M I NUT E S CALL TO ORDER A special meeting of the City Council was called at 7:15 P.M., August 27, 1980, pursuant to Council decision at the regular meet- ing of August 25, 1980. ROLL CALL Present: Mayor Frazier Council - Keeler, Naegele, Haugen, Shaw Clerk Wiltsey PLEDGE OF ALLEGIANCE AND PRAYER REVIEW OF SUBSIDIZED HOUSING Mayor Frazier reviewed the memorandum report from Brad Nielsen, Planner from Northwest Associated Consultants, Inc., relative to the review process for the subsidized development. Council discussed the steps necessary: to establish whether or not Shorewood will provide for subsidized housing. It was then agreed that Shorewood has already established that there will be subsidized housing in Shorewood in their approval of the comprehensive plan (approved by the Planning Commission and the Council). To respond to a question from the public, Councilwoman Haugen brought the Coullcil and residents up to date on the adoption of the compre- hensive plan. She also summarized the meetings held with the ad- joining cities to combine community development block grant funds to locate property within the area for subsidized housing that led to the decision by the Shorewood Council to withdraw from the group and use their community development funds towards rehabilitation of existing Shorewood homes. The four factors considered by the Council under Question #1 - "Is the proposed project acceptable from a general policy perspective?" were (1) housing needs, (2) social aspects, (3) fiscal impact, and (4) philosophical and political implications. The planner's memorandum summarizing the factors was reviewed. Also involved in the discussion were (1) those residents of the area opposed to the project, (2) representatives of the developers, Wayne Field, Attorney Gordon, representative of Banco Mortgage Corporation, and others, and (3) several area residents who hoped to be occupants of subsidized housing. -- . e SPECIAL COUNCIL MEETING -2- AUGUST 27, 1980 The Chairman of the Planning Commission explained their action on the answer to Question #1 - they had no objection to subsidized housing but opposed ,'t::his;i project as submitted. Further concerns and comments from the residents were: (1) (2) (3) {4) (5) (6) subsidized housing should not be centralized in one area - should be scattered additional school costs additional police needed road costs will be increased valuations will go down in surrounding area not against subsidized housing but against the project After much discussion as to the interpretation of the Question #1 in the memo, a motion was made by Frazier to vote on the question as stated in the memo: "Is the proposed project acceptable from a general policy perspective?" Seconded by Keeler. On roll call vote, the vote was a unanimous vote of 5 ayes and no nays. Council recessed for 5 minutes. When Council reconvened, the architect Mundt presented a new plan, dated August 27, 1980. This plan contained an area of 6 single- family homes on about 30,000 square foot lots with access from Yellowstone Trail, the elderly housing in the center, and the family housing on the south end of the development along Highway 7.
