MINUTES
1. CONVENE CITY COUNCIL WORK SESSION MEETING
Mayor Zerby called the meeting to order at 6:00 P.M.

Sundberg moved, Johnson seconded, approving the agenda as presented. Motion passed
4/0.
2. PRE-APPLICATION SKETCH REVIEW OF A PROPOSED DEVELOPMENT
Planning Director Darling explained that the Stoddard Company is interested in developing the
vacant parcel at the intersection of Eureka Road and Highway Seven. She stated that their
previous application was for twenty homes which the Council felt was too dense. She stated that
the newest proposal is for fourteen single family homes. She noted that the applicant has
submitted information to the City on the tax revenue and fees that will be generated for the City
with this development. She stated that he is also proposing to contribute funds for the
reconstruction of the adjacent roadways and trails as well as funds to create affordable housing
elsewhere in the City. She stated that the proposal has the homes clustered around a cul-de-sac
on the north side of the property and much of the south side of the property would be kept as
open space.
Bill Stoddard gave a brief overview of their revised proposal and his offer to contribute money for
road reconstruction and affordable housing.
Councilmember Sundberg asked about the trail ideas he is proposing. Mr. Stoddard stated that
they are proposing seventy-five-foot-wide lots which allows for the possibility of bike trail
connection in the area. Councilmember Sundberg asked if there would be sidewalks in the
development. Mr. Stoddard stated that he would like flexibility on that issue and is open to the
idea of either concrete or asphalt.
The Council discussed the advantages and desire for a walking path through the area to get
people off the roadway.
Mr. Stoddard noted that the water table is high in the area and are proposing to berm the area
between the cul-de-sac and Seamans Drive before they install the trees. Councilmember

Sundberg stated that she is glad he is considering the water table because the City has been
having water problems lately. Mr. Stoddard noted that the houses will be slab on grade.
Councilmember Labadie asked if slab on grade housing will take care of the potential issue with
water or if there would still be flooding concerns.
Planning Director Darling stated that the developer will have to do both rate and volume control.
She noted that she has had the watershed district and the previous City Engineer look over the
plans and noted that the water flows from this site to Lake Minnewashta.
Councilmember Sundberg asked what the contribution towards affordable housing would do for
the City. City Administrator Lerud stated that he does not know because he has not really looked
into it much but suspects it will not go very far.
The Council discussed the wetland and traffic concerns at the intersection.
Councilmember Sundberg stated that she likes this sketch plan better than the last proposal.
Mayor Zerby stated that it is currently zoned for seven units and this proposal doubles that
amount.
Councilmember Labadie stated that there were residents off Seaman Drive that expressed
concerns about the height of the proposed buildings. Planning Director Darling noted that was a
different developer who was proposing bonus space. Councilmember Labadie asked how
different in height this proposal is compared to the one that had the bonus space proposed.
Planning Director Darling noted that the Pulte development was proposing three stories above
grade and this current proposal from Stoddard is two stories above grade.
The Council discussed the price range of the homes and the home-owners association.
Mayor Zerby noted that he is looking forward to getting resident feedback on this proposal. Mr.
Stoddard stated that he is planning to have a neighborhood meeting but wanted to have an
informal discussion with the Council first to get their input. He thanked the Council for taking the
time to discuss this issue.
3. RECYCLING COMMITTEE
Councilmember Sundberg stated that she thinks the Recycling Committee has done an excellent
job considering all the factors in this situation.
Communications Coordinator Moore explained how the committee got started and noted that they
have been meeting for about nine months. She introduced the members of the Recycling
Committee that were able to attend the meeting.
Joe Schneider, Recycling Committee, stated that they are here to update the Council on their
proposed plan and ask for support from the Council. He gave a brief overview of their proposal
and their concept of “Getting Greener to Protect Our Planet”.
Councilmember Johnson stated that he would like to put the Recycling Committee in touch with
his daughter and the school district because she helped create a program of using compostable
silverware.

Councilmember Labadie suggested the Recycling Committee also look into partnering with
varying Scout troops.
City Administrator Lerud distributed the proclamation and explained ways the Council can support
it.
Councilmember Sundberg stated that she would like the City to make a moral commitment to this
issue. The Council came to a consensus that they would like to see it as a separate agenda item
and not included on the Consent Agenda on a future agenda, so it will get more attention from
the public.

