MINUTES
CALL TO ORDER
The Special Council meeting to review resumes for the Adminis-
trators position was called to order by Mayor Haugen at 7:30 P.M.
on Monday, January 30, 1989 in the Council Chambers.
ROLL CALL
Present: Mayor Haugen and Councilmembers Stover, Gagne,
Brancel and Watten.
Staff: Acting Administrator/Clerk Kennelly.
RESUME REVIEW

Clerk Kennelly submitted a report detailing a method to review
resumes that the Council has not used in past hiring. This
method would use a committee of Administrators/Managers in the
area to narrow down the resumes. They would then interview the
remaining applicants then offer a specified number of applicants
to the Council for their final interview and hire.
Council discussed the use of a "head hunter" commenting on Jim
Brimeyer from Sather and Associates. Watten felt that the resumes
should be reviewed. Council went through the 37 resumes and re-
duced them to 14 after considering the experience and education.
Gagne asked if the Council would be able to make a final selection.
Stover supports a hiring of a professional search firm with the
knowledge of hiring and negotiating of contracts and wages.
Stover moved, seconded by Gagne for discussion to hire Jim
Brimeyer to search for an Administrator. Brancel offered an amend-
ment to exclude the current resumes from Brimeyer's search. Motion
carried-3 ayes to 2 nays (Brancel and Haugen). Brancel would
like the resumes considered in Brimeyer's search with some con-
sideration for pay differential.
Clerk Kennelly recommended that the Council select four or five
applicants and she would set interviews for this week, and if the
Council was not satisfied with the applicants, Brimeyer could be
hired by next week. Managers have already reviewed the applica-
tions and have made their recommendations to the Council.

Council directed Mayor Haugen to negotiate with Mr. Brimeyer for
a contract price.

INTERIM ADMINISTRATOR SALARY
Clerk Kennelly submitted a report on methods of salary increases
used by other Cities during the interim administration.
Gagne moved, seconded by Stover to approve a 25% of Administrators
salaries to be split 15% for Clerk Kennelly ($480.00) and 10% for
Planner Nielsen ($320.00). Motion carried - 5 ayes.
AUTHORIZE PLAQUE FOR DAN VOGT
Brancel moved, seconded by Gagne to approve the purchase of a
plaque for Dan Vogt in appreciation for his service to the City.
Motion carried-5 ayes.
COUNCIL REPORT
Council directed the relQcation of staff table for better location
of camera for cable televising.
Mayor Haugen would like problems within the Council clarified prior
to meetings. Brancel feel that any problem should be addressed
at public meetings with all information given at that time.

Brancel moved, seconded by Gagne to adjourn the special meeting
at 9:45 P.M., Monday, January 30, 1989. Motion carried - 5 ayes.
