MINUTES
CALL TO ORDER:
The last regular meeting of the Shorewood City Council was called to order by
Mayor Baird on February 9, 1981 at 7:35 P.M. in the Council Chambers.
PlEDGE OF ALLEGIANCE AND PRAYER:
Meeting was opened with the Pledge of Allegiance and Prayer.
ROLL CALL:
Council Present: Mayor Baird, Haugen, Shaw, Leonardo, and Rascop.
Staff present: Attorney Larson, Engineer Norton, and Clerk Wiltsey
APPROVAL OF MINUTES:
Moved by Leonardo, seconded by Rascop, to approve the minutes as written. Motion
carried unanimously.
CIGAREITE LICENSE AMENll1E:NI'TO ORDINANCE NO. T (SECOND READING):
Moved by Haugen, seconded by Shaw, to adopt the amendment to Cigarette Licensing
Ordinance No. 7 as presented. In the discussion that followed, Leonardo suggested
that the first sentence relative to moral character be stricken. After further
discussion, the motion and second were withdrawn in favor of a motion to refer
the ordinance back to the attorney to redraft in accordance with the changes as
agreed upon.
ATTORNEY'S REPORT:
Attorney Larson presented a report on well and water contracts already awarded by
the City and the City's legal responsibilities.
ENGINEER'S REPORT:
Adrised Council that a request had been made by Joe Gorecki to prepare an estimate
of water costs to serve a proposed development ''Meadow Cay" - which development
had been presented to the Planning Corrmission on an informal basis. Council ad-
vised the engineer that they had not approved this assignment; further, that any
cost estimates are premature until a definite plan is proposed and an escrow
deposit is made.
rocK PERMIT - SHOREWOOD YACHT CLUB:
Request was received from Lake Minnetonka Conservation District (lMCD) for approval
of the application for a dock pennit for Shorewood Yacht Club -- calling for
125 slips. After much discussion, Haugen moved, Shaw seconded, to approve the
125 slips in accordance with the court order but to call the attention of the lMCD
of the change in the configuration of the slips which affects Mr. Arvidson's
property rights. On a roll call vote, the motion carried unanimously.
TAX FORFEITED lANDS: RESOLUTION NO. 6-81
Parcels 0011-0012-0017-0022
Moved by Rascop, seconded by Shaw, to adopt a resolution to acquire title to the
four parcels of tax forfeited parcels for the purpose of sanitary sewer (currently
under a permanent easement and travelled as Christmas Lake Point). Motion carried
unanimously.

MATTERS FROM THE FLOOR:
Jay Venero questioned the Council and the Engineer as to the status of the well
being installed by Bergerson-Cas~\7ell. He expressed concern that the contractor
was not qualified to do the work. No action was taken by the Cotnlcil but advised
Venero that an extension of 45 days had been granted at the last meeting.
MAIL BOX CLAIM (STANGL):
Mayor Baird asked for the Cotnlcil' s approval or disapproval on a claim from
Stangl for damages to his mailboxe which he claimed was damaged by the snowplow.

problem at length-;--Cotnlcil agreed that since the post was not damaged the City
cannot be responsible for minor damages when liability cannot be detennined.
Ca1PREHENSlVE PLAN:
Each Cotnlcil member agreed to suhnit their recommendations for changes to the
Comprehensive Policy Plan to the office by Thursday in time for suhnission to
the Planning Conmission' s study meeting on Tuesday, February 17th.

PARK CCM1ISSION:
lhn Goettelman, Gordon Lindstrom, of the Park Corrmission were present. Engelhardt
of Schoell & Madsen was present and explained the proposed Bike Trail along
Minnetonka Boulevard which is being proposed by Deephaven and Greenwood on a
grant from the state. Each city will be responsible for ten per cent of their
share of the cost. If Shorewood joints in, their share would be approximately
$14,446.00. Council approved the concept but no other action was taken subject
to further review of the contract involved.
POLICY ON USE OF CITY HALL:
A proposed policy on the useof City Hall was presented by Haugen. Discussion
followed. Moved by Haugen, seconded by Rascop, to adopt the policy as amended
to include Homeowners Association under Section A and add "all city activities
should have first preference." Motion carried unanimously.
CHANHASSEN RESOLUTION: TURN lANES ON NO.7:
A request was received from Chanhassen for Shorewood's support for a resolution
to the State requesting traffic lane demarcation on State Highway 7. Council
reviewed the plan and referred the matter to the police and then to the Planning
Cornmissionfor their recommendations.
APPROVAL OF CLAIMS AND ADJOURNMENT:
Moved by Haugen, seconded by Mayor Baird to approve the payment of claims covered
by the following checks: _

Liquor Ftnld (00174) Cks #7417 thru 7454 $ 30,765.45
TOTAL............... ~ 75,341.97
