Dietz seconded the motion. Motion carried 4- 0. 2. APPROVAL OF MINUTES A. Park Commission Meeting Minutes of June 10, 2014. Sawtell moved to approve the minutes of the June 10, 2014 meeting as amended: Under Item 5: third paragraph, change to read: have we noticed a difference from the change in herbicides; Item 7, issue about the dog park is that it would be too small. Hartmann seconded the motion. Motion carried 4-0. 3. MATTERS FROM THE FLOOR There were none. 4. MANOR PARK BOUNDARY INFORMATION Nielsen stated a perimeter trail in Manor Park was a discussion item during the recent park tour. He discussed options for trail placement. He noticed it would be tight behind the tennis court. Mangold stated there are terrain issues adjacent to the pond. He stated it would be a much more significant project because of topography concerns. Nielsen stated a boardwalk might be a solution. The question is whether you want to be that close to the pond. If you can’t get around the tennis court or pond, it would be a short trail but could still be considered. Mangold stated the original plan was to just carve a path with a lawnmower. Sawtell suggested a loop through the memorial garden and then come back. Mangold stated there are problems on both sides of the pond. He didn’t think there would be a quick and simple solution. Nielsen suggested making the loop shorter. Mangold believed that anything is better than nothing. PARK COMMISSION MINUTES TUESDAY, JULY 8, 2014 6 PAGE 2 OF Nielsen stated the idea was to mow it shorter so the trail is identified. Long term, an ag or limestone trail could be options. Woodruff stated leaving high vegetation along the pond would discourage geese from coming up out of the pond. He suggested an option that would avoid problem areas near the tennis court. Mangold suggested Public Works be given the option to determine the trail based on mowing. Nielsen stated staff would work with Public Works to determine the trail location along the tot lot and back to Manor Road. 5.REVIEW INFORMAL SURVEY FOR SOUTHSHORE SKATE PARK Mangold stated a survey has been prepared for input on the Southshore Skate Park. Nielsen asked for input on the wording. Dietz suggested changing “into” to “in” in the third line. Nielsen discussed future plans for the community garden fencing. Woodruff suggested a “don’t know” option on the survey for those who are not familiar with the park. Dietz suggested there be an option to keep the park or not. Sawtell asked when the survey would be going out. Nielsen stated it could possibly make the August newsletter. If not, it will go out in September. 6.REVIEW MAINTENANCE ITEMS FROM PARK TOURS Freeman Park Mangold stated staff has provided a list of maintenance items for each park. Nielsen stated he would like input on when maintenance items should be scheduled. Commissioners reviewed and identified the timing of maintenance items by park beginning with Freeman. The baseball fences will be adjusted as soon as possible. Nielsen asked if the ball field fence near Eddy Station is something that should be done this year. If it is a repair item, it could be done within ninety days. Nielsen stated if the poles are okay, the chain link could be removed, and new materials be added. Woodruff suggested a 2-3 sentence subscription of each item on the list for the benefit of those who may read this. Nielsen stated that would be a good idea. Mangold stated some items may not need to be done immediately, but we are keeping our eyes on them. Mangold suggested a column be added labeled “watch”. PARK COMMISSION MINUTES TUESDAY, JULY 8, 2014 6 PAGE 3 OF Commissioners discussed needed repairs to the park shelter. Adding water to the garden site and a spigot were moved to the CIP. The drinking fountain at the small concession stand would be a contractor job as soon as possible. Woodruff noted a hose bib was added to the drinking fountain and needs to be removed. Nielsen stated the drinking fountain will be replaced within thirty days. Nielsen stated concrete work is needed. Mangold stated that was needed at the small concession stand. Nielsen stated he had it down on his list for Eddy Station. Mangold stated it is an item to keep your eyes on. Nielsen asked for clarification of the paved trail that needs work. Commissioners noted the location. Nielsen stated it would be done in conjunction with the Shorewood Oaks trail project. Mangold suggested continue to watch asphalt trail and concrete work be added to the “watch” list. Cathcart Park Commissioners discussed Cathcart Park items. Nielsen suggested pulling material from the Master Plan and bring it to the next meeting for discussion. Mangold stated the parking on Cathcart continues to be an issue. He stated it has been up to schedulers to stagger games