Regular meeting of the Council
of the Village of Shorewood
held 2/12/68
On the recommendation of the Village Engineer, Councilman Chandler
moved, seconded by Councilman Murfin, that the Hennepin County
Surveyor be employed to make plats of Village of Shorewood streets.
Motion carried with Mayor McDougall, Councilmen Cronin, Chandler,
Murfin and Freyermuth all voting aye.
On motion of Councilman Murfin, seconded by Councilman Chandler,
bills were approved for payment in February for a totala of $5,636.96
for village purposes and a total of $18,229.49 out of the Liquor
Fund. Motion carried with Mayor McDougall and Councilmen Chandler,
Murfin,Cronin and Freyermuth all voting aye.
There being no further business meeting adjourned.

Regular meeting of the Council
of the Village of Shorewood
held 2/26/68
MINUTES
The last regular meeting of the Council of the Village of Shorewood was
held on February 26, 1968, at 7.30 p.m. at Minnewashta School. Mayor
McDougall and Councilmen Freyermuth and Chandler were present. Councilmen
Cronin and Murfin were absent. Also present were the Village Attorney,
William F. Kelly, and the Village Engineer, Bernie Mittelsteadt.
On motion of Mayor McDougall, seconded by Councilman Freyermuth, reading
of the minutes of the regular meeting of February 12, 1968, was suspended
as copies of the minutes had already been read by Council members. Motion
carried with Mayor McDougall and Councilmen Freyermuth and Chandler all
voting aye.
.Mr. Ryan and Mr. Martinson again appeared before the Council to discuss
their proposal for erecting a Day Camp on the Banker property at Vine Hill
Road south. Mayor McDougall read extracts from the Shorewood Planning
Commission's minutes of February 21, 1968, and also amendments thereto
dated February 26, 1968. Mr. Richard Schieffer, attorney representing the
RYffiarland Camps Inc.., gave Council a preeentation of the proposed Camp.
Hollowing f~therdiscussion Mayor McDougall stated that he feltthat the
present residential zoning and future overall Village planning should be
considered, and that no justification for changing the previous decision
to reject the proposal had been presented. Mayor McDougall and also
Councilman Freyermuth were not in favor of the Day Camp and Councilman
Chandler abstained from comment.
Council authorized the Village Engineer to contact Midwest Planning and
Research. Inc.,with the request that a representative attend the council
meeting of March 11, 1968, to discuss planning of the Shorewood Village.
On motion of Councilman Chandler, seconded by Mayor McDougall, a
l! _~_l 111. (on file) authorizing the Mayor and Clerk to execute an
agreement with the Village of Greenwood regarding police pDotection
was approved by Council with Councilmen Chandler, Freyermuth and
Mayor McDougall voting aye.
Chief James was instructed by Council to obtain new badges, have new
patrol car emblems made and have officers sworn in.
The Village Engineer informed Council that he would be in attednance at
the February 29 meeting of the Southwest Sanitary Sewer District and
would report back to Council and also have sewer study for presentation
to Council in March.
Mayor McDougall moved, seconded by Councilman Freyermuth, that Russell
Lindquist be appointed to serve on the Shorewood Planning Commission for a
a term of three years expiring December 31, 1970. Motion carried with
Mayor McDougall and Councilmen Freyermuth and Chandler all voting aye.
Mayor McDougall moved, seconded by Councilman Freyermuth, that the Clerk be
authorized to attend Conference for Municipal Clerks on March 12 and 13.
Motion carried with Mayor McDougall and Councilmen Freyermuth and Chandler
all voting aye.

Schmidt be appointed Weed Inspector for 1968. Motion oarried with
Mayor McDougall and Councilmen Freyermuth and Ch~~dler all voting aye.
Mayor McDougall moved, seconded by Councilman Freyermuth, that on
the Engineer's recommendation, Shorewood Village aocept the street in
Shorewood Acres 2nd Addition, and release the bond in the amount of
$1,200. Motion carried with Mayor McDougall and Councilmen Freyermuth
and Chandler all voting aye.
On motion of Councilman Chandler, seconded by Councilman Freyermuth,
the balance of bills were approved for payment in February for a
total of $12,651.55 for village purposes and a total of $3,976.40
out of the Liquor Fund. Motion carried with Mayor McDougall and
Councilmen Chandler and Freyermuth all voting aye.