A. Employee Service Awards
Joe Pazandak, Building Official, Planning and Building Department – 30 years
Mayor Zerby expressed the City’s appreciation for his 30 years of service and presented him with
a plaque. There was a round of applause for Building Official Joe Pazandak.
Rob Hanson, Light Equipment Operator, Public Works Department – 5 years
Mayor Zerby expressed the City’s appreciation for his 5 years of service to the City and presented
him with an award. There was a round of applause for Light Equipment Operator Rob Hanson.
Brenda Pricco, Deputy Clerk, Administration Department – 5 years
Mayor Zerby expressed the City’s appreciation for Deputy Clerk Brenda Pricco’s 5 years of service
to the City and presented her with an award. There was a round of applause for Deputy Clerk
Pricco.
Chris Pounder, Light Equipment Operator, Public Works Department – 15 years

Mayor Zerby noted that Chris Pounder was unable to attend the meeting but thanked him for his
15 years of service to the City.
B. Report from Fire Chief
Fire Chief Mackey stated that he is requesting approval for live fire training at 20505 Radisson
Road at 7:00 a.m. on December 14, 2019. He explained that OSHA requires live fire training
every three years and this is a chance to give the seven new cadets experience with live fires.
He explained the different types of burns that they will conduct during the live fire training.
Mayor Zerby noted that the roadway is narrow in this area and asked if traffic will still be able to
get through the area once the fire equipment is in place. Fire Chief Mackey stated that it will be
down to one lane, but traffic will be able to get through on the roadway. He stated that they are
bringing in the Minnetonka and Chanhassen fire departments to help with staging and water
supply, so they will help with traffic also.
Councilmember Sundberg asked if this fire training would be videotaped because she thinks it
may be a good learning experience for people to be able to watch. Fire Chief Mackey stated that
he was not planning on recording the training. He stated that there will be some still photography
done but may ask if the photographer could also do some videotaping.
Councilmember Sundberg asked how much smoke will be created. Fire Chief Mackey stated that
there will be a fair amount of smoke, but the burn material is clean so the smoke should not be
heavy and black. He stated that he expects the smoke to loft up in the air and should not hang
around the neighborhood. He stated that they will take into account the weather and wind
conditions and will cancel, if necessary.
Mayor Zerby asked how the neighborhood would be informed of the fire training. Fire Chief
Mackey stated that the neighborhood has an e-mail chain, so a resident sent out information.
Sundberg moved, Labadie seconded, Approving live fire training at 20505 Radisson Road.

7. PLANNING
A. Report by Commissioner Gorham on December 3, 2019 Planning Commission
Meeting
Commissioner Gorham gave an overview on the December 3, 2019 Planning Commission
meeting as reflected in those minutes.
B. Minor Subdivision and Variances, 24845 Smithtown Road, Lake West
Development, Inc.
Planning Director Darling noted that the applicant is proposing to remove the existing buildings
and subdivide the property into two lots for two new homes. She explained that because of the
right-of-way dedications and easements for Club Lane, the lots are slightly smaller than allowed

which is why a variance is requested. She stated that staff and the Planning Commission
recommend approval.
Councilmember Sundberg asked where the driveways would be located. Planning Director
Darling stated that the properties will access Club Lane.
Mayor Zerby asked if both homes would be connected to City sewer and water. Planning Director
Darling explained that the northerly property does have a service connection to the water main,
but it has not been extended down Club Lane so they will need to have a well on the southerly
lot. The sewer main is already installed n Club Lane and both lots would have access.
Johnson moved, Sundberg seconded, Adopting RESOLUTION NO. 19-117, “A Resolution
Approving Subdivision of Property and Variances for Lake West Development at 24845
Smithtown Road.” Motion passed 4/0.
C. Minor Subdivision (Lot Line rearrangement (22425 Murray Street, Keenan and
Sveiven, Inc.
Planning Director Darling stated that this application is for a lot line adjustment between two
properties that have the same owner. She noted that the lot line adjustment is being requested in
order to accommodate changes to the pool and accessory buildings. She stated that staff and
the Planning Commission are recommending approval.
Sundberg moved, Labadie seconded, Adopting RESOLUTION NO. 19-118, “A Resolution
Approving Minor Subdivision (Lot Line Adjustment) for Properties at 22425 Murray Street
and 6175 Cardinal Drive.” Motion passed 4/0.
8. ENGINEERING/PUBLIC WORKS
A. 800 MZ Radio Purchase/Lease
Public Works Director Brown explained they have been setting aside money for the eventual
replacement of the 800 MZ radios. He stated that Motorola has given the City notice that starting
in the new year there will no longer be support for the existing equipment. He stated that the
County has also told the City that they will no longer support these types of radios. He stated that
he would like to have eight radios for his department. He noted that in discussing with Finance
Director Rigdon the option of either a lease or a purchase, he would recommend a direct purchase
in a total amount of $28,456.15.
Mayor Zerby asked how long the City had the existing radios. Public Works Director Brown stated
that he thinks the City has had them for around eight to ten years. Mayor Zerby asked if this
equipment was like computers and would need to be replaced every ten years in order to still be
operational. Public Works Director Brown stated this is under the control of the manufacturers.
Sundberg moved, Johnson seconded, Adopting RESOLUTION NO. 19-119, “A Resolution
Authorizing Expenditures of Funds for Replacement of 800 Megahertz Radios.” Motion
passed 4/0.
B. Contract Amendment with WSB

