Fanuary 13., 1964
A resolution renewing the contract with the Suburban Hennepin County Relief
Board for the administration and supervision of poor relief for 1964 - was
passed by a unanimous vote of the council.
A request from Robert Naegele for a special use permit for a fence already
erected around his property exceeding the height permitted in our zoning
ordinance was referred to the Planning Commission for their recommendation.
A deed for a small dead end road in the Zetah's subdivision serving four (4)
lots was accepted t Village Council and was mowd by Trustee Freyermuth
and seconded by Elsa Wiltsey that the road be accepted for all future maintenancl
Passed by a unanimous vote of the council.
Due to the recent death of Ansom Mase., a resolution reassigning the Dock License
for 1964 to his widow., Mrs. Anson Mase.. was moved for adoption by Trustee
Wakefield., seconded by Mayor Badger., and passed.
It was moved by Elsa Wiltsey to adopt a resolution accepting Park No. 1., 2 and
3, Enchanted Gardens on Enchanted Island as public property and agreed to pay
the bai. taxes to gain title. Seconded by Mayor Badger and passed.
A special permit was unanimously approved by the council granting Robert Naegele
permission to place a mobile trailer hcme on his property until June 1. 1964
for the use • his son and the housekeeper while the present home is being rebuilt.
Bills presented by the clerk amounting to $5,147-50 were approved for payment.

The last meeting of the Shorewood Village Council was held at the Minnewashta
School at 7:30 P.m. on February 10, 1964. Present were Mayor Badger, Trustees
Janvrin and Freyermuth and Clerk Wiltsey - with Trustee lakefield absent. The
minutes of the last meeting were approved as read.
Mrs. Donald Zdrazil expressed great concern over the truck parking restrictions
as the people in their area had never voiced any objection to their operation.
Several letters registering complaints against truck parking IiAl. the villag
were ready by the clerk. However when questioned by Ex. Walz of Minnetonka
Manor, Mr. Setnan also of Minnetonka Manor, did agree that his main eomplai
was the diesels and oversized trucks parked in the area and that the pick up
trucks and dump trucks were not a problem at this time. I
At the suggestion of several citizens a nshow of handsn vote was taken indicating
about seventy (70) people opposed to the-amendment as it effects the f parkingt?
and about eight (8) people in favor of adopting the whole proposed amendment.
Mr. Kinghorn's representative voiced objection to the limits being placed on
boat dockage in residential area.
Mr. Horton Brooks also voiced objection to the R-1 zoning (one-family dwelling)
of all lakeshore property including Christmas Lake which would prohibit anyone
from building a home with an additional so-ealled tmother in law" apartment.
Having heard all those wishing to be heard on the matter, a motion was made by
Trustee Janvrin to take it under consideration and further study for possible
action at the next meeting; seconded by Trustee Freyelmuth and carried by a 4 to 0
vote of the council.
A request from Donald McGregor for permission to place a mobile home on their
property on Shady Island for use on an occasional week end was granted subject
to the approval of the Shady Island Idprovement Association.

The last meeting of the Shorewood Village Council was held at the 14innewashta
School on March 9, 1964 at 7:30 p.m. The full council was presen,. The minutes
of the last meeting were approved as read.
Truck bids received from Mason Motor Co. and Laramie Motors were opened and net
prices recorded as follows.- Mason Motor Co., $4,899.00 and Laramie Plotors at
$4200.00. Trustee Freyermuth moved that they be tabulated in detail for consider-
ation at the next meeting. Seconded and carried.
Final approval of the plat of Shorewood Acres, 2nd Addition was deferred until the
road performance bond and the park fund donation could be agreed upon with the
village attorney and council.
The council agreed to call a special meeting if and when mbI the village attorney
advises the council that the requirements of Ordinance No. 30 have been met by
the subdividers of' Afton Meadows and Shorewood Acres, 2nd Addition.
As recommended by the planning comm:ission, Trustee Wakefield moved that a special
permit be issued for that section of - the fence already completed at the Naegele
property - seconded by Mayor Badger and ca cried.
Tentative approval was given a platting of the Harold Lund property into two
additional building lots as explained and approved by the Village Engineer and
the Planning Commission with final approval after the of lot measurements
are shown on plat survey.
Discussed the possible adoption of the section of Zoninc," Ordinance setting out
zones for one-famil7, two-family and multiple dwelling but action was deferred
until provision is made for docks on easments not wide enough to allow ten (10)
feet from side lot line.
Trustee Janvrin explained the general provisions of the Sewer Agreement with
Excelsior and said he expected to have a second draft ready in a few days for
the councilts consideration.
The dog catcher, Robert Wilson, versed the council on some of the problemm
encountered in trying to answer all the dog complaints. Trustee Wakefilld
agreed to meet with him later in the week to attempt adopting a workable policy
for him to follow.