Regular meeting of the Council
of the 'Village of Shorewood
3/11/68
MINUTES
The last regular meeting of the Council of the Village of Shorewood was
held on March 11, 1968, at 7.30 mp.m. at Minnewashta School. Mayor
McDougall ~ld Councilmen Chandler, Cronin and Freyermuth were present.
Councilman Murfin was absent. Also present were the Village Attorney,_
William F. Kelly, and the Village Engineer, Bernie Mittelsteadt. ~
On motion of Councilman Freyermuth, seconded by Councilman Cronin, reading
of the minutes of the'I;'egularmeeting of February 26, 1968, was suspended
as copies of the minutes had,:ialreadybeen read by Council members. Motion
carried with Mayor McDougall and Councilmen Chandler, Cronin and Freyermuth
all voting aye.
At the written request of Council, liTr. Benny Jung and mr. John Huff of the
American Legion Club, Post No.259, were present in order that laxity on
the part of members making use of the Clubts facilities could be discussed.
}1r. Huff stated that steps had been taken to rectify the abusing of Club
facilities and also stated that closing time would be 12.45 a.m. instead
of 1 p.m. He had appealed to the membership for cooperation and
"troublemakers" had been barred from use of the Club. :Mayor IvlcDouga11
thanked F~. Huff for attending the meeting and the cooperation on his
part to conform to Village regulations and also stated he would enforce
the adherence of the Club to the Village regulations.
On motion of Councilman Freyermuth, seconded by Mayor McDougall, it was
agreed to advertise for bids to be opened March 25, 1968, for 30,000
gallons more or less of road asphalt for 1968. Motion carried with
Council.an Freyermuth, Cronin and Chandler and Mayor McDougall all voting
aye.
Mr. Jim Hawks of the Midewst Pl~1Uing Company was present to discuss with
Council planning objectives desired by Council. ~1r. Hawks stated that
Midwest Planning would submit a proposed program including cost to
Council, at the first meeting in April.
Chief James reported on police activity during the month of February.
According to the Chief there were only 7 traffic accidents during the
month of February; several houses were vacant and several houses checks
had been made; junked cars were a problem. I'layor McDougall stated that
at the next committee meeting of the Mayors the question of curfew would
be discussed.

Regular meeting of the Council
of the Village of Shorewood
3/11/68
Mayor McDougall welcomed members of Village of Greenwood Council
who were interested in the discussion regarding the Southwest Sewer
District. According to the engineer the interceptor would be
constructed to the Village of Shorewood limits and the Village would
have to build its own trunk system. Mayor McDougall moved, seconded
by Councilman Cronin, that the Council authorize the Village Attorney
to write a "letter of intent" to the Southwest Sewer District with
a 90 day time option in order that checking may be made on financing
inoluding the overall cost and to withdraw from participation should
the cost not be feasible, from the Villag~'s point of view. Mayor
MoDougall and Councilmen Chandler, Cronin and Freyermuth all voted
aye. Motion carried.
Councilman Freyermuth, seconded by Mayor McDougall, moved that
Minneapolis Gas Company permit No.E-6838, based on engineer;s
recommendations be approved. Motion carried with Mayor McDougall and
Councilmen Cronin, Chandler and Freyermuth all voting aye.

On motion of Counoilman Chandler, seconded by ~6uncilman ~reyermuth,
bills were approved for payment in Mw:ch for a total of ~Lt.. eq,'i<6o

Liquor Fund. Motion carried with Mayo JMcDougal1 and Councilmen

MINUTES
The last regular meeting of the Council of the Village of Shorewood
was held on March 25, 1968, at Minnewashta School at 7.30 p.m.
Councilmen Cronin was present as well as the Village Attorney,
William F. Kelly. Mayor McDougall and Councilmen Freyermuth,
Chandler and Murfin were absent.
Bids for the supply of road asphalt for 1968 were opened from Jay W.
Craig Company and J.V. Gleason Company Inc. Craig's bid for MC _
l~~per gallon and RC - 16! cents per gallon. Gleason's bid for
MC - 0,1 - l~ cents per gallon and MC-2,3 - .1435 cents per gallon;
RC - 16 cents per gallon. Bids were tabled until the April 8 meeting.

Regular meeting of the Council of
the Village of Shorewood 4/8/68
Mayor McDougall welcomed members of the Council of the Village of
Greenwood who were present to join in the discussion on the
Southwest Sewer District. Following a lengthy discussion on the
pros and cons of Shorewood joining the Southwest Sewer District,
Mayor McDougall stated a decision would be made by the Council
on the matter sometime in May.
Mayor McDougall moved, seconded by Councilman Murfin, that a
!l~ (on file) be adopted relative to Shorewood supporting
the application of the Village of Minnetonka for a modification of
the order of the Water Pollution Control Commission dated May 26,
1966. Resolution adopted by a unanimous vote of the Council.
Councilman Chandler moved, seconded by Councilman Murfin, that the
Signal Construction and Maintenance Agreement No.55328 relative to
traffic lights at Hwy No.7 and Christmas Lake Road be approved.
Motion carried with Councilmen Murfin, Chandler and Cronin and Mayor
McDougall all voting aye.
Mayor McDougall moved, seconded by Councilman Chandler, that the
road crew be authorized to remove a tree (or hire labor to see that
tree is removed) on Woodside Road. Motion carried with Mayor McDougall
and Councilmen Murfin, Cronin and Chandler all voting aye.
On motion of Councilman Murfin, seconded by Councilman Chandler, bills
were approved for payment in April 19?8 fora total of '~~ 5)1 13
for Village purposes and a total of 4'>c1 i it L~ ,ell out 01' the
Liquor Fund. Motion carried with Mayor/McDougall and Councilmen
Cronin, Chandler and Murfin all voting aye.
Mayor McDougall moved, seconded by Councilman Murfin, that a temporary
transfer of funds in the amount of $5,000.00 be transferred from
the Liquor Fund to the General Fund, to be repaid later in the year.
Motion carried with Mayor McDougall and Councilmen Cronin,Chandler and
Murfin all voting aye.