City Administrator Lerud stated that effective December 1, 2019, Bolton and Menk is the City
Engineer except for four projects where staff feels it makes sense for WSB to continue to provide
services which requires a contract amendment.
Sundberg moved, Labadie seconded, Adopting RESOLUTION NO. 19-120, “A Resolution
Approving Contract Amendment with WSB, Inc. to Provide Engineering Services to the
City. Motion passed 4/0.
9. GENERAL/NEW BUSINESS
A. Adopt 2020 Property Tax Levy and General Fund Budget
Finance Director Rigdon City explained that on September 23, 2019, the City adopted the
proposed 2020 General Fund budget and noted that the Truth in Taxation meeting was held with
residents on December 2, 2019. He gave a brief overview of the overall budget.
Councilmember Johnson commended Finance Director Rigdon for his work over the past year
putting this information together in a clear and concise manner.
Johnson moved, Labadie seconded, Adopting RESOLUTION NO. 19-121, “A Resolution
Adopting the 2020 General Fund Operating Budget and Approving the Property Tax Levy
Collectible in 2020.” Motion passed 4/0.
B. Adopt 2020 Shorewood Community and Event Center and Enterprise Fund
Budgets
Finance Director Rigdon explained that the Shorewood Community and Event Center is
considered a special revenue fund which has its own sources of funding dedicated to its operation
which are the rental and user fees. He noted that there are also transfers from the General Fund
to assist with operations.
Labadie moved, Johnson seconded, Adopting RESOLUTION NO. 19-122, “A Resolution
Adopting the 2020 Shorewood Community and Event Center Budget and 2020 Enterprise
Fund Budgets.” Motion passed 4/0.
10. STAFF AND COUNCIL REPORTS

Other
Public Works Director Brown stated that he wanted to take a moment to highlight the Public Works
crew. He stated that over the Thanksgiving holiday they had to plow numerous times and also
had a watermain break that they had to repair. He stated that he feels the department did a great
job and were very professional during the work that was done over the holiday weekend. He
stated that he also wanted to welcome City Engineer Budde and noted that he has spent the last
week trying to get him up to speed.
City Administrator Lerud stated that it looks like the Council retreat will be January 15 and 16,
2020. He noted that the property the City purchased earlier this year on Smithtown Road will be

used by the fire department over the next six months for training purposes. He stated that there
are no burns planned but will be used for other types of training. Mayor Zerby asked that a mailing
be sent out to the surrounding properties informing them of the training.

Councilmember Johnson reminded residents that the Klondike Dog Derby is coming up on
February 8 and 9, 2020.
Mayor Zerby noted that this is the last Council meeting of 2019 and wished everyone a Happy
New Year.

Background
: An Act by the Minnesota Legislature in 2005 imposed an obligation on

cities to establish an official travel policy for elected officials. On the 9 day of January
in 2006 Shorewood City Council adopted the attached policy for Out-of-State Travel by
Members of the City Council.
The policy addresses the requirements for the following:
1) When travel outside of the state is appropriate
2) Applicable expense limits
3) Procedures for approval of the travel
The policy is required to be reviewed and voted upon on an annual basis. The council
can choose to approve the attached policy or amend the attached policy. There have
been no amendments made to the Travel Policy since its adoption in 2006.

