Mangold discussed trail discussions in the past and the cost prohibitive factors. Trail construction has always been a high priority request on all surveys. Darling continued reviewing the survey results. Rock asked what should be done next. Darling stated these are all ideas that changes are made to parks. Rock moved to recommend removal of the tree. Vassar seconded the motion. Motion carried 5 -0. Rock suggested the assessment be posted on the website. Darling stated the stump would need to be ground up and allowed to set for a minimum of one year before a new tree could be planted. 5. OLD BUSINESS PARK COMMISSION MINUTES TUESDAY, MARCH 13, 2018 PAGE 3 OF 4 A. Badger Park Site Plan Update Commissioners reviewed the new site plan for the playground at Badger Park. Darling stated the pirate ship, long swing set, tri- runner, merry -go -all (handicapped accessible) are proposed amenities. She stated brighter colors can be used as they don't fade. The picnic shelter and building need to be determined. She suggested it be moved away from the back of the playground due to water issues. A Public Works storage area will not be needed as there is adequate room at the Public Works building. MATTERS FROM THE FLOOR There were none. 3. REVIEW THE CONCEPT SITE PLEA FOR BADGER PLAYGROUND AND SHELTER AREA Darling reviewed the updated'version of the Badger Park playground and shelter area based on comments made at the Park Commission meeting on March 13. Safety zones were indicated on the layout. The designer noted the safetyarea for the playground extends slightly over the curb area and will be adjusted the long way to avoid. Mangold asked where the practice area for the lacrosse area would be located. Darling noted the location. She stated the final envineerim will be the time to work that out. Rock questioned the orientation of the bow of the pirate ship. Darling stated that information would be given to the designer to relocate the bow. Vassar asked how much space is between the play area and the tennis court. Darling stated it would be the same distance as shown on the concept plan without the trail. Commissioners discussed sidewalk locations and suggested it include a walkway to the south and west of the play area. The sidewalk connection to the shelter from the south will begin at the restroom locations and connect through the shelter area to the parking area. It was also suggested the play area be moved closer to the parking lot if possible. Vassar asked if there is any concern about the restroom locations and the distance from the utility line. Darling showed the stub location and distance to the restrooms. Darling stated it would be possible to move the restrooms to the park shelter area. Commissioners discussed the grant submission and further information required. Darling stated the last thing to do is get reasonable estimates for all the amenities. Commissioners reconsidered the restroom location and moved it to the east of the play area and south of the park shelter. A trail connection will be added connecting to the existing trail on the west side of the lacrosse field and the park shelter. Vassar suggested clover be planted in the drop off area. Darling stated choices and would bring back the information to a future meeting. Mangold moved, Vassar seconded to recommend approval area as amended. Motion carried 5 -0. 4. A 3:1 slope is fairly steep for mowing. The contractors suggested a native turf seed mix for these areas. However, parks commission concluded at their March 13, 2018 meeting that a wilder unmowed area would not be appropriate for two of the affected areas (see the attached exhibit). At the March 13, 2018 meeting, the Commission directed staff to consider the following alternatives and asked for a copy of the landscaping plan. All three pages of the landscaping plan were distributed on March 20, 2018. For the area closest to Country Club Road at the driveway entrance: Commission staff suggested the same honey- suckle as is planted elsewhere as more in keeping with a more formal entrance to the campus. See photo to the right. For the area between the parking area and the lacrosse field: For this area the Commission suggested using a blend of the plants used in the rain garden to tie to two areas together. The rain garden is to be planted with plugs using the following plants: • Daylillys • Low Catmint • Prairie Dropseed • Kobold grayfeather • Indian Summer Coneflowers Staff propose three of these plants for planting on the slopes (see the attached photos) . All three are hardy in both raingarden and low moisture areas. • Prairie Dropseed • Indian Summer Coneflowers (attacts butterflies) • Low Catmint (attracts pollinators) The prairie dropseed would provide the bulk of the coverage, with the coneflowers and catmint for color. For the area north of the parking area and at least 100 -150 feet away from Country Club Road: There appeared to be consensus that this area could be seeded for a taller, wilder look between the trees. REQUESTED ACTION: After review and discussion, please direct staff if these are acceptable plant combinations for the areas shown. Motion requires a simple majority of attending members. The shelter in the specification is $30,600 not including installation or foundation. There are several auestions for the Parks Commission to address: 7q • Roof style • Metal or Wood Construction • Stone Wrap on Pillars • Bathrooms Incorporated or Separate Once we have your decisions on these items, we could re- fine the design per your direction and let you know the im- pact to the budget. Is the Commission comfortable with a split gable roof line? Are asphalt shingles or a s metal roof better for ■! L +hic Inrn +inn? -7. City Hall has split gable roof element. Also attached are ex- amples of a regular gable and a gothic arch gable. A hip roof similar to SSCC is also an option. 5.A Does the Commission want to recommend metal or steel construction? Building Official Joe Pazandak has recommended a steel structure rather than a wood structure with a metal roof to decrease maintenance costs. Both City Hall and the SSCC have wood ac- cents and pillars, but with the amount of color options available, either should fit into the de- sign of the campus. Should the shelter have stone wraDs around the pillars? Commissioners had also suggested that stone wraps around the pillars could better blend the building into the campus. The pillars on the SSCC have the wrap and the architectural feature at City Hall is also covered in stone. Should the bathrooms be part of the shelter or separate? Attached are designs for shelters where the bathrooms are and aren't under the roof. Please direct staff on which you prefer and staff will alter the site plan accordingly to make sure the facilities remain handicapped accessible. If the commission decides the detached structure is acceptable, it would be designed to match the shelter. REQUESTED ACTION: After review and discussion, please direct staff on roof line and roof type; wood or steel construction; stone wraps around the pillars; and bathroom location.
