SUMMARY
WHEREAS, on 13 February 2012, the
City Council of the City of Shorewood
adopted Ordinance No. 490 entitled "An
Ordinance Amending Chapter 311 of the
Municipal Code to Update the Licensing
Requirements for Therapeutic Massage
Services:
WHEREAS, the City staff has prepared a
summary of Ordinance No. 490 as fol-
lows:
1. The amendment deletes existing
Chapter 311 and replaces it in its entire-
ty
2. The provisions of this ordinance up
date the requirements for obtaining a If
coned to practice massage therapy.
3. Under the amendment, the burden of
obtaining an annual license is shifted
from the individual therapist to the busi-
ness.
4. Instead of the City doing background
checks on individual therapists to deter-
mine if they comply with the standards
set forth in the Code, the business owner
will be responsible for credential verifica-
tion, background checks and maintaining
on -site records of same. °
NOW THEREFORE, IT IS HEREBY RE-
SOLVED BY THE CITY COUNCIL OF
THE CITY OF SHOREWOOD:
1. The City Council finds that the above

Isaiah regulations for the keeping of cer-
tain animals in Shorewood,
3. The amendment sets forth the types of
animals that may be kept, the number of
animals that may be kept and the manner
in which they may be kept.
4. The amendment provides a system of
permits and establishes enforcement
measures relative to the keeping of ani-
mals.

A RESOLUTION APPROVING
PUBLICATION OF
ORDINANCE NO. 498 BYTITLE AND
SUMMARY
WHEREAS, on August 27, 2012, the City
Council of the City of Shorewood minion
ad Ordinance No. 498 entitled "An Ordi-
nance Adding a New Chapter 612 to the
Shorewood City Code Regarding Social
Hosts'.
WHEREAS, the City staff has prepared a
summary of Ordinance No. 498 as fol-
lows:
1. The purpose of this Chapter Is to dis-
courage underage possession and con-
sumption of alcohol, even if done within
the confines of a private residence, and
to hold persons criminally responsible
who host gatherings where persons
under 21 years of age possess or con-
sume alcohol, regardless of whether the
person hosting the gathering supplied
the alcohol or was present.
2. The city council intends that this ordi-
nance should not target parents who may
have alcoholic beverages on their
premises but who have issued a standing
order that alcohol is not to be consumed
by underage persons on those premises.
3. A person is held criminally responsible
rf he /she has knowledge that a gathering
on the premises is hosted and that an un-
derage person will or is likely to attend.
NOW THEREFORE, IT IS HEREBY RE-
SOLVED BY THE CITY COUNCIL OF
THE CITY OF SHOREWOOD:
1, The City Council finds that the above
title and summary of Ordinance No. 498
clearly informs the public of intent and ef-
fect of the Ordinance.
2.The City Clerk is directed to publish Or
dinance No 498 by title and summary,
pursuant to Minnesota Statutes, Section
412.191, subdivision 4.
3. A full copy of the Ordinance is available

Section 1. City Code Section 1201 02 is
hereby amended to include:
'ACCESSORY APARTMENT. A small
apartment that meets the standards of

the owner, occupancy of the dwelling unit
itself shall be limited to persons related to
the owner by blood, marriage or adop-
tion. Exception: the occupancy limita-
tions stated herein shall not apply to one
adult live -In care - provider serving the
needs of the primary occupants), pro-
vided that if the care - provider resides on
the premises for more than 30 days, no-
tice must be given to the Zoning Admin-
istrator.
(7) The owner of the single- family resi-
dence shall enter into a Residential Use
Agreement with the City stipulating that
the home will not be used except for sin-
gle- family residential purposes and that
the accessory apartment shall not be
rented out in the future to anyone not re-
fated by blood, marriage, or adoption to
Me owner. Prior to occupancy of the ac-
cessory apartment the owner shall pro-
vide evidence to the City that the Resi-
dential Use Agreement has been record-
ed with Hennepin County.
(8) Any property for which an accessory
apartment is proposed shall have, at min-
imum, three off - street parking spaces,
two of which must be enclosed. Any
parking provided pursuant to this section
shall be located in a garage or an ap-
proved driveway.
(9) The accessory apartment and princi-
pal unit must meet the applicable stan-
dards and requirements of the Building
Code, Fire Code and the Shorewood
Rental Housing Code.
(10) The building and property shall re-
main In single ownership and title and
shall only have one mailing address.
(11) Only one accessory apartment per-
mit may be issued per detached single
family home"
Section 3. This Ordinance shall be In full
force and effect upon publishing in the Of-
ficial Newspaper of the City of Shore-
wood.
