021180 CC Reg Min CITY OF SHOREWOOD REGULAR COUNCIL MEETING February 11, 1980 . M I NUT E S The regular meeting of the Shorewood City Council was called at 7:40 P.M. by Mayor Frazier on February 11, 1980, in the council chambers of the city hall. PLEDGE OF ALLEGIANCE Meeting opened with a Pledge of Allegiance followed by prayer. ROLL CALL Council members present: absent: Others present: Mayor Frazier, Keeler, Haugen and Shaw Naegele Attorney Kelly, Engineer Mittelsteadt APPROVAL OF MINUTES Moved by Frazier, seconded by Haugen, to approve the minutes of the January 28, 1980 meeting. Motion carried unanimously. INDUSTRIAL REVENUE BONDING ORDINANCE - 1st Reading Attorney Kelly suggested that the council review the ordinance for discussion'r"'at the next meeting. Also, recommendation was made to Joe Gorecki to have the applicant submit attachments to the application as specified in item (g), pages 5 and 6 of the ordinance. e GALPIN LAKE DRAINAGE PLAN A meeting of the Cities of Shorewood, Excelsior, Chanhassen and the Minnehaha Creek Watershed D~trict was held February 6, 1980, in regard to the City of Excelsior's request for Shorewood's participation in the petition for storm water improvements to the Minnehaha Creek Watershed District. As indicated in the engineer's report of February 6, 1980, it is felt that this work appears to be of a local nature and that it can be best handled by the City of Excelsior. Frazier moved, Haugen seconded, that Mayor Frazier's letter of Feb. 5, 1980, to the City of Excelsior serve as the council's formal denial of support of the Excelsior petition for storm drainage improvements. Motion carried unanimously. TENNIS COURT - Richard Baker, 5705 Kathleen Court Richard Baker, owner of Lot 2, Block 1, Noelwood Heights, presented his request to construct a tennis court on his property. He received approval to grade the site from the Minnehaha Creek Watershed District, however, potential water problems are cited in the engineer's letter of February 11, 1980, and much discussion of drainage followed in respect to Mr. Richard Thompson's property to the north (R.L.S. 122, Tract F, address 27845 Woodside Road), as well as to the Baker property. Mayor Frazier requested engineer to monitor the III Assessment and make a proposal to the City based on his findings. UPPER LAKE MINNETONKA YACHT CLUB - Dock License RESOLUTION NO. 18-80 Moved by Keeler, seconded by Haugen, to approve the 1980 configuration request for docks. Motion carried on a 3 to 1 vote. Frazier, Keeler, Haugen voted aye; Shaw voted nay. Haugen asked that any future changes in dock configuration be presented to the council prior to submittal to the LMCD. CITIZEN ADVISORY COMMITTEE - Planning Area 5 Moved by Haugen, seconded by Shaw, for the Mayor to respond to January 29 letter from Advisory Committee explaining Shorewood's stand regarding the Task Force issue. Motion carried unanimously. . MINNETONKA MANOR, LOTS 13 and 15, BLOCK 12 RESOLUTION NO. 19-80 At Park Commission Meeting of February 4, 1980, it was decided that these lots are not suited for park property and that sale of these lots is not objectionable. BELL - Additional Services to South Lake Area Motion by Haugen, second by Keeler, for Mayor to put together letter requesting additional services such as call waiting, transferring of calls, and conference calls, be added to the Excelsior exchange for use by the south shore residents. Motion carried on a 3 to 1 vote. Frazier, Keeler, Haugen voted aye; Shaw voted nay. CONTRIBUTION FUND Moved by Keeler, seconded by Haugen, to set up fund for Dennis Johnson and family. Motion carried unanimously. APPROVAL OF CLAIMS AND ADJOURNMENT Moved by Haugen, seconded by Shaw, to approve the following claims for payment and to adjourn.
