Page 1. of .i MINUTES CALL TO ORDER: The last special meeting of the Shorewood City Council was called to order by Mayor Baird on March 7, 1981 at 9:30 A.M. in the Council Chambers. r, ;t '3 -1J~f ROLL CALL: t,,~y. Council present: Mayor JOM Baird, Jan Haugen, Al Leonardo, Tad Shaw, Robert Rascop. absent: No one absent. COMPREHENSIVE PlAN: -Review, Edit, and Revise Page 5. Baird motioned, Leonardo seconded, to delete the last paragraph; namely, "At present, Shorewood.. .environment." Motion carried unanimously. Page 9. Left as is. Page 11. Replace last paragraph titled Residential Character, starting with ''With reference to cormn..mity...and a variety of housing." Instead, add "With reference to cormn..mity character and function, Shorewood has served, over a long period of time, as a residential community with the tradition of single family homes. The present character repn"'Stnts an iss~ due to some concern as to the economics and desirability of pro- viding additional services." Agreed upon unanimously. Page 12. In the last paragraph under the heading County Road 19/Country Club Road, delete "and Yellowstone Trail east into Excelsior." Page 15. Under Water System, delete "terms of the extremely low density residential developnent and". Page 24.. Under Environmental Objectives, add one more point; namely, e. Preservation of ecological systems-with respect to the lake or the lake areas being the primary natural resource to the area--are to be conserved and protected for future generations. Page 27. Item No.5. Eliminate "efficiently" and insert "properly". Item No.2. Eliminate "The community is to be planned and developed in units or neighborhoods." Replace it with "Community planning and development is to consider the surrounding neighborhoods." Page 28. Item No.9. Delete the whole sentence. Upon vote, Leonardo-aye, Baird-aye, Rascop-aye, Shaw-nay, Haugen-nay. Therefore, the sentence is deleted. Delete the two words: "promoted and". Leave as is. Do ll2i delete. Item No. 13. In Paragraph 5, delete the second sentence that reads "It is mentioned here to emphasize the advantages associated with development of this type and to propose a broader use than that which currently exists in Shorewood." Delete the entire Paragraph 6, starting with "Shorewood's current..." Page 58. ~ Delete Sketch 5, on Page 58. "Concept 5" 4-ayes; I-nay, Haugen. Page 71. Item No.2. Eliminate as is, and replace with the following two sentences: Community Character. Shorewoodls current character is primarily single family residential. Shorewood will strive to maintain its character. Page 71. Item No.3. Retain the first four sentences; however, delete the remainder of the paragraph, starting with "The illustration on..." The reason the latter is deleted is because it is outdated information. 5 ayes to delete. Page 72. and Page 73. All this page is to be deleted, with the exception of the sentences under Item No.5. Therefore, Item No. 5 is to read as follows: , Variety of Housing. Current residential development in Shorewood consists mainly of single family units. Few housing units are available to young singles, newly married couples or the elderly. The land use plan attempts to establish more variety than currently exists in Shorewood. Third Paragraph: It is to read as follows: The Metropolitan Council has projected that Shorewood will have 3,050 households and a population of 9,000 in the year 2000. The land use-based projections are quite a bit higher and tend to support the City's projected population of 12,000 at saturation, with a projected growth at the year 2600 of 7,000 residents. ,I 1"./ . It is felt that Shorewood's current P.U.R.D provisions are somewhat vague and do not effectively accomplish the results the City would like to achieve. Since this is considered to be a valuable tool, especially for Shorewood, it is recommended that this section of the ordinance be reworked and clarified. The issue of planned unit developments which allow mixtures of residential and non- residential uses could be addressed. Pages 102 and 103. On Page 102, under Water System, the first paragraph is to be retained. The rest of the two pages are to be reworked after the water policy issue has been studied. Page 104. The first two paragraphs are to be reworked after the water policy issue has been studied. Page '104. The word "saturation" is to be inserted between the words "a" and "population" in the second to last sentence of the last paragraph on page 104' Page 105. On this ~age, the Planner and/or Engineer are to give us the proper figures/data to substantiate the figures here. Page 106. In the second to last paragraph, "8.8 acres" is to be replaced by "16.1 acres". Also, the last sentence in same paragraph is to read as follows: Clearly, then, Shorewood has parks and recreational areas which now meets its present supply. Page 116. Map on P. 77. Correct the map as follows: Semirural residential (0-1 units per acre) R-l Low density residential (1-2 units per acre) R-2 Low to medium density residential (2-3 units per acre) R-3 Medium density residential (3-6 units per acre) R-4/R-5 Page 116. and Page 117. Page 118. The paragraph on both pages, starting and ending with "Proposed land use...with acre sized lots." is to be deleted. Under District 4, the second paragraph is to be deleted. Page 119. Under District 6, delete the second paragraph, starting and ending with "In keeping...an existing commercial area." (Change zoning map to be updated to show the change in the Pye property) . Under District 7, in the second paragraph, the first three sentences beginning and ending with "Proximity to the...of high traffic volumes" is to be deleted. Page 121. Page 122. Page 122. and Page 12;3. Page l2k. Page 125. Under District 9, in the last paragraph, the last four sentences beginning and ending with "If it were... impacts from traffic." are to deleted. Under District 10, the second and third sentences in the second paragraph are to be deleted, beginning and ending with "The area immediately...for commercial expansion." Under District 11, the middle paragraph beginning and ending with "Proposed land use...via Chaska Road." is to be deleted. Under District 12, delete the second paragraph beginning and ending with "While the overall...has been proposed." Under District 14, in the first paragraph, the second to last sentence is to read: Non-residential uses include Manor Park, and a church between Excelsior Boulevard and Highway 7, and an auto salvage yard in the southwest corner of the District. No changes in the rest of this paragraph. Under District 14, in the second pal'agra. h, the fourth sentence beginning and ending with "The existing City Hall. ..of the community." is to be deleted. Councilman Leonardo requests the Planner to propose a historical zone site classification. Haugen motioned, Rascop seconded, for adjournment at 3:00 P.M. Motion carried unanimously.
