Park Commission Meeting Minutes of January 8, 2013 Kjolhaug moved to approve the minutes of the January 8, 2013 meeting as written., Mangold seconded'the motion. Motion carried. 3. MATTERS none. 4. RECAP OF JOINT MEETING WITH CITY COUNCIL Commissioners discussed the previous night's joint meeting with the City Council. Topics included: - Keeping the Southshore Center viable - Using the TKDA plan to tie -in with the Southshore Center rather than City Hall - Consensus that the hockey's rink future is not at Badger Park - Trail should be a higher priority around the park PARK COMMISSION MINUTES TUESDAY, FEBRUARY 12, 2013 PAGE 2 OF 4 Nielsen stated staff will be preparing some schematic plans of what will go in Badger Park based on the previous evening's discussions. He believed there needs to be a way to draw older kids to the play area. He stated options will be presented at the next meeting. Edmondson discussed collaborating with Tonlca Bay to make their rink better and greater. 5. REVIEW AGENDA AND QUESTIONNAIRE FOR PARK Commissioners discussed a proposed agenda for the joint meeting with Park Commissions from neighboring communities. Nielsen stated a "save the date'' notice was sent to the various cities. The agenda for the meeting and questionnaire will be sent once it is confirmed. 6. COMMUNITY GARDENS A. Review Lot Sizes and Fencing B. Request for Gardens at Freeman Park Nielsen reviewed proposed fencing for the community garden and cost involved. He also discussed a layout which would offer different size plots. He suggested the fees be left the same but offer larger plots. Someone has offered to take the leftover plots and grow food for the food shelf. Quinlan stated there has been a request for a community garden at Freeman Park. Councilmember Siakel asked if there is room at Freeman for a community garden. She believed it would be a bettersetup for senior, residents at Freeman. Edmondson stated he would like to see the area previewed before any decision is made. Nielsen stated there could be some room south of the ball fields. He stated there doesn't need to be a lot of investment; and they could jest start small. He suggested one of the people making the request be asked tee get residents in the area more interested. Quinlan stated it would be interesting to know how many plots they are interested in having. Mangold stated it is important to have an idea of what our theme is at each park. He felt the theme for Freeman is more sports- oriented. Edmondson asked Nielsen to find out if there is water nearby for a Freeman location. Hartmann was concerned about parking and safety in garden locations. Gordon stated the big expense would be if water is added. Nielsen stated more information will be provided at the next meeting of how many people are interested. Commissioners discussed the plot sizes for the existing garden. RECAP OF ARCTIC FEVER SNOW SCULPTURE EVENT Commssioners discussed their pleasure with the snow sculpture event. Gordon believed it generated a lot of response. Quinlan suggested an earlier start to the promotion of the event. He also suggested sponsorship possibilities. It was noted barricades should be put in place to prohibit vehicle access to the sculpture sites. Hartmann stated she received a request for senores next year. Edmondson suggested more involvement from the scout groups. Mangold was concerned about the wear and tear on the field with all the winter event activity. Suggested: Three Rivers Park District boat use, swimming lessons. 6. Arctic Fever in the winter. Often the issue is whether there are enough volunteers to help out at an event. 7. Movie in the Park would like to be a grander event. It was held in September the last two years. It will be held in Badger Park this year. 8. They are redefining the parks in Shorewood to determine what amenities should be offered. Badger Park is high on their list. 9. Bridge proposed across County Road 19 in late 2014. Trail connections proposed including the Galpin Lake trail. Tonka Bay 1. No priority projects identified. 2. New sport court has been very successfiil. 3. City has five parks — amenities were discussed Overall 1. Need for more bike racks in Excelsior. It will be placed can the Excelsior agenda. 2. Need to connect all the cities with trails. Cost concerns. Safety concerns discussed particularly with bike traffic. 3. Newsletters, e -mail service, newspaper coverage were discussed. A combined mailing was suggested. Nielsen suggested an "Explore South Lake" newsletter which would highlight all the cities' events. Activities at the Center were discussed, The director has resigned. There is a need for continued support from all the cities. Councilmember Siakel gave a background on the history of the facility. There is a need- for more visioning. Need for more parking. Encouraged cities to consider the facility as another park and use for programming. Councilmember Siakel suggested the creation of a South Lake Park and Recreation group which would coordinate all events in'the cities. It would be more cost effective to share services. Members discussed the creation of a proposal to discuss a joint group. A shared website and newsletter were discussed as well as the utilization of electronic communications such as Facebook. Mayor Zerby stated he would be interested in considering financially supporting the Concerts in the Park. There is a Bayside employee who needs to work in an internship for Park and Rec. as a possible resource. The LMCC should be used more to promote park events on cable television. Parks (Badger) In the interest of scaling down the cost of proposed improvements for Badger Park, the City Council asked the Park Commission to re- examine the master plan for the park. At a joint meeting of the Commission and Council, there was consensus on a number of issues related to the current plan. Staff agreed to provide concept sketches for the park in hopes of sealing down the projected costs of improvements under the current plan. At Tuesday night's meeting staff will begin to present concepts intended to be incorporated into a revised plan for Badger Park. The map shown on