OUT OF STATE TRAVEL POLICY FOR MEMBERS OF THE CITY COUNCIL
PURPOSE
The City of Shorewood recognizes that its elected officials may at times receive value from traveling out
of the State for workshops, conferences, events, and other assignments. This policy sets forth the
conditions under which out-of-state travel will be reimbursed by the City.
GENERAL GUIDELINES
1.The event, workshop, conference, or assignment must be approved in advance by the City
Council at an open meeting and must include an estimate of the cost of the travel. In evaluating
the out-of-state travel request, the Council will consider the following:
a.Whether the elected official will be receiving training on issues relevant to the City or his
or her role as the mayor or council member.
b.Whether the elected official will be meeting and working with other elected officials
from around the country to exchange ideas on topics of relevance to the City or on the
official roles of elected officials.
c.Whether the elected official will be reviewing a facility or function that is similar in
nature to one that is currently operating at, or under consideration by, the City where
the purpose for the trip is to study the facility or function to bring back ideas for the
consideration of the full Council.
d.Whether the elected official has been specifically assigned by the Council to visit
another city for the purpose of establishing a goodwill relationship, such as a “sister
city” relationship.
e.Whether the elected official has been specifically assigned by the Council to testify on
behalf of the City at the United States Congress or otherwise to meet with federal
officials on behalf of the City.
f.Whether the City has sufficient funding available in the budget to pay the cost of the
trip.
2.No reimbursement will be made for attendance at events sponsored by or affiliated with
political parties.
3.The City may make payments in advance for airfare, lodging, and registration if specifically
approved by the Council. Otherwise, all payments will be made as reimbursements to the
elected official.
4.The City will reimburse for transportation, lodging, meals, registration, and incidental costs as
follows:
a.Airfare will be reimbursed at coach rate.
b.Mileage will be reimbursed at the IRS rate. If two or more council members travel by
car, only one driver will receive reimbursement. The City will reimburse for the cost of
renting an automobile if necessary to conduct City business.
c.Lodging and meal costs are limited to those which are reasonable and necessary.
d.Receipts are required for lodging, airfare, parking, and meals and should accompany an
expense report form. It is not necessary to have receipts for public transportation, cabs
and tips. The expense report shall be submitted to the City Clerk or Finance Department
for payment.
e.The City will not reimburse for alcoholic beverages, personal telephone calls, costs
associated with the attendance of a family member, rental of luxury vehicles, meal
expenses included in the cost of registration, or recreational expenses such as golf or
tennis.
5.Exceptions to this policy can be made by majority vote of the City Council.
6.This policy shall be reviewed by the City Council at its first meeting in January each year, and
amendments to the policy must be made by Resolution of the City Council.

: Minnesota law authorizes public entities to compensate or reimburse their
employees for mileage or to pay a monthly or periodic allowance, but not both.
Pursuant to the Shorewood Personnel Policy the city reimburses employees for mileage
in lieu of providing a monthly or periodic allowance for the use of their own vehicles for
work purposes.
Effective January 1, 2020, the IRS standard mileage rates for the use of a car (vans,
pickups or panel trucks) will be 57.5 cents per mile for business miles driven, down from
58 cents for 2019.
Staff recommends that the city council adopt the practice of following the IRS standard
mileage rates for reimbursing employee mileage pursuant to the Shorewood Personnel
Policy.

Background:
Julie Moore prepared a grant application to the Metropolitan Council for
a Water Legacy grant that would help the city promote water efficiency. Grant funds
would buy down the cost of water efficient appliances, such as toilets and sprinkler
heads. The program calls for funds to be used to rebate a portion of the cost for the
following equipment:

160 Irrigation Controls
1000 Irrigation Spray Sprinkler Bodies
Financial or Budget Considerations:
The grant is in the amount of $32,000, and the
local match requirement is 25 percent of the total, $10.667. There are sufficient monies
in the water fund for the local match.
Recommended Action:
Staff has reviewed the attached grant agreement and
recommends approving acceptance of the agreement by passing the attached
Resolution by simple majority.
Next Steps and Timeline:
City staff will work with Met Council staff to implement the
program in Shorewood. Initial steps will include advertising and providing notice to
residence of the availability of the funds. Reimbursements will be made on a first-come,
first-served basis.

