The regular meeting of the town board of Excelsior was held
Friday, January 6th. 1950 with all memBers present.
.The minutes o! the p'~eJJ.o~s meeting were read and approved.
Aletter from (~t~ Was read asking that the
mown supply "hidden drelvway"signs on raod abbut1ng his
property and the board moved to purobse and erect such
signs. Mr. C'i.1f..ll<1,,,li. had agreed to defray the cost of
the signs if the boa.rd would ereot them.
Neil Grathw6l exp1ai ned the new statutes relative to powers
del egated to the townshilps, 1ncl uding the powers to pass
suoh ordinanoes as were deemed neoessary to the town board.
The board then adopted an ordinance to pay $200.00 to Mr.
Ed Whitehead for the east strip of lot one Grantville. The
me tion waS put by Mr.O' Bri en, seoonded by Mr. Donge, ske, and
was passed unanimously. The ordi nance was drawn in legal form
and becomes a part of the laws of the twon of Exoe1sior.
Neil Grathwo1 then presented to the 'l'won a deed to the
property in Minnetonka Ma~r now being used as a public
reoreation place. The board aocepted the deed.
Mr. C. T. V1k presented arguements ~lJ%Xt". as to why he
should be allowed to conduot a small hamburger stand in
Co nneot io n wi t h hi s bo at Ii very. The Po si tio n 0 f the op...
po si tio n was d eolared 'by Mr. 0 t B ri en. The matt er was held
over for further consideration. and Mr. Vik was to take

Feb.3rd. 1950
The regular meeting of the town board of Excelsior was held
in the council roOMS in the Village on Friday the 3rd. of
February all members present, with Neil Randall,Justice
sitting for E. A. O'Brien, absent.
Mr. James Rand was present and complained about his personal
property tax. The board said they would allow some reduct'i'D .
in his taxes and the clerk was instructed to assist him in
completeing abatement papers.
Counsel Grathwol presented ordinance * one to the board
relative to the zoning of the township and it was adopted on
motion of George Dongoske seconded bv Neil Randall and it
was ordered published in the Mlnnetonka Record.
The boarddisc~.eed the merits of purchasin~ a sander to
attach to the truck for the purpose of spreading sand for
winter ice and for oilin~ roads in the summer. On Motion
of George Dongoske it was unanimously decided to purchase
one and George Dongoske was instructed to go to RObbinsdale
to see one in action.
The bills as presented were ordered paid, and with no other
business tbe meeting adjourned.

March 3rd. 1950
Tbe board of tbe town held it's regular meeting with Neil
Randall again sitting for E. a. O'Brien, absent, other
members present.
Mr. Vik again brought up the proposed building and pperation
of a drive in , and the board suggested that he see his
neighbors and get them .tosign a.statment that such a mOTe
was satisfactory to them. ..
On motion of George Dongoske the board accepted again the
relief contract submittid bv the Hennepin Oounty Relief
Board. .

The board also instructed the Olerk to pav to the Hennepin
County Fair board .25.00 as their share of operation costs.
The bills as presented were ordered paid and with no other
business the meeting adjourned.

MINUTES OF THE AN1itJA. L TOWN ME'ETING
TOWNSHIP OF EXCELSIOR? MINN.

The annUal town meeting was called to oreder by the clerk
and on nomin~tion by Neil ~ndall, Glenn Ross was elected
moderator by acclam~tion. Neil Randall moved that the
balloting on the soil conservation be peetponed to the
evening meeting and this Was seconded ~nd motion Passed.
The moderator then adjnurned the business meeting until
8:00 P. M. w!:!tb-tt.)zeteKception of the balloting for town
officers.
At 8: 00 P. M. the polls Were declared slosed and Moderator
Blenn Ross called the meeting to order. Minutes of the
last annu~l meeting were read and approved with no correct-
ions. The clerks and the treasurer's reports were then read
and approved. Chairman Clague of the BOard then exhibited charts
showing the public where and what the town had disburssed
during the year. Con13ider~ble discussion ensued.
Chairman Clague then read the board's recommendations for
the coming yea.r a s to the expenses necessary to operate the
town's a.ffairs. Glenn Ross than a.sked for motions on the
Various funds. John Wrede moved that the ROad and Bridge levy
be set at 15,000.00. Mrs. Crane seconded this motion. The
motion was Carried.

Bill Rand moved that the Fire Fund be set at 1,800.00. This
motion was seconded and Passed unanimously.
Hans Hasses moved a.nd Dick Kocyx seconded the motion th8tthe
poor fund be set at 2500.00 .This Was Passed unanimously.
Richard Kocyx moved that the Contingent fund be set at 1700.00.
This motion was seconded by H,tns Hasse /.'l.nd motion ca.rried.
Mr. Sea.mans moved and Bill Rand seconded the motion that the
General Levy be set a.t 2000COO. This mation alson Passed.
The results of the ba.lloting were then read. .~. H. Cla.gue Wa.s
reelected to the town bOard-with a total of 69 votes. W.D.Ken-
drick WaS reelected clerk with 69 Totes. Neil Randall received
22 votes and A.. J. Bisbee 13 votes for assessor. R. \. Petterson
recieved 61 votes for Justice of the peace. Fred Dahl received
65 votes for constable.
Several questions and problpms of individuals were brought up,
but action Wa.s deffered to a regular tmwm meeting of the beard.
John Crane then moved to adjourn.the motion was carried .

