A special meeting of the Board of the Town was held at the home of
member A. H. Clague. all members were present. and also Neil Ran-
dall. The purpose of the meeting was to discuss the budget for 19566.
The clerk presented figurcos On 1954-.55 expenditures. and receipts. After
consideration and discussion it was moved that the following budget be
presented at the annual meeting. No levy in poor fund. $2.500.00 in Fire.
$.5.000.00 in Contingent. $7.000.00 in: General. and $30,000.00 ~n Road
and :Bridge.
It was also moved that the Board rent at the rate of $300.00 per month
the grader On trLl from Zeigler. "lith the option to buy "lith rental to
apply on purchase price.
It "TaS also moved by Al Clague th1lt Neil Randan and Gust Arnold be
raised $25.00 per month effective March 1st. 1955.This was seconded by
Walter Bean and passed when put to a vote.
With no other business the meeting adjourned.

The regular meeting of the 'noard was held Oj1 Frid3~r ""i th all members
present. The clerk read a letter about weed control. This was discussed at gr
great length. and finally Neil R:mdall was tentatively appomnted vTeed
inspector, and instructed to attend the weed meeting. The ~oints raised
were whether or not the board should fix up present spray rig, buy a
truck to iaaDt mount equipment on. or to hire the "lork done. No definite
action was taken.
The board decided to exercise its option to take lot 1. block 5 parcel
# 37024 from the Hennepin County L3nd Department. On Motion by Al
Cla~~e seconded by Walter Bean.
The clerk read ordinance # 17 relative to trailer camps and trailers in
the TO'JWn. Walter Bean moved and Al Clague seconded the motion that the
ordinance be adopted and piblished. and this motion carried.
Glenn Ross talked to the board about assessing. and felt that some
action should betaken about about the classification of the town as
urban and not rural, which he felt more aptly applied.
The Metting was then adjourned.

As ean be seen by the above, the 1'ewn ci1dnot receive all of the money that it levied
in taxes for 1954-55. We still have about 4,7.50.00 coming from the county. 1'his means
that all taxes in 81.11' town were not paid last year. It also means that some taxes paid
have not yet 'been allocated by the county. Therefore, the board of the town, in order
to show to the voters of the town the true condition of oa.r finances, asked that the
county advance to us those remaining taxes due us. We received $5,000.80 recently
from the saditOrs. This is NO! borrowing ahead against next years taxes, since it
would normally be inclua.ed in our next settlement. !rhis $5,000,00 is Bar included in
the statement of income above. .
In 1953, the budget was set at an all time high to wipe out the deficit that va.

. On March 1st. 1955, the Board of the Town in accordance with the law, held a
meeting to set the 1956-1957 budget. They also reviewed the figures and the state-
ment of the clerk, and by resolution transfered funds as they are empowered to dOe
The $1,016.59 balance in the Drag Fund was transfered to the Road and Bridge FuDd,
and the 20899.18 balance in the Contingent Fund was transfered to the General Fund.
The ~eason for these transfers of funds is apparant when the years expenses are
applied to the receipts. We then show after these transfers the following balances
in the various funds.

Our help to unfortunate familie~ amounted to $3,299.58. This includes the cost of
administration of welfare by a qualified social worker. It also includes GU~ share
of the Rural Nt1rsing Service in Hennepin County. .
Fires cost us $1,820.00. 12 of these were grass fires, and although the board made
several efforts to collect these bills they were unable to obtain payment.

$936.. 74, for printing, $197.09;wages for our weed inspector and. tOr wee.~cutt1ng

IMPORTANT - Although all township officers and mayors or assistants
are required by law to attend this conference, we find practically 100% do
so because they are interested in the subjects discussed and realize the
responsibility entrusted upon them by the people of their township or
municipality, If. for some reason. you are unable to attend. arrange for
someone in your place, If you plan on appointing an assistant inspector,
whether in the township or village, to carry out your responsibility as weed
inspector, do so before the meeting and arrange for his attendance.
At this conference the weed and insect program will be organized for
the season. You will want to get the latest information on chemicals and
their proper use in spraying weed infested crops, etc., as well as methods
of control of insect pests and plant diseases. New requirements for sell-
ing agricultural seed by dealers, farmers, sales clerks, auctioneers, and
others will be discussed at this conference.
I am sure the program to be presented will be most interesting and
worthwhile and it will be to your advantage to attend. Your neighbors
will be interested in these discussions; therefore, extend an invitation
to them to attend this conference. The meeting is open to the public.

