Continue Review of CIP' Commissioners,reviewed CIP projects and status. Mangold asked how the number for Badger Park of $375,000 was calculated. Darling explained what the amount included such as the playground, buildings, and miscellaneous work. Mangold noted 2019 would include the tennis court. He stated the center space would be completed the following year. Barr asked how estimates changed for these items. Darling stated the tennis court cost increased. She stated there had been assumptions that we could obtain grants for the construction. Mangold asked how the $375,000 compared to original estimates. Darling replied it was substantially less than the original $700,000 estimate. She noted the Council was very comfortable with how the Park Commission determined priorities. She also stated a $200,000 payment has been received. Barr asked if grants could still be sought. Darling stated they could. Darling stated she would provide engineering estimates for the construction by the next meeting. PARK COMMISSION MINUTES TUESDAY, SEPTEMBER 12, 2017 PAGE 2 OF 3 Commissioners reviewed 2020 CIP projects beginning with the Freeman Park trail overlay. Darling stated the figure shown is generic based on today's costs. She stated an overlay would involve a new bituminous layer over the trail. Mangold was concerned about budgeting for a grant we are not sure we will receive. He asked for staff information explaining why the grants are included in the budget. He believed the Commission has a good direction in the CIP for the next two years. The goal would be to determine what comes after Badger is completed. He asked if we need to make a recommendation to Council. Darling stated a formal motion could be made if the Commission is comfortable. Barr asked if 100,000 is still a good benchmark for a playground. Vassar indicated it is. Mangold moved, Gorham seconded to recommend grants from the budget. Motion carried 4 -0. to remove B. Badger Park Improvements 1) Parking Darling stated the bid was awarded for the parking lot, and work,will begin the week of September 18 with completion in November with the exception of trees. In response to 'a question from Mangold, Darling stated it includes repaving the City Hall parking lot. Mangold noted the funding is a little over budget, and financing will come from other fund sources. Darling stated we were lucky to get the prices when we did because the cost of oil and bituminous are rising after the hurricane in Texas. C. Freeman Park Ice Update Vassar asked what the statuswas of the rink in Freeman Park. Darling stated grading will be done in the fall. She stated lighting is also moving forward. The rink completion is moving forward for this year. Mangold asked hour the partition inside the shelter is 'progressing. Darling stated it is being constructed. He asked for a clear time line from Public. Works relating to the rink's construction schedule prior to the next meetinp,. Vassar moved, Barr seconded to obtain a bid for grading for the Freeman Park ice rink area. Motion carried 4 -4., 5. NEW BUSINESS A. Donation for Memorial Benches Darling reviewed two donations for memorial benches in Freeman Park and another in Badger Park. Vassar asked how the bench in Badger can be installed without a plan for the area. Darling indicated it would not be installed until that is known. Mangold was concerned about the proposed bench for Freeman will not match the existing one. Darling stated she would check with Twila regarding bench design. Darling noted Council has accepted the bench donation for the Badger Park bench. The city W1 would likely also need to use a civil engineer (utilities), geotechnical engineer (soils), and /or a landscape architect regardless. Staff has found two grants that may reduce the city's share of the playground. Estimates for the three individual features are included in the following discussion. Prefabricated Bathroom Building (See Attachments) Additionally, Public Works Director Brown suggested looking at some prefabricated restroom buildings that could be brought to the site nearly constructed and faced with siding and materials to match city hall. If this situation is acceptable, we would not need to hire someone to design the building, saving time and money on design fees. Attached are two designs that I've found that include one or two bathrooms. The cost for the two - bathroom design is about $135,000 to $140,000 with the siding and stonework to match City Hall, including installation, but not site preparation or utility work beyond six feet from the building. The cost includes a five -year warranty on the lights and components in the building and a 20 -year warranty on the building for any factory defects or construction issues (vandalism not included). The building could be installed directly up against any shelters or underneath the shelter, which would eliminate the need for an overhang on the front of the