APRIL 15. 1991 COUNCIL CHAMBERS 5755 COUNTRY CLUB ROAD PAGE 1 M I NUT E S CALL TO ORDER Mayor Brancel called the meeting to order at 7:30 P.M. ROLL CALL Present: Mayor Brancel, Councilmembers Gagne, Stover, and Daugherty, City Attorney Froberg, Hennepin County Assessors, Kerm Benson, Rolf Erickson. Mayor Brancel told the audience that the Council will listen to their concerns and return on May 1st with their decision. Rolf Erickson, Hennepin County Assessor said he was sorry the office could not return individual calls. He explained that the Assessor's office deals with the market value of property and applies the tax throughout Hennepin County. The assessed value is not at 80% but as close to market value as possible. . BO WITRAK - MINNETONKA COUNTRY CLUB . PID NO. 33-117-23-31-0002/04/13/14 Witrak said he will be taking his concerns to the Tax Court along with many other Country Clubs. Councilmember Stover asked him if anything had changed since last year. Witrak said there have been many economic changes. LINDY AAGARD -5640 HARDING PID NO. 33-117-23-23-37 Aagaard said he will be attending the Tax Court meeting. MAUD WADSWORTH - 5640 HOWARD'S POINT ROAD PID NO. 31-117-23-11-0005 Wadsworth said the value of her property has increased $7000 from 1990 to 1991. She said there have been no improvements to the house and it cannot be built on because it is a summer cabin. There is 71 ft. of shoreline which is polluted by the adjacent marina. She also said there is a private easement on the property which is being used as a public access by sn~wmobilers in the winter. She said all of these factors affect her property value. She does not feel the property should be valued at it's current value. Wadsworth said she only has Social Security and 33% of her income is spent on taxes. Erickson said he would look into it. 1 . . . Councilmember Gagne said the City should install poles at the access point to deter access. JOHN NELSON - 22640 GALPIN LAKE Mr. Nelson was represented by his daughter-in-law Shirley Nelson. Mrs. Nelson invited the Council to view the property. She said the property was appraised at $99,000 one year ago by a private appraiser. The county is assessing the property at $124,000. She said the property is not worth that amount; it was built in 1948 and has not been updated. LARRY BUESGENS - 20090 EXCELSIOR BLVD. PID NO. 25-117-23-31-0006/07 Buesgens asked the assessors to look at his house and adjoining vacant lots. He said the house is directly across from the proposed strip mall on HwY. 7 and he said he does not think the property is assessed correctly. DWAYNE WACHHOLZ - 27995 BOULDER CIRCLE - PID NO. 31-117-23-34-0024 Wachholz said he assessment does not reflect a homestead credit and no document was mailed to him. Erickson said he must first obtain a homestead application and then the County will do an abatement. Wachholz said there was an $83,667 tax base over the total construction cost and no one ever looked at the home to access it. JOHN MOORE - 22340 BRACKETTS ROAD - PID NO. 35-117-23-32-0037 PID NO. 35-117-23-33-0032 Moore said he thought the homestead guidelines assessed property according to adjacent property of the same size and value. He said his neighbor's house sold for $140,000 and resold for $175,000. He said he thinks his house is 10% larger and should be valued at $212,000 but is valued at 216,000. He would like a reduction in the value. Moore also said his lot has increased $400 when Realtors have told him the housing prices have stayed the same. S. E. SANDERS - 20450 KNIGHTSBRIDGE - PID NO. 25-117-23-32-0039 Sanders said he purchased his house in August 1990 for $135,000 after it was on the market for 4 months. He said Twin City Federal appraised the house at $145,000. The County has assessed it at $164,600. Gagne said the Council no longer makes these decisions immediately. Erickson said he would look at the property. ERWIN SIDER - 448 LAFAYETTE AVE. - PID NO. 34-117-23-21-0027 Mrs. Sider explained that the value of her house increased $10,000. The house has no basement and was an old Quonset hut without a lot of improvements. She asked Erickson to look into the matter. He said he would. EDWIN BOLTMAN - 5710 GRANT LORENZ - PID NO. 32-117-23-13-0028 Boltman said there was a $10,000 increase in 1991. He asked how this was arrived at. He said there have been no improvements. Erickson said the value is determined by the opinion of the appraiser based on the size and quality of the house and similar property sales in the area. He said the current property taxes are based on values as of Oct. 1, 1989 to Sept. 30 1990. He said he would call Mr. Boltman. HERB HENDERSON - 5700 STAR LANE - 33-117-23-24-0017 . Henderson said there is property behind him that is unsightly and has deteriorated. He said the value of his property is lowered because of his proximity to this unsightly property. Erickson said he would check into it. MOONYEEN BONGAARDS- 25360 BIRCH BLUFF ROAD - PID NO. 28-117-23-33-0028 Bongaards said her property value is up 18% or $40,000. Erickson said he would investigate. MOLLY BURNS - 26170 BIRCH BLUFF ROAD - Burns requested a reassessment. She said her value is up 9%. Erickson said he would call. DENISE BRILL - 5960 GALPIN LAKE ROAD - PID NO. 34-117-23-42-0019 Brill said her house was valued at $54,100 in 1984, $65,000 in 1988 and $74,400 in 1991. She said she would have a hard time selling the house at $74,400. Brill said she would like to have the property reassessed. Erickson said he would call. CHERYL OLANDER - 5735 KATHLEEN COURT - PID NO. 31-117-23-13-0022 . Erickson said he would contact her. He explained that the tax formula is set by the State. He said his office has complained to the State Legislature to maintain consistency in the laws. RESIDENT said State Senator Gen Olson told residents at a tax information meeting that the taxes in the surrounding area are up 17%. He asked Erickson why the County does not look at distress sales in it's evaluation. Councilmember Daugherty asked Erickson who are the top people to contact to discuss this problem. Erickson said Doug Johnson, Bill Schreiber and Tony Ohman at the State Legislature. MILA MORGOVSKY - 23622 SMITHTOWN ROAD - PID NO. 34-117-23-23-0049 Morgovsky said she purchased her property in January and the taxes are twice as high as she was told. Erickson said she apparently did not homestead the property. He said he would start an abatement process. JEFF FOX - 5270 HOWARDS POINT ROAD He said not all home sales are taken into consideration when property is valued. He said the County does not include distress home sales and it does not reevaluate a home when it is torn down and replaced. . Erickson said not all property sold for less is a distress sale. He said the County does not use first year housing, estate or relocation sales in it's comparisons. He said companies will sometimes take a loss on an employee's house. JOHN MORGAN - 5795 COVINGTON ROAD - PID NO. 36-117-23-14-0001 Morgan said his house is up $30,000. He said his house was built in 1950 but is close to the Waterford development.
