MINUTES
CALL TO ORDER:
The regular meeting of the Shorewocx:l City COl.D1ci1 was called to order by
Mayor Baird on Monday, Jtme 8, 1981 at 7: 35 P.M. in the Cotmci1 Chambers.
PLEDGE OF ALLEGIANCE AND PRAYER:
Meeting opened with the Pledge of Allegiance and Prayer.
ROLL CALL:
Present: Mayor Baird; Haugen, Shaw, Leonardo, and Rascop.
Staff: Attorney Larson, Engineer Norton, Clerk Wiltsey
APPROVAL OF MINUTES:
Moved by Haugen, seconded by Leonardo, to approve the minutes of the Board
of Review Meeting of Jtme 1 as submitted. Motion carried tmanimous1y.
Moved by Shaw, seconded by Rascop, to approve the minutes of the regular
Cotmci1 meeting of Jtme 1, 1981 subject to correction of the vote on the
building pennit variance for Chester Yanik (vote should be 4 ayes, Shaw
abstained) .

ALBITZ ADDITION:
Final plat was submitted for approval. Discussed the possible effect that
the F1ocx:l Plain regulations could have on the bui1dability of the lots as
platted. Moved by Rascop, seconded by Baird, to table the approval tmti1
Jtme 22nd to get the attorney's opinion as to the City's legal responsibility
to issue a building pennit once a lot is platted. Motion carried tmanimous1y.
BUILDINGPERMIT~ACCESSORYBUILDING:
25720 Highway 7
Moved by Shaw, seconded by Haugen, to approve application for a building pennit
to construct a pole barn to replace two older buildings that were destroyed on
the Wagner property, 25720 Highway 7, for the storage of the fanning equipment.
Motion carried tmanimous1y.
ENGINEER'S REPORT:
Engineer presented a report on the cost estimates of a connection to the Tonka
Bay water system to serve as a back-up for each water system. Mayor Baird. plans
on attending the Tonka Bay meeting on Tuesday evening (Jtme 9) to discuss the
matter. Cotmci1 generally agreed that a connection as a back-up is advisable.
CRESCENT BEACH DRAINAGE DITCH:
Engineer reported on the status of the Crescent Beach Drainage Proposal. It
was evident that no appreciable ftmding from other sources is forthcoming. No
action was taken at this time.

MATIERS FROM THE FLOOR:
Gene Clapp asked the COlIDCil how the Medical Center was to be served by water.
Council indicated that it would be served by a private well. Mr. Clapp en-
couraged the Council to make an effort to extend the Badger Field water line
to serve the large projects that are being proposed if feasible. Reutiman
was also present and concurred.
MINNETRISTA SLUDGE SITE:
Acknowledged receipt of' a letter from Gen Olson, Mayor of Minnetrista, asking
the Shorewocx:l COlmci1 to support them by adopting a resolution in opposition
to the proposed Sludge Site in Minnetrista. Council generally agreed that
tmti1 they had more information on its possible adverse impact on Lake
Minnetonka they agreed to withhold support at this time. Mayor Baird agreed
that he would respond to the Mayor of Minnetrista.
COMPREHENSIVE PlAN REVISIONS:
Acknowledged receipt of the revisions to the Comprehensive Plan from the
Planner as agreed upon at the joint meetings of the COtmci1 and the Planning
Corrmission.
A tentative schedule was discussed. The Planning Commission would review
at their study meeting on Jtme 23; Public Hearing by Planning Corrmission on
July 21 with Cotmci1 action thereafter. Mayor Baird agreed to write a letter
to Metro Council of the schedule and request an exten~ion to submit there-
vised plan.

STOP SIGNS AT RAILROAD CROSSINGS:
Acknowledged receipt of a letter from Police Chief Johnson recommending the
removal of certain stop signs at railroad crossings as well as retention of
others. Moved by Shaw, seconded by Rascop, to approve the police recomnenda-
tions on removal of the signs. Motion carried tmanimous1y. .
Further discussed the conditions of the railroad crossings. Agreed that the
railroad should be notified to make the necessary repairs to make them passable.
PlANNING CorvMISSION: Miller Division Proposal
Eureka Road
Cotmc{l discussed the Miller Property division proposal with reference to the
wetlands ordinance and its affects on this property with further reference to
the report relative to the type of vegetation and the three classes of wetlands
in this property. Cotmci1 agreed that the developer's engineer be required to
stake out the three classes of wetlands and to infonn Shorewocx:lthe day that
the stakes will be placed so that the Council and Planning Commission will have
an opportunity to see the staked areas before someone removes the stakes.
MEDICAL CENTER: (Planning Commission)
Preliminary approval had been given by the Planning Corrmission subject to
landscape and drainage plans, and to consideration of the traffic problem at
the site, showing the traffic that can be generated and to furnish a traffic
pattern.

PARK COMMISSION:
BMX Track activities were discussed. Shaw presented a request from Shorewood
BMX Association to allow overnight camping on the site for those coming to
the event from out of town - which had police approval. MJved by Shaw, that
the BMX Association participants be allowed to camp on the site on Saturday:-
the 13th. Motion failed for lack of a second. Pennission not granted.
