CALL TO ORDER
The regular meeting of the Shorewood City Council was called by Mayor
Frazier at 7:35 P.M. on April 28, 1980, in the council chambers.
PLEDGE OF ALLEGIANCE
Meeting opened with the Pledge of Allegiance followed by prayer.
ROLL CALL
Council members present: Mayor Frazier, Keeler, Naegele, Haugen and Shaw.
APPROVAL OF MINUTES
Moved by Shaw, seconded by Haugen, to approve the minutes of April 14
1980 as submitted. Motion carried unanimously.
Moved by Haugen, seconded by SHaw, to approve the April 22, 1980 minutes
as corrected (that first the Park Commission be directed to draw up
the plans for improvements to Manor Park). Motion carried unanimously.
PROPERTY DIVISION: Larson-Balgard Division RESOLUTION NO. 31-80
Smithtown Road and Grant Lorenz Road
Moved by Shaw, seconded by Frazier, to approve the detachment of a
parcel 40,000 sq. ft. or more from the Robert Larson property
(P.I.D. 32-117-23-13-0009) - parts of Lot 88 and 111, Aud. Sub. 133
in accordance with the survey and description submitted, subject to
the division fees in effect in 1978, as recommended by the clerk-
administrator. Motion carried unanimously.
SWIMMING POOL: J. Sutherlin, 27720 Island View Road
Moved by Naegele, seconded by Haugen, to table approval of the building
permit for the swimming pool for J. Sutherlin, 27720 Island View Road
until certain data requested by the engineer is submitted. Motion
carried unanimously.
PERMIT FEES: Well and Sewer
A recommendation was made by the Clerk to raise the rates for the well
permit and the sewer permits to cover the increased costs involve~in
the inspections. Moved by Keeler, seconded by Naegele, to instruct
the attorney to draw up the appropriate ordinances and/or resolutions
setting the fees at $35.00 for well and $100.00 for sewer permits.
On vote, motion carried--Frazier, Keeler, Naegele and Shaw voted aye;
Haugen voted nay.
Athletic Field Agreements
A proposed agreement for use of Shorewood athletic fields was reviewed.
Moved by Haugen, seconded by Keeler, to refer to the Park Commission
for their comments and recommendations to the council. Motion carried
unanimously.

DISCUSSION OF LMCD ORDINANCES
There was considerable discussion as to the or1g1n of the ordinances
adopted by the LMCD and the lack of a vote by the cities when the
appointed director cannot be in attendance. After much further
discussion, Shorewood's director, Naegele, agreed to present the council's
views to the LMCD for their consideration, with the recommendations that:
1) the author of any ordinances adopted by the LMCD be named.
2) a provision should be made for member cities to appoint an
alternate director with voting privileges in the absence
of the appointed director, and that alternate should be an
elected official.
BIDS ON TRACTOR-MOWER
Councilman Keeler submitted literature on a Tractor-Mower that the
Park Department should have for maintenance of the new ball fields.
Moved by Keeler, seconded by Haugen, to prepare specifications for a
tractor-mower and to authorize the advertisement for bids accordingly.
Motion carried unanimously.
BOARD OF REVIEW
Announced the Local Boa~g of Review scheduled forMay 28 at 7:00 P.M.
Discussed the increased\valuationsas of January 2, 1980, that are
evident from the notices sent out by the assessor. Mayor agreed to
review the assessment policies with the assessors prior to the
Board of Review on the 28th.
ORDINANCE ON USE OF PUBLICRIGHT~OF~WAYS
Attorney presented a draft of an ordinance providing for lawful incidental
private use of publicly owned right-of-ways for the council's review.
APPROVAL OF CLAIMS AND ADJOURNMENT
Moved by Shaw, seconded by Haugen, to approve the following claims for
payment from the funds and to adjourn the meeting.

Motion carried unanimously.