M I N U T E S
A special meeting of the Shorewood Village Council was called by the Mayor on
Wednesday, March 25., 1964 at 7:30 p.m. at the PUnnewashta School. Present were
Mayor Badger, Clerk Wiltsey, and Trustees Wakefield and Janvrin. Trustee Freyermuth
was absent.
Mr. Don Coulter, representing the owners and developers of Afton Meadows agreed to
submit cash of appro,-d-mately $1500.00 to the village for park purposes in lieu of
donation of land. Council approved an agreement of a deposit of one-third cash
plus village holding title to a percentage of each lot to insure the road improve-
ments estimated by the engineer at $14,820.00 - details to be worked out with the
Village Attorney.
A motion was made by Trustee Janvrin, seconded by Trustee Wakefield that the council
approve the final plat as presented., authorizing the Mayor and Clerk to sign plat
at such time that the above requirements are met and approved by our attorney.
Motion was passed by a unanimous vote (4 to�Q) of the council.
The final plat of Shorewood Acres, 2nd Addition was submitted for approval. A
motion was made by Trustee Wakefield,, seconded by Clerk Wiltsey, that the council
approve the plat as presented, authorizing the Mayor and Clerk to sign plat at
such time that the park land donation and road improvement performance bond have
been approved by our village attorney. Motion passed by a unanimous vote (4 to 0)
of the council.
A motion was made by Clerk Wiltsey,, seconded by Trustee Wakefield to approve the
subdivision of the Harold Lund property into two additional building lots in
accordance with measurements shown on the survey presented and on file. Motion
passed by a unanimous vote (4 to 0) of the council.
The second draft of the Excelsior Sewer Agreement was studied by the council as
finalized by Trustee ef- Janvrin and Al' Friedman, Village Manager of Excelsior.
Trustee Janvrin moved that the agreement be adopted authorizing the Mayor and
Clerk to sign the agreement after certain figures are entered by the Village
Engineer. Seconded by Trustee Wakefield and passed by a unanimous vote of the
council,
Council passed a resolution supporting the stand already taken by the Excelsior
Chamber of Cominerce whereby the clerk shall write a letter to the Minnesota
Railroad and Warehouse Commission asking their reconsideration of the cancellation
of the temporary authority granted to Anoka Bus CompaW to operate the Minneapolis
to Excelsior Bus run uzu-til a hearing could scheduled with local officials of the
areas affected.
hr. Kelly reported to the council that the ji of the Municipal Court has now
ruled that the two parties brought into court for truck parking have been found
to be in violation of the existing Ordinance NA of the Village of Shorewood.
Council discussed the possible adoption of an ordinance authorizing the village
to license bottle clubs thereby chargine the .00 license fee®
Council tentatively approved the erection of a street light at Linwood subject to
immediate neighbors approval and Deephavents approval to pay for one half of the
cost. Agreed to have Northern States Power recommend the most suitable location.

