
IMPOSING A PENALTY FOR
THE VIOLATION THEREOF.
The Village, Council of the Vil-
lage of Shorewood, Minnesota,
does ordain as follows:
SECTION 1. Highway Traffic
Act Incorporated by Reference.
The regulatory provision of Min -
nesota Statutes 1945, Chapter 169,
as amended by Laws 1947, Laws
1949, Laws 1951, Laws 1953, Laws
1955, Laws 1957, Laws 1959, and
Laws 1961, are hereby adapted as
a. traffic ordinance regulating the
use of highways, streets, and al-
leys in the village and are hereby
incorporated and made ia part of
this Ordinance as completely as if
set out herein in full.
SEC'T'ION 2. No Parking and
Lmited Parking Zones..
The Village Council shay, from
time to time, by motion or reso-
lution designate portions of the
highways and streets within the
Village of Shorewood as no park-
ing zones or limited parking zones
and shall cause such zones to be
marked by appropriate signs. The
location of Isuch signs, limiting
parking shall be prima facia evi-
dence that the Village Council has
by proper resolution or motion au-
thorized the establishment of such
no parking or limited parking
zones. The Council shall make a
determination of such no parking
zones or limited parking zones, an
the basis of convenience to the
public and traffic hazards. No
person shall park any vehicle in
, a no parking zone or any limited
parking zone for a longer period
than is specified on the signs
marking such zones and any vio-
lation thereof shall be a misde-
meanor.
SECTION 3. Passing School
Buses.
The driver of a vehicle upon a
street or highway in the village,
upon meeting or overtaking from
either direction any school bus,
which has stopped on the high-
way for the purpose of receiving
or discharging any school child or
children, shall ,stop the vehicle
immediately upon the extension of
a stop signal arm by the school
bus driver and !shall remain stop-
ped until the school ;bus, driver re-
tracts the stop signal arm, but
may then proceed with due eaution
for the safety of isuch children.
S'EC'TION 4. Driver's License -
Vehicle Ownership - License Re-
quired.
No person shall drive or operate
a motor vehicle upon any street
or highway in the Village without
having in his possession, as re-
quired by Laws of the State of
Minnesota, a valid driver's license
or chauffer's license. No perison
is:hall drive or operate a motor
vehicle belonging to another with -
out the owner's consent. No per -
son shall drive or operate a motor
vehicle without having thereon
proper motor vehicle license plates
as required by the Laws of the
State of Minnesota.
SECTION 5. Stopping or Park-
ing On Park or Public Lands,.
No person shall stop, stand, or
park a vehicle or operate any ve-
hicle, or ride any bicycle or horse,
except in compliance with the di-
rections of a police officer, on
any park property or other public.

Village of Shorewood, except when
such areas are designated for any
of such uses, and isigns prohibiting
any of such uses on any park pro-
perty or public grounds Ishall be
complied with.
SECTION 6. Careless Driving
off Highways.
Any person who drives any ve-
hicle in such a manner on any
public or private grounds or park-
ing lot or on the frozen surface
of any body of water within the
limits or the harbor limits of or
adjacent to the limits of the Vil-
lage, so as to indicate a disre-
gard for the safety of persons or
property, shall be guilty of care-
less driving and such careless driv-
ing is a misdemeanor.
SECTION 7. Penalty.
Any violation of the provisions
hereof or of the statutes adopted
by reference in Section 1 is a vio-
lation of this, ordinance when it
occurs within the Village of
Shorewood. Any person thus vio-
lating any provision of this ordi-
nance shall be guilty of a misde-
meanor and shall be punished by
a fine of not to exceed $100.00, or
by imprisonment in the County
Jail not to exceed 90 days; but, if
a minimum fine or imprilsionment
is prescribed by the State High-
way Traffic Act for an offense,
such penalty shall apply to a per -
ison convicted of the same offense
under this ordinance.
SE'C'TION 8. Repeal.
Ordinance No. 17 of the Village
of Shorewood is hereby repealed.
SECTION 9. Effect.
This ordinance Ishall take effect
from and after its passage and
publication by law.

of the Village of Shorewood as its
Ordinance No. 17 thils 10th day of
December, 1962.

AN ORDINANCE PROVIDING
FOR A TRAFFIC VIOLATIONS
BUREAU
The Village Council of the Vil-
lage of Shorewood ordains:
SECTION 1. Traffic Violations
Bureau Authorized. The municipal
court of the Villages of Shore-
wood, Excelsior, Tonka Bay and
Greenwood may by rule adopted
in accordance with laws 1953,
Chapter 527, establish a traffic
violations 'bureau to assilst such
court in disposing of violations of
traffic laws or ordinances as pro-
vided in such law and the court
rule. The traffic violations bureau,
hereinafter referred to as the
bureau, ,shall be located in the
Village Office in the Village Hall,
Village of ExceWor or such other
place as may be set aside for
such purpose by resolution of the
council.
SECTION 2. Bureau Director
and Personnel. The clerk of mu-
nicipal court shall be director of
the bureau. He may assign sub -
ordinates in his office to perform
the work of the bureau under his
direction or he may, subject to
approval by the council of each
village, employ such additional
help as may be needed to staff
the bureau. The bureau shall be
open for busine& from 4:00 to
6:00 p.m. on Mondays and from
8:00 to 10:00 p:m. on Thursdays,
and such other time or times as
the court may by rule provide.
SECTION 3. Records and Re-
ports. The bureau shall keep a
record of all cases of violation
brought before it, including their
final disposition, and also a rec-
ord of the collection and disposi-
tion of all fines. The bureau shall
submit summarized monthly re-
ports to the court and the village
clerk of each village of all traf-
fic complaints procelssed by the
bureau, of all fines collected by
it and of the final disposition or
present status of every case under
its jurisdiction. Such records
shall be so maintained as to show
all types of violationlsi and the tot-
als of each, and shall be public rec-
ords. Fines and casts and all other
receipts of the bureau shall be
dispolsed of in the same manner
as similar receipts of the court
not resulting from bureau opera-
tions.
SECTION 4. Obligations. Obli-
gations may be incurred from the
joint municipal court appropria-
tion.
SECTION 5. Effective date.
This ordinance is in furtherance of
a resolution of the Village of
Shorewood authorizing and es-
tablishing the joint municipal
court of Shorewood, Excelsior,
Tonka Bay and Greenwood and
shall be in force and effect from
and after the passage and publica-
tion of a :similar ordinance of each
of said villages.
Adopted by the Village Coun-
cil this 12th day of November,
1962.