to address parking issues. Mangold stated we should continue with staggered scheduling to address the issues with parking. Nielsen suggested having “no parking on grass” signs as an option. Nielsen suggested the ball field people send out notices to their participants. Commissioners discussed lighting replacement. Mangold stated that should be on the watch list. Commissioners will also add drainage issues to the watch list. Commissioners and staff discussed herbicide treatment and native plantings throughout the city. Cleanup around the tennis court and playground at Cathcart needs to be done within the next thirty days. Crescent Beach Commissioners discussed Crescent Beach and need for raking and cleaning. Shorewood and Tonka Bay have alternating weeks for maintenance. Gideons Glen PARK COMMISSION MINUTES TUESDAY, JULY 8, 2014 6 PAGE 4 OF Commissioners discussed Gideons Glen. The Watershed District doesn’t want to go ahead with the parking lot until the erosion issue is resolved which is an annual issue. Nielsen stated staff will be meeting with the Watershed soon to discuss the issue. Commissioners discussed the parking lot and signage and getting approval for signage. Woodruff recalled there were no objections to the dollars but to the timing. The Council held off approval. Nielsen stated all three items will be moved to ninety days. Badger Park Commissioners discussed Badger Park maintenance. Mangold asked for an update on the rustic crossing. Nielsen stated staff is working on plans and drainage calculations. Information would be provided in the near future. Nielsen believed it should be completed this year, and a box culvert be constructed rather than a bridge. Commissioners discussed the playground equipment and needed repairs. Nielsen believed it should be repaired as soon as possible. He stated he would look for grant money for tennis court repairs and move it the CIP item list. Mangold believed this is also the year for tennis court resurfacing. Mangold stated he would like to add the removal of dead heads in Manor Park. Nielsen stated an estimate is being redone for the work. He asked if the estimate should be brought to the Park Commission prior to Council approval. Mangold stated he didn’t think that would be necessary. Manor Park Commissioners discussed drain tile improvements and volleyball court maintenance. Mangold noted the Park Rules sign needs to be fixed/replaced. He stated the rain garden on the west side should be a CIP item. Nielsen stated it may be possible to get Metro Blooms to help out with a project to correct drainage issues. Woodruff suggested Engineering review drainage from the roof. Skate Park Mangold asked if Public Works or a contractor would be replacing panels on the skate structure. Nielsen stated Public Works would do it regardless of the survey results. Woodruff noted the materials to repair skate structures are fairly expensive unless there is a safety issue. Sawtell stated it is a definite safety issue. Nielsen stated it would be identified as a ninety day project. Mangold asked if weeds in cracks would be removed. Nielsen stated there is a contractor for this project. Mangold suggested it be a thirty day project. PARK COMMISSION MINUTES TUESDAY, JULY 8, 2014 6 PAGE 5 OF Commissioners discussed the signage that states there is video surveillance at the park. They were concerned about what would happen if something bad happens there and there isn’t any surveillance. Woodruff believed it is something the city attorney should review as he knows there is not surveillance. The dog park would be moved to the CIP. Dietz asked if approving the garden size should also be included on the list. Nielsen stated it would be turned in the fall. He explained how the fence can be expanded once the market is determined. Silverwood Park Nielsen stated the Eagle Scout is not removing the large ash tree. The removal will be a contract item. The Eagle Scout is adding the new bench in the next week or so. Commissioners discussed the retaining wall adjacent to the basketball court. Nielsen stated it would be identified as a ninety-day project. He thought Public Works might be able to repair the wall. Christmas Lake Mangold stated new signs are needed. Nielsen stated they are the AIS signs. Some are faded out. Signs are available and just need to be replaced. Commissioners discussed the dock replacement. Nielsen stated it is not in bad condition. Woodruff discussed the disputed ownership. The dock would be added under the long term CIP. All Parks Commissioners discussed tree replacement, buckthorn removal, and locking memo boards. Mangold suggested completion dates be listed rather than checkmarks. Nielsen discussed the park concept plans and need for input. He stated the master plans for Freeman and Badger will be brought back to the next meeting for review. 