A motion was made by Trustee freyermuth to favorably consider the establishment
of the club pending final adoption of the UBottle Club Ordinanceff now before the
council; provided that the American Legion acTaire the adjoining lot for needed
parking area and erect some acceptable type of screening on the west lot line.
Seconded by Trustee Wakefield and passed by a unanimous vote of the council.
Don Latterner, proposing to purchase the Minnetonka Dredging Company including
the land and q:uipment, requested the council to permit continuance of the non-
conforming use of the property

Council agreed to advertise for road asphalt bids to be opened at the May meeting.
Council approved Minneapolis Gas Company permitts No. 2-103 along Nelsine Drive.,
and No. 2-126 along Birch Bluff Road.
The proposed terms of the Sewer Agreement with Excelsior and To Bay were aglin
explained by the Village Attorney,, Mr. Biel Jy and certain revisions were agreed
upon by the council for submission to the Excelsior Council.
Council approved applications for cigarette licenses for Mobil Service Station
and Roundup Drive In for nine months expiring December 31, 1964.
Council approved bills as presented by the clerk for payment, amounting to 2

The last meeting of the Shorewood Village Council was held at the Iii nnewashta
School on May 11, 1964 at 7:30 p.m. Present were Mayor Badger, Trustees Freyermuth
and Wakefield and Elsa Wiltsey. J. B. Jane iwas absent. The minutes of the last
meeting were approved as read.
The terms and provisions of tdi "Bottle Club Ordinancelt No. 42., were again explained
by the Village Attorney, 14m. F. Kelly. Upon vote being taken Ordinance No. 42- passed
by a unanimous vote of the council to take effect after its publication.
Walter Langley informed the council that they had secured a bid from a road contractor
for about $6500. which was considerably less than the lowest alternate estimate
prepared by the village engineer. The village engineer they agreed to meet with
representatives of Club Terrace along with their bidder to see - whether or not their
bid would comply with the village road apecifications.
Bids for road asphalt were received and opened - from J. V. Gleason and Black To
Service. Trustee Freyermuth moved that J. V. Gleason be awarded the bid again for
1964 which was 1/4 cent lower than Black Top Service. Seconded by Trustee Wakefield
and passed.
Council approved horse permits for the following all having four or more horses:
Wes Flanders., Hans Nielsen, Leonard Swedlund,, Robert J. Walz, Clifford Wagner,
Don Locke,, Eugene Asks and Dingfs Biding Academy for Lyman Lodge as ecommended
by Mr. Walz, the Horse Inspector.
Council acknowledged receipt of notice from 1Linnetonka Country Club Assoclation to
conduct bingo games each Tuesday in June.
Council reviewed the Financial quarterly report for the Ii r Store as prepared
by the Auditor showing a larger net profit than the same period for 1963-

Four Bids were opened for Hospital and Medical Insurance Coverage of the Village
Daployees. These were received from local representatives of;

D. The Prudential Insurance Co.
Inasmuch as the proposals varied widely in their scope of coverage Janvrin

The Council considered an application for a 3.2 beer license by the Svithiod Park
Comrdttee to permit the sale of beer at their Lodge Picnics* Trustee Freyermuth
moved for approval, seconded by Trustee Wakefield and passed txnanimously*
Consideration was given to an application by John Lo Ryan to pe M,*.t subdivision of
his 34, 700 sqa ft® lot. Discussion followed on the recor=endation for disapproval

Mr. Wk. F. Kelly, the Village Attorney, discussed a letter of proposal by All
& Bv&l Attorneys concerning the Herschy Property and the pending legal action

Janvrin and Trustee Freyermuth to meet with Mr* Bull and discuss the proposal
further.
The Council considered the application of the Minnetonka Country Club for a license
covering the Retail Sale of Liquor on the premises* Moved for ap roval by Trustee

The Village Council of the Village of Shorewood held their last meeting on August 10,
1964 at 7:30 p.m. at the Minnewashta School. Present were Mayor Badger, Trustees
Jan7rin and Freyermuth and Clerk Wiltsey. Absent was Trustee Wakefield. The
ndnutes of the last meeting were approved as read.
The term, of the new Fire Agreemenb with Excelsior and the figures in the new budget
were discussed Nith the Fire Chief. Trustee Janvrin moved that the contract not be
approved - until certain budget figures can be explained in detail by the Excelsior
Village Manager sometime before the September meeting. Seconded by Mayor Badger
and carried.
Further, it has moved by Elsa Wiltsey, seconded by Trustee Janvrin to adopt a
resolution "determining that 70% of cost of improvement be borne by specia! assess-
ment and 30% of cost be paid from General funds". Resolution adopted by a 4 to 0