of the responsibilities of the town board in carrying out weed control, having in
mind that it will enlighten some as to what is required of the board. In return
they may be more sympathetic and cooperative in carrying out better weed control.
Ladies and Gentlemen:
Much as I would like to be with you today to discuss the control of weeds, yet
time does not permit me to be at your annual meeting. Therefore, with your permis-
sion I have asked your town clerk to read my message to you.
I a9preciate your interest and concern about the welfare of your township by
being in attendance today to take part in transacting the business that may come
before your meeting. With weeds no~existing, which are threatening not only our
crop land but pastures as well, weed control should be foremost in your discussion
today.
I am pleased to report that all crop land may be cropped in 1955 regardless of
what weeds exist provided the right crop is sowed and the proper chemical is applied.
Therefore, it is important that those having weeds be contacted before crops are
planted. I am sure you are aware that your township board has certain responsibili-
ties which they are required by law to carry out and I would like to call some of
these responsibilities to your attention as follows:
1 - Section 20.11 - Town weed inspectors. The members of the several town
boards of the county are authorized, and it is hereby made their duty to
act as local weed inspectors within their respective towns, throughout the
year, in accordance with the provisions of Sections 20.06 to 20.27 relative
to local weed inspectors.
2 - Section 20.12 -'Duties of Local Weed Inspectors. Subd. 1. Examination of
land; notice for destruction. It shall be the duty of each local weed
inspector to examine all lands, highways, roads, alleys, and public ground
in the territory over which his jurisdiction extends, for the purpose of
ascertaining if the provisions of Sections 20.06 to 20.27 and the regula-
tions of the commissioner have been complied with, and if he finds that such
is not the case he shall cause to be given forthwith a notice, in writing,
on a form to be prescribed by the commissioner, to the proper public
officer or to the owner or occupant, or to the agent of any owner of non-
resident lands within the municipality whereon noxious weeds are standing,
being or growing and in danger of going to seed or otherwise spreading,
requiring him to cause the same to be cut dom, otherwise destroyed or
eradicated on the lands, in such manner and within the time or times speci-
fied in the notice. He shall also attend, when required, such conferences
called by the commissioner for the purpose of receiving instructions and
for a full and free discussion of Sections 20.06 to 20.27 and their
administration.
3 - Section 20.07 - Occupants or owners of land to destroy noxious weeds.
Except as otherwise specifically provided in Sections 20,,06 to 20.27, it
shall be the duty of eve~ occupant of land or, if the land is unoccupied,
the owner thereof, or his agent, or the public official in charge thereof,
to cut down, otherwise destroy or eradicate all noxious weeds as defined

in Section 20.01, subd. 5, standing, being, or growing upon such land,
or in such manner and at such times as may be directed or ordered by the
commissioner or by a local weed inspector having jurisdiction.
You can be most helpful by giving your board your fullest cooperation in
aiding them in carrying out their responsibilities. I know it will be appreciated;
especially if an owner and tenant is involved the town board can be most helpful in
setting up the program. It is only through working together that progress can be
made.
Since your county weed inspector and your town board members have been
instructed as to the latest methods of control, may I suggest that you contact
them and if we can be of help to you feel free to write us.
The first step in increased production is the elimination of weeds since they
rob the crop plants of space, fertility and moisture, ~ich in the main are the
three elements that determine crop production and anything that you do to control
weeds is not an expense but an investment.

Dear Sir:
The Minnesota Highway Department on December 4, 1954
released part of temporary Trunk Highway No. 7 and part of temporary
Trunk Highway No. 41 in the township of Excelsior to Hennepin County
as a State Aid Road.
That part of temporary Trunk Highway No. 7 lying Westerly
of the intersection with State Aid Road No. 19 in the East i of Section
33, Township 117, Range 23, and all of temporary Trunk Highway No. 41
are no longer desirable as a part of the State Aid or County Road Systemj
therefore, the Hennepin County Board of Commissioners by resolution
dated December 21, 1954, rescinded all that part of temporary Trunk
Highway No. 41 and that part of temporary Trunk Highway No. 7 lying
West of State Aid Road No. 7 as a State Aid or County Road and it
reverts to the Township of Excelsior for maintenance.

