MINUTES
CALL TO ORDER:
The regular meeting of the Shorewood City Cotmci1 was called to order by Mayor
Baird on Monday, Jtme 22, 1981 at 7: 30 P.M. in the Cotmci1 Chambers.

The meeting opened with the pledge of allegiance and prayer.
ROLL CALL:
Present: Mayor Baird, Haugen, Shaw, Leonardo, and Rascop.
Staff: Attorney Larson, Engineer Norton, Clerk Wiltsey
APPROVAL OF JUNE 8, 1981 COUNCIL MINUTES:
Moved by Leonardo, seconded by Haugen, to approve the minutes of Jtme 8, 1981
as sutmitted. Motion carried tmanimous1y.

PRESENTATION - WILLIAM SANOO,. METRO COUNCIL AREA REPRESENTATIVE:
William Sando, District 16 representative to the Metropolitan Cotmcil, introduced
himself to the Cotmci1 and briefly versed the Cotmci1 on his duties as he sees
them - that he is responsive to all the cormn.mities but represents Metro Cmmci1.
Discussed the designated MUSA line and its implications. Cotmci1 questioned him on
the large increase in sewer charges which were imposed on Shorewood in 1980. He
indicated he was already aware of Shorewood's concern and would like to arrange
a meeting with the City Engineer and a Waste Control Commission representative
to get both sides of the problem at one time.
NEAR MOUNTAIN DEVElDPMENT:
Mike Pflaum and Peter Pflaum asked for clarification and direction from the
Cotmci1 as to how the Near Motmtain Development will be served by water; whether
private individual wells, cornrm..mity well or wells; privately financed or bonded
by City on special assessment. As indicated by the attorney, a development con...;.
tract cannot be prepared tmti1 the final plan is subnitted.
Developers agreed that a final plan will be sutmitted by Jtme 30 and the Cotmci1
agreed to make a decision on how the development is to be served by water and
how to be financed at the July 13 meeting.
ALBITZ ADDITION:
Attorney advised that the resolution adopted by the Cotmci1 (No. 78-80) in
December 1980 did in fact approve the final plat of A1bitz Addition. To answer
the questions raised by the Cotmci1 at the last meeting as to whether all the
lots are buildable, a plot plan of the addition showing possible location of
houses on the three lots was sutmitted for their review to be filed as part of
the record. At such time as building pennits are applied for, the Engineer will
review the applications for compliance with the wetlands ordinance.

BOULDER BRIDGE - CONSTRUCTION VOUCHERS:
Moved by Rascop, seconded by Shaw, to approve payment of Voucher No.3 to
Mac-In-Erny for $10,431.47 and Voucher No.2 to Widmer Brothers for $75,509.54.

SHOREWOOD PROFESSIONAL/MEDICAL BUILDING:
Ray Jones, developer of the proposed Shorewood Professional Medical Building to
be" located on Lake Linden Drive and Highway 7, reviewed the conditions of the use
pennit as recorrmended by the Planning Corrmission. Indications are that all con-
ditions will be met at the time of the building permit, with the exception of
the traffic problem.
Discussion followed on the merits of a traffic survey. Moved by Shaw, seconded
by Haugen, to request a traffic survey to show the numbers and where they could
come from. Motion carried tmanimous1y.
DIVISION/COMBINATION - KUEMPEL CHIME CLOCK STUDIO:
21175 Minnetonka Bou1devard
Mrs. Audrey McGregor appeared before the Cotmci1 relative to her application for
detachment of Lot 16 and 10 feet of Lot 17 of Block 11, Minnetonka Manor, from
Parcel P.I.D. No. 26-117-23-14-0064 and add to Parcel P.I.D. No. 26-117-23-14-0063
to be used as a buffer between the two parcels.
RESOLUTION NO. 19-81
Moved by Shaw, seconded by Rascop, to adopt a resolution approving the division/
combination with the tmderstanding that the 60 feet of property detached is com-
pletely tmuseab1e except as a buffer; that the 60 feet of land does not become
part of the R/C zone nor can it be used as a separate building lot. Motion
carried tmanimous1y.
OOG PROBLEMS .,... MANOR AREA:
Rose Schmid of Ivy Lane as spokesperson for several residents of the Minnetonka
Manor area appeared before the Cotmci1 to register their deep concern over the
problems they have in the area with packs of dogs endangering the lives of the
children, as well as other dogs who are chained or penned in yards.
They suggested that stiffer fines be levied for violations. After a lengthy
discussion, the Mayor agreed that Shorewood will continue efforts to hire a
commmity service officer through the joint efforts of the cities in the South
Lake Minnetonka Public Safety Department and discuss the whole matter with the
other mayors and police at the meeting of July 8, 1981. When asked by residents
what evidence and infonnation they needed to bring in the offenders, the attorney
agreed to meet with them to advise them of the procedure.
Haugen agreed to work with the administrator and make arrangements for special
patrolling .
WATER SURVEY .;.. QUESTIONNAIRE:
Discussed possible infonnation and questions that should be subnitted for
preparation of an impartial water survey. Haugen and Rascop sutmitted certain
irifonnation and questions that will be forwarded to a political professor at the
Univ-ersity of Minnesota for their infonnation in preparing the survey. The
final survey will be returned to the Cotmci1 for their final approval before
mailing. The engineer did agree that costs of water improvements arrived at in
the 1977 cost estimate could be adjusted to current estimates by use of the ENR
(Engineering News Record) figures.

DRAINAGE - DAN AUSTIN, RUSTIC WAY:
The drainage problem at the Dan Austin property on Rustic Way was discussed
again and the extent of Shorewood IS liability - if any. The City Engineer and
the Mayor will make another inspection of the site.
PARK CCM1ISSION REPORT:
Gary Carl reported on the activities of the Park Corrmission and the Cotmcil
agreed that relative to their minutes of Jtme 15, 1981 - Highway 7 - access to
Freeman Park, Section B - Items 3 and 4, - can be handled by the City, but Items
1, 2, and 5 will need state approval.
RECORDING AND ANSWERING SERVICE:
Cotmcil agreed to the purchase of a recording and answering service for the
office as proposed by Haugen.
