1. CONVENE PARK COMMISSION MEETING
Chair Mangold convened the meeting at 7:00 p.m.

Rock moved to approve the agenda as written. Vassar seconded the motion. Motion carried 4-
0.
2. APPROVAL OF MINUTES
A. Park Commission Meeting Minutes of October 25, 2016
Barr moved to approve the minutes of the October 25, 2016 meeting as amended: change
“suggested lighting” to “preferred permanent lighting, but temporary lighting option would be
alright”. Mangold seconded the motion. Motion carried 4-0.
3. MATTERS FROM THE FLOOR
There were none.
4. FREEMAN PARK ICE RINK DESIGN
Nielsen stated the City Council authorized staff to move forward with the ice rink proposal for Freeman
Park as recommended at the last Park meeting. He reviewed the proposed design for the winter. Lighting
will be installed the week of November 28, and the soil test will also be done. Mangold asked if we would
stay within budget with the split in the work. Nielsen stated we should still be under the $40,000, and
electrical work will be under budget.
Rock asked if disposal fees would be involved. Nielsen stated nothing will be removed from the site;
however, materials may have to be brought to the site.
Vassar asked how large the rink will be. Nielsen reviewed the oblong-shaped triangle proposed which
would still be okay for skating. The plan is to construct a rink people will want to use.
Mangold suggested a tie-in with Arctic Fever. Nielsen stated there will be free skating for sure in February
if the weather holds.

Nielsen stated the future plan for a free skate track was discussed with the City Council, and they raised the
issue of having Plexiglas to keep hockey pucks away from the track.
Mangold recalled there would be netting on each end of the rink. Nielsen agreed.
Nielsen noted the location of the light fixtures.
Woodruff stated Council had a question about the transition in the spring from a rink back to the parking
lot and the timing for field usage. They were concerned about stabilization of the ground and possible ruts.
The Council wanted to make sure the parking lot was available soon after the rink season was over.
Nielsen stated the plan could be to barricade the rink area until the ground stabilizes.
Commissioners and staff discussed board removal and parking lot usage. Mangold asked if there is
anything scheduled in April. Nielsen stated he was unaware when the first practice would be scheduled.
He believed April was a little early for that.
Mangold asked what the next phase should be. Nielsen stated we could start looking at boards, boar
heights, etc. Mangold suggested going back to the manufacturer to see what options are and where to go
from there.
5. REVIEW ATHLETIC FIELD RESERVATION FORM FEES
Commissioners reviewed athletic field reservation form fees and changes to be made for Badger Field.
Nielsen stated we were advised by the lacrosse league that our fees were very low. They suggested
$50/hour would be a good deal. We reviewed several other cities, and Plymouth has artificial turf. They
charge $50/hour or $210/day. Nielsen suggested the lighting fees remain the same at $30/hour. He stated
some cities differentiate between residents and non-residents. Staff recommended $50/hour or $210/day for
artificial turf. He stated we might want to look at the use of ballfields at some point.
Mangold moved, Barr seconded to recommend approval of the $50/hour or $210/day charge for
artificial turf.

Woodruff reported on recent City Council actions.

Nielsen reported on broken ties on the goal nets. He stated vandalism in the parks is an ongoing battle. He
discussed motion lighting or a streetlight near the new field which would be turned on nights when no one is playing
there.

Vassar asked the status on the skate park. Nielsen stated he would check out the status.

Vassar moved, Barr seconded, to adjourn the Park Commission Meeting of November 22, 2016 at
7:35 p.m. Motion carried 4-0.

Badger Park – Next Steps
The concept plan (Concept 1.5) for Badger Park was recommended by the Park Commission to be done in
two phases: 1) play field and parking improvements; and 2) remaining improvements (e.g. perimeter trail,
playground equipment, shelter and landscaping). As you are aware, the City Council tied the redevelopment
of the park to the availability of funding, the primary source of which is park dedication fees associated with
the Minnetonka Country Club redevelopment. Proceeds from the sale of the house to the south of City Hall
were also contributed. Phase I began last year with the removal of the hockey rink, construction of the
artificial turf play field, and preliminary grading of the area that will contain the future shelter, playground
equipment, picnic area and “village green”. The Capital Improvements Program provides for construction of
the parking lot in 2017, which would complete Phase I. Phase II improvements are dependent on money not
yet received.
Depending on the build-out schedule of the MCC, Phase II may not begin for 2-3 years. Nevertheless, staff
suggests that the Park Commission begin to refine the concept plan with respect to the various features
proposed in the park. Decisions made as to the type of shelter, the size and number of playground sets (are
two sets necessary?) will help to determine how much money is actually needed to complete the park.
Following is a list of issues to be placed on future Park Commission agendas:
1. Concept Plan. The addition of the lacrosse practice facility necessitates some revision to the
approved concept plan. This may be as simple as combining the “village green” open lawn area with
the picnic area.
2. Parking Lot. Since money has been earmarked for parking lot improvements (the second half of
Phase I), the City’s engineers should be directed to begin work as soon as possible in order to
complete it in 2017.

3. Shelter. Type and use of shelter building. Since this shelter will not be used as a warming house,
such as Eddy Station, it could be a much simpler three-season shelter. A larger, somewhat enhanced
structure on the order of the Silver Lake Park shelter might work, for example – perhaps something
that reflects the architecture of City Hall. Due to existing soil conditions, the complicating
(expensive) aspect of this facility is the inclusion of public toilet facilities for park users.
4. Play Equipment. The Commission has already begun discussion on play equipment in general. It
was decided that we would seek advice from various vendors of equipment to explore options. With
respect to Badger Park, are two sets of equipment necessary? What factors should be considered in
determining the size of the equipment array(s)?
5. Internal Trails. The proposed trail configuration in the park is a critical part of tying the city offices
to the park and to the community center. If feasible, at least some of the trail (the main corridor)
should be incorporated into the parking lot improvement plans.
6. Landscaping. This is actually one of the easier elements on which to estimate costs. It must,
however, follow concept plan refinement.
7. Tennis Courts. Reconstruction of the tennis courts was not anticipated in the Concept 1.5 cost
estimates. The vendor who resurfaces our courts has indicated that last year was the last time these
courts should be resurfaced. In addition, the tennis court fencing is very much in need of
replacement.
All of the above items should be incorporated into a work program for 2017.
