CALL TO ORDER
The Special Meeting of the Shorewood City Council was called to order
at 8:15 p.m., Thursday, August 13, 1987, in the Council Chambers by
Acting Mayor Haugen.
ROLL CALL
Present: Mayor Rascop (arrlved at 8:20 p.m.) Acting Mayor Haugen,
Councilmembers Stover, Gagne and Brancel.

(Prior to the meeting being called to order upon the arrival of
Acting Mayor Haugen at 8:15 p.m., Administrator Vogt updated the
members present (Stover, Gagne and Brancel) on the sale of the house
at 5795 Country Club Road. Joanne Carroll of Echo Road was present
to inquire if the Council planned to discuss the house at this
meeting. Administrator Vogt indicated that only a status report
would be made as to the prospects of selling the house. It was
stated that the house remains for sale. Ms. Carroll indicated that
the sign was down. It was later found that the sign was lying in the
grass next to Echo Road. The sign was put back up along Country Club
Road.)
PERFORMANCE APPRAISAL
The Performance Appraisal of City Administrator Vogt took place. The
appraisal covered the performance of the Administrator over the past
year. The anniversary date of employment is July 9.
PUBLIC WORKS DISCUSSION
Administrator Vogt discussed the possibility of hiring an additional
person in the Public Works Department. With such a hiring, Public
Works Director Zdrazil would stay in his position with the City.
Motion by Gagne, seconded by Stover, to hire an additional person in
the Public Works Department to be included in the 1988 Budget with
the provision that this item will not be cut. It was discussed that
the final provision of a guarantee not to cut may not be able to be
adhered to during the Budget process. The provision may be too
restrictive. The motion and second were withdrawn. Member Brancel
suggested that the person be hired December 1, 1987, thereby being
available for snowplowing at the beginning of the snow season and
will also insure inclusion in the 1988 budget. Motion was made by
Gagne, seconded by Stover, to hire an additional person in the Public
Works Department by December 1, 1987. Motion carried - 3 ayes, 2
nays (Rascop and Haugen). It was noted that since a majority of the
Council favored the hiring that the Full Council would support the
decision.
