The new officers, Hayor John Baird, Councilman Alexander Leonardo,
and Councilman Robert Rascop, had subscribed to their oaths of office
before the City Cl~rk on Friday, January 2, 1981.
CALL TO ORDER:
Mayor Baird called the first meeting of 1981 to order at 7:30 P.M.
on January 5 as a special meeting for the purpose of organizing and
making the nece~sary appointments.
PLEDGE OF ALLEGIANCE AND PRAYER:
Meeting opened with Pledge of Allegiance and a prayer.
ROLL CALL:
Present were Mayor Baird,~ Councilmembers Haugen, Shaw, Leonardo, and
Rascop, and Clerk Wiltsey.
Council reviewed the various committees needed and agreed on the
committee members. Moved by Haugen, seconded by Rascop, to approve
the following appointments and committees:
1. Acting Mayor - Councilwoman Haugen
(Considered rotation with each council member~ serving for
six months)
2. Public Works - Mayor Baird
3. Park and Recreation and Liaison to Park Commission -
Councilman Shaw
4. Liquor Store - Chairman, Haugen
Committee, Leonardo and Wiltsey
5. South Lake Minnetonka Public Safety - Mayor Baird
(Acting Mayor as alternate)
6. City Communications (neighborhood groups) - Councilwoman

7. Planning Commission Liaison - Councilman Leonardo
8. Budget and Finance - Mayor Baird and Clerk Wiltsey
9. Audit Committee - Councilmen Leonardo and Rascop

OTHER APPOINTMENTS: ATTORNEY
Mayor Baird made a motion to appoint Gary Larson of the firm of
Penberthy and Larson, as City Attorney. Seconded by Rascop.
Discussion followed and a letter of proposal from Gary Larson was
read. On a roll call vote, Rascop, Leonardo, and John Baird voted
aye, Shaw and Haugen voted nay. Motion carried.
~ngineer:
Moved by Haugen, seconded by Rascop, to reappoint Orr-Schelen-Mayeron
& Associates as City Engineer. Motion carried unanimously.
Planner:
Moved by Leonardo, seconded by Haugen to appoint Northwest Associated
Consultants as City Planner. Motion carried unanimously.
Representatives to ,Affiliated Organizations:
Moved by Leonardo, seconded by Rascop, to appoint Council representa-
tives to affiliated organizations as follows:
Association of Metropolitan Municipalities and League of
Minnesota Cities - Representative, Jan Haugen
Suburban Rate Authority - Representative, Bob Rascop
Alternate Representative, Al Leonardo
Minnetonka Community Services - Representative, Tad Shaw

Lake Minnetonka Conservation District - Councilman Robert Rascop
Motion carried unanimously.
Bank Deposito!y:
Moved by Mayor Baird, seconded by Haugen, to designate the Minnetonka
State Bank as official depository. Motion carred unanimously.

Newspaper:
Moved by Leonardo, seconded by Haugen, to designate the Lake Minne-
tonka Sun as the official newspaper. Motion carried unanimously.
Planning Commission Appointments:
As recommended by the Mayor, it was moved by Rascop, seconded by
Haugen, to reappoint Janet Leslie and Frank Reese to three~year terms
to expire December 31, 1983, and further to approve the recommenda-
tion of the Planning Commission to appoint Kristi Stover as Chairman
for the year 1981. Motion carried unanimously.
Rascop recommended that the Council consider the appointment of
Richard Spellman of Shady Island to fill the position on the Planning
Commission held by Robert Rascop. Council agreed to table the
appointment until Mr. Spellman can appear before the Council.
Park Commission Appointments:
As recommended by the Mayor, it was moved by Leonardo, seconded by
Haugen, to reappoint Gordon Lindstrom and Conrad Schmid to the Park
Commission, each for three-year terms to expire December 31, 1983,
and further to approve the ~ecommendation of the Park Commission to
reappoint Don Goette1man as Chairman for 1981. Motion carried
unanimously.
Park Commission Secreta~:
Moved by Rascop, seconded by Haugen, to approve the request of the
Park Commission and assign a 3ccrctary to the Park Commission.
Motion carried unanimously.
Planner Proposal Approved:
The Mayor reviewed a proposal received from Northwest Planners on a
retainer of $400.00 a month to cover a monthly Planning Commission
Meeting, as well as spending certain hours in the office.
Moved by Leonardo, seconded by Haugen, to approve the proposal by
Northwest Associated Consultants on a retainer basis, commencing
January 15, to attend the first Planning Commission Meeting of
February, 1981.
I. O. Kragness - 90 Years Old:
Councilwoman Haugen informed the Council that I. O. Kragness, a
resident of Shorewood and an officer of the Minnetonka State Bank,
as well as former Treasurer for Excelsior Township and Shorewood for
50 years will be 90 years old on Friday, the 9th of January, 1981,
and in his honor proposed that Friday be designated "I. O. Kragness
Day" in Shorewood. Council agreed and Haugen was authorized to
draw up the resolution for presentation.
PRAYER:
Council discussed whether or not a prayer should be part of the
Council agenda. Council generally agreed that the Mayor should make
that decision before the next meeting.

STAFF SEATING:
Councilman Leonardo expressed his concern with present policy and
suggested that consideration be given to having the staff seated at
the table rather than with the Council. Council members expressed
neither agreement nor disagreement. No formal action was taken.
Mayor agreed to take it under advisement.

Moved by Haugen, seconded by Rascop~ to adjourn meeting at 10:32 P.M.