April 22, 1968
MINUTES
The last regular meeting of the Council of the Village of Shorewood was
held on April 22, 1968, at Minnewashta School. Mayor McDougall and
Councilmen Chandler, Cronin,. Freyermuth and Ivlurfin were present. Also
present were the Village Attorney, William F. Kelly, and~illage Engineer,
Bernie Mittelsteadt.
On motion of Councilman Murfin, seconded by Councilman Freyermuth, reading
of the minutes of the meeting of April 8, 1968, was suspended as copies of
the minutes had already been read by Council members. Motion carried with
Mayor McDougall and Councilmen Chandler, Cronin, Freyermuth and Murfin
all voting aye.
Mr. James Kehoe, new Ol~er of Rachel's Boat Livery on Howard's Point,
introduced himself and his son giving a brief resume of his previous
employment and residence. He presented layout of the docks he proposes
to drect. Since no drawings or plans of docks as installed by Rachel
in former years were available at the meeting it could not be determined
if he was increasing the dockage.
The council approved his proposal to construct a cement ramp for boat
launching in order to alleviate some of the congestion at the public fire
lane acess just north of his property.
Councilmlm I'v'iurfin,moved, seconded by Nayor McDougall, to <?vpprove the
application for cigarette license for 1968 and the on and off 3.2 beer
licneses to expire May 31, 1968, and also the renewal of the beer license
for the year ending May 31, 1969. Motion caxried with Mayor McDougall and
Councilmen Murfin, Chandler, Cronin and Freyermuth all voting aye.
Councilman Murfin moved, seconded by Councilman Cronin, to approve an
application for dock permit for the construction of the docks not to exceed
the extent of dockage in operation by W~er Rachel in 1967. Motion carried
with Mayor McDougall and Councilmen Murfin, Cronin, Chandler and Freyermuth
all voting aye.
There was more discussion on the Planning Program Proposal by Midwest
Planning and Research Inc. Generally the Council felt a plan .as
definitely needed to cope with the numerous requests for permits for mul-
tiple dwelling than can be expected at such time that a sanitary sewer system
is installed. However, with the information that the Village already has
.available .fromthe Planners Report made in 1960 and from the material in the
Village records, the council felt that the cost of Phase 1, Survey and
Analysis, could be cut down considerably. The Village Attorney, Engineer
and Clerk's office agreed with the Planner to see what reductions can be made
in the original proposal.
Council approved the date set by the County Assessor for the Board of Review
meeting on the 1968 Assessed valuations, for Thursday, July 11, 1968, at
7.30 p.m.

Special Assessments, to clarify the second paragraph of a Resolution
No.lO of minutes of January 3, 1968, be adopted. Motion carried with
Mayor McDougall ~nd Councilmen Murfin, Cronin, Freyermuth end Chandler

Council acknowledged letter from County Highway Department regarding
the drainage problems on Lot 25, Aud.Sub.133, and agreed that no
grading be done or building permit be issued for this lot until such
time that the Village Engineer and Highway Department are satisfied
that the water drainage problems are resolved itlld that the Villa"ge
Building Inspector be so notified.
Announcement was made of the roL~ual meeting of the Suburban Hennepin
County Relief Bo~rd set for Wednesday, April 24, 1968. It was moved
by Mayor McDougall, seconded by Councilman Freyermuth, to appoint Elsa
Wiltsey, Deputy Clerk, as official representative for Shorewood. Motion
carried with Mayor McDougall and Councilmen Freyermuth, Cronin, Chandler
and Murfin all voting aye.
Mayor McDougall moved, seconded by Councilman Freyermuth, to approve
Deephaven's selection of ~~~, Mary Woodley as a candidate for the C.C.
Ludwig .ward and authorized the Clerk to write a letter to the League
of Minnesota Municipalities indicating their support of Deephaven in
their nomination. Motion carried with Mayor McDougall and Councilmen
Freyermuth, Cronin, Chandler and Murfin all voting aye.
Councilman Freyermuth agreed to contact the Road Department and clarify
the Council t s intent as to wha,t should be done with the large elm tree
on the Foster property so as to remove the hazard of loose limbs.
The Weed Inspection problem was discussed and Co~~cil agreed to ask the
Village and County Weed Inspectors and any other weed control con-
tractors io be present at the next meeting of the Council, May 13,1968,
to set the policy for 1968 weed control program.
William F. Kelly reported on the status of the (Catlin) property on
Radisson Inn Road. It has now been cle~xed with the estate giving the
Village the permission to tear it down. It was moved by Mayor
McDougall, seconded by Councilman Cronin, to authorize the Village to
take whatever steps necessary to have it removed at the least expense
to the Village. Motion carried with Mayor McDougall and Councilmen
Cronin, Murfin, Freyermuth and Murfin all voting aye.