As recommended h7 the ViUzge EnZineer and acceptable to the residents, Trustee
Fre,ye moved that the project be poatponed until Spring of 1965 but that the
Village do same temporary grading and oiling as an emergency measure. Seconded
by Olor Badger and passed.
Kimball Whitney, of Minnesota Transit lines, requested the council to renew their
special permit to use the ON Deephaven Bus Garage for the parking of fourteen
school buses for the school year until June, 1965. Trustee Janvrin moved that the
pernit be granted for one more school year. Seconded by Trustee Freyermuth and
passed by a 4 to 0 vote of the council.
In an attempt to come to an agreement between the Village, attorneys for the Plaintiff,
Eva Hirschy and the attorneys for the residents, on the stiPulation controlling the
future use of the Hirschy Evotel at Christmas lake a proposed stipulation was
thoroughly studied with certain re visions agreed Alan. Council agreed to defer
action, instil next council meeting in September.
Nyor Badger moved that a resolution be passed authorizing the publishing of
the notice of hearing on Froposed assessment for Lakeway Terrace road improvement
payable in 5 years at 6% rate of interest - hearing to be held September 14, 1964
at 7:30 p.m. Seconded by Elsa Wiltsey and passed by a 4 to 0 vote of the council.

Jack Stansbury &o has been making a study of the park area owned by the village
to recommend Possible uses in the line of recreation, -made a report to the council,,
along Oth recommendations by the Village Engineer. Report was taken under consideratian.
Council approved the purchase of an aluminan shelter to be used in next yearts
arts and crafts program conducted at the park in Shady Hills.

from Mr. Hampton for a total price of $ for general village use as well
as a recreation area. Trustee Wakefield moved that the property be purchased on
the following terms: $5,000 in 1964, 14,000 in 1965 and $4,000 in 1966 at 6% interest
but if possible any longer terms that may be acceptable to Mr. Hampton authorizinE
Mr. Hennessy to proceed in behalf of Shorewood. Seconded by Yayor BadEer and
passed by a unanimous vote of the council.
A formal "Stipulation" controlling the future use and development of the "Christmas
Lake 14oteltt oirmed by 1-Ins. Hirshey, already arproved by Mrs. Hirshey and the attorneys
representing the residents, was reviewed; Trustee janvrin moved that the "Stipalation
be accepted by the Village of Shorewood., authorizing the Mayor and Clerk to sign
same, seconded by Mayor Badger and carried by a unanimous vote of the council.
The proposed budget for 1965 as presented by the budget commit was approved
a 'Luianimous vote of the council, as follows: fram the tax levy for General Fluind
Expense, $81/90.00, Welfare Fizid - $3, and Pail Fand - $4,280-00 for a total
of $ to be derived from taxes and 2 317,250.00 from other sources.
At the recommendation of Tinustee ', the council unanimously agreed to
advertise for bids for a new police car for opening at the October meeting.

VILLAGE OF SHOJEWOOD Monthly Meeting
M I N U T E S October 12, 1964
The last meeting of the Shorewood Council was held on October 12, 1964 at 7:30 P.M.
at the Minnewashta School. Present were Mayor Badger, Trustees janvrin, Freyermuth
and Wakefield. Clerk Wiltsey was absent. The minutes of the last meeting were=
approved as read.
Mr. Ben Jung appeared before the Council as Little League Baseball Chairman to
discuss plans for an 80 acre Little League Baseball Park. Under Village ordinances
no specidl use permit is rejuired in a residential district provided the park is
used for public purposes. This being the interpretation of the Council the matter
was referred to the Village Engineer for examination of the property for suitability
and to the Planning Commission if necessary,
The report of the Planning Commission was read concerning the Preliminary Plat for
the Oak Ridge Subdivision under development across Edgewood Road from the Svithiod
Home Grounds; Mrs. Schulleen and Noble represented the developer. The Village
Engineer, Mr. Scheel! presented his study of the proposal and plat, It was moved
by Trustee Janvrin and seconded by Trustee Freyermuth that the plat be accepted
subject to the satisfactory filling of the proposed Park Area to the point where
it will be suitable for the intended purpose. Carried by the unanimous vote of