7.MUSIC IN THE PARK – MOVE TO FREEMAN Nielsen updated the Commission on the recent Music in the Park at Badger Park. He suggested it be moved to Freeman Park. Woodruff stated it was originally held at Freeman Park. City Council Woodruff discussed recent City Council actions. B. Staff Nielsen discussed possible locations for clover planting as a bee friendly option. The Park is heavily used for little league baseball in the summer and for hockey and free skating in the winter. Sewer service is not available at this site so rest room facilities with portable toilets will need to be provided. There is a parking deficiency at this site during little league games. At the kickoff meeting it was stated that major reconfiguration of spaces would be acceptable; provided that the general open space character of the park and the existing recreation facilities were provided with the new layout. In addition, the shelterbelt along the southern portion of the park should be retained. Conee t Plan Review Two concepts were developed and presented at the Park Commission Meetings. Concept A retained the parking (with increased capacity) and little league field in their current locations, shifted hockey to the west to provide more parking, a lawn area for free skating beyond the little league field, added an additional tennis court, provided court games between hockey and tennis; and worked picnicking, play equipment, community gardens, and lawn games into the southern portion of the site. Concept i3 shifted parking (with increased capacity) to the east edge of the park along Church Street and rearranged the little league field and free skate area. The layout of the remaining park components was similar to Concept A. Following review of the concept plans, the Park commission recommended the general layout of Concept A with several modifications: F Shift the hockey rink to the south towards the tennis courts and eliminate the designated court games area. a Provide basketball in the hockey rink area in the summertime. e Reconfigure the parking in a free flowing alignment and extend into the space north of the hockey rink. 0 Provide screening of the community gardens from residents to the south. a Arrange the community gardens into pods to provide spaces in between for resident access to the park. Final Master Plan Summary The Cathcart Park Master Plan provides the following park components: a Little league baseball field in its current location. 6 Realigned increased capacity parking for 50 cars. 6 Combination hockey rink /basketball court facility. Page 1 Badger Park, located adjacent to the Shorewood City Hall, is somewhat centrally located within the City. It currently provides facilities for football, a warming house for hockey and free skating, play equipment, and two tennis courts. It was determined during the initial kickoff meeting that the football field should remain in this park due to recent investments in the field and lighting system, and the high use and popularity of this facility. Kickoff meeting attendees indicated that there could potentially be more flexibility in the retention or reconfiguration of the other park facilities. The warming shelter needs maintenance or replacement if skating remains in this park. The Park Commission also noted that a key issue for Badger Park is connecting the Park to the City Hall, including physical connections as well as creating a unifying aesthetic between the park and City Hall. Concept Plan Review Two concepts were developed and presented at the Park Commission Meetings. Concept A retained all the major recreation components in their current locations (football, hockey and tennis), and focused on developing the spaces in between and adjacent to the major components to provide trails, walks, and spaces for gathering and social interaction. Concept B retained the football field in its current location, but rearranged the rest of the park to provide a strong connection to the adjacent City Hall and created a civic campus that could facilitate community gathering and uses for more passive recreation activities than currently exist in the primarily active recreation venues of the existing park. A "Village Green" was developed in the area currently occupied by the tennis courts to provide a more open and inviting entrance to the park from the City Hall. The tennis courts and play equipment were moved to new locations, a new picnic /warming shelter was proposed, with free skating indicated in the Village Green area. Hockey was deleted from the recreation facilities offered at this site. Trails are included to provide a looped walking trail connecting the active and passive recreation areas of the park. The