On motion of Mayor McDougall, seconded by Councilm.n Freyermuth, reading of
tke minutes of the meeting of April 22, 1968, was suspended ~,s copies of
the minutes had already been read by Council members. Motion carried with
Mayor McDougall and Councilmen Chandler, Cronin, Freyermuth and Murfin

Approval was given by Council upon a verbal request by R.J. Bolen (owner
of the Deepkaven Bus Garage property) to sell the building to Don Stolz
for painting scenery for the Old Log Theatre.

Regular meeting of the Council of
the Village of Shoreweod May 27, 1968
On motion of Councilman Freyermuth, seconded by Mayor McDougall, the
Ceuncil apaproved the application from Minnetonka Country Club
Association for renewal of the Club liquor license for 1968-69 to
expire June 1, 1969, also the application for renewal of 3.2 beer
license, on and off sale, for 1968-69. Motion carried with Mayor
McDougall and Councilmen Freyermuth, Chandler, Cronin and Murfin all
voting aye.
On motion of Councilman Freyermuth, seconded by Councilman ~~Jrfin,
the Council approved the application from the American Legion Club
Post ~59 for renewal of the Club liquor license for 1968-69 to
expire June 1, 1969, also the application for renewal of 3.2 beer
license, on and off sale, for 1968-69. Motion carried with Mayor
McDougall and Councilmen Freyermuth, Ch~ndler, Cronin and Murfin all
voting aye.
Mayor McDougall moved, seconded by COULYlcilman Murfin, that Council
approve purchase of the 1965 and 1967 supplement to the Minnesota
Handbook. Motion carried with Mayor McDougall and Councilmen Murfin,
Cronin, Chandler and Freyermuth all voting aye.
Mayor McDougall moved, seconded by Councilman Murfin, that James
Pemberthy be appointed to the Park Commission. Motion carried with
NaY0r McDougall and Councilmen Murfin, Freyermuth, Cronin and Chandler
all voting aye.
Mayor McDougall moved that Resolution NO.b~(on file) regarding support
of an attempt to establish a working agreement between the Police and
Schools, be adopted. Motion seconded by Councilman Murfin and carried
with Mayor McDougall and Councilmen Murfin, Cronin, Chandler and
Freyermuth all voting aye.
Mayor McDougall read aloud a letter received from the League of Women
Voters of the Excelsior area regarding two year study of local govern-
ment and stated that the Council would be happy to have representatives
ef the League any Council meetings.
No official directive to join the Southwest Sewer District has as yet
been received by Shoreweod Village from the Water Pollution Control
Agency. The Village Attorney and the Village Engineer will alert the
Council to any changes that might occur.

MINUTES
The kast regular meeting of the Council of the Village of Shorewood was
held on [une 10, 1968, at Mirmewashta School at 7.30 p.m. Mayor McDougall
and Councilmen Cronin, Chandler, Murfin and Freyermuth were present.
Also present "las the Village Attorney, William F. Kelly. 'rhe Village
Engineer, Bernie Mittelsteadt, was absent.
I;laYOR HcDougall moved, seconded by Councilman Freyermuth, that reading of
the minutes of the meet ing of I\Iay 27, 1968, be suspended as copies of the
minutes had already been read by Council members. Motion carried with
Mayor McDougall and Councilmen Murfin, Chandler, Freyermuth and Cronin
all vot ing aye.
Upon notice having 'been published on May 31, 1968, a public hearing weB
held at the reuest of Mr. Gordon L. Schmidt to build a double bungalow on
residentie,l property located at Linden Park (Lot lro.20 and the south 46
feet of Lot.21), He~~epin County, located in the south half of Section 34,
Uouncilman Freyermuth moved that a Special Use Permit be issued to WT.
Schmidt for building of the double bungalow. Motion seconded by
Councilman Murfin. Illotion carried "lith I'iayor I,IcDougall and Cou.ncilmen
I~urfin, Cronin, Chandler and Freyermuth all voting aye.
Upon the request of Fir. fmd lilrs. lilarvin 1,riinters to conduct a daycare school
in a building on their property located on Glencoe Road, Lot 203,
Auditor's SUDrhvision Ho.135, Hennepin County, the Vi'iJ.age Attorney
requested Ivir. and Nr::.;. ','linters to submit more ir\formatior!. on tht~ nurn'Y?T' of
children, fencing of property, etc. Council 't<'JQuld consider the ma,tter at
the next regular council meeting.

by Councilman Hurfin, that 11Ir. and :Mrs. Ferguson be issued a permit fo!' 90
days to move their trailer onto their property at any time after a building
permit is applied for. Motion carried with Mayor McDougall and Councilmen
Murfin, Freyermuth, Cronin and Chandler all voting aye.

A resolution no.53 (on file) authorizing the sale of a $15,000 Temporary
Sewer Improvement Dond of 1968 was introduced by Mayor McDougall and
moved itiil adoption, seconded by Councilman Freyermuth. ~Iayor ITclcDpugall
and Councilmen Freyermuth, Cronin, Chandler and Murfin all voted aye.

