CALL TO ORDER:
A special meeting of the Shorewood City Council was called to order by Acting
Mayor Rascop at 5:20 P.M. on Wednesday, September 2, 1981, in the Council Chambers
to consider appointment of a Mayor to fill the vacancy in that office due to the
recent death of John Baird.
PLEJX;E OF ALlEGIANCE AND PRAYER:
The meeting opened with the pledge of allegiance and a prayer.
ROLL CALL:
Present: Acting Mayor Rascop, Counci 1 Members Haugen, Shaw, and Leonardo.
Staff: Attorney Larson and Wiltsey
A memo was received from the Attorney referring to the statutes governing the
appointment.
Council agreed that first consideration for the appointment should be given a
member of the existing Council.
Shaw then nominated Bob Rascop. Motion died for lack of a second. In further
discussion, Leonardo expressed his desire that whomever is appointed should
continue the philosophy of John Baird who was elected.
Rascop then nominated Jan Haugen. Motion died for lack of a second.

Corrments from audience:
-Michael Pierro feels the nominee should be someone with previous experience.
-Steve Frazier feels the nominee should come from the existing Council.
Councilman Leonardo then nominated Bob Rascop, seconded by Shaw. On roll call
vote: Leonardo-aye, Shaw-aye, Haugen-nay.
Haugen then questioned the attorney: "Can this vote be considered a tie vote?
Attorney did not wish to given an opinion without having the statutes for reference.
Council agreed to recess at 6 P.M. to enable the attorney to refer to the statutes.
Council reconvened at 6: 18 P.M. Attorney gave an oral opinion that since the
nominee is not eligible to vote, there are only 3 members eligible to vote, thereby
a quorum of the eligible voters is two.
Moved by Haugen, seconded by Shaw, to get the opinion in writing, since it conflicts
with the written memo. Motion carried on a 4 to 0 vote.
Moved to adjourn meeting at 6:30 P.M. until 5:00 P.M. on Thursday, September 3, 1981.
Motion carried 4-0.
