CITY OF SHOREWOOD
A RESOLUTION GRANTING AN EVENT PERMIT
FOR ARCHERS AIM FOR THE NORTHERN LIGHTS LACROSSE FESTIVAL
AT BADGER PARK LOCATED AT 5745 COUNTRY CLUB ROAD
WHEREAS, Archers Aim, a 501c3 Organization (Applicant), has applied to hold the
Northern Lights Lacrosse Festival at Badger Park on August 24, 2019; and
WHEREAS, the City requires regulations for events that have food trucks, alcohol and
live music and for any event that would use city facilities; and
WHEREAS, after staff has reviewed the submitted information and assembled a list of
requirements and fees; and
WHEREAS, the City Council considered the application at its regular meeting on June
24, 2019.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SHOREWOOD, MINNESOTA FINDS AS FOLLOWS:
The Applicant's request to hold an event is hereby approved subject to the information
submitted on May 10 and June 18, 2019 and the following conditions:
1. The Applicant is entirely responsible for the operation of the event and will be
expected to assume financial responsibility in case of damage to City -owned
facilities or structures.
2. The Applicant must complete submit outstanding fees in the amount of $210, plus
$30 per hour if lights would be necessary and a damage deposit of $125.
3. Submit evidence of comprehensive liability insurance in the amount of $500,000 per
occurrence and the city must be named an additional insurer.
4. Worker's compensation coverage must be provided, if applicable.
5. The applicant must agree, in writing, that the city is indemnified and held harmless
from any claims arising out of the use of the park and the operation of the event.
6. Any changes to the schedule of events must be submitted to the City prior to the
event as well as a schedule of musical performances and the food truck providers.
7. The damage deposit would be returned to the applicant after the event if no
damage to city -owned facilities or structures has occurred. The applicant would
also be responsible to compensate the city for any damage that occurs that
exceeds the amount of the damage deposit.
8. The applicant is required to provide for delivery of a commercial dumpster prior to
the event and for its pickup within 48 hours after the end of the event.
9. The applicant shall be responsible for picking up all litter and placing it in trash
containers and those trash containers must be periodically emptied into the trash
dumpster.
10. The applicant is responsible for placing and removing port-a- potties within 48 hours
of the event.
11. Parking at Badger Park and the City Hall site may be used for the event. The
Applicant shall dedicate a staff person as a lot attendant to direct traffic to the off -
site parking facilities. The shuttle drop -off should not be located where the
reversing the shuttle would be required.
12. The applicant must provide off -site parking facilities and provide shuttles to the off -
site parking facilities. The applicant is responsible for providing written
authorization for the use of the off -site facilities and providing proof of authorization
to city staff.
13. The applicant is responsible for either: 1) removing the beer tent from the site plan
or 2) acquiring a temporary liquor license for the event and for providing the
following related information:
a. The sellers must be duly licensed by the State of Minnesota, Hennepin County
and /or the City of Shorewood, as may be applicable.
b. The applicant is responsible for checking the ages of any purchasers and
banding those 21 years of age or older.
c. The area where alcohol would be permitted during the event must be clearly
identified: 1) on the site plan, and 2) on the site with physical barriers installed
in the park. No damage from the barriers is permitted to the parking lot or other
paved surface.
d. No person who is under 21 years of age may purchase, consume, or hold
alcoholic beverages.
e. A minimum of one sworn South Lake Minnetonka Officer shall be present at the
event during all hours alcohol is sold on the site. Additional officers shall be
required at the direction of the SLMPD Chief of Police.
14. The stage and speakers for amplified music must be directed away from any
homes located within 500 feet of the stage or performance area. The City
withholds the right to require the sound level to be lowered or turned off.
15. The applicant is responsible for additional fees for water, electricity, trash collection
or other requirements for the food trucks.
16. The applicant must provide copies of the applicable health department permits or
licenses carried by the food trucks.
The City Clerk is hereby authorized and directed to provide a certified copy of this
resolution as permit for the event when the applicant has fulfilled all the above
conditions and the following staff has signed the application for the event permit:
Director of Public Works, Police Chief, Fire Chief, and Planning Director.