March 14th 1950
~ 8peciil meeting of the beard was held foswowinC the town
meeting. 1. H. Clague Was nominated Chairman by E. \. O'brien
~nd this motion was carried. The matter of John Wrede's road Was
brought up. He was advised to get up a petition to present
to the beard.
With no other business the meeting adjourned.

April 14th. '50
The regular meeting was held on the 14th of April, one,week
delayed due to circumstances beyond control. Members of the
board with the exception of E. A. O'Brien were present.
Justice Pederson stopped in to see how the meeting was hand-
led.

Mr. Edwards representing th cemetary association, told of
the problems that were confronting the presient association
and he stated that he had talked to memebers of the Village
Board and that there wa s a apoSSibi, lity that eJther the
Township or the village ot both might be reo~ to take
over the cemetary.
Mr. Ricahrd Cocyx again $tated hi,Jprob1em about his road
and it was understood that Mr. Doogoske that he and Neil
Randall would look at the roads and that the twon would
definitly do something about it.
A petition f~.. people residing in the vicinity of ~t is
known as the club road was presented relative to the widening
of the road referred to. The petitions( of which there were tw~
are somewhat conflicting and the vorad took no definite action.
Bills as presented by the clerk were ordered paid. With no other
business the meeting was adjourned.

May 5th. 1950

The regular meeting of the beard of Excelsior Township was
held Friday the 5th. of Mav at the Village council r00Ms,
all memeers present. The minutes of the prevhous meeting were
read and corrections noted by Chairman Clague.
The question of the closing of the various "drive-ins" was
again brought up. Gene O'Brien suggested that in place of
placing a definite restriction at this time that the operators
be told to clsoe promptly as previously requested'and that the"
make some attempt to govern the conduct of their patrons,
and if this failed that the beard would then pass an or-
dinance rugu1ating their opexation.
In th matter of the club road, Neil Randall said that he
would put in a six inch culvert to take care of the dTain-
age better.
E. !. O(Brien moved that the plat submitted by Harold
Steinkamph be accepted, and this was passed. Mrs. Settling
from Mtka Manor asked the bOard to provide snowfence to protect
the children at play at the Manor playground. Neil Randall
agreed to see how much they would need. ~he bills as presented
were ordered Paid, and with no ~ther business the meeting adjoa
urned.

The regular meeting of the bOard of the Town of Excelsior
Was held in the Village Council rooms with all members
present.
Mrs. Crane, Mrs.Settling, and Mr. Walter Bean were present
and requested that either stop signs ot other appropriate
signs be put up in the area of their playground for the
protection of the children. :\lso they requested that the
board ask the sherriff's office to patrol the rOads. The
clerk was instruoted to write the sheriff's office to that
end. The Board agreed to pLeae the neoessary signs.
A beer permit for the Svithiod Home Was approved.
The clerk WoIB instruoted to write Eugene Axtell and re-
quest that he remove suoh rabbish as-he had allegedly de-
posited.
George Dongoske Moved that the bills as presented be Paid.
This was seoonded by E. 'A. O'Brien.
With no other busines~ the meeting adjourned.

The regular meeting of the town bOard Was held at the village
oouncil rooms. ~ great number of people were ~reBent with
various problems. Mrs. Crane, Mrs. Settlin and Mr. Walter
Bean of Minnetonka M1.nor asked the bOard to put up signs

July 7th. 1950
th~ regu~ar meeting of the town bOard WaS held at the village
oounoil rooms with all members present. A great number of
people were present with Tarious prOblems, most of them with
questions about their assessments of real estate. The beard
straightened eaoh Case out.
Mr. Clybourne presented the prOblem agi1n of dumpint along the
Eureka, ROad. The board deoided that an ordinance should be
Passed to prOVide for penalties for offendere.

It was agreed to erect no Dumping signs ].long the Eureka ROad.'
The Bbard Was then sUbJected to a personal feud between
property owners along the Fairview ROad and the M. & st. L.
Tracks.
Mr. Clague and Neil Randall were to look at markers between
the Childs property and nabors to determin where the fire alley
is and to see what it needs to provide good acess to the lake.
lIarvin Anderson brought up a problem crea. ted by a cement wall
that Paul ~nderson had baili along the roa.d and allegedly in
the rOad <3,nd which drained Wa. tere ont 0 A. nderson' s properey.
The board and the village representatives then talked to Mr.
Shields of Page and Hill Co. re: the raod proposed into
Wheelers outlots. The bOard agreed to go along with any
arrangements made with the Village and Page ana Hill.

The beard i3.greed to repair the Radison Road nea.r the Goodman
residence after a complaint WaS entered.
:\ small group Was present about the fire alley abbuting
Sherman Childs property, but it did not aPPa~r to be clear
as to what Was desired and the matter Was tabled for a
further hearing. Neil Randall waS to look and see if the
stakes marking the property were still visible.
:\. "bingo" permi t for the Minnetonka Gun Club was "OKed"
~t the request of Horace Murfin.
The application of Gene Gmy as a deputy constable was
3.pproved for a six months trial period on moJ.-ion. He 'W:aS
to be sworn in on his 21st birthday, :\.ugust 8th. 1950.
The contract with the Excelsior Fire Department Was approved
for another year and the Bum of ~350.0n voted to be Paid to te
the Excelsior Volunteer Fire Dept.

place since the Council rooms were in use. \11 members pre-
sent, together with Counsel Grathwol.
Neil GIathwo1 brought up the auestion of the lVaoat~on of
a road on Howardts Point and counsel WaS instructec to
enter an answer for the Township to prevent such Y~eattent
George Dongoske was msked to tell Neil Randall to duet cOat
the road leading into Lyman's addittbn.
