M I RUT E S CALL TO ORDER Shorewood City Council convened as the Shorewood Board of Review at 7:30 p.m. on May 28, 1987, in the Council Chambers to review the assessed valuation placed on real estate property in Shorewood. ROLL CALL Present: Mayor Rascop, Councilmembers Gagne, Haugen, Brancel, and Stover. Staff Administrator Vogt, Clerk Kennelly, City Assessors Rolf Erickson, Dave Wilde, Rita Guderian and Hennepin County Assessor Kermit Benson. REQUEST The following property owners came before the Council for review of their assessed valuation. . Edith Jenks 26175 Wild Rose Lane Mrs. Jenks opposed the stated that the home cannot be div1ded due to 32-117-23-13-0019 9% increase over last years valuation. She was built in 1890 and was a 3 acre lot that the topography. Haugen $177,100 - 5 ayes. moved, seconded by Gagne, to reduce the valuation from to $170,700 (Land $42,900 - Bldg - $127,800) Motion carried Horton & Bernice Brooks 35-117-23-13-0029 21195 Radisson Inn Road Mr. Brooks came to the Board of Review to dispute his 10% increase in valuation. He feels the valuation of his property has decreased due to the public access. He has people using his dock, added noise from people and dogs, noisy boats and loss of privacy. Rascop moved to reduce the valuation to $145,000 from $159,500 Motion withdrawn for lack of second. Haugen moved, seconded by Gagne, to reduce the valuation from $159,500 to $150,800 (Land $86,300 - Bldg $64,500) Motion carried - 5 ayes. . -1- Minutes May 28, 1987 page two REQUESTS - cont. . R.W. Reutiman 5915 Galpin Lake Road - Homestead 34-117-23-41-0022 23365 Yellowstone Trail - Rental 34-117-23-32-0002 Mr. Reutiman questioned the increase in his valuation of his homesteaded property from $122,000 in 1986 to $130,900 in 1987. He asked if all lots increase at the same percentage. Assessor Erickson reviewed this area and felt the increase was justified due to valuation and market prices. Reutiman was not opposed to the valuation. Council took no action on this request. He opposed an 11.5% increase on his rental property at 23365 Yellowstone Trail. He stated that he had an "option to buy" signed February 5, 1985 for $80,500.00 that can be executed within 5 years. Haugen moved, seconded by Gagne, to reduce the 1987 valuation from $90,700 to $85,900 (Land - $39,800 - Bldg - $46,100) Motion carried - 4 ayes - 1 nay (Rascop) . Minnetonka Country Club 24575 Smithtown Road 33-117-23-31-0004 33-117-23-31-0002 33-117-23-24-0013 33-117-23-32-0014 Mr. Witrak was present to request a reduction in valuation. The new valuation for 1987 is $1,500,400 that a 97.8% increase over the $758,600 for 1986. Assessor Erickson presented golf course ratings. He stated that the County Attorneys office created the "open space laws" to be directed by the County Assessors. Mr. Witrak stated that the Country Club would have to close if the valuation was raised to the proposed rate. Stover moved, seconded by Rascop, to keep the valuation the same rate as last year ($758,600). Stover withdrew her motion, second accepted. Haugen moved, seconded by Gagne, amended the valuation to $789,000 (Land - $272,000 - Bldg - $517,000) Motion carried - 5 ayes. COUNCIL BREAK 9:04 - 9:10 John Moore 22340 Bracketts Road 32-117-23-32-0025 Mr. Moore was not present to request a valuation reduction, he wanted to obtain information on subdividing his property and the effects it would have on the valuation of the new lots and the house and lot. Erickson could not give him that information until he is presented with a tentative plan. . -2- Minutes May 28, 1987 page three . REOUESTS - cont. William J. Wintheiser 850 3rd Avenue 35-117-23-13-0012 Mr. Wintheiser was not present, Assessor Wilde reported that he has recommended a reduction in valuation due to a recent sale and poor repair of the structure. Haugen moved, seconded by Brancel, to accept the Assessors recommendation to reduce the valuation from $69,900 to $62,000 (Land - $26,000 - Bldg - $36,000) Motion carried - 5 ayes. Janet Cradit 6040 Brand Circle Mrs. Cradit asked why valuations in the four comparables and felt the differences. 35-117-23-43-0008 there was a great deal of variation in the houses on her cul-de-sac. Erickson did valuations were justified due to size Mrs. Cradit stated that she has been told her valuation will go down 10% to 15% Christmas Lake Road, by cutting them Christmas lake area to Highway 7 as access by a real estate agent that due to the cul-de-sacing of off from driving thru the to their homes. Council took no action in reduction of valuation. They did recommend that if the sale of the home reflected a lower valuation, than she should return at that time for an abatement. . Roger Leak 5870 Minnetonka Drive 32-117-23-21-0004 Mr. Leak stated that the new valuation of $100,500 was higher than the estimated sale price set by real estate agents. Assessor Gunderian was contacted and reduced the valuation to $96,200. Council took no further action to reduce the valuation further was taken. Mary Lopez 26625 Edgewood Road 32-117-23-21-0004 Mrs. Lopez was present to oppose her increase in valuation from $89,800 to $98,900. She stated that the house was built in 1877, has little insulation, and two third basement of Boulders and cement. Stover moved, seconded by Gagne, to reduce the valuation from $98,900 to $93,400 (Land - $28,900 - Bldg - $64,500) Moti/n carried - 5 ayes. . Robert Rascop 4560 Enchanted Point 30-117-23-33-0034 Mayor Rascop stepped down from the Board of Reveiw to inquire about reductions in valuation due to the use of the pour-in from insulation. Erickson indicated that he would need additional information to determine if his insulation would qualify for the 9% evaluation. Rascop filed his complaint with the local Board of Review. Haugen directed him to continue the County Board of Review ADJOURNMENT OF THE LOCAL BOARD OF REVIEW Stover moved, seconded by Gagne, to adjourn the Local Board of Review at 10:05 p.m., Thursday, May 28, 1987. BRENTRIDGE RECONSIDERATION A request has been received from Dave Johnson, the new developer on the Brentridge subdivision. Rascop to the ayes. moved, seconded by Haugen, to reconsider and refer Mr. Johnson Planning Commission on June 16, 1987. Motion carried - 5 ADJOURNMENT Haugen moved, seconded by Session and action meeting Motion carried - 5 ayes.