building. Shelter (See Attachments for photos and estimates) Concept 1.13 included a shelter with restrooms on the site with an unenclosed picnic area (view photo on page 1) to the east of the shelter. Staff have researched some typical park shelters and included a couple of different designs. Cost of the shelters range from about $39,000 to $50,000 for the structure, without installation. Playgrounds (See attachments for photos and estimates) Staff looked at various types of playground structures from a couple of different vendors for ages 2 -5, 5 -12 and what's available for those over 13. Tradition play structures are available in a dizzying assortment of styles and colors. Venders are also including new options for active play, climbers and fitness for the older kids and adults. Staff included a few examples of playground equipment to give you some ideas. Costs range from $70,000 to $135,000, shipping is around $4,000. I have no estimates for playground surfaces or installation at this time. Please provide two types of feedback for staff as we move into the design phase: 1. What ages you'd like to focus the equipment on and if you'd like to include equipment for 13 -adult in the playground. 2. If you would like to stick to traditional play equipment (slides, swings, easy climbers) or if you like to focus on challenge or active play equipment (challenging climbers with ropes, cubes, etc.) Some direction in this regard will help us reduce the number of options available. 3. Playground surface: Woodchips, pea gravel, sand, recycled tire materials are all available. Sand is cheapest, recycled tire materials are most expensive. Combined cost: Costs for all three structures without site installation (except pre -fab building) and playground are about $245,000 to $325,000. Grants would help achieve the larger playground and keep to the anticipated costs. Next Steps: 1. Two grants available both have November deadlines. One we can apply for in the days following the Parks Commission meeting the other would take a week or two to put together. 2. Hire an engineering /landscape architecture firm to layout the site. 3. Produce and review concept plans. 4. Finalize Design. 5. Bid /award installation project and order structures /equipment. 6. Complete site work and install equipment. E MEMORANDUM Meeting Date: October 10, 2017 To: Park Commission From: Marie Darling, Planning Director Re: Old Business Items Memorial Park Benches: The previous vendor for the parks benches is no longer in business. We are working directly with a new supplier and have found alternatives. (Attached). With shipping and one board engraved, a six -foot bench would cost $738.76, which leaves an adequate amount for concrete/ installation. Please provide direction on the following: • Is it acceptable to have the memorial calved directly into the bench, as shown on the example, instead of a plaque? • Which of the six color options is preferred. For the Freeman Park bench: Because the new bench would not be the same as the existing bench, staff have considered moving the old bench to the community garden area where some seating would be nice for the gardeners. If this an acceptable solution, please direct staff accordingly. Progress on the Freeman Park Ice Rink: The lights have been installed and the electrical work is in progress. The warming house interior panels are ordered and scheduled for delivery at the beginning of November. Grading project: Public Works Director Brown reports the he is confident that the public works staff can complete the project prior to the ground being frozen to the extent the project couldn't move forward. He has several projects his crews are required to complete. Not all of the projects would have to be finished prior to beginning the Freeman Park project, but some of them would need to be completed to ensure adequate staffing. The other projects include: • Required stormwater checks are underway and should be completed by November 1. • Required watermain flushing is underway and should be completed by October 20. • Required roadway patching is underway and should be completed by Thanksgiving. • Required sewer cleaning/flushing is not yet underway, but should be completed by the end of November. After the project begins, we will work with Communications staff to notify the public that the rink will be available. Item 5 October 10, 2017 Page 2 Freeman Park Trails: During the CIP discussion, a Commissioner asked what is included with a trail overlay project. Public Works Director Brown reports that an overlay project typically includes placing new bituminous over the surface of the trails, but could include patching as needed. Trail resurfacing is included in the CIP as a 2020 project. CIP Update: The Parks Commission had recommended approval of the CIP, but requested that potential grants be removed as revenues. Attached is the final version that was sent to the City Council.
