M I NUT E S CALL TO ORDER The regular meeting of the Shorewood City Council was called to order by Mayor Rascop at 7:35 P.M. on Monday, February 8, 1982 in the Council Chambers. APPROVAL OF MINUTES - JANUARY 25, 1982 Cigarette License Approval - Remove Snyder Drug from the list of approved applicants. Moved by Gagne, seconded by Haugen, to approve the minutes of the regular council meeting of Monday, January 25, 1982 as corrected. Motion carried unanimously. MATTERS FROM THE FLOOR: Mrs. Joe Gorecki~26890 EdgewoodRoad Introduced herself to the Council and .informed them of her inten- tion to run for the State Legislature. Torn Mueh1berg of the Minnetonka Youth Hockey Association was present to report on the results of the 1982 Hockey Tournament held at Badger and Cathcart Parks. He thanked the city and city employee, Dan Ran- dall, for donating his time to work at this tournament and the free use of the city equipment to maintain the quality of the ice. No Parking Zone Request RESOLTUION NO. 33-82 Request from a resident of 3rd Avenue to have the portion of 3'rd Avenue that is in Shorewood posted for "No Parking" because of the narrow street conditions resulting from all the snow. Over- flow parking from the Excelsior Apartments are parking on the Shorewood portion of 3rd Avenue because Excelsior's 3rd Avenue is already posted for-"No Parking". Haugen moved, seconded by Gagne, to post "No Parking" signs on both .sides of the street from November 1st through Marcn 31st each year and to notify the police department to enforce these signs. Budget Over-run Administrator Uhrhammer reported on cost incurred because of the heavy snowfall requiring overtime expense and heavy equipment repairs. Building Inspector It was recommended that the Building Inspector be retained on a part-time basis and also to use him as needed as a part time mechanic at the same rate of pay. Administrator recommended: to contractors, that any complaints they may have with the inspector should be in writing and sub- mitted to him for discussion. MAYOR'S REPORT Letters from the City of Mound and Orono were received by the Council questioning the structure and the dues system established by the Lake Minnetonka Conservation District. Council will direct a letter to Mound, indicating that they would like to have all city Mayors' and Counci 1 members." under the L. M. C .D.. meet and discuss their concerns regarding their organization. . METRO TRANSIT COMMISSION A letter received from the M.T.C. regarding construction of covered bus shelters were considered. Council did not have a priority list on location and decided not to respond at this time. COUNCIL REPORTS A joint meeting of Mayors and Cable Advisory Committee decided to add eight new communities to the committee and to reorganize. Passed by a vote of 8 ayes, 2 nayes, and 2 abstained. (b) Upon the request of the recipient of assistance under this title, the Secretary may agree to perform ad- ministrative services on a reimbursable basis on behali of such recipient in connection with loans or sr ,i' . ~'(\r the rehabilitation of properties as authorized under subsection (a)(4). Allocation And Distribution Of Funds Sec. 106. (a) Of the amount approved in an ap- propriation Act under section 103 for grants in any year (excluding the amounts' provided for use in accordance with section 107 and section 119), 70 per centum shall be allocated by the Secretary to metropolitan cities and ur- ban counties. Except as otherwise specifically autho- rized, each metropolitan city and urban county shall be entitled to an annual grant from such allocation in an amount not exceeding its basic amount computed pur- suant to paragraph (1) or (2) of subsection {b). (b)(l) The Secretary shall determine the amount to be al10cated to ,each metropolitan city which shall be the greater of an amount that bears the same ratio to the allocation for al1 metropolitan areas as either- (A) the average of the ratios between- (i) the population of thelt city and the popula- tion of all metropolitan areas: . "'I\IESO The subject Statement of Objectives is provided to guide the development of local proposals for the use of the Urban Hennepin County 1982 (Year VIII) entitlement. The Statement is the result of considerable staff and Task Force effort and participant community and Planning Area Citizen Advisory Committee review and comment. It is the document referred to and summarized in the notice of public hearing required in the process to determine what activities each locality proposes to undertake with COBG funds. Individual participant communities may continue to plan on a planning allo- cation of 15 percent less than the amount received in 1981 (Year VII). Although HUD has unofficially advised the County that the entitlement amount for 1982 will be $3,726,000 (representing a reduction of $602,000 o~ just under 14 per- cent) the basis for the determination has not been made available. Thus a . precise planning allocation cannot be made. It should be available soon. Any questions on the Statement or its use may be directed to your Hennep~,n County Planning Area representative. pb ..' ^ ..;::;- -~ e e ~- STATEMENT OF OBJECTIVES URBAN HENNEPIN COUNTY COBG PROGRAM/1982 Introduction The 1981 amendments to.theHousing and Conmunity Development Act of 1974 made significant changes to the COBG program. The amended Act eliminated the requirement for a formal application and considerably eased HUO's responsibilities for review and approval of the application replacement - - a statement of local objectives, a projected use of funds, and certifica- tion assuring proper administration and implementation. This statement has been developed in order to provide the guidance necessary for planning and implementing the Year VIII Urban Hennepin County COBG