Labor-Business Roads Committee of Hennepin County
TO: Hennepin County Board of Commissioners
SUBJECT: AN IMPROVED HENNEPIN COUNTY ROAD SYSTEM.
As a result of two years' of joint effort by members of the County Board and the
Labor-Business Roads Committee, we are now prepared to recommend that the Board of
County Commissioners take three specific actions in regard to the county system
and adopt a statement of policy pertaining to plans for development of the Henneoir
County road system.
During the two-year period of cooperative work, every road in Hennepin County has
been traversed by committee personnel, at their own expense, analyzed by engineerin~;
staff and reviewed by a development committee to determine the present-day and future
needs of the road insofar as type and character are concerned. Bridges have been
reviewed and type for future economy of development.
Committee personnel have made a thorough study of the costs of maintenance and op-
eration of the county highway system of the post-war period, By going into the
detai Is of the improvements made in that period and analyzing the growth in use
of the county roads, they have concluded that a careful examination of al I road
faci lities of the county is required and that a major effort should be directed
toward uti lizing a larger portion of funds for development of permanent-type major
arteries of the system, rather than putting good surfaces on little-used roads.
Also during this two-year period, the committee has jointly made a thorough study
of financing county highway systems. They have worked extensively with the Minne-
sota Highway STudy Commission on overal I financing. They have studied bonding,
wheelage taxes, mi Ilage levies and direct property assessments for local self-help
of county systems. They find that wheelage taxes and direct assessments by counties
are prohibited. Thus, they have concluded that there are three major sourceS of
revenue for the Hennepin County roads. One of those is the normal property levy;
another is improved distribution of road user funds by the State of Minnesota; and
the other is bond issue with various types of repayment methods.
The three specific actions here recommended to the Board of County Commissioners
to implement an effective Hennepin County highway system are:
I. Designate 283 mi les of the present county highway system as "Primary"
roads. These roads are main arteries of the system leading between
communities and connecting Important areas of origin and destination
of Hennepin county traffic. The dai Iy vehicle traffic count on this
category of roads Is in the range of 1,000-38,000. The system Is so
selected that it wi I I warrant high-type of rigid road surfaces, secon-
dary in nature only to the 13 State Trunk Highways already established
in the county. They provide "spoke-likel1 artery service between areas
of the county and the Minneapolis central business eraa. They can be
expected in future years to be the haavi Iy traveled roads of Hennepin
county. The 283 mi les are shown on the attached map.
2, Estab Ii sh 223 mi les of roads of the present county system as "Secondary"
roads. These roads are selected to be very important to the balanced
county highway system and to carry considerable amounts of traffic, but

This report has been prepared to help voters follow more closely the statements to
be read by the Treasurer, clerk, and the reports of the Town Supervisors. The period
covered by this report is From March 1954 to March 8th. 1955. The money received by
the Town during this period represented taxes paid during that year. The budget for
this period was set, however, in March 1953.

As can be seen by the above, the Town didnot receive all of the money that it levied
in taxes for 1954-55. We still have about 4,750.00 coming from the county. This means
that all taxes in our town were not paid last year. It also means that some taxes paid
have not yet been allocated by the county. Therefore, the board of the town, in order
to show to the voters of the town the true condition of oar finances, asked that the
county advance to us those remaining taxes due us. We received $5,000.00 recently
from the auditors. This is NOT borrowing ahead against next ;rears taxes, since it
would normally be included in our next settlement. This $5,000.00 1s NOT included in
the statement of income above.
In 1953, the budget was set at an all time high to wipeout the deficit that was
hampering the operation of the Town of E.x:celsier. This was the budget shown above
totaling $46,000.00. The board was instructed b;r the people attending the tewn meet-
ing in 1953 to get on a cash basis. Their efforts on a small 1952 budget and the
larger 1953 budget have paid off. We have purchased good new eqaipment, have no
debts at this time, and have cash in the bank. The follOWing shows the financial
condition of the Town in March 1954 and oar present ~ po.itio~

On March 1st. 1955. the Board of the Town in accordance with the Law. held a
meeting to set the 1956-1957 budget. They also reviewed the figures and the state-
ment of the clerk, and by resolution transfered fUnds as they are empowered to do.
The $1.016.59 balance in the Drag Fund was transfered to the Road and Bridge Fu.ntl,
and the 2,899.18 balance in the Contingent Fund was transfered to the General Fund.
The Reason for these transfers of funds is apparant when the years expenses are
applied to the receipts. We then show after these transfers the following balances
in the various fUnds.

This is how we spent the varl~8 sums in 1954-55. These expenses totaled 37,541.61.

Oar help to unfortunate families amounted to $3.299.58. This includes the cost of
administration of welfare by a qualified social worker. It also includes our share
of the Rural NUrsing Service in Hennepin County.
Fires cost us $1,820.00. 12 of these were grass fires. and although the board made
several efforts to collect these bills they were unable to obtain payment.

$936.74. for printing~ $197.09;wages for our weed inspector and for weed cutting

Road and Bridge money was spent as follows: Wages, $9~168.09; Ge.s and Oil, $1,815..45;
Tire~t 124..50; Road Tar, $4,652..93; Sand and (hoave1, $2,563.45; Repairs and Parts,
$1,417.68, Salt for Roads, $179.45; Road Signs and Culverts $93.83; Work we ~qd Qone
for us, $215.00. a new truck cost us 2.326.30, and a new loader $1,400.00; and we
spent for miscelaneous items $776.75. These total $24.733.~3.

This year (1955-.56) the board must operate on a budget set in 1954 of $40,000.00.
This is divided between Poor. $1,000.00; Fire. $2,500.00; Contingent. $5,000.00;
General, $3.000.00, and Road and Bridge $28,500.00.

For 1956-57 the board recommends that no mpney be appropriated for the Poor lund,
$2,500.00 for the Fire Fund, $5.000.00 for Contingencies, $7,000.00 for the General
Fund, and $30,000.00 for the Road and Bridge lund.