Exhibit A illustrates the various elements of the park and will be the starting point for the concept plans. Please note that the concept sketches will quite schematic, and will be ultimately refined into a new master plan for the park. It should be notedd that there are two issues not illustrated on Exhibit A: 1) increasing /improving parking; and 2) possible location of a free- skating area. Parks (Freeman) At its last meeting, the Park Commission agreed to consider putting community gardens in Freeman Park, based on interest expressed by area residents. Staff was directed to find out what level of interest there might be and whether gardens at Freeman might detract from the Southshore Skate Park, then determine a good location for the gardens. Twila Grout contacted the people requesting the gardens. They estimate that as many as 10 people in Shorewood Ponds might be interested. Also, there is currently a waiting list for garden plots, suggesting there will be no problem occupying plots at the Skate Park. With respect to location, staff had originally suggested placing the gardens at the south end of the south field in Freeman. That area appears to have more vegetation than what might be desirable. However, there is adequate space, as illustrated on Exhibit A, attached, for plots located at the south end of the existing parking lot. The drawing shows a 55'X 24' space that would easily accommodate 10 of the larger plots that have recently been proposed. There is also ample room for expansion if demand dictates it. Asst. Date: March 7, 2013 Re: Agenda Item 10 -Summer Activities At the last Park Commission meeting the Commission reviewed the activities and discussed summer activities for 2013. Attached is an update of activities that have been booked. New programs this summer are the yo -yo class, Animal Humane Society- Understanding Pet Language, Yoga for Kids, Skate Start Mini Shredder Camp, Little Ripper Lacrosse Camp, Youth Pro Fitness & Nutrition and Youth Pro Fitness & Nutrition Family Fun /Fitness Night. The Southshore Center and Minnetonka Community Ed are also having a Tonka Trail Ride this year. Staff is working on Movie in the Park and the Country Hoe Down. The Southshore Center just received a license to show movies and if the Park Commission would like the movie in the park to be a part of the Southshore Center and sponsored by the Parks, the parks would not have to purchase a license ($300). Staff is checking to make sure the license will work for showing the movie outdoors. Also, if the Park Commission has any suggestions for a movie they would like to have shown please let staff know. Last year the Southshore Community Center planned an event for all ages — from seniors to young families. It was a Country Music Hoe -Down event at Badger Park. Kristi Anderson, the Director, was looking for sponsors to help offset costs for the festivities and asked if the city would like to help coordinate the event. The American Legion also participated in the event and is interested in participating in the event again. The Park Commission allotted $1,000 for this event. Staff is working with a country band called Shalo Lee Band. The cost for the band is around $1500 - $1800. The obstacles are the need for a generator, sound system and also a wagon. Staff is checking to see what size generator would be needed and if the company that brought the wagon last year would be willing to do that again. The cost for the wagon last year was $100. Staff has also attached the 2013 Summer Budget. Staff will keep the Park Commission posted as to the status of the events that will take place for 2013. 2013 SUMMER ACTVITIES Step to It Challenge - May 1" to May 29th - A friendly physical activity competition between residents in Hennepin County suburbs. By participating you can help your city win the "Most Steps Walked" or "Highest Average Number of Steps per Resident" award. New —Tonka Trail Ride — Thursday, May 16; $10 /rider Southshore Center, Minnetonka Senior Center and Minntonka Community Ed. for the Tonka Trail Ride! Grab your bikes and hit the trail for this early spring ride through the flat trails of Minnetonka, Excelsior, Shorewood and Deephaven. Coffee and water provided at the start of each ride and a special hot lunch, with dessert and beverages will be served at the Southshore Center, your half way point! AAA will talk about rider safety and an "Ask the mechanic" session will be able at lunch. Riders will be entered for a chance to win great door prizes including a Tour de Tonka registration and new bike helmets. This is a rain or shine event, lunch is indoors. NEW - Animal Humane Society — Understanding Pet Language — This program teaches kid's grade 4 -5 about the many ways that animals communicate their needs and emotions. Kids will use their observational skills to interpret the pet's body language and vocalizations. Crescent Beach — Birch Bluff Road NEW - Yoga Class for Kids — Tuesdays, June 11, 18, 25; 10:00 (75 minute class); $15 a class; ages 6 -10 years old. Registration is required. Minimum 6; Maximum 15. Kids' yogo is a playful mix of stretching, jumping, running and playing, taught through an assortment of games and storytelling. Teaching mindfulness in the kids' actions is the approach. They will use their imaginations and have fun. Stand Up Paddleboarding (SUP)- Wai Nani Surf & Paddle will be offering Beginner Stand Up Paddleboard Group Clinics to include on and off the water training. South Shore Community Park — 5355 St. Albans Bay Rd NEW -Skate Start Mini Shredder Camp— Sports Unlimited will be offering a Skate Start camp from July 15 -18 from 9 am- 11:00. You learn how to push and roll the skateboard using proper technique and foot placement. The boards have markings on the grip tape to indicate proper foot placement for pushing, rolling and ollying. The four day camp is $89 which includes the board rental and a t- shirt, water - bottle and medal. The camper will need to bring a helmet, water, snack and sunscreen. Do not wear open toed shoes or crocs. The maximum number of kids is 24 and the minimum number is 8. Ages 4 -10. Registration required.