program in a manner which meets National objectives. These changes place almost'the entire responsibility on the Urban County for ensuring that each activity to be carried out with COBG funds is Clearly eligible and meets the National Objectives of the Housing and Com- munity Oevelopment Act as amended. The National objectives are unchanged, i.e., developing viable Urban communities; providing decent housing, a suitable living environment and expanded economic opportunities principally , for low and moderate income personsjaiding in the prevention or elimination of slums or blight; or meeting other community development needs having a particular urgency. The Community Development Block Grant program may provide funds to address a wide range of housing and community development needs. In Urban Hennepin County the greatest need is for decent housing affordable to low and moder- ate income persons. Consistent with this Urban County need and National objectives, acti'1ities which serve to expand affordable housing opportuni- ties and maintain the existing housing stock for low and moderate income persons will continue to be a program priority. This priority is detailed under Housing Objectives. A parallel priority is assigned other CDBG activities which directly benefit low and moderate income persons, i.e., special assessment grants, weatherization grants, and housing rehabilita- tion grants and/or loans. ,Ot.. . Objective: Support activities which serve to improve local housing and ~ommunity pevelopment plannin9 and management capacities. Housing Objective: Direct housing resources to those sectors of the housing market that provide the greatest benefit to lower income persons. Objective: Encourage the provision of rental assistance to newly constructed and existing rental units, housing rehabilitation assistance and expansion of homeownership opportunities in the Housing Assistance P 1 an (HAP). New Construction Objective: Facilitate the development of new housing, including, but not limited to, site acquisition, public improvements, assistance with front-end costs and multi-community projects. Procedura 1 Statements : · Acquire sites prtor to development consistent with priorities established in the ,HAP. · Establish multi-community housing development projects when possible. · Utilize all available approaches to financinq housing development. Existing Rental Objective: Continue maximum utilization of the Section 8 existing program as a supplementary resource. Procedural Statement: · Participate in the existing rental assistance program. Housing Rehabilitation Objective: Provide housing rehabilitation assistance to income eligible households in all sub-grantee communities. Procedural St~tements: · Offer a variety of housing rehabilitation assistance for possible implementation in CD program Year VIII. · Follow uniform Urban County Procedural Guidelines including appli- cant income and asset eligibility requirements and client assis- tance 1 evel s. · Utilize the MHFA housing rehabilitation program as a supplem~~.tary resource. e - 4 - e Public Facilities and Improvements Objective: Maintai.n existing public improvements and facilities and assist the development of new facilities and improvements. Objective: Place emphasis on direct benefit activities for low and moderate income persons. Objective: Coordinate the development of senior centers in locations suit- able for the provision of other elderly services. Procedural Statement: · Target the provision of public improvements to areas designated for revitalization and new development. Handicapped Improvements Objective: Help assure that programs, facilities and housing are accessible to handicapped persons. Objective: Assure that each accessibility improvement meets a particular need, removes a specific barrier and represents a defined priority in the community. Procedural Statement: · Develop a handicapped accessibility plan for such improvements ~hich identifies the barrier(s) to be removed, establishes the needs and priorities, explains how mobility and accessibility will be improved and lists the facilities and programs to benefit from such action. Plan should identify non-construction options for removing barriers. Economic Development Objective: Undertake activities appropriate to improving economic condi- tions in deteriorated and deteriorating areas. Objective: Provide additional permanent, private sector jobs available to low and. moderate income persons. Procedural Statements: · Provide assistance to priyate-for-profit developments in such a manner as to generate program income whenever. possible. · Economic developmen~activities must have evidence of commitments or interest by developers and provide for new or expanded employment opportunities. . .,' · Economic development activities should be identified in a plan adopted by a local governing body, including but not limited to, comprehensive plan, redevelopment plan or economic development plan: ..- e - 5 - e Energy Objective: The administration of the UHC CDBG program should be sensitive whenever possible to energy conservation issues through the development of energy use strategies. Objective: Assign as a priority assistance to low and moderate income homeowners for weatherization improvements. Procedural Statement: · When energy use strategies are prepared they should emphasize local needs and include items such as those listed under eligible activities in Section l05(a)(16) of the Housing and Community Development Act as amended in 1981. Public Services · Limit the expenditure of COBG funds for public services to no more than ten percent (10%) of the planning allocation of the UHC sub- grantee choosing to fund public services. · CDSG funding of public services must be for new or .increased levels of service. t.