Park Commission recommended Concept B with modifications including removal of skating entirely from this site and providing the hockey and free skating at Freeman Park. The warming shelter would also be removed and a picnic shelter /restroom provided at Badger Park. The plaza area creates a strong connection between the City Hall and Badger Park. The concept includes signage near the City Hall entry that provides information about the park as well as City Hall. It also includes creation of a buffer between the park and adjacent businesses to the north, as recommended by the Park Commission. Final Master Plan Summary The Badger Park Master Plan provides a variety of spaces and recreation facilities that offer opportunities for both active and passive recreation. The Park Master Plan includes the following components: A "Village Green" that visually connects the City Hall to the Park and provides opportunity for a community gathering area. Concrete and decorative paver walkways /plaza areas under a colonnade of shade trees to define the Village Green space. L Benches looking into the Village Green from the surrounding walk /plaza areas encourage socializing and leisure activities. * A picnic shelter with restrooms forms a focal point on axis at the east end of the Village Green and incorporates the natural stone of City Hall to visually tie the design together. A sculpture and /or water feature is shown opposite the shelter on axis at the west end of the Village Green and may also incorporate the City Hall stone into its design. It is a revision to Concept 1. The following changes are highlighted: • The parking lot has been redesigned to create a turn - around south of the canopy for the r SSCC. This makes it possible for traffic to circulate without having to go through the canopy area. The result is a reduction in the number of parking spaces, fifteen fewer than Concept 1 and ten fewer than Concept 2. • A safety fence is proposed for the north end of the ball field to keep balls from going into the parking area and walkway. Admin (Parks) Attached is the revised and updated "To Do" list that resulted from this year's park tours. A few comments are offered: Freeman Park • The fascia for the picnic shelter will be done next week, according to the contractor that did the roof for the building. He has not been paid to -date. • There are two issues relative to paving the trail between the fields: 1)whatever work is done will be done in conjunction with a proposed grading and drainage plan for Freeman Park and likely will occur in 2015; and 2)is pavement a good idea where players walk with spikes on? Crescent Beach , The notice regarding e -coli was sent out immediately after the sewage release. The sand is raked regularly. Gideon Glen The silt fence cannot be removed until the erosion problem has been corrected. Engineers and the MCWD continue working on the solution for the erosion. Once that is done, the parking lot can be constructed. The street contractor working on Valleywood Lane is willing to do the work upon approval by the MCWD. Once the parking lot is constructed, the sign can be constructed. The City Engineer has been advised by copy of this memo that this item should be done this year. Manor Park • Three items on this list are being combined into one project. The engineer advises us that the area between the parking lot and the pond is insufficient in depth to construct a rain garden. Instead he suggests installing drain tile on the west side of the shelter building, into which the gutter leads from the building will drain. The drain tile may have some sort of infiltration material to handle runoff from the parking lot. Finally, instead of installing drain tile from the low, wet area north of the shelter, the area will be filled and graded to drain positivelytoward the pond. ®�® PRINTED ON RECYCLED PAPER - Memorandum Re: 2014 Park Maintenance 15 August 2014 • Maintenance personnel have advised us that they already set the mower down as far as they can on the entire park. Any shorter and they would be down to dirt. We may have to discuss another option relative to a perimeter trail. • Weed control (on all City property) has become somewhat of an issue. Staff will be seeking further direction on the use of chemicals from the City Council. Skate Park The Public Works Director advises us that approximately 18 panels on the equipment need to be replaced at over $300 per panel. Staff suggests putting this on hold until after the informal survey regarding the future of the park has been discussed. With regard to the faux surveillance sign at the park, the City Attorney has advised us that no one can expect to rely on the sign or the surveillance, if it were available. In other words, it is not a legal issue.
