Hartmann Representatives from WSB were present to discuss alternative design options for Badger Park. Park concept 1 was presented by Samantha McKinney. Highlights included: improved circulation, drop off area at north end of the field, 40 additional parking spaces, relocation of football/Lacrosse field, new play area with close proximity to a multi- purpose center, trails. Concept 2 included the following: less formal space, improved' circulation, 35 additional parking spaces, east/west field configuration, play areas adjacent to a shade stricture, picnic area adjacent to storm water area. Side -by -side concepts were shown. Quinlan discussed concept 1 and stated one of the pros of keeping the field in current configuration is closer proxinty to Southshore Center. He lilted having a drop off and aesthetics were good. He stated the disadvantage is having the shelter farther away. Quinlan asked if there are significant cost differences. McKinney stated concept 1 is less expensive than concept 2. Edmondson moved to recommend concept I with cost comparisons of moving the field 20 -40' to the south and the possibility of a small picnic shelter to be added. Hartmann seconded the motion. Motion carried. Nielsen asked the Commssioners to discuss what should be included in the shelter. It was noted it should have bathrooms, not be enclosed, and have the ability to be rented, Quinlan moved to recommend authorizing WSB proceed with the necessary field work. Kjolhaug seconded the motion. Motion carried. Nielsen noted this will be on the December 9 City C 6. ARCTIC FEVER SNOW SCULPTURES Commissioners discussed last year's event, suggested a plan to assign blocks, whether spacing should increase /decrease, and whether there should be horizontal/vertical configurations. Mangold stated vehicles should not be alloNved to park on the field. Hartntann.stated there should be amateur and professional categories. Edmondson stated Joey Nova's Neill be involved as will Excelsior Brewing. Hartmann stated there should be s'mores this time. Edmondson stated he Nvould like to have someone help him solicit prizes this time. Edmondson Nvas directed to,inforin Sue Davis of all discussion relating to snow sculptures. 7. FREEMAN PARK PICNIC SHELTER RE -ROOF Nielsen stated estimates to re -roof the picnic shelter Were closer to $4,000 rather than $3,000. Commssioners discussed the roof project. Mangold stated he didn't understand why this item is coming out of the CIP budget: He based this on the amount of the project and the fact that it is Sawtell moved, Kjolhaug seconded to recommend proceeding with the re -roof of the picnic shelter not to exceed $4,000 and have staff look at whether this should be a budgeted expense in the CIP. RESPECTFULLY SUBMITTED, Clai Reci ®.® PRINTED ON RECYCLED PAPER Three Rivers Park - Dog Parks Bryant Lake Regional Dog Park - Eden Prairie Hours: Sam - 10pm Cost: This is a 9.3 acre, fully fenced off -leash play area. Dogs must be kept on a 6 -foot, non - retractable leash except in designated off -leash areas. Passes are required but may be purchased online. Carver Park Reserve Dog Park This 27 -acre off -leash area is completely fenced, with a separate area for small dogs. There is no water supply. A daily ($5) or annual ($35) pass is required. Three Rivers - Elm Creek Reserve Dog Park - Maple Grove 29 acre, fenced dog park, set in the middle of the gorgeous Elm Creek Reserve. Permit required. Three Rivers Park Dog Park Policies Three Rivers has specific policies for dogs in off -leash areas. • Users of the dog off -leash areas must carry or display a daily or annual pass. Dogs must be under control at all times. No exceptions. A dog is considered under control if it will come when called. • Dogs must not be permitted to interfere with other people or dogs, unless permission is granted by each handler for dogs to play together. Handlers must remain in the area with their dogs at all times. • Each handler must clean up and dispose of dog feces in a sanitary manner. A trash barrel is provided at each site. • Aggressive behavior is not acceptable. • Permit holders must have certification of current rabies vaccination for each pet readily available when using the dog off -leash area. Puppies under the age of 4 months are not allowed in the off -leash areas. • No more than two pets per dog handler are allowed in the area at any given time. • Children must be closely supervised by adults and should be instructed about proper behavior around dogs. • Off -leash area use is only allowed during park hours (5:00 AM to 10:00 PM daily, or as posted by the Park District). • Use of firearms or devices considered firearms under Federal Law is prohibited. Use of blank starter pistols not considered firearms under Federal Law is permitted at the Lake Sarah and Crow - Hassan sites. • Use of pigeons, quail, chukars, and pheasants will be permitted for training purposes at the Lake Sarah and Crow - Hassan sites. Humane treatment of all animals is required. Under no conditions will animals of any type be mistreated, abused, injured, or killed. The pass holder is required to take necessary measures to ensure that this condition is met. It is strongly recommended that training birds be recovered before leaving the area. • All other Park Ordinances must be followed. The following Parks are NOT Three Rivers Dog Parks Bloomington (1111h Street between Nesbitt & Hampshire Ave) off -leash site Cost: $0 but must have dog license /rabies shot 25 -acre park. Very large grassy area, hills, trees and even a pond for those dogs that