SPECIAL COUNCIL MEETING

A Special Meeting of the Shorewood City Council was called by
Mayor Frazier on July 30, 1980 at 5:35 P.M. at the City Hall.
Present were: Frazier, Keeler, Naegele, Haugen, and Shaw and
Clerk Wiltsey.
A written recommendation from the Park Commission was received
approving the temporary installation of the BMX Racing Track on the
location of the burning site portion of Freeman Park. After further
discussion it was moved by Keeler to allow the track to be built as
recommended by the Park Commission subject to a use agreement to be
4It prepared by Attorney; containing the regulations for use of track
by the organization. Sponsors, adequate insurance, conditions for
termination, and schedules would be contained in the agreement.
Upon vote of the motion there were 4 ayes, 1 abstension (by Shaw).
Motion carried.
Moved by Haugen and seconded by Shaw to adjourn the meeting.
Motion carried unanimously.

MEMO TO MAYOR FRAZIER AND THE SHOREWOOD CITY COUNCIL:
A request has been made by Gary Carl and Jim Heiland to
allow a PMX bike trail at Freeman Park. Races would be held
there and racers from Shorewood as well as others would use it.
Their request is of an urgent nature as development must start
as soon as possible.

Bill Keeler, Gordon Lindstrom, and Don Goettelmart met with
Carl and Heiland at the site; a proposed site is the area past
the left field of the Babe Ruth field and into the present burn-
ing site. The cost of installing and maintaining this track is
to be born by the developers with no cost to the city other than
time and guidance of the engineer and maintenance personell.
They made mention of borrowing some of the city equipment to
develop the track. They understand that the use of this land
is temporary in that the track would have to be moved if future
park plans see a more suitable use for this area. Due to the
rush nature of this request, I have contacted the following Park
Commission members by phone:
Gordon Lindstrom, Conrad Schmid, Bob Nygaard, Roger Stein
and Carol Chapman. I was unable to get Irene Chanin.

All members agreed that this would be an appropriate use of
the land at this time therefore, the Park Commission recommends
the Council approve the use of this land as described above.
Please implement as soon as possible.
Votes for: from Goettelman, Lindstrom, Schmid, Nygaard,
Stein, and Chapman. Absent Chanin.
