RESOLUTION NO. 15 -047
A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZING ADVERTISEMENTS FOR BIDS
FOR 2015 CRACKFILL AND SEAL COAT PROJECT
CITY PROJECT 15 -03
WHEREAS, the City of Shorewood designates $228,000 for seal coating; and
WHEREAS, the Pavement Management Plan identifies streets within the City that need
maintenance by seal coating; and
WHEREAS, the City Engineer has prepared Specifications for the 2015 Crack Fill and Seal
Coat Project, City Project 15 -03, in accordance with the Pavement Management Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Shorewood,
Minnesota:
1. The Specifications were prepared by the City Engineer for such improvement. Said
Specifications are hereby approved and shall be filed with the City Clerk.
2. The City Clerk shall prepare and cause to be inserted in the official paper and
according to Minnesota State Law an advertisement for bids, upon the making of
such improvement under such approved plans and specifications. The advertisement
shall be published for 3 weeks, shall specify the work to be done, shall state that bids
will be opened and considered by the city at the specified time and date, in the City
Hall Council Chambers, and that no bids will be considered unless sealed and filed
with the Clerk and accompanied by a cash deposit, cashier's check, bid bond, or
certified check payable to the Clerk for 5 percent of the amount of each bid.

NOTICE IS HEREBY GIVEN that sealed bids will be received by the City of Shorewood, the City of Victoria,
the City of Minnetrista and the City of Excelsior until 10:00 a.m., Thursday, July 23, 2015, at the Shorewood
City Hall, 5755 Country Club Road, Shorewood, MN 55331, and will be publicly opened and read at said
time and place by representatives of the Cities of Shorewood, Victoria, Minnetrista, and Excelsior. Said
proposals for the furnishing street maintenance materials and service for the following improvements:
Seal Coat Improvements:
City of Shorewood 143,900 Sq Yd
City of Victoria 81,900 Sq Yd
City of Minnetrista 45,900 Sq Yd
Crack Fill Improvements:
City of Excelsior 95 Rd Sta.
City of Minnetrista 157 Rd Sta.

City of Shorewood 9800 Lin Ft
The bids must be submitted on the Proposal Forms provided in accordance with the Contract Documents,
Plans, and Specifications dated June 22, 2015 by WSB & Associates, Inc., 477 Temperance Street, St.
Paul, MN 55101, which are on file with the City Administrator of Shorewood and may be seen at the office
of the Consulting Engineers or at the office of the City of Shorewood Administrator.
Complete digital Proposal Forms, Plans, and Specifications for use by contractors submitting a bid are
available at www.questcdn.com. You may download the digital plan documents for $25.00 (which includes
the current Standard City Specification) by inputting Quest project # 3927854 on the website’s Project

An optional paper set of Proposal Forms, Plans, and Specifications may be obtained from the Consulting
Engineers, WSB & Associates, Inc., 477 Temperance Street, St. Paul, MN 55101, for a nonrefundable price
of $75.00 per set, check made payable to WSB & Associates, Inc.
Bids will only be accepted from Contractors who purchase digital or paper Bidding Documents as specified
above.

No bids will be considered unless sealed and filed with the City of Shorewood and accompanied by a cash
deposit, cashier’s check, or certified check, or bid bond made payable to the City of Shorewood for five
percent (5%) of the amount bid, to be forfeited as liquidated damages in the event that the bid be accepted
and the bidder fail to enter promptly into a written contract and furnish the required bond.
The provisions of Minn. Stat. 16C.285 Responsible Contractor are imposed as a requirement of this
contract. All bidders and persons or companies providing a response/submission to the Advertisement for
Bids/RFP of the City shall comply with the provisions of the statute.
No bids may be withdrawn for a period of ninety (90) days from the date of opening of bids. The Cities of
Shorewood, Victoria, Minnetrista, and Excelsior each reserve the right to reject any or all bids.