Councilman Freyermuth moved, seconded by Councilman Chandler, that an
ordinance be adopted amending Ordinance No.44 whereby the Village of
Shorewood would adopt the use of the 1967 Uniform Building Code. Motion
carried with Mayor McDougall and Councilmen Cronin, Chandler, Murfin and
Freyermuth all voting aye.
l1ayor McDougall moved, seconded by Councilman Chandler, that the Mutual Aid
Agreement with Hennepin County police Association be adopted with the
addition of Chief Jemes as the person to be notified regarding police
assistance. Motion carried with Mayor McDougall and Councilmen Murfin,
Chandler, Cronin and Freyermuth all voting aye.

Mayor McDougall moved, seconded by Councilman Freyermuth, that Jesse
Ristow be employed for cutting weeds and work at parks and roadsides on

The Shorewooi Villace Counoil sat as Boari of Review at a meeting on
July 11, 1968. Meeting was oallei to orier at 7.30 ]D.m. Present

MINUTES
The last regular meeting of the Council of the Village of Shorewood was oalled
to order by the deputy-Mayor James Freyermuth on August 12, 1908, at
Minnewashta Sohool at 1.30 p.m. Present were Deputy-Mayor James Freyermuth
and Councilmen Murfin, Cronin and Chandler. Also present were the Village
Attorney, William F. Kelly, and. the Village Enginaer, Bernie Mittelsteadt.
Mayor MoDougall was absent.
Deputy-Mayor Freyermuth moved, seoonded by Counoilman Chandler, that reading
of the minutes of the meeting of July 22, 1968, be suspended as oopies of the

