CALL TO ORDER:
The special meeting of the Shorewood City Council was called to order
by Mayor Rascop at 5:30 P.M. on Monday, August 30, 1982 in the Council
Chambers.

Mr. Chris Donaldson of the Minn. Cable Communication Board
Mrs. Sandy Brunton, Shorewood representative to the Cable
Commission.

POLICE CONTRACT:
Mayor Froberg appeared before the Shorewood City Council to respond
to questions concerning the Public Service Officer's (PSO) position
as defined in the 1983/1988 Police Joint Powers Agreement.
Mayor Froberg explained that the PSO position would be funded by
contributions from each city in the same amount as each city is
presently paying for Municipal and Private Services Incorporated (MAPSI).
If a member city wishes to contribute more than that amount, they may
do so at their own discretion. If one city does not contribute to the
position, the position does not exist.
Leonardo moved, seconded by Gagne, to approve the new Joint Powers
Contract. Motion carried.
CABLE COMMUNICATIONS:
The City Council, Attorney Larson, Sandy Brunton, and Chris Donaldson
discussed at length the proposed Joint Powers Agreement establishing
the Lake Minnetonka Cable Communications Commission.
Councilman Leonardo expressed four major concerns that he has with the
present Joint Powers Agreement. They are:
1] That the yearly expenditures of the Commission should not
exceed the Franchise Fees collected annually by the Commission.
2] That the Commission's start-up budget should have a cap, and
that cap should be equal to the sum of the initial contribu-
tion of the member cities.
3] That the Commission should not have to travel out-of-state to
investigate the operations of other cable systems.
4] That the Franchise Fees collected by the Commission should
first be used to repay the initiation costs of the member cities.

Councilman Leonardo moved, Haugen seconded, to accept the Joint Powers
Agreement only if the other member cities agreed to changes in the a~ree-
ment that stipulated the four concerns expressed. These contract st1pU-
lations would be outlined to the other member cities in letter form.

Ayes - Leonardo, Haugen,
Nayes - Mayor Rascop, Shaw, and Gagne
Motion Denied
Councilman Gagne moved, seconded by Mayor Rascop, to accept the Joint
Powers Agreement as is, with a letter to the other member cities ask-
ing them to consider the four items of concern expressed by councilman
Leonardo.

Ayes - Mayor Rascop, Councilman Gagne
Nayes - Haugen, Shaw and Leonardo
Motion Denied
Councilman Leonardo moved, seconded by Haugen, a restatement of the first
motion, with the additional request that the Cable Communication Advisory
Committee grant an extension of the time for signing the Joint Powers
Agreement, until all member cities can respond to the four concerns stated.

Councilmember Haugen moved, seconded by Shaw, to approve the Joint Powers
Agreement by amending the contract to stipulate the four concerns stated
by Councilmember Leonardo. A cover letter outlining our decision and ask-
ing the other member communities to accept them will be sent to each mem-
ber community with a revised copy of the contract.
Roll call vote: Ayes - Mayor Rascop, Haugen, Shaw, and Leonardo
Nayes - None
Abstain - Gagne
Motion carried.
EMPLOYEE RELATIONSHIP POLICY/POSITION CLASSIFICATION AND COMPENSATION:>PLAN
Mayor Rascop moved, seconded by Haugen, to approve the Policy with minor
changes as outlined by Administrator Uhrhammer.
Motion carried unanimously.
ADJOURNMENT:
Moved by Haugen, seconded by Rascop, to adjourn the meeting at 10:15 P.M.
Motion carried unanimously.
