030381 CC SP Min . . . CITY OF SHOREWOOD "SPECIAL" COUNCIL .MEETING TUESDAY, MARCH 3, 1981 CITY IW..L 5755 COUNTRY CLUB ROAD 4:30 P.M. MINUTES CALL TO ORDER: Mayor Baird called the "special" Council Meeting to order at 4: 30 P.M. ROLL CALL: Present: Mayor Jolm Baird, Al Leonardo, Bob Rascop, Jan Haugen, Tad Shaw, Planners Dave Licht and Brad Nielsen, Deputy Clerk Sandy Kennelly COMPREHENSIVE PLAN: Concerns were expressed to Planner Licht as to what i terns are necessary to be written into the Comprehensive Plan in order to sutmit to and be accepted by Metropolitan Council. Is it necessary to complete the Comprehensive Plan prior to establishing the Zoning Ordinance, or could the Zoning Ordinance be completed first and then revise the Comprehensive Plan in accordance with the Zoning Ordinance? What would be the legality of the Comprehensive Plan providing for districts that the Zoning Ordinance did not include? The question of "To what extent does Metro Council really have over us?" was asked. During discussion, Haugen stated that "the Metro Council can implement a Plan of their own" choosing for the City of Shorewood (or any City in the Metro Council Area). If a Plan is not sutmitted or even if a Plan is suhnitted but is not acceptable to Metro, they can implement their own Plan. According to Planner Nielsen, Metro Council has the authority to do so because of the Mandatory Land Planning Act which was passed by the State Legislature. After recorrrnendations by Licht and Nielsen, the Council determined it would be advisable to edit, revise, and complete the Comprehensive Plan prior to estab- lishing the City Zoning Ordinance. Leonardo moved, Rascop seconded, that a special meeting of the Council be held on Saturday, March 7, 1981, 9:30 A.M., in order to discuss and review the Compre- hensive Plan. Motion carried unanimously. Further, the Planning Corrnnission is relieved from any further duties of study and work on the Comprehensive Plan as of this date since they have already spent some four years on it.