Regular meeting of the Council
of the Village of Shorewood
held August 26, 1968
MINUTES
The last regular meeting of the Council of the Village of Shorewood was
called to order by the Mayor on August 26, 1968, at Minnewashta School
at 7.30 p.m. Present were Mayor ,cDougall and Councilmen Freyermuth,
Chandler, Cronin and Murfin. Also present were the Village Attorney,
William F. Kelly, and the Village Engineer, Bernie Mittelsteadt.
Councilman Murfin moved, seconded by Councilman Chandler, that reading of
the minutes of the meeting of August 12, 1968, be suspended as copies of
the minutes had already been read by Council members. Motion carried
WITH Mayor McDougall and Councilmen Murfin, Chandler, Freyermuth and Cronin
all voting aye.
On motion of Councilman Murfin, seconded by Councilman Cronin, a
~'f1.t:S:ft was introduced. to appoint Vernon W. Lindemann as a part time
police Officer, to perform all the general duties of a police Officer
under the direction of Sydney James, Chief of police, with his appointment
effective July 26, 1968, at a salaJY of $3.00 per hour, with the under-
standing that he will also enforce the dog ordinance. Motion carried with
Mayor McDougall and Councilmen Freyermuth, Chandler, Cronin and Murfin
all voting aye.
Councilman Murfin moved, seconded by Councilman Cronin, thatt~~~~
~~~~~ to increase part time police officer's salary from $2.50
to $3.00 per hour (Resolution No.55 on file). Motion carried with Mayor
McDougall and Councilmen Cronin, Murfin, Chandler and Freyermuth all
voting aye.
Councilman Murfin moved, seconded by Councilman Freyermuth, that, Council
approve the Final Plat of Pebbelbrook Addition subject to the revisions
and stipulations as enumerated in the Village Engineer's letter of
August 20, 1968, (letter on file). Motion carried with Mayor McDougall and
Councilmen Freyermuth, Murfin, Cronin and Chandler all voting aye.
Chief James submitted his police report to Council on police activities
during the month of Auly, 1968.
Mayor McDougall moved, seconded by Councilman Freyermuth, that approval be
given for Chief James to attend the 3rd Annual Criminal Justice Course to
be held September 9 through September 12, 1968, the fee for same being $50.
Motion varried with Mayor McDougall and Councilmen Freyermuth, Cronin,
Chandler and Murfin all voting aye.
Mayor McDougall moved, seconded by Councilman Murfin, that the check from
Gebco Inc. in the amount of $129.85 be put in special fund. Motion
carried with Mayor McDougall and Councilmen Freyermuth, Murfin,Cronin and
Chandler all voting aye.

JOHN ~mIN- r.~. John Lambin, owner of Lot No.15, Galpin Hill Addition, Water Street,
LOT #15- appeared before Council requesting permission to build 30 garages on this lot
GALPIN HILL' which is adjacent to two lots in Excelsior upon which he intends to build an
ADDN.PUBLIC apartment building. On the request of Mr. Lambin to hold a public hearing Council
HEARING directed the Clerk to publish a notice of public hearing on September 23, 1968,
REQUESTED to vary or modify the Zoning Ordinanoe No.8.
~. ~1TKA. Council discussed information submitted by Lake Conservation District
1f0NSERV ATION the sewer problem in the Lake Minnetonka area. Council stated that
<< DISTRICT back the preliminary Concept Plan and will submit a formal statement
Shorewoodfs possition before October 1, 1968.
Mr. Maddy, speaking for some 15 residents of Christmas Lake Road, expressed
concern over the possibility of the erection of an apartment building behind
his property on Christmas Lake Road. The land on which the apartments may be
buil t lies wi thin the Village of Excelsior and Mayor McDougall informed Mr.
:Maddy he would contact Excelsior regarding the matter.

sewer may have priviledge of hooking up to water mains to solve contamination
of water which could exist. Motion oarried with Mayor McDougall and
Councilmen Murfin and Chandler all voting aye.

Regular meeting of the Council
of the Village of Shorewood
held September 23, 1968
MINUTES
The last regular meeting of the Council of the Village of Shorewood was held
at 7.30 p.m. on September 23, 1968, at Minnewashta School. Present were
Mayor MoDougall and Councilmen Freyermuth and Murfin. Also present were the
Village Attorney, William F. Kelly, and the Village Engineer, Bernie
Mittelsteadt. Councilmen Chandler and Cronin were absent. /
Counoilman ]'reyermuth moved, seconded by Councilman MUrfin, that reading of
the minutes be suspended as copies of the minutes had already been read by
Council members. Motion carried with Mayor McDougall and Councilmen Murfin
and Freyermuth all voting aye.
Upon notice having been published on September 12, 1968, .? l:lriblic hearing was
held at the request of John Lambin to vary or modify Ordinance No.8 in order
to build ~O (thirty) aboveground garages on Lot.No.5, Galpin Hill Addition,
which is adjacent to two lots in Excelsior upon which he intends to build an
apartment building. As four members of the Council were not present the
hea~ing will be continued at a special meeting to be called by the Mayor in
order that the matter may be voted on.
Dr. David Wing and ~~. Donald Thompson were present to request placing of a
mobile home by ~~. Thompson on Lot.No. 98, Auditor's Subdivision NO.133,
Hennepin County, property formerly owned by James Eddy on Hwy No.7. lf~.
Thompson stated he would be building a permanent home on the property next
yeax and was requesting variance to existing ordinance. Mayor McDougall
suggested that he return in the early part of next spring when it would be a
more suitable time for building and at which time Council would reconsider his
request.
At the request of Council :Mr. and !lirs. Richard Chant appeared before Council
regarding conditions under which their horses were being kept and the
proximity of the corral to the Crownholm's residence. Following discussion
on the matter T>1ayor 1I1cDougall suggested to Mr. Chant that he keep his horses
in another pasture awway from the Crownholm lot line until Council can view the
situation personally and make a decision at a later date on the status of the EM
horse permit issued to ~lr. Chant, with recommendations on fencing.
