M I NUT E S CALL TO ORDER The Special Meeting of the Shorewood City Council was called to order at 7:30 P.M. on Tuesday, January 27, 1987 in the Council Chambers. ROLL CALL Present: Mayor Rascop, Counci1members Haugen, Stover, Gagne and Brance1. Staff Administrator Vogt PLANNING COMMISSION INTERVIEWS . The City Council began the interview process at 7:31 P.M. to fill a vacancy on the Planning Commission left by the resignation of Frank Reese. The first person to interview was Mr. John Annin. Mr. Annin lives at 20885 Radisson Inn Road. Mr. Annin expressed a general interest in the community as his reasoning for desiring appointment to the Planning Commission. The City Counci1members asked Mr. Annin several questions relative to the position. Mr. Annin felt his engineering background would be beneficial. The applicant also had the opportunity to ask questions regarding the position. The interview ended at 7:50 P.M. Ms. Elizabeth (Betsy) Robertson of 19580 Shady Hills Road was next to in- terview before the Council. Ms. Robertson expressed an overall interest in the City as her basis for seeking appointment to the Planning Commission. The City Counci1members asked several questions relative to the position. The applicant also asked questions regarding the position. Ms. Robertson indicated that she may use the appointment to the Planning Commission as the background necessary to run for a Council position in the future. The interview ended at 8:30 P.H. The last applicant to interview for the Planning Commission position was Mr. Bob Nicol of 19375 Vine Ridge Road. Mr. Nicol indicated that he has participated in Governmental Operations in other cities that he has lived in. He stated that he would like to continue this participation in Shorewood. The Council asked the applicant several questions relative to the position. Mr. Nicol was able to ask the Council questions regarding the appointment. The interview ended at 9:05 P.M. Additional discussion relative to the Planning Commission appointment took place later in the meeting. ADMINISTRATORS REPORT . Wedgewood Drive Administrator Vogt reported that Mr. Jim Dutcher, owner of the property along Wedgewood Drive east of Mallard Lane, has called to inquire as to who would be repairing Wedgewood Drive during the upcoming construction season. A previous agreement with Mr. Dutcher which stated that he would perform and pay for the work with the City repaying Mr. Dutcher for the cost of the work if it held up for a set period of time was discussed. Mr. Dutcher feels that this agreement is no longer valid and that the agreement was never signed. After short discussion, the Council directed Administrator Vogt to contact Mr. Dutcher and state that the City will place this roadway on the list of 1987 roadways to be repaired. Bache Issue A letter was received by the City from the Hennepin County Attorney regarding the Bache (Lloyd and Lenora) matter which has been going on for the past several years. The County Attorney could see no reason to prosecute anyone in this matter. Administrator Vogt indicated that the letter directs the Bache's to bring the issue up with the municipality if further action is desired. Since the City has looked into this matter with several Attorneys and a municipal court judge, the Council indicated that they would welcome Mr. and Mrs. Bache to a Council Heeting contingent upon them bringing new information regarding this matter. 1986 Wage Rates Administrator Vogt indicated that Auditor Maiser needs action by the City Council approving the wage rates paid to City employees for 1986. Administrator Vogt went over the rates paid to each employee as of December 31, 1986. General discussion of wage rates paid to City employees and method of setting such rates took place. A compilation of the rates is attached to these minutes and made a part hereof. Stover moved, seconded by Gagne, to approve the 1986 employee wage rates as submitted and attached hereto. Motion carried - 5 ayes. General Wage-Setting Method Discussion Administrator Vogt stated that over the past 2~ years he has been with the City, the method of how to establish rates has been discussed at various times. He stated that a basic understanding of the establishment of wage items such as midpoint to the Stanton Report and pay ranges has been indicated but has never been formally acted upon by the Council. Vogt indicated that he is of the understanding that it is the intent of the City to get new employees near the Stanton midpoint in 3 to 5 years pending satisfactory job performance. The Council agreed with the Administrator's understanding. Rescop moved, seconded by Gagne, to formally enact the policy relative to the Stanton Midpoint in 3 to 5 years as indicated above. Motion carried - 5 ayes. Administrator Vogt then reviewed the proposed employee wage rates for 1987. Vogt indicated that he is using a pay range for raises between 3 and 4.5%. This was formulated by using the wage rate paid on 12/31/86 times 4%. This is then the total amount of dollars which are to be distributed to the employees. The City Council agreed with this general way of establishing rates for employee wages. Formal adoption of the 1987 rates will come back before the Council prior to year end. However, general agreement with the 1987 rates as presented was indicated. Relative to 1987 wage rates, Administrator Vogt indicated that City Clerk Kennelly was not in agreement with the amount of rate increase being proposed. It was stated that Ms. Kennelly has met with the Administrator, with Staff Liaison Stover and the Administrator, and now wishes to meet with the Council. The Council discussed the wage rate being paid and that being proposed. Discussion also took place relative to the position itself. The Council expressed support for the way in which this matter has been handled to date and offered an invitation for Clerk Kennelly to appear before the Council to discuss this matter further. . -2- . . . SPECIAL COUNCIL MEETING TUESDAY, JANUARY 27, 1987 page three PLANNING COMMISSION APPOINTMENT Mayor Rascop initiated discussion regarding the Planning Commission appointment. In an effort to continue to appoint based upon geographic residential location of each Commissioner, Mr. John Annin was dropped from consideration due to the fact that he lives near Christmas Lake and that there is already a Commissioner from this area. Gagne moved to appoint Mr. Bob Nicol to a 3-year term on the Planning Commission. Stover seconded for discussion. Gagne indicated that prior experience and back- ground of Mr. Nicol which will be necessary for the future growth of Shorewood is the basis for making this motion. Although other members of the Council agreed that he does have prior experience, concern was expressed with a statement that Mr. Nicol made during his interview. During the interview, Mr. Nicol stated that if the Council went against a recommendation of the Planning Commission, he would be inclined to debate the Council as to why the recommendation was not agreed to by the Council. Several Councilmembers feared that his might not be in the best interests of the City for this to occur at a Council meeting. The Council then proceeded to discuss the interview which took place with Betsy Robertson. Members Stover and Brancel indicated that they know Ms. Robertson and feel that she could fit in with the mix of individuals on the Commission and would take a stand based on her beliefs. Based on this discussion, Gagne withdrew his motion to appoint Mr. Nicol. Stover withdrew her second. Brancel moved, Haugen seconded, to appoint Elizabeth (Betsy) Robertson to a 3-year term on the Planning Commission. Motion carried - 5 ayes. Council directed a letter to be sent to applicants in- forming them of the Council's decision. COUNCIL SCHEDULES Mayor Rascop indicated that he will not be able to attend the Council meeting of March 9. Member Stover indicated that she will not be able to attend the meeting of February 9.