Policy Consideration:
MN Statute204B.21 Subd. 2 states that election judges for precincts in
a municipality shall be appointed by the governing body of the municipality; and MN Statute
203B.121 requires the establishment of an Absentee Ballot Board for processing of absentee
ballots.
Background:
It takes many dedicated people to run and staff a successful election. In 2018
the city successfully recruited seventeen new election judges and this past year we recruited an
additional six to add to our experienced judges. Elections administration is a continuum of a
well-oiled machine with as many as ten judges in precincts 2, 3, and 4 and four or more serving
precinct 1 on the Island. Trained election judges come and go, move from the community/state
and retire from the work, and even include student judges. It is important to keep infusing new
talent into the pool so that they can learn from the experience of existing election judges. The
attached resolution approves the list of Election Judges who are available to officiate at one,
two, or all three of the elections being held in the city this year; Presidential Nomination Primary
Election on March 3, 2020, the Primary Election on August 11, 2020 and the General Election
on November 3, 2020. It also provides the City Clerk the authority to assign additional
individuals to serve as an Election Judge, if needed.
Each municipality is required to establish an Absentee Ballot Board appointed by the council for
PNP, Primary and General Elections for the purpose of processing the absentee ballots
pursuant to Minnesota State Statute 203B.121. Walk-in absentee ballots for all precincts will be
processed at City Hall; it is anticipated that two election judges may be selected to serve as the
Absentee Ballot Board at City Hall. Mailed, military, and overseas absentee ballots are
processed by Hennepin County. The attached resolution provides for these appointments.
Financial or Budget Considerations:
Election Judge expense is included in the 2020 budget.
In addition, the PNP expenses are paid for by the State of Minnesota Secretary of State’s
Office.

Background:
This memo is to provide a summary for 2019 activities in three areas:
Deer Management Program. Fewer deer were harvested in 2019 than in 2018. Even
with the higher harvest in 2018, deer survey numbers done in early 2019 showed a
large number of deer in the city. The city will be working with the Three River’s Park
District on a deer population aerial survey. The survey is planned to be done in late
January or February when Three River’s flies over their park land and metro cities to
conduct a deer count.
Christmas Lake AIS Inspection. The Christmas Lake HOA, Hennepin County, the
MCWD, and the City of Shorewood partner to provide AIS inspection and
decontamination services at the city public access at Christmas Lake. The 2019
program was similar to prior year programs. It should be noted that the MCWD has
given notice that funding availability through the MCWD will continue to decrease, as it
has for the past couple of years, and is scheduled to be entirely phased out in a year or
two.
Metropolitan Mosquito Control District Report. This was received late last year and
reports the services and activities the MMCD provided and engaged in during 2019.

A total of 21 deer were taken by 16 hunters over the course of 12.5 days (5 weekends, ½ day on Friday). This year 5 hunters were put
on probation as per MBRB’s shot proficiency policy/ unrecovered deer policy.
Again this year as in the past, we were approached by residents not included in the hunt asking us to remove deer from their
property. They were directed to the city to be considered for future hunts.

Advisory and Commission Liaison Expectations and Roles
Background
: Minnesota State Statute requires the city council to conduct the following
business at the first annual meeting of the year:
Designate an official newspaper
Appoint an acting mayor from among the councilmembers. The acting mayor
shall perform the duties of the mayor if there is a vacancy in the mayor’s position
or during the mayor’s disability or absence.
Select an official depository for city funds (This must be done within 30 days of
the start of the city’s fiscal year).
In addition, although not required by state statute, many city councils will also do the
following at the first meeting of the year:
Review different council appointments to city boards and commissions.
Review council bylaws and make any needed changes.
Assign committee duties to members.
Approve official bonds that have been filed with the clerk.
Attached you will find Resolution 9-012 which shows the appointments for 2019.
Council shall review and determine the appointments as delineated in the Draft
Resolution for 2020 and appoint accordingly.
Recommendation/Action Requested:
Staff respectfully recommends the council
review the attached 2019 Appointments and the Advisory and Commission Liaison
Expectations and Roles and designate 2020 Appointments as Appropriate in the Draft
Resolution and any others as necessary.