1fJr. Curran J. Nielsen and Mr. Harold Rehaume were present to discuss with
Council the possibility of hooking up their sewers to Tonka Bay, and also what
charges would be made by Shorewood when public sewer becomes available in the
Village of Shorewood. Mayor McDougall moved, seconded by Councilman Murfin,
that the Village Attorney be authorized to write to 1,~. Nielsen and 1fJr. Rehaume
exempting them from paying lateral charges in the future to the Village of
Shorewood but they would be subject to sewer costs for construction of
Shorewood sewer trunk system. Mayor McDougall and Councilmen Murfin and
Freyermuth all voted aye. Motion carried.
On motion of Mayor nMDougall, seconded by Councilman Freyermuth, application
for Horse Permit for the following was approved:
David Neutgens, Rt.5 Box 74-W, Excelsior.
Motion carried with Mayor McDougall and Councilmen Freyermuth and Murfin
all voting aye.

Mayor MoDougall moved, seconded by Counoilman Murfin, that the list
of judges for the General Election as reoommended by the Clerk be
approved. Motion oarried with Mayor McDougall and Councilmen Murfin
and Freyermuth all voting aye.
Precinct 1: ]!'ern Zdrazil, Donna Gueningsman, :Mabel Whitesell,
Betty Langley and Verna Flesness.
Precinct II: Edith Wang, Alioe Vosmek, Jo Hermann, Doris
peisert and Ruth Rye.

in whioh expenditures to be levied for the General Fund were $166,200.00.
Receipts other than property taxes amounting to $49,900.00 with the
balance of $116,300.00 to be levied as property taxes. The mill rate
would be lowered to 36 mills for 1969 as compared with 36.24 in 1968.

carried with Mayor McDougall and Councilmen Murfin and Freyermuth all

Chief James submitted his August police report to Council. Chief
James also submitted for Council consideration quotations from polioe
Professional Liability Insuranoe. Mayor McDougall stated Council would
review information submitted and take action at next Council meeting.
Mayor McDougall read a statement of the Village of Shorewood (copy on
file) with reference to the Lake Minnetonka Conservation Distriot
supporting the general philosophy of the Metropolitan Counoil. Mayor
McDougall moved, seconded by Councilman Murfin, that the letter be
adopted as the Village of Shorewood's position on the Sewer Distriot
and authorizing the Clerk to send letter to the Lake Minnetonka
Conservation Distriot. Motion carried with Mayor McDougall and
Councilmen Murfin and Freyermuth all voting aye.
Mayor MoDougall moved, seoonded by Counoilman Freyermuth, that
Minneapolis Gas Permit No. S-256-1968 , based on the Engineer's
recommendations, be approved. ~lotion carried with Mayor MoDougal1 and
Counoilmen Murfin and Freyermuth all voting aye.
Councilman Murfin moved, seoonded by Councilman Freyermuth, that the
balanoe of bills for payment in September be approved for a total of
$5,503.67 for Village purposes and a total of $5,258.32 out of the
Liquor Fund. Motion oarried with Mayor McDougall and Councilmen Murfin
and Freyermuth all voting aye.

.MINUTES
A special meeting of the Shorewood Village Council was called to order
by the Mayor on October 1, 1968, at 8 a.m.
Present were Mayor McDougall and Councilmen Chandler, Cronin, Freyermuth
and Cronin.
The public hearing called for September 23, 1968, meeting was continued.
A resolution No.57 (on file) with reference to variance to Ordinance No.8
was introduced by Councilman Chandler who moved its adoption, seconded
by Councilman Murfin. Resolution adopted with Mayor McDougall and
Councilmen Chandler, Murfin, Freyermuth and Cronin all voting aye.
Mayor McDougall moved, seconded by Councilman Cronin, that the Building
Inspector be instruoted to approve the application for installation of a
swimming pool submitted by MoDona1d Winton (Lot 61, Auditor's Subdivison
No.141, Hennepin County). Motion carried with Mayor McDougall and
Counoilmen Chandler, Cronin, Murfin and Freyermuth all voting aye.
There being no further business meeting adjourned.

The last regular meeting of the Council of the Village of Shorewood was
held at 7.30 *.m. on October 14, 1968, at Minnewashta School. Present
were Mayor McDougall and Councilmen Chandler, Cronin, Freyermuth and Murfin.
Also present were the Village Engineer, Bernie r.a ttelsteadt, and the Village
Attorney, William F. Kelly.
Councilman Cronin moved, seconded by Counoilman Freyermuth, that reading of
the minutes of the regulax meeting held September 23, 1968, and the special
meeting of October 1, 1968, be suspended as copies of the minutes had already
been read by Counoil members. Motion oarried with Mayor McDougall and
Councilmen Chandler, Cronin, Freyermuth and Murfin all voting aye.
A representative from the architeotural firm of Kilstofte andVosejpka
was present, representing Dr. Milton Seifert Sr., regarding building of a
home on Lot 3, Radisson Inn Addition at Christmas Lake. In view of the
fact that a cottage now stands on this lot the request was denied as
the ordinance states only one house may be built on one lot. Council
suggested that the oottage be moved to an adjaoent lot owned by Dr. Seifert,
the cottage torn down or the proposed new house be built on the adjacent
lot.
DW. and ~~s. Frank Fox, owners of Lot 31, Block 117, Parcel 4340, Plat
34331, Hennepin County, requested a waiver to Ordinance No.ll which requires
all lots or tracts to have minimum frontage upon a public street also
division of said property. Councilman Chandler moved, seconded by Mayor
McDougall, that a resolution (No.59 on file) be adopted to this effect.
Motion carried with Mayor McDougall and Councilmen Chandler, Cronin, Murfin
and Freyermuth all voting aye.
Mr. and Mrs. Fox also requested approval to build home which would be part
in Shorewood Village and part in Victoria Village. Motion was made by
Mayor McDougall, seconded by Councilman Murfin, that the building permit be
authorized contingent upon approval of the Building Inspector and the
approval of Village of Victoria. filotion carried with Mayor fiIcDougall and
Councilmen Murfin, Chandler, Cronin and Freyermuth all voting aye.
Mayor McDougall moved, seconded by Councilman Murfin, that Councilman
Chandler be authorized to decide the amount of insurance to be taken out on
