CALL TO ORDER:
The last regular meeting of the Shorewood City Council was called
by the Mayor at 7:35 P.M. on October 27, 1980 in the Council
Chambers.
PLEDGE OF ALLEGIANCE:
Meeting opened with the Pledge of Allegiance and Prayer.
ROLL CALL:
Council members present: Mayor Frazier, Keeler, Naegele, Haugen,
and Shaw.
Staff Present: Engineer Norton, Planner Dave Licht, Attorney Kelly,
and Clerk Wiltsey.

PRESENTATION - METROPOLITAN TRANSIT COMMISSION:
Judith McCourt, special services planner for Metropolitan Transit
Commission, along with Gail Kincannon, area representatives to the
MTC, made a presentation to the Council and gave a status report
of the new Tonkamobile. McCourt explained the services offered
by Tonkamobile and the need for more ridership in order to con-
tinue the service beyond the first year. She also explained the
possibility of assessing each city a certain amount based on popu-
lation if they wish to be included.
APPROVAL OF MINUTES:
Moved by Naegele, seconded by Shaw, to approve the minutes of
October 6th as submitted. Motion carried unanimously.
BUILDING PERMIT ~ CHESTER NORMAN: (23580 Yellowstone Trail)
(P.I.D. No. 34-117-23-32-0006)
Chester Norman appeared before the Council to request approval
of his application for a permit to build a house on the above
described property - off of Yellowstone Trail on the easterly
125 feet of Lots 9 through 12, Block 1, Minnetonka Hills, Second
Addition. Moved by Haugen, seconded by Keeler to table the
permit for further information; such as additional plat survey
plan of the two lots involved showing easement for access to the
vacant parcel, square footage of wetlands involved in both lots.
Motion carried unanimously.

PETITION FOR WATER - 23290 PARK STREET
FEUERSTEIN AND BOLDEN
Bolden and Feuerstein, co-owners of the property at 23290 Park
Street, appeared before the Council to request permission to
extend Shorewood's water line from Excelsior which now serves the
property to the east, to serve their property (Lot 86). Moved
by Haugen, seconded by Keeler, to authorize the engineer to review
and get firm bids outlining all costs to submit to the applicant
for their acceptance or rejection. Motion carried unanimously.
COMPREHENSIVE PLAN (Due October 31, 1980) RESOLUTION NO. 66-80
Council reviewed the Transportation Plan Document of the Comprehen-
sive Plan and agreed upon certain revisions. To comply with the
Land Planning Act and Shorewood's commitment to submit the seven
plans which comprise the Comprehensive Plan, it was moved by
Keeler, seconded by Shaw, to adopt a resolution accepting the
Comprehensive Plan for review and referral to the Metro Council,
and that the following documents be accepted for review only and
subject to possible further revisions to be sent in as they occur:
-the Park Plan document (including the revisions recom-
mended by the Park Commissions)
-the Transportation Plan document (revisions as agreed
upon by the Council), and
-the Capital Improvements document
On roll call vote, the motion carried unanimously.
ENGINEER'S REPORT-AWARD BIDS ON PROJECT 80 LW-l:
Moved by Keeler, seconded by Frazier, to award the contract for
the water main to the Wild Duck 3rd Addition, Project 80 LW-l,
to the low bidder LaTour Construction for $65,474. (total bid
of $75,342 less street restoration of $9,870.) as recommended by
the engineer. On roll call vote, motion carried unanimously.
COMMUNITY DEVELOPMENT CITIZEN COMMITTEE:
Moved by Haugen, seconded by Naegele, to confirm the appointment
of Debbie Kidder as Shorewood's representative to the Planning
Area IV Citizen's Advisory Committee for Urban County Year VII
Funding. Motion carried unanimously.
COMMUNITY SERVICES - SENIOR CITIZEN ADVISORY:
Moved by Frazier, seconded by Haugen, to appoint Joan Schmid, as
Shorewood's representative to the Community Services, Senior
Citizen'S Advisory Committee. Motion carried unanimously.
