CALL TO ORDER
Mayor Brancel called the meeting to order at 7:00 P.M.
Brancel informed the audience that they needed to signup to speak to the
Council .
ROLL CALL
Present: Mayor Brancel, Councilmembers Gagne, Stover, Lewis
and City Assessor Rolf Erickson.
Absent: Councilmember Daugherty,
APPROVAL OF MINUTES
A. Board of Review Minutes - Monday, April 15, 1991
Stover moved, Gagne seconded, to approve the Board of Review Minutes
for April 15, 1991 with the following correction:
the time should be 7:00 P.M.
Motion carried - 4/0.
BOARD OF REVIEW
Brancel told the audience that the City's share of property taxes is
17.9% and this is down from 19% last year. She said the County gets
26.4%, the School District gets 48.4% and the remainder goes to other
metro ag.encies.
The Council agreed to approve the assessor's recommendations for
assessment.
Gagne moved, Stover seconded, to approve the assessor's recommendations for
property tax assessment as follows:

S.E. SANDERS - said he still has problems with his assessment. The council
said he should go to the next Hennepin County board of review.
Sanders asked about abatements for previous years.
ROLF ERICKSON - CITY ASSESSOR
Erickson said the County board will make a completely independent
assessment of the property. He said Sanders may be eligible for an
abatement for previous years.
Erickson told Sanders to call the County for an appointment. He said the
County will only hear a certain number of resident complaints and the
appointments fill fast. He urged the residents to call immediately.
RESIDENT asked if the comparables are available to residents.
Erickson said there is a book of comparables which was left at City Hall
for the residents to review.
RESIDENT asked what happens if there are no sales in an area.
Erickson said they look as far as they have to for a comparable sale.
SANDERS asked if the appraisal or the sale price of his property is used
for tax purposes.
Erickson said Sander's property was an estate sale and therefore sold at a
price less than the appraisal.
DANIEL W. JAMES - 19735 CHARTWELL - PID NO. 36-117-23-13-0022
James said his tax value is more than his purchase price. He said the
value as of 1990 was $483,000 and he purchased the house for $410,000.
Erickson said he has no assessed the Waterford area yet. This area has
been left open and the State has agreed to this. He will be doing about 40
properties in the area.
Brancel said the Board of Review will reconvene on Monday, May 20th at 7:00
P.M. for further questions.

James asked about an abatement on his property for 1990. Erickson said he
will send out the papers.
WALLACE MORTENSON - 23530 YELLOWSTONE
Mortenson said he doesn't think the values in his area have increased.
Brancel told him his property was reviewed by the assessor and he felt no
change was necessary.
Gagne said the Council has agreed to uphold the finds of the assessor.
Gagne moved. Lewis seconded. to approve the City Assessor's value on the
Mortenson property as follows:

DAN CHECK - 5490 HOWARD'S POINT ROAD - PID NO. 31-117-23-11-0007
Check said he refinanced his house and the property was appraised at
$192.500. He said ~is 1990 assessed value was $198.100 and his 1991 is
$214.400. He asked about the discrepancy.
Erickson said many of the banks are being conservative about their loan
policies and the land appraisals are sometimes less than the County.
JANUE - 5480 Howards Point Road
Janue said they purchased their house in 1987 for $199.000 and the house
has increased in tax value by 25% in the past three years.
Erickson said the Oct. 1989 to Sept. 1990 home values were used for the
1991 tax assessments. He said sales now will be reflected in the 1992
assessments. He said sales are UP in Shorewood.
Erickson said he can look at the house.
ERIC JOHNSON - 5825 DIVISION ST. - PID NO. 35-117-23-31-0007
Johnson said he purchased the house for $83.000 and it is now being
assessed for $88.000. He said it is only a two bedroom house and he
doesn't think $88.000 is the proper value.
Erickson said he will look at it.
EDWARD SONER - 26100 BIRCH BLUFF ROAD - PID NO. 29-117-23-43-0006
He said he talked to Erickson but has not heard back from him.
He said the property was value at $103.500 in 1988. $114.100 in 1989.
$150.300 in 1990 and $150.900 in 1991. He said it went up 65% in 1990 and
he doesn't think this is right. He said the real estate firm of Remax said
the house is worth $135.000.

Erickson said he will look at the property. He said Birch Bluff Road has
not had many sales in the past few years. Therefore. the taxes jumped in
1990.
SCOTT DAY - 25985 BIRCH BLUFF ROAD - PID NO. 29-117-23-44-0039
He said he just moved into his house and it is partially completed. He
asked if the market value is based on the land.
Erickson said the value of his property is $40,000 for the land and $22,000
for the building.
BOB NYGAARD - 4785 LAGOON - PID NO. 30-117-23-31-0002
He said his value was up 8-9% but it has been stable the last nine years.
He said the changes in valuation on his street have been inconsistent.
Erickson said there have been three sales on the Island and they have all
been inconsistent. He said he would look at the property.
JON MORGAN - asked about his value.
The Council said they had already agreed there would be no change in his
value. However, he can appeal to the tax court.
Morgan said he should not be included in the assessments of Waterford.
PAUL KASTER - 25535 BIRCH BLUFF ROAD - PID NO. 28-117-23-33-0024

He said he bought his house for $52,000 8 months ago and it is now valued
at $62,000.
Brancel said he can come back on the 20th for their decision.
RAYMOND BROCKHOUSE - 25960 BIRCH BLUFF ROAD - 29-117-33-44-0007
He said he built his house in 1971 and the value has increased 10 times but
his salary has not. He said his taxes are UP $1600 this year.
Brockhouse said the Realtor said the house could sell for $250,000 and it
is assessed for $298,000.
Erickson said he will look at the property.

At 8:10 P.M., Brancel continued the Board of Review meeting to Monday, May
20, 1991 at 7:00 P.M.