Background:
The City of Shorewood city council established the creation of a city recycling committee. The
committee presented the committee’s goals at the at the December 9, 2019 work session and
requested that 2020 be the year to launch the committee recycling education program. The
committee requests the City Council approve the attached Proclamation and establish 2020 as
the official launch under the banner “Recycling: 2020 and Beyond.”
Timeline:
The education program and recycling activities will begin in January and extend throughout the
year 2020.

A RESOLUTION APPROVING A REQUEST FOR EXTENSION TO A CORRECT
CODE VIOLATION FOR PROPERTY LOCATED AT 1010 HOLLY LANE
WHEREAS
, the City of Shorewood sent a violation notice to Dan and Joanne Fields
(Property Owner) regarding fill and other material (Obstruction) within a drainage-way in
violation of a wetland regulations on their property addressed as 1010 Holly Lane; and,
WHEREAS
, the Appellant has requested more time to correct the violation as allowed
by Section 104.03 subd. 2 a. of the City Code; and,
WHEREAS
, the City Council considered the appeal for an additional 30 days at its
regular meeting on January 13, 2020, at which time the Planning Director’s
memorandum was reviewed and comments were heard by the City Council from the
Property Owner, staff and the public.
NOW, THEREFORE, BE IT RESOLVED
BY THE CITY COUNCIL OF THE CITY OF
SHOREWOOD, MINNESOTA FINDS AS FOLLOWS:
CONCLUSIONS
1. The Property Owner has shown that the additional time is necessary to clear the
Obstruction.
2. The City Council hereby grants an additional 30 days to correct the violation, which
expires on February 13, 2020.

WHEREAS
, the Property Owner has requested additional time to correct the violation
as allowed by Section 104.03 subd. 2 a. of the City Code; and,
WHEREAS
, the City Council considered the request for an additional 30 days at its
regular meeting on January 13, 2020, at which time the Planning Director’s
memorandum was reviewed and comments were heard by the City Council from the
Property Owner, staff and the public.
NOW, THEREFORE, BE IT RESOLVED
BY THE CITY COUNCIL OF THE CITY OF
SHOREWOOD, MINNESOTA FINDS AS FOLLOWS:
FINDINGS OF FACT
1. The wetland on the 1030 Holly Lane property is a wetland designated on the City’s
Wetland Map and is adversely affected by the Obstruction.
2. Section 1202.03 of City Code defines a wetland conservation area to be the
shoreline of Lake Minnetonka, Galpin Lake, Christmas Lake, Lake Mary, Silver
Lake, Lake Virginia and the low areas adjoining any watercourse and drainage-
way or body of water subject to meandering, flowing or overflow, including areas of
marsh, wooded marsh, submerged marsh and inundation area as shown upon the
wetlands map.
3. The property at 1010 Holly Lane contains a drainage-way which meets the
definition of wetland conservation area that connects the wetland located on an
adjacent property through 1010 Holly Lane to culverts beneath Holly Lane where
the water flows into the City of Chanhassan.
4. Section 1202.02 of City Code defines an artificial obstruction as any dam, wall, …
wire fences, fill, other structure or matter in, along, across or projecting into the
protected wetland conservation area.
5. Staff found the Obstruction in the drainage way that constitute an artificial
obstruction, as defined in Section 1102.02 of City Code.
6. The Obstruction placed on the property is soft wood, mud, debris and yard waste.
7. The area of the Obstruction is in water saturated soils that are currently frozen.
8. The equipment needed for removing the Obstruction is more appropriately used on
the property when the ground is frozen to provide greater stability.
9. Weather conditions, such as heavy snows or spring thaw, could complicate the
removal of the Obstruction.
CONCLUSIONS
1. The Property Owner has not shown that the additional time is necessary to clear
the Obstruction.
2. The City Council finds the Obstruction best cleared during winter months.
3. The Property Owner would have time to complete the work while the City completes
the necessary process.
4. Based upon the foregoing, the City Council hereby upholds the dates with the
violation notice to the Property Owner and hereby orders staff to begin the
remediation process in compliance with City Code.

Background: Public Works set up temporaryrental pump and discharge hose to facilitate the pumping
of Mary Lake, during the period of September 24th, 2019 through November 14 th, 2019. Staff promised
to prepare a summary of costs for this work, which is shown below.

In addition to the rental costs above, the decision was made to purc$4,949.18 of
