This latter paragraph refers to the twentt mile signs set up by you along this
stretch of road. i
In over twenty three years of residence ()~ Shady Isle, I never found the inter-
section in question to have thg least semplanoeof a traffio hazard.
I
My working hours are the sa:ro.e as most evetYone else. I pass through the inter-
section around 7:15 A.M. and 5:45 P.M. S~ang.ly there is very little traffic during
these hours. The traffic on the secondaxt lane following the lake shore on the
West side of Phelps Island travels in and out of the Chester Park inte~s ,ctio9; /

Only a couple of cottages use the lane em' the Easterly shore line coming into No.
141, the traffic being toward Spring Park and Mound on the remainder of the shore
line. If a census were to be made and a 'Vote taken as to the necessity of a STOP
sign at this intersection, I think you would find more families voting adversely on
Enchanted and Shady Islands than the comparatively ffJW residents living on the
Southern end of Phelps Island. .
In conclusion, don't you think the mU~. laundry ma.n and others whose livelihood
is earned rendering some type of service. should receive some consideration? They
travel on No. 141 at odd hours of the day when there is little traffic and none to
speak of on the secondary lake shore road. And yet without any other car or
truck for miles around they are forced to l come to a full STOP.
Let's compromise and erect a large SLOW sign or place $TOP signs on the secondary
roads leading into County Road No, 141.

WILLIAM Fl KELLY
ATTORNEY~T LAW
EXCELSIOR! MINN.
BARNETT BUILDING
GREENWOOD 4-67B9
August 9, 1955
Mr. W. Dudley Kendrick
Clerk
Excelsior, Minnesota
~r '~d:
.. I have gone over the enclosed fire contract
proposed by the Village of l$xcelsior. I believe your
recalling of a maximum whic~ can be paid for the support
of any nunicipal fire depar~ment was that provision
which applied to towns loca~ed within a designated
forest area. In such case the limit is $500.00. We, of
course, are not in such an area and the $500.00 limit
is not applicable to us. I
The legislature at the!last session passed a new
law relative to towns providing for fire protection.
This law amended Minnesota $tatutes, 9€ctions no. 365.15
through 365.18. I
I am of the opinion thqt since the Town Board
electors have at a previous I annual town meeting authorized
the Town Board to provide fqr fire protection as well as
the maximum amount of moneYJto be raised each year for
the purpose of providing suh protection, that the Town
Board may pursuant to 365.18 as amended, enter into the
proposed contract with the Village of Excelsior, provided
that the sum expended for ftre protection during the current
year is within the amount w~ich the electors have authorized
for expenditure for fire pr~tection service. If the Town
would exceed the authorizediexpenditure under the terms of
this contract it would be n~cessary to call a special town
meeting to determine by bal~ot the maximum allowed to be
spent for such protection. i