The report of the Planning Commission was read concerning the request initiated
at the Council Meeting of September 14th by Mr. Robert Reutiman for permission
to erect a drive-in Restaurant at the intersection of Highways 7 and 41; and for
the relocation of Woodruff .=venue South as to corpect its approach to Highway 7.
The area in question is Zoned Commercial but a special use permit is rejuired for
erection of a Drive-In Restaurant. Moved by Trusteu janvrin and seconded by
Trustee Freyermuth to grant a special use permit for the Drive-In Restaurant and.
to relocate Woodruff Avenue as requested. Carried by the unanimous vote of the
Council.
Mrs. Bdrdella Meyers complained to the Council that the fill being used in the
dump in Minnetonka Manor was not of the agreed type and was unsightly. After
discussion with the owners, the Council agreed to supervise the operation to insure
that clean fill would be used to cover the balance of the area.
Bids were opened from Mason Motor Co. and Jordan Ford, Inc. in response to a request
initiated by the Village on September 14th concerning its desire to purchase a
Police Car. Both bids met specifications. The bid of Jordan Ford, Inc. was found.
to be ,976.35 lower than that of Mason Motor Co. including the option of Bucket Seats.
Moved by Trustee Nakefield, seconded by Trustee janvrin to accept the bid of Jordan
Ford, !no. Passed by the unanimous vote of the Council.
A letter from the Village of Mound including the formula by which Fire Department
Service charges are computed was read and discussed. Charges for fire protection-
on Shady island will amount to 0.400 which is the minimum charge. Unanimously agreed
to by the Council.
Mr. Schoell read a report on the survey made by his firm concerning Water Pollution
in Lake Minnetonka. While some pollution increase was noted in specific areas, none
exceeded the maximum safe figure of 1000 micro organisms per milliter.

No action was taken on the existing vacancy existing on the Planning Commission.
The matter was postponed until the next meeting.
The multiple dwelling ordinance was discussed as part of the Zoning Ordinance under
consideration it was moved by Mayor Badger and seconded by Trustee Freyermuth that
the Zoning Ordinance be passed intact except that two family dwellings be accepted
through a special use permit Mayor Badger, Trustees Freyermuth and Janvrin agreed
and Trustee Wakefield abatained from voting. Since a four-fifths vote of the
Council is required for passage, the vote failed for lack of a quorum.
Note was made of the Water pollution control hearing at the State Office Building
on October 19th, 1964. No delegate from Shorewood will attend inasmuch as Shorewood
is not included in the proposed Metropolitan Sewer System.
Notice was received from the Minnetonka Country Club concerning their intention t
conduct Bingo Games on the nights of October 6th, 13th, 20th, and 27th®

The last meeting of the Shorewood Village Counc-JIL-1 hold at the, I School
at 7:30 P.M. on November 9, 1964. Present were Trustees Wakefield and Freyermuth and
Easa Wiltsey - Aith Trustee-. Freyernath acting as 1 - or. Absent were hayor Badger and
'rustee janvrin. The minutes of the last meetinZ more approved as read.
A small delegation from Amlee Acres,concerned, with the "hame aUque ahopu bein
operated by Mrs. Edwin Smith, - irTere present as well as Er. Edmin Smith. The report
from the Planning Commission was read regards the atique shop nhioh reconmended
certain restrictions to prevent its becoming a commercial venture. These were
aEreeable to the residents and the owner. Trustee Wakefield moved that these
reutrictions as recommended by the planning commission be inirose�d and the partl_es
be so notified - seconded by Trustee Freyermuth and passed.
On a request for replattinZ of the Yorman Bergen property, the three councia.
present agreed vith the recommendation of the planninZ commission but due to a ladk-

legal steps necessary to vacate this portion of Water Street prior to the council's
approval of replatting the property.

his final report whenever completed would be a valuable guide to the council for