like to swim. Rules: Dogs must be licensed in the city that you live in for licensure requirements. Dogs must be under voice control at all times. Dog handlers must closely supervise their dogs and be within view. Dog handlers must have leashes in hand at all times. Clean up after your dog. Children must be supervised. Maximum two dogs per handler. Leash dogs while entering and exiting the area. St. Louis Park Dog Parks St. Louis Park's has two off -leash dog parks (.75 acres). The dog park locations are Cedar Knoll Park, 2541 Nevada Ave. S., and at Dakota Park, 2643 Dakota Ave. S. Added to the off -leash area in Dakota Park is an area for timid, frail and small dogs. To use the dog parks, residents must have a current St. Louis Park dog license, which includes access to the parks. Non - residents must purchase a permit ($50) for the parks, which is good January through December of the current year. Daily hours for the dog parks are: 7 a.m. to 8:30 p.m. Brookdale Park Off Leash Dog Park (Lee Ave N & Estate Dr, Brooklyn Park) The City of Brooklyn Park offers an off -leash dog park at Brookdale Park. It is four acres fully enclosed by a fence. The dog park is for dogs to exercise alongside their human companions and fellow canines. It is open year -round during regular park hours. Leashes are required in all other parks and trails. Rules for the off -leash dog park • $3.00 daily fee required or a current Brooklyn Park pet license. o Non - residents can purchase a Brooklyn Park pet license with proof of vaccination. o A pet license fee is $10 per sterilized dog or $20 per non - sterilized dog per year and will allow free use of the dog park. • Dogs must be properly licensed and vaccinated • Dogs must be leashed prior to entering and upon leaving the off -leash area and in transition corridors • Dog handlers must have a visible leash at all times • Dog handlers must be in verbal control of their dogs at all times and prevent aggressive behavior, biting, fighting or excessive barking • Dog handlers are responsible for providing water for themselves and their dog • Dog handlers are liable for damage or injury inflicted by their dogs • Dog handlers must possess a device for cleanup and disposal of feces • Dogs in heat are not allowed • Dogs must stay within signed boundaries Dog handlers must comply with all other park rules and regulations • Animals determined by ordinance to be "dangerous dogs" are not permitted off of a leash or within the off -leash area • A maximum of three dogs per handler is allowed Title / Subject: Hockey Rink Cost Estimate for Freeman Park Meeting Date: August 5, 2012 Prepared by: Larry Brown, Director of Public Works Reviewed by: Attachments: Hockey Rink Location Maps (3), Cost Proposal Athletcia, Background: The Shorewood Park Commission directed staff to calculate costs for a hockey rink to be constructed at Freeman Park near Eddy Station, and for relocation of the existing badger park hockey rink lights to this same site. During previous discussion regarding the installation of a hockey rink, Park Commissioners had inquired as to the feasibility of installation of a "portable system" at the north end of the Eddy Station parking lot, such that hockey could take place during the winter months, and parking could be maximized with the rink disassembled and moved off site during the non winter months. Having a portable system is a fine balance between having a substantial enough system to take the wear and tear of the sport and having a system that can be disassembled for the off season. I ncntinn Initially staff had reviewed the area at the North end of the parking lot adjacent Eddy Station. As staff began to diagram out an area 85' x 200' for the basic outline of the rink, this ran into some challenges. To bring the matter into scale, Attachments 1 through 3 indicates measurements for such a project. It is noteworthy that sanitary sewer and watermain are located east of the easterly edge of the parking lot and north end of that same lot. Due to the demands of even the portable systems, a hard asphalt or concrete surface is required. The presence of a paved surface and ice conditions would not be feasible to be located over these utilities. Staff will present these maps in detail at the Park Commission meeting. Therefore, if this rink is to be located in the subject parking lot, it would have to be located in a North - South orientation within the lot area. Base Staff worked with the suppliers to determine if these systems mandated a hard surface, or if these could be set in a pier style foundation system that would facilitate removal during the off season. In review of this and the way that the anchoring system is placed, a paved surface is the method that would facilitate traffic during the off season. ATTACHMENT I Lim Staff has also worked with the supplier that furnished and installed the Badger Field Hockey Rink lighting system. Representatives from Mussco Lighting have indicated that pole portion of the system can be moved. However, this would void any of the warranties on the existing system. Having stated that new foundations would be constructed and poles would be relocated to these foundations, Since the electrical control cabinet that has been installed at Badger Park is primarily for and an integral part of the Badger Football Field lighting system a separate cabinet and electrical work would have to be installed at Eddy Station. Costs Table 1 below is a preliminary cost estimate associated with this project. Certainly, grants could also be sought for such a project.