Police Officers. Il'Iotion carried with I\iayor Il'IcDougall and Councilmen I4urfin,
Freyermuth and Cronin all voting aye.
Mayor McDougall moved, seconded by Councilman Murfin, that the Mayor and Clerk
be authorized to sign the contract with the firm of Nason, Wehrman, Knight
and Chapman )'aaners for the Village of Shorewood. Motion carried with
Mayor McDougall and Councilmen Murfin, Cronin, Chandler and Freyermuth all
voting aye.

Regular meeting of the Council

held 10/14/68
Councilman Cronin moved, seconded by Councilman Murfin, that all
Village employees must take vacations during calendar year with no
exceptions. Motion carried with Mayor McDougall and Councilmen Murfin,
Cronin, Freyermuth and Chandler all voting aye.
Mayor McDougall moved, seconded by Councilman Cronin, that Chairmen
of Election Judges in Precinct One and Two receive $1.45 per hour,
other judges and counters receive $1.35 per hour. Motion carried with
Mayor McDougall and Councilmen Cronin, Murfin, Freyermuth and Chandler
all voting aye.
Mayor McDougall moved, seconded by Councilman Freyermuth, that 1969
payment to the Southshore Community Council for recreation program of
$1,326.00 be approved. Motion carried with Mayor McDougall and
Councilmen Murfin, Chandler, Freyermuth and Murfin all voting aye.
Mayor McDougall moved, seconded by Councilman Freyermuth, that
Minneapolis Gas Company Permit No. S-275-1968, based on Engineer:s
recommendations, be approved. Motion carried with Mayor McDougall and
Councilmen Murfin, Freyermuth, Chandler and Cronin all voting aye.
Councilman Cronin moved, seconded by Councilman Freyermuth, that Mayor
McDougall be authorized to meet with the Village of Tonka Bay Council
with reference to Shorewood Police patrolling Village of Tonka Bay.
Motion carried with Mayor McDougall and Councilmen Cronin, Freyermuth,
Chandler and Murfin all voting aye.

were Mayor McDougall and Councilmen Chandler, Cronin and Freyermuth.
Also present was~he Village Attorney,William I? Kelly, Absent w.:r-;
Councilman Murfin and the Village Engineer, Bernie Mittelsteadt.
Councilman Preyermuth moved, seconded by Councilman Cronin, that l't:'ading
of the minutes of the regular meeting of October 14, 1968, be suspended
as copies of the minutes had already been read by Council fl1emb{l;I's. Motion
carried with Mayor McDougall and Councilmen Freyermuth, .C~'oninand.

S.H.ARRE PROPERTY Resolution 1~0.60 (on file) ratifying and approving the division of Lot
SH.A:DY ISLAND #33, Shady Island, Hennepin County, owned "by Stanley Harris, into three
lots. Motion carried with Mayor McDougall and Councilmen Freyermuth,
Chandler and Cronin all voting aye.
HORSES _ Following further discussion on the location in which Richard Chant,
RICHA..1ID CHANT I!icLain Road, keeps his horse with reference to his neighbors, Iilr. and
~~s. Crownholm, Mayor McDougall moved, seconded by fiouncilman Cronin,
that the Clerk be authorized to write D~. Chant stating that within 30
(thirty) days the horse has to be moved to the pasture on the other side
of Chant's home and the barn moved to the same location. Motion carried
with Mayor McDougall and Councilmen Cronin, Freyermuth and Chandler all
voting aye.

Mayor McDougall moved, seconded by Councilman Freyermuth, that the
first Council meeting in November be held on November 12 in lieu of
November 11, 1968, as November 11 is a legal holiday. Motion carried
with Mayor McDougall and Councilmen Freyermuth, Cronin and Chandler all
voting aye.
Dr. Milton Seifert Sr., and I~.Dick Vosejpka (architect) were present
with reference to the new home Dr. Seifert wished to erect on Lot No.3,
Radisson Inn Addition, Hennepin County, and on which property he already
has a cottage. F~. Vosejpka showed Council plans of new home showing
how it would be connected to the cottage, therefore becoming one building.
Mayor McDougall moved, seconded by Councilman Freyermuth, that the plans
be approved and also that Dr. Seifert be granted.a variance to the
building ordinance whereby the distance from his garage to the road would
be only five feet. Motion carried with Mayor McDougall and Councilmen
Freyermuth, Cronin and Chandler all voting aye.

held at 7.30 p.m. on November 12, 1968,at Minnewashta School. Present
were lIiayor WlcDougall and Councilman Chandler. lLbsent were Councilmen

Two bids for a new police car were submitted, one from Mason Motor Company
and one from Jordan Ford Inc., in accordance wiwth specifications drawn
up by the 'village. The net price from 1I1ason I:Iotor Company was ~2, 336.00
and the net price from Jordan Ford Inc. was $2,347.51. The bids were
tabled until the Council meeting of November 25, 1968.

Police, twenty-five of these from Greenvlood. Shorevlood police 't",ere working

On the recommendation of the Village Engineer (see letter dated November 25,
1968, on file) r'layor HcDougall moved, seconded by Councilman Freyermuth,
that the Development Bond of Shorewood Terrace be reduced from $20,000 to
$5,200 with the recommendation that the streets in this development be plmicd.

The last regular meeting of the Council of the Village of Shorewood vlas held
on December 9,m 1968, at Hinnewashta School at 7.30 p.m. Present were Nayor
IiicDougc,ll and. Councilmen Chandler, Cronin, and Freyermuth. Also l)resent 1<'lere
the Village il.ttorney ,/iilliam }'. Kell;y, and the Villag-e Engineer, Bernie
Ih tte1steadt. Councilman Hurfin was e;bsent.
C01L~cilman Chendler moved, seconded by Councilman Cronin, that reading of the
minutes of the regular meeting of November 25, 1968, be suspended as copies of
the minutes had alread;y- been read by Council members. Kot ion carried l^li th
C01L~cilmen Freyermuth, Chandler end Cronin all voting eye.
I,ll'. Jack Soderberg, representing Northern states Power Company, rec;:uested
permission to increase the height of the present radio tower from 100 feet
to 140 feet, located on the 1iorthern states Power Company property on County
road No.19 (Lot 5, Auditor's Subdivision No.133, Hennepin County). Councilman
Cronin moved, seconded by Mayor McDougall, that Northern States Power Company
be granted permission to install the necessary footings for th~ 140 foot tovler
