CALL TO ORDER:
The regular meeting of the Shorewood City COlIDCi1 was called to order by Mayor
Baird on Monday, ju1y 27, 1981, at 7:30 P.M. in the Cotmci1 Chambers.
PLEDGE OF ALLEGIANCE AND PRAYER:
The meeting opened with the pledge of allegiance and prayer.
ROLL CALL:
Present: Mayor Baird, Haugen, Shaw, Leonardo, and Rascop.
Staff Present: Attomey Penberthy, Engineer Norton, Clerk Kennelly
APPROVAL OF JULY 13, 1981 COUNCIL MINUTES:
Moved by Shaw, seconded by Leonardo, to approve the minutes of July 13, 1981, as
sul:mitted. Motion carried tmanimous1y.
SET ADDITIONAL COUNCIL MEETING FOR JULY 27, 1981:
Cotmci1 decided to set another meeting immediately following the regular COlIDci1
meeting to decide on the appointment of the new City Administrator.

ADOPTION OF "NO U-TURN"SIGN: RESOLUTION NO.
A request had come before the Cotmci1 previously to adopt a resolution to place
"No U- Tum" signs along Mill Street near the intersection of Mill Street and
Christmas Lane to prevent north botmd traffic from making U-tums and then
enabling them to tum left onto Christmas Lane. Moved by Shaw, seconded by
Rascop. Motion carried tmanimous1y.

METRO COUNCIL - CONTRACT AMENIJ.1ENT: RESOLUTION NO. 28--81
Moved by Haugen, seconded by Shaw, to request funds from the 1980-81 Local Planning
Assistance Grant and authorize Clerk Kennelly to execute the amendment on behalf
of the City COlIDci1. Motion carried tmanin1ous1y.
MAYOR'S REPORT:
==Mayor Baird reported on an infonna1 meeting with property owner Horace Murfin
regarding his property at approximately 19705 State Highway 7. Mr. Murfin inquired
about the current R-1 zoning and. proposed zoning and possible uses of this
property. Mayor Baird indicated the Cotmci1 may consider optional uses to the
R-1 zoning.
==A resolution approving an amendment to Hennepin COtmty Criminal Justice Coordinating
Cotmci1 By Laws was presented to the Cotmci1. The Cotmci1 was to request Chief
Earl Johnson to present more infonnation regarding this resolution at the meeting
of August 10, 1981.
==A request was made by James Caba1ka for a refund of the tmexpended portion of his
sutrnitted division fee, because he has withdrawn his division request. Moved by
Huagen, seconded by Leonardo, to approve the request. Motion carried unanimously.

Mayor's Report. (Continued):
Letter from Govemor Quie requesting the COlIDci1 to appoint a member to a
cormrl.ttee for United Nations Day was read. Haugen will talk to the League of
Women Voters for recommendations for appointment to this coI11I1ittee.
COUNCIL REPORT:
:=::f"vOUI1ci1man Rascop expressed his concems about the 1982 Diseased Tree Removal
Program. He requested legal opinion on the possibility of the use of special
levies to sustain next year's program. Rascop would like to set meeting with
neighborhood to discuss the necessity and the interest to continue this Program.
A request was made to direct a letter to Shade Tree Program stating that the
City Council wishes to continue the Tree Program next year.
PLANNING CXM1ISSION REPORT:
--'Benson reported on the Public Hearing on the Comprehensive Plan Revisions.
Some small changes were made in District 2. Leonardo expressed objection to
collector street designations of COtmtry Club Road/Yellowstone Trail/Lake Linden
Drive. Leonardo requested a City ,vide plan be sutrnitted with road designations
defined.
==Park CoI11I1ission made a request to have the City Planner attend a Park Corrmission
meeting to review the Freeman Park Concept Plan.

ENGINEER'S REPORT:
-'The updated water cost letter of June 30th discussion to be tabled tmti1 copies
and study of the 1977 Water Report are reviewed by the Cotmci1.
=CRESCENT BFACH DRAINAGE DISCUSSION:
Mayor and Cotmci1 directed Engineer Norton to discontinue any further study to
correct the drainage problem at Crescent Beach.
=COUNI'RY CLUB. ROAD IMPROVEMENT: RESOLUTION NO. 29-81
Preliminary specifications were presented by Engineer Norton for road over-lay
improvement to COtmtry Club Road. Norton indicated that funds for this improve-
ment may be available from the County State Aid Fund.
Moved by Haugen, seconded by Shaw, to approve specifications and authorize the
advertisement of bids. Bid opening is to be scheduled for 10:00 A.M., Monday,
August 10, 1981, at City Hall. Motion carried 4-1. (Leonardo-nay)
ATTORNEY'S REPORTS: RESOLUTION NO. 30-81
The first reading of the Ordinance to amend Ordinance No. 53 was reviewed. This
Ordinance will establish a parking time limit on City streets that does not
currently exist. The second reading is set for the August 10th Cotmci1 meeting.
Moved by Haugen, seconded by Shaw, to approve the first reading. MOtion carried

. SOUTH SHORE CABLE ADVISORY COMMITTEE:
A letter was subnitted by Sandra Bnmton, Chairperson, requesting Council's
support to make residents aware of the importance of the CoI11I1ittee and the interest
of the Corrmittee to have input subnitted by the residents.
FINANCIAL STATEMENT REVIEW THROUGH JUNE 1981:
On August 24th there will be a reviewal of the Financial Statement and the Council
has requested that someone be there to answer questions.

Moved by Haugen, seconded by Rascop, to approve the claims for payment as follows
and to be followed by adjournment at 9:52 P.M. Motion carried unanimously.
