Report on Y Council Meeting Edmondson, Park C txamiss§ on liaison to the City Council meeting of January IO' indicated that the City Council disco the LRT logistics and conditions for the upcoming Arctic Fever skijor race and beyond. Director Brown added that the Three Rivers Park District would be grooming the trails and laying a snowbase at the road crossings and intersections for the race which will be removed immediately following the race Saturday. In addition, Brown stated that the Council will be assembling a Trails Committee with representatives Siakel and Hotvet, along with two members from each Commission to evaluate park. trails. Update on Summer Activities Anderson reported that the summer programs calendar had been filled. She reviewed several new programs, including kite making, theatre camps at Manor Park, and golf. In addition, she shared many of the new summer programs planned for the Southshore Communnity Center, such as, Abrakadoodle Art Camps, Chess Camp, a Gainers Camp where kids create actual video games, Jr Chefs of Southshore cooking classes, as well as, the Poetry Slams on April 17th and May 22" which will run in conjunction throughout the summer with the theatre performances in the parks as 40 Pcetry and Picnics in the Parks' activity. In reviewing the summer events budget, Trent questioned whter the Pale Commission should fund the entire kite making class rather than pass on the $4 fee to paricpants. Chair Norman felt a small fee was acceptable but the commission agreed to spoxor the class up to 25 participants. 5. DISCUSS AND REVIEW 2011 WORK PROGRAM Chair Norman stated tli he beli6 the warming house was in need of a facelift both inside and outside. Anderson stated that, other than the Step To It Challenge grant from the County, she had not been told of any new awards. She mentioned that Moore and Grout continue to research and pursue grant opportunities and that she would connect with them in order to provide an update at the next meeting. COMMUNITY REC RESOURCES YEAR END REPORT Anderson presented the Community Rec Resources (CRR.) annual report for review and comment by the Commission. She acknowledged that one of the biggest highlights for the year included the ambtious C1P work program which was met and accomplished in coordination with many departments within the City. Some of the accomplishments included the application and award from Hennepin County to complete the community build at Manor Park for the barrier free playground and updated warming house, the new shelter at Silverwogd Pik, expanded summer programs and partnerships, picnic tables, streamlined and expanded community gardens, and more. Brown stated that he would go back and review this with the City Attorney and the Concession operator to evaluate whether this should be changed and how this will impact the fees paid the City. She pointed out that next year there is talk of a broom ball tournament at Badger Park. The cost for Twilight Zone to set up and run the 16ft screen and the rental of the screen is $1,244.98. Staff is working with Swank Motion Pictures, Inc, on. the movie and license. In corresponding with Twilight Zone the movie will start around 8 :00. The kite workshop is booked from 10:30 -Noon on July 15` at Freeman Park. The cost is $100 for 10 kids. They will be making a sled kite. All the materials are provided. Geocaching is scheduled for Friday, August 12 from 10 -12:30 at Freeman. Three Rivers will be hosting this event. The cost is $180 for the event. The Park Commission may want to consider paying this event so that it becomes a fun free Friday event. Attached is the budget sheet for your review to determine if you would like to make this a fain free Friday event. There are 21 cities participating in the challenge. Attached is the list of cities participating in the program. Partners for this program are Hennepin County municipalities, Hennepin County Public Health Promotion and Active Living, Minnesota Twins and SHIP (Statewide Health Improvement Program). One to two routes should be chosen and they should be % to 2 mile routes. A walk ability assessment will be done in early March. The program starts May 9th through .tune 5 t1i . Registration will begin April I", which participants can sign up on the Step To It web site at www.steptoit.org Each city will receive and be responsible to award 5 pairs Minnesota Twin tickets. One pair will be given to the person with the highest step total. Four pair of tickets will be given to four individuals that will be randomly drawn from a list of those who participated all 4 weeks of the challenge. Hennepin County will identify the highest step total winner of each city. They can also identify the random drawing winners if the city chooses to. One winner that is randomly drawn will get to raise the Twin territory flag or throw out the first pitch. The top stepper from each city will be honored by the Minnesota Twins on the field at the game. A separate challenge can also be held among mayors and city councils with some of the participating cities. They can win either "Most Steps Walked by a City Council" or "Highest Average Number of Steps per Councilmember ". Some cities have a kick -off event to promote the Step To It Challenge. He indicated there is interest in exploring possible trails and suggested the Council form a trail study committee consisting of two Councilmember's, two Parr Commissioners, and two Planning Commissioners, with Planning Director, Brad Nielsen serving as the project manager. Interested residents could be included at the discretion of the committee. The purpose of the committee is to review existing trail plans, revise as needed, and develop an implementation plan for incorporation into the Capital Improvement Program, The Council moved to form the committee and appointed council members Hotvet and Siakel. Working with Sign Source, staff has attached drawings for the Park Commission to :review. The design or theme is proposed to be carried throughout the City, beginning with a potential City Hall sign, digital sign at the Southshore Center, Park entrance signs, and trail head signs. The stone work will snatch that of City Hall and will provide an architectural element. Each of the Park Entrance signs will measure approximately 45.66 in wide X 35.5 in high, be double sided, non - illuminated aluminum cabinets with a painted textured (like stucco) surface, 2" aluminum cap, with flush/stub mounted %4 inch thick aluminum letters fastened to the cabinet. Sign source estimate attached. Each of these will be attached to the coordinating stone base, which sits approximately 20 inches off the ground and extends upwards at a diagonal to a height of 61.5 inches. The overall `thickness or depth' of the park signs are about 8 inches. The Park Commission will note that there are two separate estimates to consider. The first is that for the aluminum sign cabinets and installation from Sign Source for four park signs, including Freeman, Manor, Silverwood, and Cathcart Parks for a total of $11,206.45 The second estimate for the Commission to review would be those obtained from two separate local stone contractors; Boorsma Masonry and Studor Masonry, a third contractor bowed out of the process. The Masonry work estimates include materials, labor, footings /block foundation, stone veneer around the signs and sill stone. Each contractor pointed out that their bids are for one sign, or at one time, if multiple signs came into play, the total cost per sign each would decrease. Studor estimated approximately $3,650 per sign; whereas, Boorsma estimated the park signs at $2,945 per sign. LEI Total estimated cost for the four (4) signs using Boorsma is $22,987. The CIP allocation for this item is $30,000. In addition, the Park Commission may wish to discuss a smaller directional sign for the trail at Freeman Park or a directional sign at the driveway entering the City Hall Badger Park parking lot. The smaller directional sign from Sign Source, of the same materials, is estimated at $2,987.83 per sign. Whereas the stone work as proposed is $1600 from Boormas and $2,200 from Studor respectively. Toughly an additional $5,000 per sign complete. STAFF RECOMMENDATION Staff recommends the Commission recommend to Council the purchase and installation of signs from Sign Source in the amount of $11,207 and stone work by Boorsma in the amount of $11,780 for monument signs at Freeman, Manor, Silverwood, and Cathcart Parks.
